2 Parking Enforcement Guide PRE-SERVICE PREPARATIONS When a new or prospective customer requests our service, the first preparation is the signing, are there sufficient parking signs to pass municipal requirements? We will inspect the site, if there are any new signs to be erected you will receive a quotation. If you wish we will arrange to have the new signs erected for you. Once the signs are satisfactory and the site is approved for enforcement we may provide a Parking Control Service Startup Package which includes notices and lobby sign. A custom written notice to the site residents or occupants explaining our service may be prepared to aid in a smooth enforcement Start-up. This notice is custom written for each site. PRE-AUTHORIZED TICKETING SYSTEM STRUCTURE Pre-Authorized Ticketing means, to select or pre-authorize vehicles for ticketing which are violators while not ticketing authorized vehicles. Vehicles may not park on private property without the property owners consent, thus the Pre-Authorized ticketing system customizes this process and allows the property owner to do just that.

4 Parking Enforcement Guide TOWING & NOTICES Towing vehicles in violation and issuing notices to offenders or potential offenders is a inherent part of parking enforcement. We will tow all vehicles which are being stored without license plates, expired license plates, or if visibly inoperative in any area of parking which we normally enforce. Also any repeat offender is eligible to be towed after three tickets have been issued. In some cases it may be necessary to issue a notice to this vehicle prior to towing. The notice used for this is computer generated. In addition to towing away offenders we must first establish who the offenders are. With the Pre-Authorized ticketing system this is through the notice (NCP). At times there will be vehicles using the parking for which you may not be able to account for. This is common in visitor parking areas. To selectively ticket offenders and not visitors we will issue this notice to vehicles which are using the visitor parking lot repeatedly. Requesting the vehicle owner / operator to contact our office for authorization to continue to park. If no response is received to the notice issued, we will proceed with the ticketing & or towing of the vehicle as the owner or operator was advised in writing that they are not authorized to park. SIGNS This standard entrance sign covers items not usually posted and is recommended for all sites. Remember one of the hard and fast rules of parking enforcement is, if it s not posted it Cannot be enforced.
Parking Enforcement Guide 5 PARKING CONTROL RATE STRUCTURE INSPECTION RATE: The inspection rate includes, all time required to complete an inspection of the site. All documentation issued monthly (see client service guide report section). There are no limits on time spent or number of tickets or notices issued. Inspection rate $ 40.00 flat rate per inspection. Locations in excess of 300 residential units by special quotation. Sites over 180 residential units, three inspections per week or 12 per month are recommended. Investigation & Notice Service: Rate is included in the inspection rate. Towing & Impounding: For the impounding of stored vehicles, abandon vehicles and repeat offenders the inspection rate is applied per vehicle. The owner or operator of the vehicle will be required to pay the towing company for the towing and storage of the vehicle before it is released. Court Appearances: If an officer is required to appear in court to give evidence explaining the reason for issuing a ticket, the appearance is billed at the rate of $ 40.00 per appearance (not per ticket).
6 Parking Enforcement Guide Typical Annual Budget Example: A budget example is shown below, by adding 15% to the basic rate, this will more than allow for any towing or court during the year. These occasional charges seldom exceed 15%, this budget plan will consistently render a surplus. I am so confident in this budgeting plan that I will guarantee your budget will not be exceeded. If, using this budget formula it is depleted before the corporate fiscal year is complete, we will, at no further charge, complete service during the remaining portion of that fiscal year.
