Desert - Borrego Springs Tilting T (near Borrego Springs Resort) Palm Canyon Drive (looking east toward Christmas Circle) Palm Canyon Drive (east of Borrego Valley Rd) Overview Planning Group Preferences Key Issues The Borrego Springs Community Sponsor Group (BSCSG) and County staff concur on all Circulation Element road recommendations. Lowering the development intensity in the Desert Subregion produced a reduced need for roads especially 4-lane roads. The proposed road network minimizes costs and environmental impacts when compared to the network that would be required to balance the infrastructure needs of the Existing General Plan. The proposed road network for the Desert Subregion will operate at and acceptable level of service (LOS). The Community Sponsor Group endorsed the proposed road network. Community Character A pedestrian friendly village is important to the Borrego Springs community. The community members want more pedestrian friendly roads in the village than the wide 4-lanes roads called for in the Existing General Plan. The proposed road network, which is composed of 2-lane roads, better meets this community preference. Minimize Costs The proposed road network costs less to build and maintain than the classifications in the existing general plan road network. Desert Borrego Springs C-281 Backcountry Communities

Minimize Environmental Impacts The proposed road network is less impactive to the surrounding environment than existing general plan road network. Trials/Pathways types with wider right-of way (ROW) were preferred for many of the roads in this area for trails and pathways. One-lane traffic circle is supported by vitalization report.
