KEY CLS CONTRACT CONSIDERATIONS Prerequisite Requirements PMA-207 applies these requirements to all Contracts for Commercial Derivative Aircraft: - Maintain a/c IAW FAA-approved maintenance program - Maintain a/c to current FAA certification requirements - Provide FAA-certified individuals to perform maintenance - Provide FAA-certified facilities for depot maintenance - Use only FAA-approved parts/materials - Apply CLS performance metrics developed to meet operational requirements 6
KEY CLS CONTRACT CONSIDERATIONS Service Unique Requirements Various missions of OSA aircraft drive unique contract requirements: - Addition of a Deployment Clause (passports, visas, etc) - Depot field team capability - Security clearances to facilitate communications - Defense Base Act clause for potential hostile area deployments 7
KEY CLS CONTRACT CONSIDERATIONS Mission Unique Requirements Contracts must be flexible enough to respond to requirements driven by individual deployments. Examples include: - Deployment environment - Operating environment - Working conditions - Living conditions - Unique equipment requirements (e.g. chem-bio suits) - Unique training requirements (e.g. chem-bio protection) 8
RECENT IN- THEATER DEPLOYMENT REQUIREMENTS Tasking In support of Iraqi Freedom provide In-Theater CLS for 2 USMC UC-12Bs, 1 USMC C-20G, and 1 USNR C-20G Challenges Included: - Different Type/Model/Series aircraft - Different contracts (1 NAVAIR, 1 OC-ALC) - Different CLS concepts - Different Commands - Different missions - Different locations 9
MAINTENANCE in THEATER & CLS C-20G Deployment Scenario " USMC & USNR deployed 1 aircraft each " Deployments began prior to conflict (60 day duration) " USNR rotated aircraft and crews to maintain constant support (2 squadrons/4 aircraft) " USMC returned home for crew rotations (only 1 aircraft) " C-20G pack-up kits developed from previous deployments " Aircraft capable of carrying own pack-up kit during ferry Issues: " 1 USNR squadron organic on-site maintenance/contractor depot & supply " USMC and second USNR squadron complete CLS 10
MAINTENANCE in THEATER & CLS UC-12B Deployment Scenario " Deployed from 2 CONUS sites to single site " Deployment to be accomplished within 30 days " Crews rotated using other transport Issues: # Cargo capacity necessitated C-130 support # Aircraft range/speed precluded aircraft rotation # UC-12Bs are all CONUS-based # No deployment history 11
MAINTENANCE in THEATER & CLS Deployment Performance UC-12Bs exceeded CLS contract performance requirements C-20Gs exceeded CLS contract performance requirements All aircraft exceeded readiness requirements while deployed, with one exception - Organically supported C-20G required CLS depot support for engine troubleshooting and maintenance (country clearance/transportation resulted in added awaiting maintenance time 12
MAINTENANCE in THEATER & CLS Deployment- Lessons Learned Most important element to successful deployment and performance In-Theater is communication. Development of parts/equipment requirements lists for various deployment periods would reduce preparation time. Ensure appropriate clauses are included in all CLS contracts. A concise document (i.e. checklist), tailored to each platform that outlines deployment requirements and responsibilities, should be developed and provided to all cognizant authorities. 13
MAINTENANCE in THEATER & CLS Overarching Keys to Success The planning to establish capability In Theater is the larger challenge " Once established, CLS maintenance is as effective or more effective than organic support. Ensure appropriate contract clauses pertaining to deployment to hostile areas Ensure an experienced CLS contractor Establishment of logistics pipeline for continued support Great working relationship with other program offices 14
MAINTENANCE in THEATER & CLS Summary Maintenance in Theater, accomplished under a CLS contract, is as effective and efficient as CLS maintenance accomplished in CONUS. The ability of a CLS contractor to deploy a right-sized logistics capability anywhere in the world on short notice provides a huge benefit to DoD. The CLS contractor has the qualified personnel, tools, parts, and equipment in his possession to support the aircraft; all he needs is a location. 15
