Waiver of Significant Transmission Project Status Idaho Power is requesting waiver of the Significant Transmission Project status for the following project: Midpoint T232 230/138 kv Transformer Addition Project Midpoint T342 345/230 kv Transformer Replacement Project The Midpoint T342 345/230 kv 500 MVA transformer is to be replaced with a larger 700 MVA transformer matching the existing Midpoint T341 345/230 kv 700 MVA transformer. The existing 500 MVA transformer will become a system spare and remain at Midpoint to be eventually installed as Midpoint T343 (third 345/230 kv transformer) at a later date. The scheduled/projected in-service date is mid June 2012. This project has no significant impact on the WECC transmission system. The Midpoint T342 345/230 kv Transformer Replacement Project was completed in July 2012. Langley Gulch Generation Project The Langley Gulch combined cycle generation project is being constructed near New Plymouth, ID in Payette County, Idaho on the outskirts of the Treasure Valley (Boise and surrounding area). The Langley Gulch combined cycle generating plant will consist of one natural gas combustion turbine/generator and one steam turbine/generator. The maximum summer output of the plant is 300 MW (at 32 o C) and the maximum winter output is 325 MW (at -7 o C) to 345 MW (at -18 o C). The proposed commercial operation date is July 1, 2012. The integration of the Langley Gulch combined cycle generation project requires the construction of a new short double-circuit 230 kv line and a new 138 kv line. A new 2.5 mile double-circuit with single conductor 1272 MCM ACSR 230 kv line will be constructed to loop in-and-out the Ontario-Caldwell 230 kv line into the proposed Langley Gulch generation site; thus creating an Ontario-Langley Gulch 230 kv line and a Caldwell-Langley Gulch 230 kv line. And, a new 16 mile single conductor 1590/1272 MCM ACSR 138 kv line (constructed 230 kv and operate at 138 kv) will be constructed from the proposed Langley Gulch generation site tapping the existing Caldwell-Willis 138 kv line at the proposed future Wagner Tap location which is approximately three miles out from the Caldwell substation; and, thus creating a Langley Gulch-Caldwell 138 kv line. The Langley Gulch-Caldwell 138 kv circuit will share double-circuit towers with the Langley Gulch-Caldwell 230 kv line for approximately 2.0 + miles entering into the Caldwell substation. In addition to the transmission line improvements, a new 230/138 kv 335 MVA transformer will be installed at the Langley Gulch generation site. The Langley Gulch Generation Project will conform to the NERC TPL-001-0 thru TP-004-0 Standards and WECC TPL-(001 thru 004)-WECC-1-CR System Performance Criteria, This project has no significant impact on the WECC transmission system. The Langley Gulch Generation Project was completed in July 2012. Justice 230/138 kv Substation Project A new Justice 230/138 kv substation will be constructed near the existing King 138 kv substation with a 300 MVA 230/138 kv transformer to accommodate approximately 135 150 MW of additional wind generation in the Hagerman area. The Justice substation will be interconnected to the 230 kv transmission system by looping in-and-out the existing Midpoint- 1
Dram 230 kv line. Because the wind generation projects, which the Justice 230/138 kv project is to accommodate, have been slow in their development; the in-service date has been deferred to December 2012. This project has no significant impact on the WECC transmission system. The Justice 230/138 kv Substation Project was completed in January 2013. Hemingway - Boardman Transmission Project Idaho Power s 2011 Integrated Resource Plan, a biennially-produced 20-year resource plan for meeting our electric service obligation, identified Pacific Northwest generation resources as one component of the preferred resource portfolio. Requirements of Idaho Power s wholesale transmission customers are also increasing. The existing transmission system to the Pacific Northwest has been fully subscribed during high-demand periods. To meet the need for more transmission capacity, Idaho Power plans to build a 500 kv transmission line from southern Idaho to northeast Oregon. The plan of service is to construct a 300 mile 500 kv transmission line from Hemingway station in southwestern Idaho to a new Grassland station near the existing Boardman Power Plant in northeastern Oregon. The Hemingway-Boardman Transmission Line Project s proposed and alternative routes are shown in Figure 1. The Hemingway-Boardman Transmission Line Project scheduled in-service date will be no earlier than 2018. The Hemingway-Boardman Transmission Project facilities to accommodate a 2250 MW west to east (1050 MW increase) and a 3400 MW east to west (1000 MW increase) transfer capacity ratings on the Idaho-Northwest (Path 14) transfer path are listed below: Hemingway-Boardman 500 kv line, 300 miles with approximately 50% series compensation (split equally at each end) the termination will be at the Grassland switching station near the Boardman Power Plant Hemingway, 500 kv Line Terminal with Shunt Reactors and Series Capacitor Grassland, 500 kv Line Terminal with Shunt Reactors and Series Capacitor, and 150 Mvar 500 kv Shunt Capacitor Hemingway-Bowmont #2 230 kv line, 13 miles with single 1590 MCM ACSR Lapwing conductor Bowmont-Hubbard 230 kv line, 16 miles with single 1590 MCM ACSR Lapwing conductor Bowmont, 2 nd 230/138 kv 300 MVA Auto-Transformer The Hemingway-Boardman Transmission Project will conform to the NERC TPL-001-0 thru TPL-004-0 Standards and TPL-001-WECC-RBP-2 System Performance, and the WECC Overview of Policies and Procedures for Project Coordination, Project Rating Review, and Progress Reports. A Hemingway-Boardman Transmission Project Comprehensive Progress Report (Phase I) was released for comment in November 2008 and was granted Phase II status in March 2009. Idaho Power began the Phase II study process in 2011; the initial kick-off project review work group meeting was held on June 22, 2011, and the second project review group meeting was held on November 15, 2011. 2

The third project review group meeting was held on March 22, 2012. On August 10, 2012, a conference call/webinar was held to solicit comments on the initial Phase II draft report. In August 2012, Idaho Power submitted the Idaho-Northwest Up-rate, Hemingway-Boardman 500 kv Transmission Project Phase II Report to WECC and was granted Phase 3 status on November 29, 2012 with an Accepted Rating of 2250 MW west-to-east and 3400 MW east-towest. Gateway West Transmission Project Please see the Gateway West Transmission Project section in PacifiCorp s 2013 WECC Annual Progress Report. Based on the agreement between PacifiCorp and Idaho Power, executed in early 2012, PacifiCorp (Rocky Mountain Power) will assume responsibility for shepherding all Gateway West transmission facilities through the National Environmental Policy Act (NEPA) process and through the project construction phase. The Gateway West Transmission Project facilities in the Idaho area are listed below: Kinport-Midpoint 345 kv line (existing), will be split/converted to: Kinport-Borah 345 kv line Borah-Midpoint 500 kv line (constructed 500 kv/operating at 345 kv) Borah, 500/345 kv 1500 MVA Auto-Transformer Populus-Borah 500 kv line, 55 miles Cedar Hill-Hemingway 500 kv line, 161 miles with approximately 50% series compensation Cedar Hill-Midpoint 500 kv line, 34 miles (Phase 2) Midpoint-Hemingway #2 500 kv line, 126 miles with approximately 50% series compensation (Phase 2) Midpoint T232 230/138 kv Transformer Addition Project A second 230/138 kv 200 MVA transformer will be installed at the Midpoint substation due to load growth in the Magic Valley area. The scheduled/projected in-service date is June 2020. This project has no significant impact on the WECC transmission system.
