SHEET NO. 2.1 AVAILABILITY STANDARD PRICING SCHEDULE R-1 RESIDENTIAL SERVICE Available for electric service utilized for residential purposes in one- and two-family dwellings, including condominiums, apartments and individually owned units which are attached. Single phase, 120/240 volt service shall be supplied through one point of delivery and measured through one meter. Three phase service will be considered on a case by case basis. No commercial, resale, breakdown, auxiliary, or supplementary service permitted. Where existing duplexes or apartment houses are served through one meter under this rate, the Energy Charge blocks of this rate shall be multiplied by the number of apartments in the building. CUSTOMER CHARGE ENERGY CHARGE $14.00 per meter per month. Summer Season (Revenue Months of June - September) First 1,400 kwh per month $0.0851 per metered kwh. All Additional kwh per month $0.0957 per metered kwh. Winter Season (Revenue Months of November - April) First 600 kwh per month $0.0851 per metered kwh All additional kwh per month $0.0485 per metered kwh Shoulder Season (Revenue Months of May and October) All kwh per month $0.0851 per metered kwh

SHEET NO. 2.2 DATED ISSUED 11-1-15 STANDARD PRICING SCHEDULE: R-1 RESIDENTIAL SERVICE MINIMUM CHARGE The minimum monthly charge shall be the Customer Charge plus applicable rate riders. FUEL COST ADJUSTMENT See Standard Pricing Schedule FCA, Rider for Fuel Cost Adjustment

SHEET NO. 3.1 STANDARD PRICING SCHEDULE GS-1 GENERAL SERVICE AVAILABILITY Available for commercial customers requiring either single-phase or three-phase service. Service will be supplied through one meter at one standard secondary voltage. No resale, breakdown, auxiliary, or supplementary service permitted. Where commercial and residential services are served through one meter, the General Service Rate shall apply to the entire load. CUSTOMER CHARGE $30.00 per meter per month ENERGY CHARGE Summer Season (Revenue Months of June October) All kwh per month $0.1055 per metered kwh Winter Season (Revenue Months of November May) First 1000 kwh per month $0.0908 per metered kwh All additional kwh per month $0.0505 per metered kwh MINIMUM CHARGE The minimum monthly charge shall be the Customer Charge plus applicable rate riders. SHEET NO. 3.2 STANDARD PRICING SCHEDULE GS-1 GENERAL SERVICE TERM Edmond Electric may require a written contract for a year or longer, containing minimum guarantees warranted by special circumstances or unusually large investments by Edmond Electric. Customers who request to be changed to the General Service Rate from another rate will remain on the General Service Rate or the General Service Time-of-Use Rate for one year before being permitted to change rates again unless they demonstrate a permanent change in electric consumption.

SHEET NO. 4.1 STANDARD PRICING SCHEDULE GS-TOU GENERAL SERVICE TIME-OF-USE AVAILABILITY Available to commercial customers requiring either single-phase or three-phase service. Off-Peak Hours: All hours not defined as On-Peak hours. Summer Season: The five Revenue Months of June through October. Winter Season: The seven Revenue Months of November through May.

CUSTOMER CHARGE $80.00 per meter per month CAPACITY CHARGE Summer Season (Revenue Months of June October) Billing Demand per month $13.70 per metered kw Winter Season (Revenue Months of November May) Billing Demand per month $8.40 per metered kw ENERGY CHARGE All kwh per month $0.0423 per kwh DEFINITION OF SEASON Summer Season: Winter Season: The five Revenue Months of June through October. The seven Revenue Months of November through May. DETERMINATION OF MAXIMUM DEMAND The Customer's Maximum Demand shall be the maximum rate at which energy is used for any period of 15 consecutive minutes of the month for which the bill is rendered as shown by the Edmond Electric s demand meter.

SHEET NO. 5.2 DETERMINATION OF BILLING DEMAND STANDARD PRICING SCHEDULE PL-1 POWER AND LIGHT The Billing Demand upon which the Capacity Charge is based shall be the Maximum Demand as determined above corrected for power factor, set forth under Power Factor Clause; provided that no Billing Demand shall be less than 25 percent of the highest Summer Season Maximum Demand corrected for power factor previously determined during the 12 months ending with the current month. POWER FACTOR CLAUSE The Customer shall take and use power in such manner that the power factor at the meter is as near 100 percent as possible. When the average power factor as determined by continuous measurement of lagging reactive kilovolt-ampere hours is less than 85 percent, the Billing Demand shall be determined by multiplying the Maximum Demand by 85 and dividing this product by the actual average power factor. Edmond Electric may install suitable measuring equipment at the metering point for any customer to determine the customer s monthly maximum kvar if, in its sole judgment, such equipment is necessary. MINIMUM CHARGE The minimum monthly charge shall be the Customer Charge, plus the applicable Capacity Charge plus any applicable rate riders. FUEL COST ADJUSTMENT See Standard Pricing Schedule FCA, Rider for Fuel Cost Adjustment.

SHEET NO. 5.3 TERM STANDARD PRICING SCHEDULE PL-1 POWER AND LIGHT Edmond Electric may require a written contract for a year or longer, containing minimum guarantees warranted by special circumstances or unusually large investments by Edmond Electric. Customers who request to be changed to the Power and Light Rate from another rate will remain on the Power and Light Rate or the Power and Light Time-of-Use rate for one year before being permitted to change rates again unless they demonstrate a permanent change in electric consumption.

SHEET NO. 6.1 STANDARD PRICING SCHEDULE PL-TOU POWER AND LIGHT TIME-OF-USE AVAILABILITY Available to medium and large commercial or industrial customers requiring three phase service. SHEET NO. 6.2 DETERMINATION OF MAXIMUM DEMAND STANDARD PRICING SCHEDULE PL-TOU POWER AND LIGHT TIME OF-USE The customer's Maximum Demand shall be the maximum rate at which energy is used for any period of 15 consecutive minutes of the month for which the bill is rendered as shown by Edmond Electric s demand meter. SHEET NO. 7.1 STANDARD PRICING SCHEDULE LPL-TOU LARGE POWER AND LIGHT TIME-OF-USE AVAILABILITY Available to industrial or other large customers requiring three phase service. No resale, breakdown, auxiliary or supplementary service permitted. Available upon qualification by the customer and acceptance by Edmond Electric to any customer who during the 12 months ending with the current month, has established an annual kwh consumption of 15,000,000 kwh. CUSTOMER CHARGE $650.00 per month CAPACITY CHARGE Maximum Billing Demand per month $6.79 per kw ENERGY CHARGE Summer Season: On-Peak kwh per month: Off-Peak kwh per month: Winter Season: All kwh per month: $0.1361 per kwh $0.0340 per kwh $0.0340 per kwh

SHEET NO. 7.2 STANDARD PRICING SCHEDULE LPL-TOU LARGE POWER AND LIGHT TIME-OF-USE DEFINITIONS On-Peak Hours: From June 1 through October 31, beginning each day at 2:00 PM and ending at 7:00 PM local time, excluding Saturdays, Sundays, Independence Day and Labor Day as observed by the City. Off-Peak Hours: All hours not defined as On-Peak hours. Summer Season: The five Revenue Months of June through October. Winter Season: The seven Revenue Months of November through May. SHEET NO. 7.3 POWER FACTOR CLAUSE STANDARD PRICING SCHEDULE LPL-TOU LARGE POWER AND LIGHT TIME-OF-USE The consumer shall at all times take and use power in such manner that the power factor at the meter shall be as near 100 percent as possible, but when the average power factor as determined by continuous measurement of lagging reactive kilovoltampere hours is less than 85 percent, the Billing Demand shall be determined by multiplying the Maximum Demand by 85 and dividing this product by the actual average power factor. Edmond Electric may install suitable measuring equipment at the metering point for any customer to determine the customer s monthly maximum kvar if, in its sole judgment, such equipment is necessary. MINIMUM CHARGE The minimum monthly charge shall be the Customer Charge, plus the applicable Capacity Charge plus any applicable rate riders. FUEL COST ADJUSTMENT TERM See Standard Pricing Schedule FCA, Rider for Fuel Cost Adjustment. Edmond Electric may require a written contract for a year or longer containing minimum guarantees warranted by special circumstances or unusually large investments by Edmond Electric. Customers receiving service on the Large Power and Light Time-of-Use Rate will remain on the Large Power and Light Time-of-Use Rate as long as their annual kwh consumption is 15,000,000 kwh or greater.

SHEET NO. 8.1 STANDARD PRICING SCHEDULE PS-ND-1 PUBLIC SCHOOLS NON DEMAND AVAILABILITY Available to public school facilities requiring either single phase or three phase service. Service will be at one standard secondary voltage. No resale, breakdown, auxiliary, or supplementary service permitted. The application of this rate is limited to consumers meeting one of the following conditions: 1) Annual Maximum Kilowatt Demand (AkW) during the last 12 months must be greater than or equal to 10 but less than 600 with a Load Factor less than 25%. SHEET NO. 10.3 ADDITIONAL REQUIREMENTS (cont.) STANDARD PRICING SCHEDULE OAL-1 OUTDOOR AREA LIGHTING Edmond Electric will charge a not to exceed cost, including labor, material and fleet charges, for the extension of electric facilities. The Customer or HOA must return the signed Work Authorization to Edmond Electric. By signing the Work Authorization, the Customer or HOA has 1) authorized Edmond Electric to begin installation of the requested lighting, 2) agreed to pay any not to exceed amount stated in the Work Authorization. Edmond Electric will not begin installation without a signed Work Authorization. The entire not to exceed amount must be paid in full prior to energizing the lights. In the event an HOA is requesting the installation of outdoor area lighting, a signed agreement from each affected property owner authorizing the placement of lights within the right of way adjacent to, within existing easements on or directly on their property must accompany the signed Work Authorization form. The Work Authorization form must be signed by the homeowners association President or their duly authorized representative. Additionally, for all outdoor area lighting installations, 1) Edmond Electric shall be furnished, without cost, all rights, permits and easements necessary to permit the installation and maintenance of Edmond Electric s facilities on private property. 2) The facilities furnished by Edmond Electric shall remain the property of Edmond Electric. 3) The facilities shall be installed at a mutually agreeable location on the Customer s or property owners premises.

SHEET NO. 10.4 STANDARD PRICING SCHEDULE OAL-1 OUTDOOR AREA LIGHTING BURNING SCHEDULE The standard schedule shall be for dusk-to-dawn service and shall include approximately 4,200 hours of service per year. Edmond Electric will use reasonable care to maintain such service, but Edmond Electric will not be obligated to patrol to determine required lamp replacement or other maintenance of the facilities used for service under this schedule. Upon notification of any outage or required maintenance of such facilities, Edmond Electric shall be allowed a reasonable length of time to restore normal service during regular working hours. FUEL COST ADJUSTMENT TERM See Standard Pricing Schedule FCA, Rider for Fuel Cost Adjustment. The customer shall contract for service on the standard contract form for a period of not less than three years.

SHEET NO. 14.1 AVAILABILITY CREDIT STANDARD PRICING SCHEDULE: LIHEAP-1 LOW INCOME HOME ENERGY ASSISTANCE PROGRAM RIDER This rider is available to all individually metered residential customers served on the Standard Pricing Schedule R-1, Residential Service rate who are qualified by and certified to Edmond Electric by the Oklahoma Department of Human Services for payments under the federally funded Low Income Home Energy Assistance Program. The qualification and certification must be renewed annually. On all statements rendered under this rider a credit of $10.42 per month will be applied, where customer is on the Standard Pricing Schedule R-1, Residential Service.

SHEET NO. 15.1 STANDARD PRICING SCHEDULE PSWR PURE AND SIMPLE WIND RIDER AVAILABILITY This rider is closed to new customers and only available to customers who elected for this rate prior to August 25, 2014. All provisions of the Customer s standard pricing schedule apply. PURCHASE AMOUNT Wind energy may be purchased for 100% of monthly usage or by fixed 100 kwh block increments. WIND SELECTION CHARGE (WSC) The price for each 100 kwh block will be $0.27. Customers choosing the PSWR 100% option shall be billed at $0.0027 per PSWR kwh with corresponding Fuel Cost Adjustment (FCA) exemptions (See Pricing Schedule FCA, Rider for Fuel Cost Adjustment). This price is in addition to the applicable standard pricing for each participant s total monthly billing. For purposes of FCA exemption, each block shall represent 100 kwh.

SHEET NO. 15.3 STANDARD PRICING SCHEDULE PSWR PURE AND SIMPLE WIND RIDER FUEL COST ADJUSTMENT TERM All PSWR kwh is exempt from the FCA but any remaining monthly kwh over elected participation will be subject to the monthly FCA. Example of exemption: A Power and Light Customer has subscribed to sixteen (16) blocks of PSWR. The Customer would be exempt from the FCA for 1600 kwh of usage (or 16 X 100 kwh) for the month. If a customer s total usage is less than their election for PSWR kwh for the month, a FCA credit shall be made for any unused PSWR subscription above actual customer monthly kwh consumption on the current month s charges. No FCA kwh credit shall be rolled forward or backward. The term for all PSWR customers is for three (3) months. All PSWR customers shall provide Edmond Electric a thirty (30) day notification for any PSWR participation changes. Participation on this rider shall continue until termination from the program is specifically requested by the PSWR participant.

SHEET NO. 16.1 STANDARD PRICING SCHEDULE FCA RIDER FOR FUEL COST ADJUSTMENT APPLICABILITY This rider is applicable to and becomes a part of each retail rate schedule requiring a Fuel Cost Adjustment charge. FUEL COST ADJUSTMENT The monthly Fuel Cost Adjustment (FCA) will be calculated as follows: where; FCA = [(Aw - Sk x EM + FF + PW)/PK] EM Aw = Current month actual wholesale power cost SK = Current month actual kwh retail sales EM = Annual embedded energy cost, which is calculated by: EM = Annual budgeted wholesale energy cost/annual budgeted retail kwh sales FF = Over or undercollection from previous month plus unanticipated adjustments or corrections to expenses or collections. PW = Following months projected wholesale power costs in dollars PK = Following months projected kwh retail sales The Fuel Cost Adjustment shall be set monthly by the Director of Edmond Electric or his/her designee at a level to cover appropriate expenses and maintain adequate cash flow. The Director of Finance shall approve the Fuel Cost Adjustment prior to implementation.
