MARPOL Annex VI: Tier III Russian paper to MEPC 65, a year of uncertainty, 2016 or 2021? MEPC 66 agreed to retain date of 1 January 2016 by Resolution MEPC.251(66) for existing North American ECA with 5 year exemption for large yachts and further Tier III application dates for new ECAs to be as specified in the IMO amendment designating a new ECA MEPC 67 drafted amendments to add gas only engines to Regulation 13. Further amendments at PPR 2 (19-23 Jan 2015) for approval at MEPC 68 (11-15 May 2015) Rolls Royce Bergen C26:33, source Rolls Royce 3
MARPOL Annex VI: Tier III Engines Tier III diesel engines are available Advanced designs VGT, 2-stage turbocharging, Miller timing, EGR, etc. Tier III EGR slow speed engine in operation since 2012 SCR solutions available Otto cycle gas only and DF engines (gas mode) Tier III compliant HP diesel cycle engines Tier III compliant with EGR or SCR Annex VI will be fully equipped to certify DF and gas engines; MEPC.251(66), MEPC.258(67), Tier III EGR engine, source MAN Slow speed LP DF engine now available, source Wartsila 4
MARPOL Annex VI: Tier III for DF Engines Note: Regulation 13 is a NOx limit based on test cycle weighted value Test cycles based on ISO 8178 E3 propeller law operated, E2 constant speed main propulsion, D2 constant speed auxiliary, C1 variable speed and load Not to Exceed concept Industry questions on gas availability for Tier III compliance first build, dry dock, start/stop, maneuvering, low load restrictions, exemptions, etc PPR 2 has prepared an informative circular for further consideration 5

Regulatory Framework: Safety IMO Interim Guidelines on Safety for Natural Gas-Fueled Engine Installations in Ships (IMO Res. MSC.285(86)) IMO International Code for Safety for Ships Using Gases or Other Low Flashpoint Fuels (IGF Code) International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code) Revised IGC Code Additional requirements may be imposed by flag Administrations 7
IMO IGF Code IMO International Code for Safety for Ships using Gases or Other Low Flashpoint Fuels (IGF Code) approved in principle at MSC 94 in November 2014 Text approved by the committee was that from CCC 1 and not the text from decisions in MSC plenary and working group Final text now available To be adopted at MSC 95 in June 2015 EIF early 2017 Papers expected to be submitted to MSC 95 Work on IGF Code Part 2 is continuing under CCC correspondence group Methyl/alcohol fuels Fuel cells Low flashpoint fuel oil 8
Fuel Tank Location MSC 94 removed tank length limitation from deterministic criteria MSC 94 (reluctantly) agreed least conservative F cn values IGF Code deterministic criteria: B/5 or 11.5m from ship side at summer load line B/15 or 2m from bottom For cargo ships nowhere less than 0.8m-2m based on tank volume IGF Code probabilistic criteria: F cn value less than 0.04 (cargo ships) For cargo ships nowhere less than 0.8m-2m based on tank volume 9
Risk Assessment IMO IGF Code includes Risk Assessment requirement Differing opinions as to intent of text in IGF Code Expect papers to MSC 95 Flag approval Class / statutory conflict of interest? 10

IGC Code International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code) Revised IGC Code draft amendments approved by MSC.92 in June 2013 Adopted by MSC.93 on 22 May 2014 by IMO Resolutions MSC.370(93) and MSC.377(93) Enters into force 1 January 2016 Applies 1 July 2016 IGF application? 12
Revised IMO IGC Code Currently IGC Code only permits burning of methane as fuel Revised IGC Code includes provision for burning of other low flashpoint fuels Flag approval RA HAZID Novel concepts IMO equivalent 13

ISO: LNG as Fuel for Ships ISO TS 18683 Guidelines for system and installations to supply LNG as fuel for ships now published as an ISO Technical Specification on 15 January 2015 ISO is undergoing a reorganization of LNG standard activity. TC67/WG10 and JWG13 to be replaced by new TC67 SC9 subcommittee Liquefied Natural Gas Installations and Equipment, expected mid 2015 TC67/SC9 activities: WG01 takes over TS18683, liaise with TC28/SC4 for LNG quality as a marine fuel. WG02, WG03, WG04, WG05, WG06, TC8 WG8 to start new standard for LNG bunkering (connectors) to support IGF Code MSC 94 decision, publish same day as IGF Code 17

USCG & Transport Canada USCG has published design criteria in CG-521 Policy Letter No. 01-12 dated 19 April 2012 for gas fuelled ships If policy not applicable, alternative design basis requests can be made USCG has two DRAFT policy letters Guidelines for LNG transfer and training of personnel Guidance for LNG vessels and waterfront facilities conducting LNG bunkering Transport Canada utilizes Marine Technical Review Boards to develop criteria for gas fuelled ships. Past projects applied Interim Guidelines, new projects using draft IGF Code. 19
