ANALYSIS These vehicles are available from Currie Motors through the Northwest Municipal Conference Suburban Purchasing Cooperative. It should be noted that dump boxes and snow plow assemblies will be constructed and installed on two of the vehicles by an independent manufacturing company. This service will be presented to the Board as a separate resolution. RESOLUTION NO. A RESOLUTION WAIVING THE BIDDING REQUIREMENT AND AUTHORIZING THE PURCHASE OF EIGHT VEHICLES THROUGH THE NORTHWEST MUNICIPAL CONFERENCE SUBURBAN PURCHASING COOPERATIVE FROM CURRIE MOTORS IN THE AMOUNT OF $289,526 WHEREAS, it is necessary for the Village of Carpentersville, Kane County, Illinois ( the Village ) to purchase eight (8) vehicles for use within the Public Works Department; and WHEREAS, competitive pricing for the purchase of said vehicles is available through the Northwest Municipal Conference Suburban Purchasing Cooperative; and WHEREAS, Currie Motors can provide the requested vehicles through the Northwest Municipal Conference Suburban Purchasing Cooperative at a cost of $289,526; and NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Carpentersville, Kane County, Illinois, as follows: SECTION 1: The requirement for competitive bidding is hereby waived. SECTION 2: It is hereby determined that it is advisable, necessary, and in the best interests of the Village of Carpentersville to authorize the purchase of eight (8) vehicles from Currie Motors through the Northwest Municipal Conference Suburban Purchasing Cooperative. SECTION 3: That the Village Manager is hereby authorized to purchase eight vehicles from Currie Motors in the amount of $289,526. A RESOLUTION WAIVING THE BIDDING REQUIREMENT AND AUTHORIZING HENDERSON PRODUCTS TO CONSTRUCT AND INSTALL DUMP BOXES AND SNOW PLOW ASSEMBLIES ON TWO DUMP TRUCK CHASSIS IN THE AMOUNT OF $71,580 WHEREAS, it is necessary for the Village of Carpentersville, Kane County, Illinois ( the Village ) to purchase vehicles for use within the Public Works Department; and WHEREAS, it is necessary to have equipment constructed and installed on vehicles purchased which is not standard equipment provided on vehicles when purchased; and WHEREAS, Henderson Products of Gilberts, Illinois, provided a proposal for the construction and installation of dump boxes and snow plow assemblies for two vehicles in the amount of $71,580; and NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Carpentersville, Kane County, Illinois, as follows: SECTION 1: The requirement for competitive bidding is hereby waived. SECTION 2: It is hereby determined that it is advisable, necessary, and in the best interests of the Village of Carpentersville to authorize Henderson Products to construct and install dump boxes and snow plow assemblies on two vehicles in the amount of $71,580. SECTION 3: That the Village Manager is hereby authorized to accept a proposal from Henderson Products for the construction and installation of said equipment in the amount of $71,580. Business Districts, Inc. (BDI) presented its proposal to the BDC October 24, 2017. The branding and marketing strategy would include defining Carpentersville s position within the Chicago region. Community input would be solicited through interviews and focus groups. Based on Carpentersville s regional position, a marketing plan would be developed that would incorporate the Village s social media platforms and the website redesign. The branding initiative was presented to the Audit and Finance Commission November 13, 2017. ANALYSIS The Village solicited three proposals for the branding initiative. Due to BDI s experience with municipal branding and its knowledge of Carpentersville, the BDC preferred its proposal.

FISCAL IMPACT As a 2018 budget request, the Village Board provided $60,000 funding for the initiative. DEPARTMENT RECOMMENDATION Staff recommends approval of the BDI proposal.

RESOLUTION NO. A RESOLUTION WAIVING COMPETITIVE BIDDING REQUIREMENTS AND APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH BUSINESS DISTRICTS, INC., OF FOREST PARK, ILLINOIS, FOR MUNICIPAL BRANDING SERVICES WHEREAS, the Village desires to implement a community rebranding initiative in order to enhance the Village s marketing and business recruitment strategies; and WHEREAS, the Village has determined that it is necessary to secure the services of a firm specializing in community marketing and branding to provide a marketing plan, strategy, and schedule for the Village (collectively, the Services ); and WHEREAS, Business Districts, Inc., of Forest Park, Illinois ("BDI"), is an experienced firm in the field of community marketing and branding; and WHEREAS, at its regular meeting on October 24, 2017, the Village Business and Development Commission ("BDC") reviewed the qualifications and capabilities of BDI, determined that BDI is uniquely suited to provide the Services to the Village, and voted to recommend that BDI be retained to provide the Services to the Village; and WHEREAS, the Village President and Board of Trustees concur with the recommendations of the BDC and have similarly determined that BDI is uniquely suited to provide the Services to the Village; and WHEREAS, the Village and BDI desire to enter into an agreement for the provision by BDI of the Services, in the amount of $60,000.00 ("Agreement"); and WHEREAS, the President and Board of Trustees have determined that it is appropriate to waive competitive bidding to enter into the Agreement with BDI, pursuant to Section 3.04.010.B of the "Carpentersville Municipal Code," as amended ("Village Code"); and WHEREAS, the President and Board of Trustees have determined that it will serve and be in the best interests of the Village to enter into the Agreement with BDI; NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village of Carpentersville, Kane County, Illinois, as follows: SECTION 1: RECITALS. The facts and statements contained in the preamble to this Resolution are found to be true and correct and are hereby adopted as part of this Resolution. SECTION 2: WAIVER OF COMPETITIVE BIDDING REQUIREMENTS. The advertising and bidding requirements for the Agreement are hereby waived in accordance with Section 3.04.010.B of the Village Code and the home rule powers of the Village. The Village Manager and the Village Clerk are hereby authorized and directed to execute and attest, on behalf of the Village, the Agreement upon receipt by the Village Clerk of at least one original copy of the Agreement executed by BDI; provided, however, that if the executed copy of the Agreement is not received by the Village Clerk within 30 days after the effective date of this Resolution, then this authority to execute and attest will, at the option of the President and Board of Trustees, be null and void. SECTION 5: SEVERABILITY. If any provision of this Resolution or part thereof is held invalid by a court of competent jurisdiction, the remaining provisions of this Resolution are to remain in full force and effect, and are to be interpreted, applied, and enforced so as to achieve, as near as may be, the purpose and intent of this Resolution to the greatest extent permitted by applicable law. SECTION 6: EFFECTIVE DATE. This Resolution will be in full force and effect from and after its passage and approval in the manner provided by law.
