ANNEX B TECHNICAL SPECIFICATIONS PORTABLE SOLAR-POWERED LIGHTS ITB/2017/869 1
GENERAL SPECIFICATION 1. There shall be 2 categories of lights for evaluation under this tender : A. With Mobile Device Charging Capacity (outlets have potential to charge mobile phone or other portable devices) B. Without Mobile Device Charging Capacity (light function only) The particular specifications for each category are described below. 2. The supplier may submit offers for both categories, and also, for more than one type of portable solar light within each category. The supplier shall make a totally separate submission for each separate product within each category. 3. The supplier shall provide 3 samples of each solar light product with each offer. The supplier shall allow sufficient time for delivery of the light sample and documentation by the tender date requested in the ITB. 4. The light shall be suitable for continued operation under conditions of use from -10 C to + 50 C. 5. The supplier shall provide an instruction booklet with pictorial operation, cleaning and maintenance instructions in English (French and Arabic versions must also be available). 6. Compliance with the required technical standards and specifications as outlined in this TOR can be demonstrated by proposing products certified by Lighting Global or by any other recognized International Certification Body where the product has been tested at equivalent technical standards than the ones mentioned in Annex F, or in absence of a certification, which have been independently tested to equivalent standards to demonstrate compliance with this TOR by a test laboratory which is ISO 17025 accredited to conduct testing according to IEC TS 62257-9-5. These equivalent standards are specified in Annex F (upgraded versions of the same model as approved may also be submitted). 7. The light shall be manufactured to allow cleaning, maintenance and replacement of component parts. Suppliers shall detail all spare parts which can be supplied separately to repair damaged lights. The supplier shall also provide prices of each spare part should additional procurement be required of individual items. 8. The supplier shall propose a strategy for the periodic replacement of the parts and recycling methodology for all component parts of the light. 2
9. The supplier shall have a minimum production capacity of 100,000 lights per year. The supplier shall provide details of the manufacturing process and all materials used, including quality assurance standards and any environmental certifications. 10. The products should be designed with minimum packaging volume and lowest weight. Effective solutions for packing and palletizing are preferred by UNHCR. The number of products per pallet and container shall be detailed in the submission. 11. The supplier shall submit details of any product warranty and estimated product lifespan (including basis for estimation). 12. The supplier should provide any field testing /proof of performance / durability /user acceptance data for the lights with their tender submission. 13. Once products have passed all of the minimum criteria below, the lights and suppliers will be further scored on other information specified in this specification sheet and in the ITB document. 3
TECHNICAL SPECIFICATIONS The supplier must detail the manufacturer and model for all component parts of the light, and provide the requested details listed bellow for each product submitted. A. Solar Lights with Mobile Device Charging Capacity The supplier shall provide the following information : 1. Test reports and certificate of approval from Lighting Global or equivalent 2. Rated lifetime in hours against stated temperatures and hours of operation 3. Relevant compliance documentation for main components. 4. PV Panel Open circuit Voltage Voc 5. PV Panel Short circuit current Isc 6. PV Panel Maximum power point Wp 7. PV Panel % tolerance, % efficiency and temperature ratings 8. Solar PV Panel type -Monocrystalline, polycrystalline, thin flim 9. Battery chemistry and composition 10. Rated maximum number of full cycles for the battery (counting one cycle for full discharge & charge) 11. Battery operating voltage (volts) and rated capacity (ampere hours) 12. Depth of discharge and charge controller functions 13. Light power (watts) for each light setting 14. Light output (lumens) 15. Light output (lux) at 1.0 meter, at each setting 16. % lumen output after 6,000 hours (graph of lumen output Vs hours) 17. Stated operating hours at each light setting (powered by battery only) 18. Recharge time by solar panel at 1,000w/m 2 and 25⁰C 19. Time to fully charge a fully discharged battery (test result) (discharged to max. level permitted by DoD protection) 20. Product weight, (including and excluding packaging), battery weight and solar panel weight 21. The supplier shall provide test results demonstrating the stated performance characteristics of each product. 22. Number of output ports and max. output current per port. 23. Locations of sales, distribution and support points globally Minimum Criteria Lights must meet ALL of the criteria specified for each category below : Lights which do not pass ALL of the criteria for their category will not be considered for further technical or financial evaluation. 4
1. Minimum of 40 lux at 1.0meter distance from the light (diffused light) 2. Colour temperature 3500-5000K white light 3. Ra>70 (CRI > 70) 4. Battery capacity to provide 6 hours of continuous operation on maximum light setting without recharge 5. Minimum of two separate light output settings 6. USB outlet for device charging or cable to adapt charging outlet to USB port 7. Separate Solar panel with mounting 8. Minimum of 4m cable length to connect solar panel to light/battery unit 9. Charge control to suit the battery type 10. Depth of discharge protection function so that it does not fall below the standard discharge point for the type of battery used. 11. Solar panel must have the capacity to fully recharge a fully discharged battery within 5 hours @ 1,000wh/m2 12. Product warranty minimum 2 years 13. Must remain fully intact and operational following a series of 3 drop tests from 1.0 meters on concrete? Additional functionalities which will be taken into account in evaluating the product : 1. External source for charging (external charger or PV), provide info on plug type & acceptable voltages 2. Charging indicator 3. Battery level indicator 4. IP rating 5. Equipment Warranty and performance characteristics (Panel, Battery, Light) 6. More than one USB socket for charging devices (i.e. mobile phone) 7. Features to allow light to be hung or mounted 8. Features to allow solar panel to be mounted externally 9. Ease of operation 10. Number of brightness settings 11. Functionality of light to provide direct beam and/or diffused lighting 12.
