RESOLUTION 2013-12 TOWNSHIP OF SUMPTER SEWER, WATER, RUBBISH RATES, CAPITAL BENEFIT CHARGES At the regular meeting of the Board of Trustees of the Township of Sumpter, County of Wayne, State of Michigan, held on Twenty Fourth day of September 2013 in the Township Hall at 6:30 p.m., Eastern Daylight Savings Time. PRESENT: Hoffman, J. Morgan, Bates, Hamm, P. Morgan, & Swinson ABSENT: Vawters The following preamble and resolution were offered by Hoffman and supported by Hamm, WHEREAS, the Board of Trustees of the Township of Sumpter, pursuant to Ordinance Number 66, as amended, is authorized to establish and revise sewer, water rates and Capital benefit charges to ensure sufficiency of revenues in meeting operation, maintenance and replacement costs, as well as debt service, for the sewer and water systems, and WHEREAS, the Board of Trustees of the Township of Sumpter has received and evaluated the Schedule of Sewer, Water and Capital Benefit rates & charges attached as Exhibit A, and WHEREAS, the Board of Trustees of the Township of Sumpter finds that the operation and maintenance of the water and sewer systems of the Township will be better served and maintained by adopting the Schedule of Sewer, Water, Capital Benefit rates & charges attached hereto. NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Township of Sumpter hereby adopts the Schedule of Sewer, Water Capital Benefit rates and charges attached hereto, for all users within the service area of the Township, except as otherwise provided: 1. Effective Date of Rates and Charges These rates and charges shall take effect October 14, 2013.

EXHIBIT A Schedule of Sewer, Water, Rubbish, Capital Benefit Rates & Charges Sewer Service Rates & Charges A. Sewer User Rate. 1. Sumpter Township Sewer Service Rate - $5.55 per 1,000 gallons of water use. 2. Augusta Township Sewer Service Rate - $6.10 per 1,000 gallons of water use. When required by the Township Board or the Township Board s designee, to accurately determine the sewage flow into the POTW by any mobile home park, commercial, or industrial user, the Township may install a separate sewage flow meter as referred to in the Water and Sewer Ordinance, to be used to determine sewage flow for customer billing. In the event the sewage flow meter malfunctions or is inoperable, the Township board shall determine the flow for any such user for billing purposes by any other equitable method. The meter will be installed at a point before the sewage flow enters the public sewer main. B. Customer Billing Administration. 1. Sumpter Township $ 10.10 per customer per quarter. 2. Augusta Township $11.11 per customer per quarter. Plus any additional costs involved beyond the normal quarterly reading of the meter. water C. Customers Outside Sumpter Township. 1. Customer billing and administration charges for sewer users outside Sumpter Township shall be increased by a 1.10% factor over the rates paid by sewer users within Sumpter Township. D. Sewer System Debt Service Charge. 1. Sewer Flow Rate - $2.80 per 1,000 gallons of metered water or sewage metered sewer flow, if the sewage flow is in fact entered as provided for herein. 2. Fixed Rate - $0.00 per customer per quarter. E. Other Charges. 1. Surcharges for treatment of waste beyond normal domestic strength shall be as established by the Ypsilanti Community Utility Authority (YUCA) Ordinance and maintained on file with the Sumpter Township Department of Public Services. 2. Laboratory testing of wastewater samples. The laboratory cost plus a 10% administrative charge. 3. Grinder Pump Service Fee: $15.00 per quarter 4. Final Meter Read: $20.00 5. Manual Meter Read: $50.00 per quarter

Page 2 F. Connection Charges. 1. All single-family residential/mobile home units (1 REU) hooked into the Township sewer system shall pay a connection fee of $5,000. Customers other than single-family residential dwellings shall pay a connection fee based on the Residential Equivalent Units (REU) schedule at a rate of $5,000/REU. 2. In addition, any customer hooking into the Township force main system shall purchase and pay for a sewer grinder unit from the Township at the Townships cost x 1.10%. 3. Multiple dwelling unit residential developments shall pay a charge of $850.00 per unit plus ¾ of the single-family connection fee, plus whatever grinder pump/pump station charges as assessed by the Township Board or its designee. 4. Connection Inspection Charges A charge of $500.00 per connection for any connection to the Township sewer. Water Service Rates & Charges A. Water Service Rates 1. Sumpter Township Water Service rate - $67.80 for the first 10,000 gallons, plus $6.80 for each additional 1,000 gallons of metered water. 2. Sumpter Township Senior Residents over the Age of 65 who provide proof of both and have an affidavit signed is billed for the actual usage, instead of the current minimum billing. 3. Augusta/Exeter Township Water Service Rate - $74.60 for the first 10,000 gallons, plus $7.46 per each additional 1,000 gallons of metered water. B. Billingand administration. 1. For public school facilities and mobile home parks an additional charge of $1.875 per water meter per month. C. Debt Service and Meter Service charges. 1. Debt Service Per Quarter Charge. Based on service line size: ¾ = $ 12.00 4 = $ 140.00 1 = $ 24.00 6 = $ 235.00 1 ½ = $ 36.00 8 = $ 355.00 2 = $ 56.00 12 = $ 470.00 2. Meter Service Per Quarter Charge. Based on meter size: ¾ = $ 5.75 4 = $160.00 1 = $ 6.95 6 = $327.30 1 ½ = $ 12.75 8 = $483.30 2 = $ 21.90 12 = $937.30 3 = $120.50

Capital Benefit Fee. 1. New construction after December 1, 1999 charge $4,000.00. Existing homes/businesses charge $2,000.00. E. Water Service Connection Charges. 1. Sumpter Township: $3,066.00 for a short 1 connection $3,666.00 for a long 1 connection $3,640.00 for a short 1 ½ connection $4,715.00 for a long 1 ½ connection $4,040.00 for a short 2 connection $5,515.00 for a 2 long connection Any connection over 2 shall be computed on request by the Township Engineer. 2. Exeter Township. The Sumpter Township connection charge plus an amount equal to two quarters of a minimum Exeter Township water bill. 3. Augusta Township. $5,280.00. 4. Service Line connection and Trench inspection Charge $50.00 per inspection request. 5. ¾ Service Line Connection Upgrades The difference between the cost of the paid ¾ water service connection charge and the new water service connection charge.

Un-metered Water or Sewer System customers Flat rates for un-metered customers shall be a debt service charge, plus a Customer billing and Administrative charge, plus an Operation, Maintenance and Replacement charge, all reflected from current Water Service Rate & charges Schedule. G. Backflow Cross Connection Prevention Inspection - $50.00 per backflow cross connection prevention inspection. H. Other water related charges. 1. Fire Hydrant Rental A. $50.00 for water meter connection to the nearest fire hydrant. Water for irrigation, swimming pool and other miscellaneous uses furnished by the township shall be metered from the nearest fire hydrant on a meter provided and installed by the township. Metered water shall be charged at the rates set forth in this schedule. A $1,000.00 deposit shall be posted with the township treasurer for the water meter and refunded upon the satisfactory removal and return of the meter by the township. The same rates apply for a backflow prevention device if deemed required by the Superintendent. B. $5.00 per hour for each hour or quarter fraction thereof the water meter is in service. A $50.00 deposit shall be posted for each day the meter is in service and returned upon completion of services and payment of all charges. 2. Water Service Contractors A. Application and license fee - $150.00 Application fee if denied, no appeal - $50.00 Application fee if denied, with appeal $100.00 Renewal fee - $100.00 B. Bond - $10,000.00 C. Insurance: Personal injury - $500,000.00 Personal injury, one accident - $1,000,000.00 Property damage, one accident - $300,000.00 3. Cash deposit for rental tenants - $300.00 4. Frozen meter replacement charge: 5/8 meter - $140.00 ¾ meter - $170.00 1 meter - $210.00 1 ½ meter - $460.00 2 meter - $605.00
