European Energy Forum : «Grids of the future and future of the grids» Michel DERDEVET General Secretary and Member of the Board - Enedis
DSOs: main features in the EU The variety of distribution system operators in the EU Extremely fragmented market with more than 2,000 different distributors: only 218 with more than 100k customers (9%) ; a dozen major players, including Enedis. Various activities related to electric network infrastructures. Occasional exercise of other network activities (street lighting, gas, ICT, water). The levels of fixed and variable shares of tariffs applied by distribution network widely vary depending on the countries and on the types of customers. Metering and data management mainly provided by the DSOs, but not under the same conditions in the Member States. Modernization of the distribution network is underway in Western Europe with some countries leading the way in smart metering (IT, S) and flexibility (HR, S). N.B.: Distribution system operators (DSOs) Transport system operators (TSOs) 2
DSOs at the heart of the energy transition for all Europeans Integration of 95% of renewable installations 12,800 MW of wind power capacity and 8.500 MW of solar PV capacity were installed and grid-connected in the EU during 2015 (Source: EWEA, 2016) DSOs Integration of new uses like electric Vehicles In 2015, 149.5 thousands of VE were sold in the EU. (Source: EEA, 2016) Development of smart grids As of April 2017, 503 smart grid projects are taking place in the UE. (Source: EC, 2017) Digitalisation and smart meters By 2020, close to 200 million smart meters for electricity will be rolled out in the EU. (Source: EC, 2014) 3
Enedis in the French energy system Increased production of electricity form renewable energy Wind 19 GW by 2020 Production & trading Solar 1 million sites by 2020 8 GW by 2020 Transport Evolution of consumer behaviour towards energy savings Distribution Supply Clients Development of sustainable transport Electric Vehicle ~ 450 000 EV and plug in hybrid vehicles by 2020 LTE law: 7 million charging Stations by 2030 4
Enedis: the main public service missions of the French DSO 2016 key figures 35 millions customers 392 000 new customers connected 1.35 million km of power lines covering 95% of mainland France Carrying out customers connections Managing and modernizing the network Accompanying the territories 388 TWh delivered with less than 6% losses 64 minutes SAIDI (System Average Interruption Duration Index) 13,5 billion revenues 3,2 billion investments Managing and remotely controlling the network through 31 control services 39,000 employees Deploying the smart meter «Linky» Assuring 24 hour and 7/7 troubleshooting 5
Enedis is leading and participating in Smart Grids pilot projects in France and in Europe Two main objectives Develop robust and industrial technologies in time to face future challenges. Identify viable business models for all actors of the electric system (covering investments and sharing benefits) An entry point The Association Think Smartgrids that federates the institutional, professional and consultative organisations in France. 6
Energy Package: Enedis positions DSO ENTITY DSOs-TSOs COOPERATION TARIFFS LOCAL ENERGY COMMUNITIES NETWORK REINFORCEMENT EnR INTEGRATION STORAGE DATA MANAGEMENT SMART METERS EV Supports the creation of this entity enabling the DSOs to play a role in the governance of the Energy Union. Encourages such cooperation necessary to achieve the energy transition, while delivering results at both economic and environmental levels. Promotes cost-reflecting tariffs but doubts about the principle of a single European tariff methodology. Believes the LECs might jeopardise social and territorial cohesion, and favours instead forward looking experiments in self-consumption. Welcomes this disposition, but sees the submission of a network development plans as an unnecessary constraint. Welcomes the principle of a simple notification procedures, however worries about potential breaches in grid security requirements. Agrees with storage defined as a market activity, and asks for clarifications as well as exempting provisions. Welcomes this article confirming the DSOs role as data managers. Questions the relevance of the near real time principle, whose implementation could prove very costly. Agrees with these dispositions and believes that charging points operation should be fully left to market participants. 7
Proposals for the European energy system* Encourage cross-border cooperation between distribution system operators. Interconnect the pioneers of local energy governance. Create a European Forum of the territories. Pool the European efforts of R&D with respect to smart grids. Create a European energy data platform. Map out European corridors for innovative mobility. Establish a Europe Energy College. * Cf. «Energy, a networked Europe», Report by Michel Derdevet, addressed to François Hollande, President of the French Republic - 23rd February 2015 8
