CIGRE National Committee KOSOVO The CIGRE National Committee of Kosovo was recognized by the Administrative Council of CIGRE, consulted by correspondence on September 8 th 2017, after considering the request for formal recognition dated August 2 nd 2017, as a National Committee of CIGRE International.
An overview of Kosovo s transmission system development
KOSTT s Role in the Power System of Kosovo KOSTT J.S.C is the electricity Transmission, System and Market Operator of the Republic of Kosovo, a publicly owned company with 100% of shares owned by the Republic of Kosovo. KOSTT manages the operation, maintenance and development of the electricity transmission system at 400kV, 220kV and 110kV. Transformers connected to the distribution network: 220/35//10 kv and 110/35/10 (20) kv also belong to the transmission system. KOSTT complies with the provisions of the: Grid Codes Electrical Standards Code & Technical Equipment Code Connection Charging Methodology ENTSO-E Operational handbook As a result of the central geographical position, KOSTT, although small in size, represents a very important transmission hub in Southeast Europe
Role and Responsibilities KOSTT performs: Real Time Operation Observability of neighboring transmission grids Short (Day Ahead), Medium and Long term Planning\Analysis Provides Transmission services under regulated tariff Provides non-discriminatory third party access to the grid Enhances reliability and balances the system Planning, development and maintenance of network Facilitation and operation of the market 6
Licenses for Transmission System Operator and Electricity Market Operator, KOSTT is responsible for: Planning, operation, maintenance and development Efficient, economic and coordinated operation of the transmission system, including cross-border flows Balancing of the system Provision of non-discriminatory access for transmission system users Encouraging efficient competition in electricity generation and supply Encouraging economic efficiency in applying Market Rules and performance of activities in compliance with the Market Rules Management of the final settlement processes

400 kv Line Kosovo B (KS) Tirana 2 (AL) The line is finished in Jul 2016, 242 km, 2x490mm 2, 95 km Kosovo Territory, 36 M investment of KOSTT The line is still out of operation due to no implementation of Connection Agreement with ENSTO-E During past months the line was switched on, three times for short time only in the alert and emergency condition of neighbouring system i.e. OST, when they requested from KOSTT to prevent cascading effects of overloaded lines. Those activities prove the importance of the line for security of regional transmission network. The line is an important interconnector which supports increase of power transactions in region and security operation of regional transmission network.
