June 26, 2017 UCLA Parking Violations Code Sections 21113 CVC Driving or Parking on Public Grounds 21113. (a) No person shall drive any vehicle or animal, nor shall any person stop, park, or leave standing any vehicle or animal, whether attended or unattended, upon the driveways, paths, parking facilities, or the grounds of any public school, state university, state college, unit of the state park system, county park, municipal airport, rapid transit district, transit development board, transit district, joint powers agency operating or managing a commuter rail system, or any property under the direct control of the legislative body of a municipality, or any state, county, or hospital district institution or building, or any educational institution exempted, in whole or in part, from taxation, or any harbor improvement district or harbor district formed pursuant to Part 2 (commencing with Section 5800) or Part 3 (commencing with Section 6000) of Division 8 of the Harbors and Navigation Code, a district organized pursuant to Part 3 (commencing with Section 27000) of Division 16 of the Streets and Highways Code, or state grounds served by the Department of the California Highway Patrol, or any property under the possession or control of a housing authority formed pursuant to Article 2 (commencing with Section 34240) of Part 2 of Division 24 of the Health and Safety Code, except with the permission of, and upon and subject to any condition or regulation which may be imposed by the legislative body of the municipality, or the governing board or officer of the public school, state university, state college, county park, municipal airport, rapid transit district, transit development board, transit district, joint powers agency operating or managing a commuter rail system, or state, county, or hospital district institution or building, or educational institution, or harbor district, or a district organized pursuant to Part 3 (commencing with Section 27000) of Division 16 of the Streets and Highways Code, or housing authority, or the Director of Parks and Recreation regarding units of the state park system or the state agency with jurisdiction over the grounds served by the Department of the California Highway Patrol. (b) Every governing board, legislative body, or officer shall erect or place appropriate signs giving notice of any special conditions or regulations that are imposed under this section and every board, legislative body, or officer shall also prepare and keep available at the principal administrative office of the board, legislative body, or officer, for examination by all interested persons, a written statement of all those special conditions and regulations adopted under this section. (c) When any governing board, legislative body, or officer permits public traffic upon the driveways, paths, parking facilities, or grounds under their control then, except for those conditions imposed or regulations enacted by the governing board, legislative body, or officer 1
applicable to the traffic, all the provisions of this code relating to traffic upon the highways shall be applicable to the traffic upon the driveways, paths, parking facilities, or grounds. * The numbers following 21113(a) are used to distinguish UCLA parking violations and are not a sub section of the California Vehicle Code. 21113(a) 1 Public Grounds/Non-Designated Parking Area Some spaces are marked for University Vehicles Only, reserved or assigned to a specific person or department. These spaces are reserved 24 hours a day, including weekends and holidays, unless signage specifically states otherwise. All vehicles/motorcycles are required to park within properly marked designated parking space. Vehicles parked in areas other than a marked parking space will be in violation. If a vehicle s tires are over the lined space and begin to take additional space in the next stall, the vehicle is subject to citation. Motorcycles must park only in designated motorcycle spaces. 21113(a) 2 Red Curb RED indicates no stopping, standing, or parking, whether the vehicle is attended or unattended, except that a bus may stop in a red zone marked or signposted as a bus loading zone. Disabled placards/license plates are not valid at red curbs. 21113(a) 2a No Stopping (Fire Lane) No vehicle may park in any area identified and/or posted as NO STOPPING for any period of time. Vehicles parked in these areas will be in violation and are subject to citation and/or tow. 21113(a) 2b Parking Temporary Reserved Stall No person shall park at a Temporary Reserved Stall. Temporary No Parking Zones are established to restrict regular parking and provide curb space for purposes such as construction activity (which may require a Street Use permit) moving vans, or to clear a street/parking structure/lot for special events. The restricted area is not intended to be used for parking of personal vehicles. Any valid parking space, whether paid or unpaid, may be considered for use as a Temporary No Parking Zone. 2
21113(a) 3 White Curb White is for the purpose of loading and unloading passengers. Vehicles may not be left unattended at any time; any vehicle left unattended is in violation and subject to citation and or tow. To be stopped legally at any white curb or passenger loading stall on the UCLA campus, your vehicle must be attended by a licensed driver at all times. Disabled placards/license plates are not valid at white curbs. 21113(a) 3a Green Curb (Overtime) Green indicates time limit parking specified on the curb. Disabled placards/license plates are valid at a green curb with no restricted time limit. 21113(a) 4 Yellow Curb (No permit) Loading zones are not for general parking. They are used for loading and unloading for the amount of time posted. Loading zones are enforced 24 hours a day, including weekends, holidays, finals weeks, quarter breaks and summer. Vehicles with commercial plates may park at a Yellow Zone for the purpose of loading/unloading for the amount of time posted (20 minutes). Vehicles without commercial plates using a Yellow Zone must display a special permit/pass that can be obtained at any Parking and Information Booth. Any vehicle parked not displaying this special permit/pass is in violation, and subject to citation. Vehicles parking in yellow curbed areas after all parking kiosks are closed are allowed to load/unload at a yellow curbed area for 20 minutes without a permit. Disabled placards/license plates are not valid at yellow curbs. 21113(a) 4a Yellow Curb (Overtime) UCLA allows vehicles displaying commercial license plates or loading permits to park at a yellow curb for a maximum of 20 minutes. Vehicles using a Yellow Zone displaying the required pass are parked in a time limit zone. Please adhere to the posted time limit. Any vehicle staying longer than 20 minutes is in violation, and subject to citation. 3
Disabled placards/license plates are not valid at yellow curbs. 21113(a) 5 Expired Meter When metered spaces are utilized, the meter fee must be paid by all users including permit holders and guests. UCLA meters require a coin deposit. Meters are enforced 7 days a week (Monday thru Sunday) from 8:00 a.m. to 9:00 p.m. Failure to deposit the proper coinage at all times is in violation of the parking rules/regulations. Disabled placards/license plates are valid at meters with no restricted time limit. 21113(a) 6 No Permit Displayed All personal vehicles are required to have a valid UCLA Parking Permit/Daily Parking Pass AT ALL TIMES. All UCLA parking permits and daily passes must be clearly displayed at all times when the vehicle is parked within the property. Failure to display a valid UCLA parking permit/daily pass will be in violation of parking rules/regulations. Disabled placard/plates are valid in any permit required stall. UCLA faculty, staff and students must also display a current UCLA parking permit to be considered legally parked. Some spaces are marked for University Vehicles Only, reserved or assigned to a specific person or department. These spaces are reserved 24 hours a day, including weekends and holidays, unless signage specifically states otherwise. 21113(a) 6A Invalid Permit All UCLA parking permits, daily passes, pay station permits, and pay by plate visitor stalls, must be valid for the area and time in which you park. All UCLA parking permits shall be displayed in one of the following manners: 1. If you are using a clear plastic Lucite hang tag, please affix the permit decal to the clear plastic Lucite hang tag. Hang the tag from your rearview mirror so that the permit faces outward and is clearly visible and readable through the windshield of your car while parked on campus. 2. You may also affix your permit decal to the inside of the front windshield on the driver s side. While seated in the driver s seat, locate the decal within a 5-inch square of the lower lefthand corner. Daily parking passes must be displayed from the lower left hand (driver s side) 4
corner of the windshield. Permits must be affixed to the windshield or placed on the dashboard visible and readable through the windshield of your car while parked on campus. Daily Passes must be affixed to the lower left hand corner of the windshield by the adhesive sticker issued with the pass. If adhesive fails, please ensure permit is placed on the dash (clearly) in the same corner-face up. 3. If you are using a UNEX hang tag, hang the tag from your rearview mirror so that the permit faces outward and is clearly visible and readable through the windshield of your car while parked on campus. 4. If you are using a Bruin Commuter Park (BCP) hang tag you must display your hang tag (on rearview mirror) along with a valid pay station permit/receipt (lower left hand corner driver s side). Both the hang tag and pay station permit must be displayed at all times clearly visible and readable through the windshield. 21113(a) 6B Altered Permit/Receipt/Hangtag An alteration of any official UCLA Transportation document (permit, parking receipt for pay by space or pay and display, hangtag, daily visitor pass, etc.) is defined as a violation. Permits/receipts/hangtags/etc. are considered altered if any of the printed information on any type of official UCLA Transportation document is changed, including but not limited to, dates that have been erased or crossed out by any means or filled in and changed due to mistaken date entry, modification/defaced in any form to the date, time, the location, or other data in an unauthorized manner, counterfeit, is a forgery, or is any other reproduction. Displaying a UCLA parking permit that has been reported LOST is a violation of UCLA parking rules/regulations, and is subject to citation and restitution fees. 21113(a) 6C Lost Permit Displaying a UCLA parking permit that has been reported LOST is a violation of UCLA parking rules/regulations, and is subject to citation and restitution fees. 21113(a) 6D Stolen Permit Displaying a UCLA parking permit that has been reported STOLEN is a violation of UCLA parking rules/regulations, and is subject to citation and restitution fees. 21113(a) 6E Not Returned Permit UCLA permits that have been cancelled or revoked either by the permit holder or Parking Services are no longer valid and must be returned to Parking Services. Displaying a cancelled, revoked or not returned parking permit is a violation of UCLA parking rules/regulations and is subject to citation and restitutions fees under this section. 5
21113(a) 6F No Proof of Payment All vehicles are required to pay for parking at any UCLA Visitor Parking locations. Payments must be purchased at a Pay Station machine by entering your License Plate number, selecting parking duration and making a payment. If a vehicle does not have a license plate number you must enter the last six (6) digits of your Vehicle Identification Number (VIN) located on the bottom left hand corner of the windshield driver s side or on the door panel and clearly display the receipt/permit on the vehicle s dashboard. Failure to pay for parking at UCLA will be in violation of UCLA parking rules/regulations. Disabled placard/plates are valid in any permit required stall or visitor parking stall. UCLA faculty, staff and students must also pay and or display a current UCLA parking permit to be considered legally parked. Some spaces are marked for University Vehicles Only, reserved or assigned to a specific person or department. These spaces are reserved 24 hours a day, including weekends and holidays, unless signage specifically states otherwise. 21113(a) 7 Out of Marked Stall All vehicles are required to park within properly marked designated parking space. Vehicles parked in areas other than a marked parking space are in violation and are subject to a citation. For example, if a vehicle s tires are over the line space and impede or obstruct access to the adjacent stall, the vehicle is in violation of this section. If the stall is marked with double lines, vehicles are required to park within the inner set of lines to avoid citation. 21113(a) 9 Disabled Placard Not Valid It is unlawful to use or display a disabled placard that is expired, revoked, cancelled, altered, duplicated, reported lost or stolen. Using or displaying such placard is in violation of UCLA parking rules and regulations. The only legal use of a placard is its display by the person to whom it is issued. Using or displaying a disabled placard that was not issued to you is in violation of UCLA parking rules and regulations. 21113(a) 9A Disabled License Placard Not Displayed It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for disabled persons and disabled veterans pursuant to Section 22511.7 or 22511.8, unless the vehicle displays either a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59. 6
21113(a) 9B Blocking Disabled Stall It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59, in either of the following places: (1) On the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans. (2) In any area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines and is thereby designated, pursuant to any local ordinance, for the loading and unloading of vehicles parked in the stall or space. (d) Subdivisions (a), (b), and (c) apply to all off street parking facilities owned or operated by the state, and to all off street parking facilities owned or operated by a local authority. Subdivisions (a), (b), and (c) also apply to any privately owned and maintained off street parking facility. 21113(a) 9C Blocking Disabled Access It is unlawful for any person to obstruct, block, or otherwise bar access to disabled accessible parking stalls. 21113(a) 9D Disabled Placard Misuse Any person using a distinguishing placard issued pursuant to Section 22511.55 or 22511.59 CVC for parking as permitted by Section 22511.5 shall, upon request of any peace of officer or person authorized to enforce parking laws, ordinances, or regulations, present identification and evidence of the issuance of that placard to that person. Failure to present the requested identification and evidence of the issuance of that placard shall be a rebuttable presumption that the placard is being misused and that the associated vehicle has been parked in violation of the provision of Section 22507.8. In addition to any other applicable penalty for the misuse of a placard, the officer or parking enforcement person may confiscate a placard being used for parking purposes that benefit any person other than the person to whom the placards was issued by the Department of Motor Vehicles. A placard lawfully used by a person transporting a disabled person pursuant to subdivision (b) of Section 4461 shall not be confiscated. 7
21113(a) 10 Patient Courtesy Citation A Patient Courtesy Citation shall be issued to a patient/family parked at the UCLA Medical Center displaying an expired permit or no permit. The amount of the fine shall be equal to the cost of a daily parking permit. 21113(a) 10B Courtesy Citation A Courtesy Citation shall be issued to a visitor of the UCLA campus displaying an expired permit or no permit. The amount of the fine shall be equal to the cost of a daily parking permit. 21113(a) 10C Stein Plaza Patient Courtesy Citation A Stein Plaza Patient Courtesy Citation shall be issued to a patient/family parked at UCLA Stein Plaza displaying an expired permit or no permit. The amount of the fine shall be equal to the cost of a daily parking permit. 21113(a) 10D Disabled Patient Courtesy Citation A Disabled Patient Courtesy Citation shall be issued to a vehicle parked on the UCLA campus displaying a valid disabled placard issued by the Department of Motor Vehicles but without a valid UCLA parking permit. The amount of the fine shall be equal to the cost of a daily disabled parking permit. 21113(a) 10E BCP Courtesy Citation A Courtesy Citation shall be issued to a Bruin Commuter Park (BCP) member of the UCLA campus displaying an expired permit or no permit at the discretion of UCLA Transportation. The amount of the fine shall be equal to the cost of a daily parking permit rate for BCP members. 21113(a) 10F Alternate All Day Rate Courtesy Citation A Courtesy Citation shall be issued to a visitor of the UCLA campus displaying an expired permit or no permit/payment at the discretion of UCLA Transportation. The amount of the fine shall be equal to the cost of a daily parking permit. 21113(a) 11 No Parking at Broken Meters or Inoperable Pay Station Vehicles parked at broken, jammed, failed, or otherwise inoperable meters or pay station is in violation, and subject to citation if parked beyond the posted time limits. 8
21113(a) 12 Bus Zone No Stopping, Standing or Waiting Permitted Bus loading zones shall be indicated by appropriate signs or by a white line stenciled with white letters NO STANDING together with the words BUS ZONE on the top or side of all curbs within such zones. (Ord. 37 1, 1987; 1987 Code 7.28.260) No person shall stop, stand or park any vehicle except a bus in a bus loading zone. (Ord. 37 1, 1987; 1987 Code 7.28.270) Red shall mean no stopping, standing or parking at any time, except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signposted as a bus zone. No Person shall stop, park, or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device. Vehicles parked, standing or waiting are in violation of the rules and regulations. 21113(a) 13 Blocking Fire Hydrant/Lane No person shall stop, park, or leave standing any vehicle within 15 feet of a fire hydrant on either side. Curbs or sidewalks do not have to be colored where a fire hydrant is located. Vehicles parked in these areas will be in violation and are subject to citation and/or tow. 21113(a) 14 = 5200 No Front Plate Vehicles registered through California Department of Motor Vehicles must display two license plates, one in the front bumper and one in the rear. (a) When two license plates are issued by the department for use upon a vehicle, they shall be attached to the vehicle for which they were issued, one in the front and the other in the rear. (b) When only one license plate is issued for use upon a vehicle, it shall be attached to the rear thereof, unless the license plate is issued for use upon a truck tractor, in which case the license plate shall be displayed in accordance with section V.C. Section 4850.5. Front License Plate Bracket: V.C. Section 11713.17. (a) Following the retail sale or lease of a motor vehicle for which the department issued two license plates, a dealer may not deliver the motor vehicle unless either of the following occurs: 9
(1) The motor vehicle is equipped with a bracket or other means of securing a front license plate. (2) The dealer obtains a signed written acknowledgment from the person taking delivery of the motor vehicle acknowledging both of the following: (A) The person expressly refused installation of a bracket or other means of securing the front license plate. (B) The person understands that California law requires a license plate to be displayed from and securely fasten to the front of the motor vehicle and that the hardware necessary to securely fasten the front plate is available from the dealer. (b) A manufacturer or distributor may not sell or distribute in this state a new motor vehicle for which the department issues two license plates, unless that motor vehicle is equipped or provided with a bracket or other means of securing the license plates. 21113(a) 15 = 5204 Current Registration Tab Not Displayed A tab shall indicate the year of expiration and a tab shall indicate the month of expiration. Current month and year tabs shall be attached to the rear license plate assigned to the vehicle for the last preceding registration year in which license plates were issued, and, when so attached, the license plate with the tabs shall, for the purposes of this code, be deemed to be the license plate, except that truck tractors, and commercial motor vehicles having a declared gross vehicle weight of 10,001 pounds or more, shall display the current month and year tabs upon the front license plate assigned to the truck tractor or commercial motor vehicle. Vehicles that fail to display current month and year tabs or display expired tabs are in violation of this section. (b) The requirement of subdivision (a) that the tabs indicate the year and the month of expiration does not apply to fleet vehicles subject to Article 9.5 (commencing with Section 5300) or vehicles defined in Section 468. (c) Subdivision (a) does not apply when proper application for registration has been made pursuant to Section 4602 and the new indicia of current registration have not been received from the department. (d) This section is enforceable against any motor vehicle that is driven, moved, or left standing upon a highway, or in an off street public parking facility, in the same manner as provided in subdivision (a) of Section 4000. 10
21113(a) 16 Expired Pay By Space When Pay Stations are utilized, the fee must be paid by all users including permit holders (unless otherwise posted) and guests. Permits are not transferable from person to person. There are no in and out privileges. Pay Station rates and hours of operation vary by location. To avoid a citation please observe posted signage at each pay station location. Vehicles parked at broken, jammed, failed, covered, or otherwise inoperable pay stations are in violation, and subject to citation. Failure to deposit the proper monies at all times is in violation of the parking rules and regulations. Disabled placards/license plates are valid at pay stations with no restricted time limits (no in and out privileges). 21113(a) 17 Zipcar Parking Only Zipcar is a car-sharing service which has reserved parking spaces throughout the UCLA campus. No person shall park at a reserved Zipcar parking stall other than a vehicle identified as a Zipcar. These parking zones are restricted and are not intended to be used for parking of personal, commercial, or University vehicles. Any vehicle other than a Zipcar parking in a Zipcar Reserved parking space is in violation of the UCLA Parking Rules and Regulations and is subject to a citation/tow. 21113(a) 18 Oversized Vehicles An oversized vehicle is any motorized vehicle or combination of motorized vehicles and nonmotorized vehicles or trailers that: Meets or exceeds twenty-two (22) feet in length at any time Meets or exceeds the combination of both more than eight (8) feet in height and is also meets or exceeds seven (7) feet in width. Vehicles meeting or exceeding twenty-two (22) feet in length, eight (8) feet in height and/or seven (7) feet in width, parking on campus are in violation of the UCLA Parking Rules and Regulations and is subject to a citation and/or tow. 22500 A Parked in an Intersection 11
No person shall stop, park, or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, in any of the following places: (a) Within an intersection, except adjacent to curbs as may be permitted by local ordinance. Violations are subject to citation and/or tow. No person shall park within an intersection, except adjacent to curbs as may be permitted by local ordinance. 22500 B On a Crosswalk Ramp No person shall park on a crosswalk, except that a bus engaged as a common carrier or a taxicab may stop in an unmarked crosswalk to load or unload passengers when authorized by the legislative body of any city pursuant to an ordinance. (b) On a crosswalk, except that a bus engaged as a common carrier of a taxicab may stop in an unmarked crosswalk to load or unload passengers when authorized by the legislative body of any city pursuant to an ordinance. Violations are subject to citations and/or tow. 22500 C Parked in a Safety Zone (c) Between a safety zone and the adjacent right-hand curb or within the area between the zone and the curb as may be indicated by a sign or red paint on the curb, which sign or paint was erected or placed by local authorities pursuant to an ordinance. Violations are subject to citations and/or tow. No person shall park between a safety zone and the adjacent right-hand curb or within the area between the zone and the curb as may be indicated by a sign or red paint on the curb, which sign or paint was erected or placed by local authorities pursuant to an ordinance. 22500 E Blocking Driveway (e) In front of a public or private driveway, except that a bus engaged as a common carrier, school bus, or taxicab may stop to load or unload passengers when authorized by local authorities pursuant to an ordinance. In unincorporated territory, where the entrance of a private road or driveway is not delineated by an opening in a curb or by other curb construction, so much of the surface of the ground as is paved, surfaced, or otherwise plainly marked by vehicle use as a private road or driveway entrance, shall constitute a driveway. 12
Violations are subject to citations and/or tow. No person shall park in front of a public or private driveway, except that a bus engaged as a common carrier, school bus, or a taxicab may stop to load or unload passengers when authorized by local authorities pursuant to an ordinance. In unincorporated territory, where the entrance of a private road or driveway is not delineated by an opening in a curb or by other curb construction, so much of the surface of the ground as is paved, surfaced, or otherwise plainly marked by vehicle use as a private road or driveway entrance, shall constitute a driveway. 22500 F Parked on a Sidewalk (f) On any portion of a sidewalk, or with the body of the vehicle extending over any portion of a sidewalk, except electric carts when authorized by local ordinance, as specified in Section 21114.5 Lights, mirrors, or devices that are required to be mounted upon a vehicle under this code may extend from the body of the vehicle over the sidewalk to a distance of not more than 10 inches. Violations are subject to citations and/or tow. No person shall park on any portion of a sidewalk, or with the body of the vehicle extending over any portion of a sidewalk, except electric carts when authorized by local ordinance, as specified in Section 21114.5. Lights, mirrors, or devices that are required to be mounted upon a vehicle under this code may extend from the body of the vehicle over the sidewalk to a distance of not more than 10 inches 22500 G Parked Near Street Construction (g) Alongside or opposite any street or highway excavation or obstruction when stopping, standing, or parking would obstruct traffic. Violations are subject to citations and/or tow. No person shall park alongside or opposite any street or highway excavation or obstruction when stopping, standing, or parking would obstruct traffic. 22500 H Double Parking 13
(h) On the roadway side of any vehicle stopped, parked, or standing at the curb or edge of a highway, except for a school bus when stopped to load or unload pupils in a business or residence district where the speed limit is 25 miles per hour or less. Violations are subject to citations and/or tow. No person shall park on the roadway side of any vehicle stopped, parked, or standing at the curb or edge of a highway, except for a school bus when stopped to load or unload pupils in a business or residence district where the speed limit is 25 miles per hour or less. 22500L Blocking Disabled Parking Ramp No person shall park unlawfully, blocking sidewalk wheelchair access. In front of or upon that portion of a curb that has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk. 22502A 18 Inches from the Curb Except as otherwise provided in this ( ) 1 chapter, a vehicle stopped or parked upon a roadway where there are adjacent curbs shall be stopped or parked with the right-hand wheels of ( ) 2 the vehicle parallel with and within 18 inches of the right-hand curb, except that ( ) 3 a motorcycle shall be parked with at least one wheel or fender touching the right-hand curb. Where no curbs or barriers bound ( ) 4 a two-way roadway, right-hand parallel parking is required unless otherwise indicated. 22502B Wrong Side of the Street (a) Except as otherwise provided in this ( ) 1 chapter, a vehicle stopped or parked upon a roadway where there are adjacent curbs shall be stopped or parked with the right-hand wheels of ( ) 2 the vehicle parallel with and within 18 inches of the right-hand curb, except that ( ) 3 a motorcycle shall be parked with at least one wheel or fender touching the right-hand curb. Where no curbs or barriers bound ( ) 4 a two-way roadway, right-hand parallel parking is required unless otherwise indicated. (b) (1) The provisions of subdivision (a) or (e) do not apply to a commercial vehicle if a variation from the requirements of subdivision (a) or (e) is reasonably necessary to accomplish the loading or unloading of merchandise or passengers on, or from, ( ) 2 a vehicle and while anything connected with ( ) 2 the loading, or unloading, is being executed. (2) This subdivision ( ) 5 does not ( ) 6 permit ( ) 4 a vehicle to stop or park upon a roadway in a direction opposite to that in which traffic normally moves upon that half of the roadway on which ( ) 2 the vehicle is stopped or parked. 14
(c) Notwithstanding ( ) 7 subdivision (b), a local ( ) 8 authority may, by ordinance, prohibit a commercial ( ) 9 vehicle from stopping, parking, or standing on one side of a roadway in a business district with the wheels of ( ) 2 the vehicle more than 18 inches from the curb. The ordinance shall be effective only if signs are placed in the areas to which it is applicable clearly indicating the prohibition. (d) This section does not apply to vehicles of a public utility when ( ) 2 the vehicles are being used in connection with the operation, maintenance, or repair of facilities of the public utility or are being used in connection with providing public utility service. (e) (1) Upon a one-way roadway, ( ) 9 a vehicle may be stopped or parked as provided in subdivision (a) or with the left-hand wheels parallel to and within 18 inches of the left-hand curb, except that ( ) 3 a motorcycle, if parked on the left-hand side, shall have either one wheel or one fender touching ( ) 2 the curb. Where no curb or barriers bound ( ) 10 a one-way roadway, parallel parking on either side is required unless otherwise indicated. ( ) 11 (2) This subdivision ( ) 5 does not apply upon ( ) 12 a roadway of a divided highway. 22507.8C Blocking Disabled Stall It is unlawful for any person to obstruct, block or otherwise bar access to those parking stalls or spaces except as provided in subdivision (a). It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59, in either of the following places: (1) On the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans. (2) In any area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans that is marked by crosshatched lines and is thereby designated, pursuant to any local ordinance, for the loading and unloading of vehicles parked in the stall or space. (d) Subdivisions (a), (b), and (c) apply to all off street parking facilities owned or operated by the state, and to all off street parking facilities owned or operated by a local authority. Subdivisions (a), (b), and (c) also apply to any privately owned and maintained off street parking facility. Violations are subject to citations and/or tow. 22507.8B Blocking Disabled Access No person shall obstruct or block designated handicapped parking space, except as provided. 15
Violations are subject to citations and/or tow. 22507.8A Disabled/License/Placard Not Displayed It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for disabled persons and disabled veterans pursuant to Section 22511.7 or 22511.8, unless the vehicle displays either a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59 22522 Blocking Crosswalk Ramp No person shall park within 3 feet of a sidewalk access ramp. 22526. (a) Blocking Intersection Notwithstanding any official traffic control signal indication to proceed, a driver of a vehicle shall not enter an intersection or marked crosswalk unless there is sufficient space on the other side of the intersection or marked crosswalk to accommodate the vehicle driven without obstructing the through passage of vehicles from either side. (2) A parking violation when a notice of parking violation is issued by a person, other than a peace officer described in paragraph (1), who is authorized to enforce parking statutes and regulations. (g) This section shall be known and may be cited as the Anti-Gridlock Act of 1987. Vehicles blocking, stopping or parked in these areas will be in violation and are subject to citation and/or tow. 22651.7 Vehicle Immobilization (Booting) Fee Vehicles booted under this section are required to pay ALL unpaid citations in addition to a boot and storage fee. 21210, 22651(M) Bicycle Impound Fee If your bicycle was parked illegally or chained to a pole or railing, or if it appears to have been abandoned, it may be impounded. Bicycles must park in designated bicycle areas (bike racks/lockers). You many not park, or lock, your bicycle in any of the following areas (Note: If a bicycle is parked in violation of this rule, it will be impounded and the owner will be subject to penalties and fees): Pedestrian pathways or passageways Inside a building or elevator 16
Poles or hard rails such as those on or near stairways and walkways Individuals with disabilities Access Ramp Abandoned bicycles may be subject to impound. 21210. No person shall leave a bicycle lying on its side on any sidewalk, or shall park a bicycle on a sidewalk in any other position, so that there is not an adequate path for pedestrian traffic. Local authorities may, by ordinance or resolution, prohibit bicycle parking in designated areas of the public highway, provided that appropriate signs are erected. 22651(m) When the use of the highway, or a portion of the highway, is authorized by a local authority for a purpose other than the normal flow of traffic or for the movement of equipment, articles, or structures of unusual size, and the parking of a vehicle would prohibit or interfere with that use or movement, and signs giving notice that the vehicle may be removed are erected or placed at least 24 hours prior to the removal by a local authority pursuant to the ordinance.
