Rule-making for Safe, Efficient, Economical, High Speed Trains Design changes just to comply with the existing rule may not be the best solution for the High Speed rails Always, revisit the existing rules, consider intentions, and be ready to adopt to the new technologies Example 1: Fire Protection ETF established a new rule for the fire protection. The new rule considers the bottom cover as a fire barrier, because the fire source considered in NFPA 130 (conventional rule) does not exist onboard. Example 2: Tunnel Design Conventional rule requires single-track tunnels for rail systems. For the high speed rail, with a low risk of on-board fire, a new rule could be established to utilized a doubletrack tunnel.
