INTRODUCTION The Government of India felt the need for a permanent agency to expedite the publication of standards and development of test facilities in parallel when the work on the preparation of the standards is going on, as the development of improved safety critical parts can be undertaken only after the publication of the standard and commissioning of test facilities. To this end, the erstwhile Ministry of Surface Transport (MOST) has constituted a permanent Automotive Industry Standards Committee (AISC) vide order No. RT-11028/11/97-MVL dated September 15, 1997. The standards prepared by AISC will be approved by the permanent Technical Standing Committee (CTSC). After approval, the Automotive Research Association of India, (ARAI), Pune, being the Secretariat of the AIS Committee will published this standard. For better dissemination of this information ARAI may publish this document on their Website. This standard has been prepared to encourage reliable, affordable and efficient, innovative vehicles that meets consumer performance and price expectations through government, private collaboration for promotion and development of indigenous manufacturing capabilities, bringing technologies from developed countries, setting required infrastructure, consumer awareness and technology usage, thereby helping India to emerge as a leader in the emerging vehicle technology market in the world. In order to spur innovation and encourage the introduction of emerging technologies or vehicles with a different customer usage pattern into the market, it has been decided to permit the type approval of small volumes of these vehicles with some derogation. The standard also limits the volumes of such vehicles which can be produced over a period and the validity of the type approvals granted to them after which new initiatives would be needed by the manufacturer to meet latest requirement. The AISC panel and the Automotive Industry Standards Committee responsible for preparation of this standard is given in Annexure-III and Annexure-IV respectively. Page 2 of 24

Procedure for Approval of Vehicles produced or imported in Small Series, and Vehicles produced or imported under Pilot/Demonstration Projects 1.0 Scope of this Procedure: This Type Approval Procedure shall be applicable to models (including their variants and versions) of motor vehicles of categories M, N, and L under Small Series, and Vehicles produced or imported under Pilot/Demonstration Projects. Agricultural, Forestry Tractors and Construction Equipment Vehicles (CEVs) are not covered under this Procedure. 1.1 Definitions: 1.1.1 Small Series Vehicles (Category A): A vehicle of category M, N, and L, manufactured or imported in limited numbers as specified in Clause 1.3. The detailed requirements to be complied with are as mentioned in Annexure I of this Procedure and the Maximum Number of Vehicles produced or imported should be limited to that mentioned in Clause 1.3 of this Procedure. 1.1.2 Pilot/Demonstration Project Vehicles intended for government schemes (Category C): A vehicle of category M, N, and L and manufactured or imported in limited numbers specifically built for the Purpose of Promotion of new Vehicle Technology. The detailed requirements to be complied with are as mentioned in Annexure II of this Procedure and the Maximum Number of Vehicles produced or imported should be limited to that mentioned in Clause 1.3 of this Procedure. 1.1.3 Small Series Special Purpose Vehicles: A vehicle of category M, N, and L for performing a special function for which special body arrangements and/ or equipment are necessary (as defined in AIS 053). The requirements to be complied with for the purpose of Regular Type Approval of such vehicles shall be as mentioned in AIS 017 and. Wherever Manufacturer/Builder of such Special Purpose Vehicle requests Test Agency notified under Rule 126 of for Approval of such a Vehicle under this standard, the Vehicle is required to comply with the requirements of this Procedure. 1.2 This Document covers the following Approvals: Category Description A C C1 C2 Small Series Production / import of Vehicles Pilot fleet/demonstration Vehicles intended for government schemes approval. The need for such demonstration fleets may be linked to a national or state level incentive programme. For vehicles for which regulations do not exist in one or more aspects For vehicles for which all requisite regulations exist. Page 3 of 24

1.3 Volume Limits for the Vehicles produced or imported in Small Series, and Vehicles produced or imported under Pilot/Demonstration Projects: For small series approval, the number of vehicles produced or imported shall be as specified in the table below. For vehicles Produced or imported under Pilot/Demonstration Projects, the nodal agency in charge may announce the number of vehicles that may be covered under this procedure. In the absence of any such specification, the following shall apply : Vehicle Category Annual Domestic Production / Imports (for each model including its variants and versions) A C1 C2 M1, N1 250 25 up to 100 Units M2, M3, N2, N3 100 10 up to 50 Units L 250 50 up to 200 Units 1.4 Applicability of this Type Approval Procedure: 1.4.1 This procedure shall be applicable only to vehicle manufacturer, who has its own manufacturing facility in India and service network of its own or through tie up in India and who has type approved at least one model as per Rule 126 of. 1.4.2 The models (including their variants and versions) which are already approved for all applicable requirements laid down in Central Motor Vehicle Rules need not separately be approved under this procedure. In case the test procedure required for establishing the qualification criteria for the incentive programme for the category of the vehicle concerned is not yet possible to be implemented (due to constraints like test facilities readiness, etc), such tests shall be exempted (by the designated agency) till the time said tests are possible to be conducted. Such exemptions shall cease to be valid after 12 months from the time said tests are possible to be conducted. 1.4.3 The Vehicle produced or imported under Small Series, and Vehicles produced or imported under Pilot/Demonstration Projects will be exempted from the requirements of Emission Conformity of Production (CoP) as notified under No. 115 and AIS 037 safety component COP requirements under. 1.5 Validity of Type Approval Certificate: The Type Approval Certificate issued to the Vehicles produced or imported under Small Series, and Vehicles produced or imported under Pilot/Demonstration Projects shall have a Validity as mentioned below: Page 4 of 24

A Small Series Vehicles Valid till 24 Months from the issue of Type Approval Certificate C Pilot fleet/demonstration approval C1 For vehicles for which regulations do not exist Valid till 24 Months from the issue of Type Approval Certificate C2 For vehicles for which regulations exist. The need for such demonstration fleets may be linked to a national or state level incentive programme. Valid till 24 Months from the issue of Type Approval Certificate 1.5.1 At the end of this validity period or optionally before that OEM shall obtain: a) Small series type re-approval as per this standard. Normally only one reapproval shall be granted. Further re-approvals shall be granted at the discretion of the approval authority after the authority has assured itself that the applicant is not using the Small Series approval process to circumvent the regular complete approval process. For all re-approvals a new vehicle shall be submitted along with the application to the approving authority. or b) Full type approval under new type or c) Discontinue the series with the intimation to test agencies 1.5.2 At the time of certification the latest standard / notification shall be considered for the test specified under this standard. Further, the latest notified rules and standards may specify requirement, which are over and above the requirements listed in this standard. 2.0 Type Approval Procedure 2.1 In the case of vehicles qualifying under criteria specified in Clause 1.0, the following procedure shall be followed : 2.1.1 For the purpose of establishing the compliance as per this procedure, the requirements as mentioned in Annexure I or II shall be complied with. Applicability of the standard shall be as per applicability notified in. 2.1.1.1 The test reports issued by Testing agency notified under Rule 126 of shall be required to establish compliance to the provisions related to subjects marked with Abbreviation T. If for any of the items marked with Abbreviation T specific provisions / exemptions are mentioned in, and applicable standards, the same shall be applicable for establishing compliance for such items. 2.1.1.2 The test reports issued either by the Vehicle Manufacturer / Component Supplier or by a Third party test agency shall be required to establish compliance with the provisions related to subjects marked with Abbreviation R. For the items listed in marked with Abbreviation R, if due to any specific reason it is not possible to furnish the test report(s) as per any of the above Indian regulations, the test reports for compliance to ECE regulations / EU directive / FMVSS / ADR / JIS/ SAE etc., corresponding to the applicable Indian Regulation shall be accepted at the discretion of the test agency. 2.1.1.3 The provisions related to subjects marked with Abbreviation NR are exempted as per the relevant applicable and standard for that subject. 2.1.1.4 The subjects marked with Abbreviation NA shall be exempted as per this standard. 2.1.1.5 Component Markings required under various provisions of except Rule 122 shall be exempted for vehicles approved under this procedure. 2.1.1.6 In addition to these tests, for category C vehicles, the manufacturer may request the Test Agency to conduct additional tests and provide reports for additional parameters as may be required by the nodal agency for administering the pilot / demonstration fleet program. 2.1.2 The applicant shall submit to test agency: (a) The information of the vehicle model (including their variants and versions) as per relevant tables of AIS 007. The applicant shall clearly specify the exemptions applicable against the relevant clauses of AIS 007. (b) Test reports for items covered under clause 2.1.1.1. (c) Vehicle Manufacturer / Component Supplier / Third Party test agency test reports for items covered under clause 2.1.1.2. (d) A declaration from the manufacturer as per clause 2.1.1.3. (e) Any additional relevant technical information. 2.1.3 The test agency shall verify the submitted documents and shall issue a type approval certificate. The test agency shall also send a copy of type approval certificate to the nodal agency administering the Pilot / Demonstration Project for the Vehicles Produced or imported for which regulations do not exist (Series Category C1). 3.0 Mechanism for compliance to Production Volume Limits specified in Clause 1.3. 3.1 For the models approved under this procedure, the certificate holder shall half yearly submit in October and April to the test agency, a report with list of the engine number/motor number and chassis number of the vehicles produced or imported in the previous six months. For vehicles produced or imported for demonstration / pilot project a copy of this report shall also be sent to nodal agency. This report shall be required : 3.1.1 Till the time, the limit specified under clause 1.3 is over; or 3.1.2 When the certificate holder submits a declaration to test agency that it does not intend to produce or import any more vehicles as per the certificate issued for a model (including its variants and versions). In case of Demonstration project / pilot project, a copy of declaration shall also be submitted to the nodal agency. 3.2 In case, the certificate holder intends to resume production of a particular model (including its variants and versions), for which a declaration as per clause 3.1.2 had been submitted, he shall provide information to this effect to the test agency and shall start submitting the six monthly reports as per clause 3.1. No re-certification shall be required in such cases within the validity period. Page 7 of 24
