Content Introduction I) First task a. S.W.O.T analysis of Oradea Metropolitan Area b. Objectives for the OMA II) Second task a. S.W.O.T analysis of the mobility needs of Sânmartin b. Issues and proposals III) Third task a. Current situation b. Integration of sustainability features in Nufarul IV) Conclusion

Introduction Making a start Task division Planning End product

I) First task Grant Agreement Assignment Brainstorming and restructuring Final S.W.O.T. analysis

Location of Oradea Grant Agreement

a. S.W.O.T. analysis of Oradea Metropolitan Area Strengths Weaknesses Opportunities Threats Political and institutional EU integration Disparity between planning departments Lack of participation in the planning system Lack of sustainable planning Lack of national funding Lack of performance monitoring Cross border collaborations Regional collaborations Legal instability

a. S.W.O.T. analysis of Oradea Metropolitan Area Strengths Weaknesses Opportunities Threats Environmental issues Green corridors -(east-west) Environmental protection zones Weak northsouth mobility Fragmented, uncoordinated green corridors Noise pollution Industrial pollution Air pollution (car use/ageing buses) North-south movement axis Connected green corridors Measures to reduce noise pollution [such as railway cuttings] Encourage sustainable practices Noise pollution impacting people s quality of life More polluting industries locating in the area

a. S.W.O.T. analysis of Oradea Metropolitan Area Strengths Weaknesses Opportunities Threats Land use issues Some mixed use areas University & schools mainly located in the centre Industrial areas near to main roads Centrality and suburban services/ amenities create more need to travel Many barriers (river, ring road, railway, airport, hills) Industrial areas increase traffic (especially large vehicles) Connect industrial/ commercial areas with residential areas to reduce traffic Create mixed uses neighbour-hood s Urban sprawl Industrial/ commer-cial areas without connection to residential areas cause traffic Large vehicles affect road quality

a. S.W.O.T. analysis of Oradea Metropolitan Area Strengths Weaknesses Opportunities Threats Socio-economic issues High rates of employment Tourist attractions Lack of awareness of environmental issues Public transport often at capacity Decreasing population People aren t used to cycling Lack of education/prom otion encouraging people to use sustainable modes of transport Environmental education Measures to increase the use of bicycles Change in attitude towards sustainable modes of transport High costs to modernise the existing public transport infrastructure

a. S.W.O.T. analysis of Oradea Metropolitan Area Strengths Weaknesses Opportunities Threats Mobility Ring road Highways Railway lines Tram system Airport Links to main (inter)national roads Ring road is incomplete Pedestrian and bicycle traffic is obstructed by parked cars & railway Few cycle paths Poorly surfaced roads Mainly national flights Ageing public transport infrastructure Complete ring road Construction of Transylvanian Highway Upgrade the airport Modernisation of PT infrastructure Ring road and highways facilitate car use

a. S.W.O.T. analysis of Oradea Metropolitan Area Accessibility Strengths Weaknesses Opportunities Threats Tram stations and bus stops near the main railway station Modes aren t integrated Lack of car/bicycle parking near railway and tram stations PT system is not user friendly Smaller train stations, tram and bus stops are poorly located Weak connection between districts Disintegrated payment/ticket system Different, private operators leading to a disjointed network Integrated PT system for OMA P+R/B+R Improve information systems Better located/integrated stations & stops Collaboration between different operators Inaccessible PT system is unattractive; increases car use, causes congestion isolation/ disconnection in rural areas

Transport objectives for the Oradea Metropolitan Area Improve accessibility and mobility throughout the metropolitan area Establish a more integrated and collaborative transport system Change attitude towards sustainable modes of transport and increase their patronage Reduce the need to travel and keep traffic out of the city centre Facilitate walking and cycling through dedicated routes and green corridors

II) Second task Assignment Analysing Sânmartin municipality Final S.W.O.T. analysis Drawing maps to create a masterplan

II) Second task Grant Agreement 6 Km from the city center 9226 inhabitants and 3716 dwellings in 2010 Main road from Oradea to Deva Railway from South to Oradea with a station in Baile Felix

Sânmartin Grant Agreement

Current Bus network in Sânmartin

a. S.W.O.T. analysis of the mobility needs of Sânmartin 11km from the airport Strengths Growing population unlike many other areas Good air quality High employment rates Mix of urban and rural areas within the municipality Accessible by the DN79 European road Railway station with links to Oradea and Deva Some leisure/ tourism facilities in the area including a health spa Bus stops near to Gara Baile Felix railway station Good provision of schools and kindergartens within the rural areas reducing the need to travel Well developed health infrastructure for a rural area; reducing the need to travel A number of nature protection zones including woodlands and a lake Weaknesses Slow and inefficient rail service Leisure areas are poorly connected Imbalance between Baile Felix and rural area E671 road causes air pollution Poor quality public transport [private operators] A lack of bicycle paths Train station isn t well located Lack of public consultation when developing plans and proposals Noise pollution from the railway line and main road Weak connections by road and public transport to the airport

a. S.W.O.T. analysis of the mobility needs of Sânmartin Opportunities Threats Develop bicycle tracks that link to the wider area and Oradea Improvement and resurfacing of roads local roads and links to the region Promote more public and private partnerships to achieve an integrated system Organise more opportunities for local people be involved with plan making Electrified railway and more regular services; review the location of the railway station Further increases to car use if public transport and cycling provisions are not improved and made more integrated Improvements and socio-economic trends may cause unwanted movement to the rural areas; potentially leading to urban sprawl Pressure to develop protected areas Potential to locate green pedestrian/cycling corridors within the nature reservations

III) Third task: Nufarul-Apateului Assignment Analysing Nufarul-Apateului neighbourhood Final S.W.O.T. analysis Drawing maps to create a masterplan

Nufarul-Apateului Grant Agreement

Grant Agreement Current situation of Nufarul-Apateului

S.W.O.T. analysis of Nufarul-Apateului Strengths Weaknesses Opportunities Threats Accessible by the ringroad Tram line following the main street Many amenities along the main street (shops, supermarket, churches) Education infrastructure ( University, schools, kindergarten) Ring road and channel are physical barrier s for pedestrians and cycles Abandon areas decrease the quality of the landscape Noise pollution Increase quality of life by building equipments Use empty spaces to improve the development area Enhance green corridor Provision for allotments and small scale agriculture Heavy traffic may lead to congestion Noise and lack of facilities could make the zone unattractive,

Grant Agreement Proposals for Nufarul-Apateului IV) Conclusions

IV) Conclusions Grant Agreement The planning system in the Oradea Metropolitan Area needs to be reformed in order to achieve sustainable urban transport and development. The lack of funds is one of the key limitations, however a solution could be the partnerships with the private sector.

IV) Conclusions The public transport system needs to be adapted to become more integrated and accessible. Walking and cycling could be increased with a safe interconnected system of routes for these modes.

IV) Conclusions The need to travel can be reduced through mixed use developments and making better use of existing facilities. Soft measures can be used to increase the use of sustainable modes of transport, such as education and promotion.
