Revised 12/2013 INTRODUCTION SOUTHEASTERN REGIONAL EQUIPMENT OPERATORS ROADEO The Southeastern Regional Equipment Operators Roadeo is an annual event, consisting of contestants from participating states in the SASHTO Region. The purpose of the Roadeo is as follows: 1) To promote skill advancement for employees whose jobs require the operation of heavy equipment 2) To increase the safety awareness level of employees working in or around work zones 3) To increase employee moral and value 4) To strengthen presence of team spirit and teamwork 5) To recognize the best equipment operators in a friendly competitive atmosphere ROADEO ADMINISTRATION The Southeastern Regional Equipment Operators Roadeo Committee consists of representatives from each participating SASHTO state. The Committee Chair will be a representative from that year s host state. Participating states should provide the following support staff for the Regional Equipment Operators Roadeo competition: one official, one scorekeeper and five judges. ROADEO HISTORY The hosting agency should rotate between participating states. CONTESTANT ELIGIBILITY Each state may send two contestants in each category of competition. In states bringing a full team contestants will be allowed to compete in only one event. OVERALL RULES Contestants may not have cell phones, blue tooth devices, etc., on their person while competing. Each state may allow contestants to practice one workday (8 hours) prior to arriving at the Regional competition. 2014 Roadeo Manual Page 3

ROADEO EVENTS The following categories of equipment will be used in the Equipment Operators Roadeo, and each category is explained throughout the manual: Tractor Truck w/ Lowboy Trailer Tandem Axle Dump Truck Single Axle Dump Truck Tractor w/ Mower Backhoe Motor Grader AWARDS First place winners will receive a plaque. Second, and third place winners in each event will receive a Certificate of Commendation. TEAM CHAMPIONSHIP AWARDS The following point system will apply towards the Team Championship Awards. Teams will score points based upon their contestants placement in various events. Points will be given as follows for each event: 1 st... 14 8 th... 7 2 nd... 13 9 th... 6 3 rd... 12 10 th... 5 4 th... 11 11 th... 4 5 th... 10 12 th... 3 6 th... 9 13 th... 2 7 th... 8 14 th... 1 In the event of a tie, the measurements for the parallel parking competition in all three truck-driving events will be added together. The team with the fewest combined inches of measurement will break the tie and will place higher. Team Championship Awards will be presented to the team that accumulates the highest number of points. A trophy will be presented to the winning team. The trophy will be displayed for one year and will be passed on to the subsequent winners at the following year s Regional competition. 2014 Roadeo Manual Page 4

FIELD COURSE PROBLEMS FOR TRUCK DRIVING EVENTS TRACTOR TRUCK w/ LOWBOY TANDEM AXLE DUMP TRUCK SINGLE AXLE DUMP TRUCK Competition in the truck driving events will consist of the following obstacles: Pre-Trip Inspection Straight Line Parallel Parking Stop Line Alley Dock Serpentine Prior to start of competition, judges will ask contestants if they understand the rules of competition. The compliance of rules includes the proper usage of seat belts. Contestants who begin the operation of equipment without the use of a seat belt will automatically receive a 300-point deduction. If a contestant allows their head to break the plane of the truck window they will be disqualified from the competition. Contestants will be allowed to adjust the driver s side mirror, at any time, to allow for better visibility. TIE-BREAKER: 1. Parallel Parking measurement - total inches 2. Alley Dock measurement 3. PROBLEM #1 - PRE-TRIP INSPECTION OBJECTIVE: To test the driver's ability to locate faults which would cause the vehicle to fail the daily preventive maintenance check. Contestant has option to demonstrate or verbally complete this task. SCORING: The maximum score for the pre-trip inspection problem is 50 points. POINTS DEDUCTED: Contestant will be disqualified if unable to name at least 10 of the 14 items listed below. 1. Walk around vehicle, visually checking for damage or malfunctions 2. Check tires for damage and deflation 3. Check wheels for broken studs or loose nuts 4. Check equipment tag 5. Check for water, fuel or oil leaks 6. Check engine oil level 7. Check radiator cap and coolant level 8. Check belts, hoses, clamps and wires 9. Clean radiator coils and grill of grass, dirt, leaves, sticks, trash, etc. 10. Drain fuel and air tank water traps, if equipped 11. Service air cleaner 12. Lubricate according to manufacturer's recommendation 13. Clean windows and lights 14. Check service sticker and odometer/hour meter reading determine if service or inspection is due 2014 Roadeo Manual Page 6

PROBLEM #2 - PARALLEL PARKING OBJECTIVE: To test the driver's ability to park parallel to a simulated curb as might be encountered in making a curbside street delivery or in moving the unit off to the side of the road. OPERATING PROCEDURE: The driver will bring the vehicle past the parking space and shall then back into the parking space, parallel to the simulated curb and within six inches of the curb throughout the length of the vehicle. In the Tandem Axle Dump Truck and Single Axle Dump Truck categories the entire vehicle must be within the parking space. In the Tractor Truck/Lowboy category, the lowboy is spotted within the parking space, and the tractor truck may be in a jackknifed position. The contestant is allowed one penalty-free pull-up to get in the obstacle. A pullup is defined as a change in direction. There will be no penalty for extra pull-ups when exiting the obstacle, however, if a line or barricade is touched during this exit there will be an additional deduction. Judges will not measure until the vehicle's parking brake is applied and the driver sounds the horn. Drivers must remain in the vehicle. When measurement is complete, the driver will be instructed to proceed through the course. Judges will not remove barricades as the truck exits the parallel park position. METHODS OF MEASURING POSITION: In the Tractor Truck/Lowboy category, two measurements will be taken on the driver's side from designated points on the lowboy to the edge line. The front measurement point will be at the front of the lowboy, at the top of the deck (where it is flat). The rear measurement will be taken from center of the last two axles. 2014 Roadeo Manual Page 7

In the Tandem Axle Dump Truck and Single Axle Dump Truck categories, the measurements will be taken on the driver's side from the front and rear tire tread to pavement points of contact to the edge line. Driver should turn front tire parallel to line. SCORING: The maximum score for parallel parking problem is 50 points. TIE-BREAKER: In the event of a tie, the front and rear measurements will be added together. If a contestant parked on or over a line, a measurement of 36 will be entered, however, no additional points will be deducted. The contestant with the least number of inches will break the tie. POINTS DEDUCTED: Over 36-50 24+ to 36-25 15+ to 24-20 12+ to 15-15 9+ to 12-10 6+ to 9-5 0 to 6-0 Each time truck tire/trailer touches line while parking or drives over and back - 5 Truck/trailer parked on or over line - 25 (front or rear) Each additional pull-up (after one free pull-up) - 5 Each barrel or barricade hit - 25 2014 Roadeo Manual Page 8

PROBLEM #3 - ALLEY DOCK OBJECTIVE: To test the driver's ability to back the vehicle into a narrow space and stop within six inches of a dock or free-standing barricade. This exercise will simulate backing to a shipping platform between two other vehicles from a street or yard area of limited width. OPERATING PROCEDURES: The driver is required to drive forward past the opening of the simulated dock, position vehicle on the street and then back into dock stopping with rear of unit within six inches of dock. When the driver is satisfied with the backing maneuver, he/she must set the brake, and sound the horn. Driver must remain in the truck. When measurement is completed, the driver will be instructed to continue through the course. One penalty-free pull-up is allowed entering the dock and one penalty-free pullup is allowed leaving the dock. A pull-up is defined as a change in direction. METHOD OF MEASURING POSITION: Measurements are taken from two designated points on the back of the truck or lowboy. The shortest distance will be recorded. SCORING: The maximum score for the alley dock problem is 50 points. POINTS DEDUCTED: Hits back stop: - 25 Distance from back stop: 15+" or MORE - 20 12+" to 15" - 15 9+" to 12" - 10 6+" to 9" - 5 0" to 6" - 0 Each additional pull-up (after one free pull-up) - 5 Each time hits/runs over cone or boundary - 5 2014 Roadeo Manual Page 11

PROBLEM #4 - STRAIGHT LINE OBJECTIVE: To test the ability of the driver to accurately judge the position of the right wheels of the vehicle and to hold the vehicle in a straight line. Simulates conditions in which the driver must keep as far to the right as possible on narrow streets and highways when meeting oncoming traffic, and helps gauge the distance from the right-hand edge of pavement to avoid dropping off onto the shoulder with danger of loss of control, tire abuse and the "dusting" of following traffic. OPERATING PROCEDURE: Driver is required to make a continuous forward movement from the previous obstacle, or other designated station, and run all right wheels of the vehicle down the path made by the markers without running over or otherwise displacing the markers and without stopping. SCORING: The maximum score for the straight-line problem is 50 points. POINTS DEDUCTED: Each unauthorized stop - 5 Each ball dislodged - 5 NOTE: The contestant shall receive a NO SCORE if the markers are negotiated with the left-hand wheels or straddles all markers. PROBLEM DIMENSIONS: Width of path: thirty inches (30 ) from inside to inside of the markers. Distance between pairs of markers: ten feet (10 ) MATERIALS REQUIRED FOR SET-UP: Ten rubber or tennis balls, three inches in diameter, plus five pairs of rubber caster cups or two-inch sections of radiator hose (2" diameter) for tees. To minimize rolling, balls should be tied to tees with string. 2014 Roadeo Manual Page 14

PROBLEM #5 - STOP LINE OBJECTIVE: To test the driver's ability to judge the position of the front bumper with respect to a fixed line. This problem simulates the conditions encountered in stopping at a marked crosswalk or a situation in which the driver must pull forward as far as possible without touching a stationary vehicle. OPERATING PROCEDURE: The driver is required to approach the line moving forward and maintain a normal driving position. Approaching the stop line, the contestant may stop and ease the truck forward. Judges will not declare a stop until the driver sets the brake, and sounds the horn. Driver must remain in the vehicle. METHOD OF MEASURING POSITION: On all trucks, the measurements will be taken from two designated points on the front bumper to the Stop Line. The shortest distance will be recorded. SCORING: The maximum score for the stop line problem is 50 points. POINTS DEDUCTED: 15+" or MORE - 20 12+" to 15" - 15 9+" to 12" - 10 6+" to 9" - 5 0" to 6" - 0 On or over line - 25 2014 Roadeo Manual Page 16

PROBLEM DIMENSIONS: Stop line width: fifteen feet (15 ) NOTE: To prevent contestants from veering off to the side for a better view of the line, strips of tape will be placed at right angles to the line and the contestant will be required to bring the vehicle to a stop within the marked space. PROBLEM #6 - SERPENTINE MANEUVER OBJECTIVE: To test the driver's ability to maneuver the vehicle in and out of tight places. This problem simulates conditions that might be encountered when disabled or wrecked vehicles partially block the highway, in negotiating detours, in heavy traffic or similar situations. OPERATING PROCEDURES: Driver must maneuver around barrels in a serpentine manner without touching the barrels or boundary markers. SCORE: The maximum score for the serpentine maneuver problem is 50 points. POINTS DEDUCTED: Each barrel hit - 10 Each reposition (change in direction) - 5 Each boundary marker hit - 5 PROBLEM DIMENSIONS: Width of street: fifty feet (50 ) Distance between obstacles: Will be adjusted each year to accommodate the change in equipment size and maneuverability. FIELD COURSE PROBLEMS FOR TRACTOR/MOWER EVENT Competition in the Tractor/Mower Event will consist of the following obstacles: Serpentine Maneuver (forward and backward) S-Curve Maneuver (forward and backward) Stop Line Prior to start of competition, judges will ask contestants if they understand the rules of competition. The compliance of rules includes the proper usage of seat belts. Contestants who begin the operation of equipment without the use of a seat belt will automatically receive a 300-point deduction. TIE-BREAKER: 1. In case of a tie, front and rear measurements will be added together. If a contestant parked on or over the stop line or hit the back stop, a measurement of 13 will be entered, however, no additional points will be deducted. The contestant with the least amount of inches will break the tie and will either win the competition or will place higher. If a tie remains, the second tie-breaker will be the time taken to complete the course. Time will start when the tractor begins forward motion and stop when the engine has been turned off for stop line measurement. Time will resume when tractor begins backward motion and will stop when the engine has been turned off at the backstop. The two times will be added together and the contestant with the shortest time will place higher. NOTE: Tractor PTO should be disconnected as a safety measure. SCORING: There will be a time limit of 8 minutes to complete the course. Additional time taken will result in the following deductions: 8+ minutes 9 minutes = - 5 9+ minutes 10 minutes = -10 10+ minutes 11 minutes = -20 11+ minutes 12 minutes = -30 12+ minutes 13 minutes = -40 13+ minutes = -50 2014 Roadeo Manual Page 21

PROBLEM #1 SERPENTINE MANEUVER (FORWARD AND BACKWARD) OBJECTIVE: The objective of this obstacle is to test the operator s ability to maneuver the tractor and mower in tight places. PROBLEM #3 STOP LINE OBJECTIVE: The objective of this obstacle is to test the driver s ability to judge the position of the front and rear of the tractor-mower with respect to a fixed object. This problem simulates the conditions encountered in stopping at an object such as a sign or headwall. OPERATING PROCEDURE: The contestant will proceed forward through the course and come to a halt at the stop line for measurement. Upon judge s signal, the contestant will back through the course to the backstop and come to a halt for measurement. Measurements will not be made until the operator has turned off the motor. (The driver will be allowed to make stops approaching the obstacles to judge his distance. There will be no repositions charged for this maneuver, unless the driver changes direction.) Approaching the stop line, the contestant may stop and ease the tractor forward. Judges will not declare a stop until the driver sets the brake, turns the motor off and sounds the horn. MEASUREMENT PROCEDURE: At the stop line or backstop, the contestant may pull the tractor forward until satisfied, stop, set the brake and turn off the engine before judges will measure. Measurements will be taken from a designated point on the front bumper to the stop line. Measurement will be taken from the closest point on the tail wheel to the backstop. The tail wheel shall remain on the ground at all times. SCORING: The maximum score for this obstacle is 100 points. FIELD COURSE PROBLEMS FOR BACKHOE COMPETITION Prior to start of competition, judges will ask contestants if they understand the rules of competition. The compliance of rules includes the usage of seat belts. Contestants who begin the operation of equipment without the use of a seat belt will automatically receive a 300-point deduction. OBJECTIVE: To test the operator s ability to maneuver the bucket in tight quarters. This problem simulates the removal of material from the ends of a pipe culvert, drop inlet or other drainage structure without damaging the structure.. TIE-BREAKER: 1. Time 2. Re-run for first/second place only OPERATING PROCEDURE: The shortest amount of time taken to successfully transfer five balls determines the winner. There is a three-minute time limit. Time will be stopped at the three-minute limit and balls not placed in the canister at that time will be counted as Failure to put ball in canister. Each operator will be allowed two trials, which must be taken consecutively. Timing begins when a ball moves and stops when the last ball leaves the spoon. Operator will not be allowed to recover a ball dropped on the ground. Any ball touching the ground is considered a failure to put ball in can. Operator s best trial (highest score/accompanying time) will be the official score. Judge will not assist operator by digging in the sand for a lost ball. Operator must wear the seat belt. The contestant will be required to place each golf ball in a different cylinder mold. If the operator places two balls in the same cylinder mole this will be considered one dropped ball. OBJECTIVE: To test the operator s ability to maneuver the motor patrol in tight places while adjusting the blade to miss varying height obstacles. This problem simulates conditions the operator might encounter when trying to blade shoulders where obstacles are at the edge of the roadway or blade snow where obstacles are on or near the roadway. TIE-BREAKER: 1. Time 2. Re-run for first/second place only OPERATING PROCEDURES: Operator is required to make a continuous forward movement and must scrape tennis balls from stands without knocking stands over. It will be deemed an unauthorized stop only if the front tires cease forward motion. It will be deemed a stop only if the front tires cease forward motion. Blade can be in any position the operator prefers at the starting line but must not scrape pavement during the completion of this exercise.
