The facilities at the terminal include storage and distribution for Black Oil (BO) products like Light Diesel Oil (LDO), Furnace Oil (FO), Low Viscosity Furnace Oil (LVFO), High Flash High Speed Diesel (HFHSD), Jute Batching Oil (JBO), Low Sulphur Heavy Stock (LSHS), Bitumen (BIT) and Lube Oil (LO). 1.2 Definitions Owner : Hindustan Petroleum Corporation Ltd. Doc No: 254625-300-SP-INT-004 Rev: B Page 5 of 11 2 Scope of Supply 2.1 The scope of this tender bid covers the design, manufacture, testing and supply of motor operated valves to be installed in the pipeline network for distribution of LDO, FO/LVFO, HFHSD, JBO, LSHS, BIT, LO & for Utilities as per the specifications and data sheets attached. 2.2 The materials, design and workmanship shall satisfy the relevant standards, specifications & codes referred in this document. Where the specifications stipulate requirements in addition to those contained in the standard, codes and specifications, these additional requirements shall also be satisfied. 2.3 The Bidder shall supply the complete assembled and tested valve with actuator & related accessories. The designed, engineered and supplied equipment/system shall be suitable for the site conditions specified. All components/consumables used shall be new, state of the art and of current manufacture. 2.4 Bidder shall include in the bid, list of specific deviations, separately, if any, to this specification and all attachment thereof, otherwise, the offer will be deemed to be in compliance with complete tender and its attachments and subsequent claims for extra scope will not be considered. 2.5 This specification does not relieve the Bidder from final guarantee as to materials, apparatus, workmanship and performance of the valve supplied. 2.6 The Bidder shall, in respect of this tender, procure material from Bidders listed in the Approved Bidder list only, unless the particular type of material is not covered by the list, or a special dispensation to deviate from the list has been granted in writing by the Owner/consultant. 2.7 Bidder to include the start up & commissioning spares for valves, actuators and other accessories in the quoted price along with list. However, list of spares for 2 (two) years of operations shall be attached with technical bid. 2.8 Approved vendor list provided in this tender is for the manufacturer name only, and not for any specific model. For any instrumentation item, the offered model must meet the relevant specification and proven track record (PTR) requirements. The Bidder shall provide the related necessary evidence (reference lists with installation dates and run hours accumulated by date, etc.). Only equipment of proven reliability in similar service conditions, shall be included in the Bidder s proposal (prototypes shall not be proposed). 2.9 Bidder shall prepare and submit all necessary documents during various stages of the project as listed in this tender document. 2.10 Bidder shall train Owner s maintenance personnel for valve maintenance.
Doc No: 254625-300-SP-INT-004 Rev: B Page 6 of 11 2.11 Inspection and testing of all components, sub-assemblies and complete assemblies of items manufactured at Bidder s works, and other sub-bidder s works shall be in accordance with approved QA/QC procedure. 2.12 Factory Acceptance Test (FAT) shall be performed for the total quantity of valves in this tender. Providing necessary manpower & equipment support during FAT/testing is in bidders scope. 2.13 This terminal falls under category 6B, Environmental Impact Assessment, notification no. 501533, dated 11 th Sept. 2006, for Isolated storage and handling of hazardous chemicals. 2.14 This specification covers the following types of fire safe valves as per standards mentioned against each type, intended for petroleum product services at the Marketing Black Oil Terminal. i. Owner shall have the right to inspect/ witness the tests. 4.2 The bidder shall furnish in his offer, Quality Assurance Plan (QAP) proposed to be followed at the factory and the tests to be conducted as per enclosed format in document no. 254625-300-PL-INT-001 4.3 Acceptance of the materials shall be subject to inspection, approval and release by the inspection agency designated by Owner. Inspection will be carried out as per the scope of inspection detailed in this specification and as per the relevant standard, for which all arrangements/ facilities shall be made by successful bidder. 4.4 Painting shall be in line with Painting specifications.

It should also include the date of manufacture and surface preparation/painting. 5 Information & Drawings to be furnished along with the offer: The following drawings / documents (3 hard copy sets shall be submitted with 1 soft copy along with the offer) shall be furnished in addition to the documents requested with individual specifications. 5.1 Overall general arrangement and cross sectional drawings of valves & its accessories, showing dimensional details & estimated weight. 5.2 Sizing calculations for selected valve & actuators. 5.3 As a mandatory requirement, Bidder shall firm up the Make & Model of valve, actuator, other accessories limit switch etc at the time of submission of bids & same shall not be changed after PO placement. Bidder shall submit de-codification sheet for each type and size for all major parts along with torque valve detail for valve & actuator. 5.4 Operating time for each valve (opening & closing time) 5.5 Power consumption for Motor Operated Valves. 5.6 Control valve selection & sizing calculation sheets. 5.7 Details of valves supplied to similar installations. 5.8 Details of manufacturing / testing facilities available with the bidder and rated production capacity. 5.9 Copy of valid API-6D certificates & fire safety test certificates for ball, plug & butterfly valves from internationally reputed testing / inspection agencies. 5.10 Detailed bar chart showing different stages of design, manufacture, testing and despatch duration. 5.11 Deviations from specifications and attachments if any. 5.12 Consultants QAP formats document no. 254625-300-PL-INT-001 duly filled and signed. 5.13 Delivery Schedule 5.14 Confirmation regarding the codes & standards specified for different works.
Doc No: 254625-300-SP-INT-004 Rev: B Page 9 of 11 5.15 List of recommended spares and accessories for valves & actuators for startup & commissioning. 5.16 List of recommended spares and accessories for valves & actuators for 2 (two) years normal operation. 5.17 Guarantee for performance, workmanship & materials of construction. 6 Details to be Submitted after Order Placement The successful bidder shall furnish four sets, unless mentioned otherwise, of the following documents / drawings within the time stipulated. 6.1 Sizing of valve, actuator & selected model for approval (2 weeks from LOI/PO). 6.2 Overall general arrangement and dimensional cross sectional drawings of valves, showing part list, material list, weights etc. for approval before start of manufacturing (2 weeks from LOI/PO). 6.3 Torque details for valves & actuators for approval (2 weeks from LOI/PO). 6.4 Hazardous area classification for valve accessories, electrical power consumption for each type and size of valve for approval (2 weeks from LOI/PO). 6.5 Control valve selection & sizing calculation sheets for approval (2 weeks from LOI/PO). 6.6 Installation requirements. (2 weeks from LOI/PO) 6.7 QA plan for approval. (2 weeks from LOI/PO) 6.8 Inspection certificates & test reports shall be supplied for all mandatory test as per the applicable codes. 6.9 Material test and analysis certificates (physical properties, chemical composition & heat treatment report) shall be furnished for the valves supplied. Material test certificates for other parts shall also be furnished during inspection. 6.10 Other relevant information / drawings / documents as required by Consultant/Owner. 6.11 All the above documents shall be in addition to those mentioned in individual specifications of valves. 7 Final Documentation Eight sets of final documentation shall be submitted in hard copy along with 4 sets of data on compact disc storage media 7.1 Sizing of valve, actuator & selected model with torque details for valves & actuators
Doc No: 254625-300-SP-INT-004 Rev: B Page 10 of 11 7.2 Overall general arrangement and dimensional cross sectional drawings of valves, showing part list, material list, weights etc. 7.3 Actuator Make, Model, details of selection based on torque, electrical power consumption for each type and size of valve. 7.4 Control valve selection & sizing calculation sheets. 7.5 Inspection certificates & test reports shall be supplied for all mandatory test as per the applicable codes. 7.6 Operation and maintenance manual. 7.7 Installation requirements. 7.8 Calibration certificates, Technical catalogue for valves, actuators & all accessories mounted on valve. 8 Painting, Marking and Shipment 8.1 Valve surface shall be thoroughly cleaned, freed from rust and grease and applied with sufficient coats of corrosion resistant paint. Surface preparation shall be carried out by shot blasting to SP- 6 in accordance with Steel Structures Painting Council Visual Standard SSPC-VIS-1. For the valves to be installed underground, when indicated in Valve Data Sheet, the external surfaces of buried portion of the valve shall be painted with three coats of suitable coal tar epoxy resin with a minimum dry film thickness of 300 microns. 8.2 Manufacturer shall indicate the type of corrosion resistant paint used, in the drawings submitted for approval. 8.3 All valves shall be marked as per API 6D. The units of marking shall be metric except Nominal Diameter which shall be in inches. Marking shall be done by die-stamping on the cover or on the housing. 8.4 Valve ends shall be suitably protected to avoid any damage during transit. All threaded and machined surfaces subject to corrosion shall be well protected by a coat of grease or other suitable material. All valves shall be provided with suitable protectors for flange faces, securely attached to the valves. 8.5 All sealant lines and other cavities of the valve shall be filled with sealant before shipment. 8.6 Packaging and shipping instructions shall be as per API 6D and procurement documentation.
