Dealer Service Instructions for: Safety Recall S41 Wheel Flare Protection Spats Revised November 2016 NOTE: Inspection LOP changed to 0.1 hours and $5 inspection fee eliminated. Models 2014-2016 (KL) Jeep Cherokee NOTE: This recall applies only to the above vehicles equipped with Off Road Group (Sales Code AWL) built from February 04, 2013 through February 17, 2016 (MDH 020410 through 021709). IMPORTANT: Some of the vehicles within the above build period have already been inspected or repaired and, therefore, have been excluded from this recall. IMPORTANT: Some of the involved vehicles may be in Dealer new vehicle inventory. Dealers should also consider this requirement to apply to used vehicle inventory and should perform this recall on vehicles in for service. Involved vehicles can be determined by using the VIP inquiry process. Subject The wheel flare protection spats on about 7,500 of the above vehicles may not have been installed during the vehicle assembly process. Vehicles built without wheel flare protection spats do not meet the United Nations Economic Commission for Europe (UNECE) Vehicle Regulation R26 concerning tire coverage requirements. Parts Information Part Number 68220964AB Description Kit, Wheel Flare Protection Each dealer to whom vehicles in the recall were assigned will receive enough Wheel Flare Protection kits to service about 20% of those vehicles. Parts Return No parts return required for this campaign. Special Tools The following special tool is required to perform this repair: NPN 6.5 mm (0.25 in.) Drill Bit (obtain locally)
Safety Recall S41 -- Wheel Flare Protection Spats Page 3 Service Procedure A. Inspection 1. Inspect all four wheel openings. Does the vehicle have wheel flare protection spats installed as shown in (Figure 1)? FRONT WHEEL SPAT REAR WHEEL SPAT Yes, the vehicle has wheel flare protection spats on all four wheel openings. Return the vehicle to the customer and close the recall, no further action is required. Figure 1 Wheel Flare Protection Spats No, the wheel flare protection spats are not installed. Proceed to Section B. Wheel Flare Protection Spats Installation. B. Wheel Flare Protection Spats Installation 1. Lift and support the vehicle. NOTE: The spats are marked on the back side with either (RT) indicating right side or (LT) indicating left side. The shorter spats are to be installed to the front wheel openings and the longer spats are to be installed to the rear wheel openings (Figure 2). Align the locator rib of the spat to the joint between the fender flare and fascia flare and hold the spat flush to the flares (Figure 3). FRONT SPAT WHEEL OPENING FLARE 4. While using the spat as a template, drill the upper hole number-1 in the wheel flare (Figure 5). 6.5 MM DRILL BIT NOTE: do not plunge the drill bit further into the wheel flare than required to drill through the wheel flare lower lip. WHEEL OPENING FLARE HOLE NUMBER-1 6. Install a push pin into the hole securing the spat to the fender flare (Figure 6). HOLE NUMBER-2 7. Check the spat alignment and then drill the lower hole number-2 in the fascia flare using the spat as a template (Figure 5). FRONT SPAT DRILL Figure 5 Drill Holes And Install Push Pins FRONT SPAT 8. Install a push pin into the hole securing the spat to the fascia flare (Figure 6). WHEEL OPENING FLARE 9. Select the short spat marked (RT) for the right front wheel opening. Select the long spat marked (LT) for the left rear wheel opening then proceed to the left rear wheel opening. REAR SPAT WHEEL OPENING FLARE JOINT 11. Align the locator rib of the spat to the joint between the quarter flare and fascia flare and hold the spat flush to the flares (Figure 7). Install a push pin into the hole securing the spat to the fender flare (Figure 10). HOLE NUMBER-1 HOLE NUMBER-2 HOLE NUMBER-3 6.5 MM DRILL BIT REAR SPAT 15. Check the spat alignment and then drill the second highest hole number-2 in the fascia flare using the spat as a template (Figure 9). 16. Install a push pin into the hole securing the spat to the fender flare (Figure 10). DRILL HOLE NUMBER-4 WHEEL OPENING FLARE Figure 9 Drill Holes And Install Push Pins 17. Check the spat alignment and drill hole number-3 and then hole number-4 in the same manner. Install a push pin into the hole after drilling each hole (Figure 10). 18. Select the long spat marked (RT) for the right rear wheel opening. Repeat steps 11 through 17 for the right rear wheel opening. NUMBER-1 NUMBER-2 NUMBER-3 REAR SPAT 19. Lower the vehicle. 20. Safety Recall S41 -- Wheel Flare Protection Spats Page 8 Completion Reporting and Reimbursement Claims for vehicles that have been serviced must be submitted on the DealerCONNECT Claim Entry Screen located on the Service tab. Claims submitted will be used by FCA to record recall service completions and provide dealer payments. Use one of the following labor operation numbers and time allowances: Labor Operation Number Time Allowance Inspect for Wheel Flare Protection Spats installed on vehicle 85-23-41-51 0.1 hours Inspect and Install Wheel Flare Protection Spats 23-S4-11-82 0.2 hours Add the cost of the recall parts package plus applicable dealer allowance to your claim. Owner Notification and Service Scheduling All involved vehicle owners should be notified of the service requirement by their Dealer. Owners are requested to schedule appointments for this service. A sample copy of the owner notification letter is attached.
Safety Recall S41 -- Wheel Flare Protection Spats Page 9 Vehicle Lists, Global Recall System, VIP and Distributor/Dealer Follow Up All involved vehicles have been entered into the Global Recall System (GRS) and Vehicle Information Plus (VIP) for Dealer inquiry as needed. GRS provides involved Dealers with an updated VIN list of their incomplete vehicles. Completed vehicles are removed from GRS within several days of repair claim submission. Dealers must perform this repair on all unsold vehicles before retail delivery. Dealers should also use the VIN list to follow up with all owners to schedule appointments for this repair.
