NOTIFICATION OF RURAL ELECTRIFICATION PLAN DEPARTMENT OF POWER ARUNACHAL PRADESH YEAR 2007-12 ( 11 th FIVE YEAR PLAN )

GOVERNMENT OF ARUNACHAL PRADESH DEPARTMENT OF POWER:: AP CIVIL SECRETARIAT : ITANAGAR NO. PWRS/ / ` NOTIFICATION Dated.. In compliance with sections 3.4 of the Central Govt. Rural Electricity Policy and under the provisions contained in sections 4 and 5 of the Electricity Act,2003, the Governor of Arunachal Pradesh is pleased to notify the Rural Electrification Plan for the State to achieve the National goal for providing access to electricity for all rural households during 11 th five year Plan. This is also as per the provision under section-2 of National Electricity Policy i.e by 2012. PART-I PRELIMINARY 1. SHORT TITLE AND COMMENCEMENT i) This Plan may be called Rural Electrification Plan,2007-12. ii) This Plan shall come into force on the date of its publication in the official gazette. 2. DEFINATIONS: In this scheme, unless the context other wise requires, 1) PLAN shall means the Electrification Plan 2007-12. 2) RGGVY shall mean Rajiv Gandhi Grammen Vidyutikan Yojana. 3) MOP shall means Ministry of Power. 4) REC shall means Rural Electrification Corporation. 5) O&M shall mean Operation and Maintenance. 6) DOP shall mean Department of Power 7) KV shall mean Kilo Volt. 8) REDB shall mean Rural Electricity Distribution back bone 9) VEI shall mean Village Electrification Infrastructure 10) BPL shall mean Below Poverty Line. 11) KWH shall mean Kilo Watt Hour. 12) LT shall mean Low Tension. 13) ZPM shall mean Zilla Parishad Member. 14) S/S shall mean Sub-Station. 15)KW shall mean Kilo Watt. 16) MHS shall mean Micro Hydel Scheme. 17) MVA shall mean Mega Volt Ampere 18)FY shall mean Financial Year. 19) KM shall mean Kilo Meter. 20) CKM shall mean Circuit Kilometer. PART-II

BACK GROUND:- Arunachal Pradesh is the youngest State in the North-Eastern region having an area of 83,743 sq km and a population of about 10.98 lakhs. Administratively it is divided into 16 districts comprising of 17 towns and 3875 villages ( as per 2001 census). The level of rural electrification has been 48% in 2005-06. With a view to achieve Electrification of all the villages by 2009 and to provide power supply to every house holds by 2012, in line with the National Rural Electrification Policy 2004, the Rural Electrification Policy 2005 of the State has been formulated Rural Electrification Plan under Rajiv Gandhi Grameen Vidyutikaran Yojana. 1. INTRODUCTION AND OBJECTIVE:- 1.1 Ministry of Power, Govt. of India vide its resolution NO.44/26/05/05- RE(Vol-VII) dated 23.08.2006 has modified the National Rural Electrification Policy. In accordance with section-6 of Electricity Act,2003, Govt. of Arunachal Pradesh hereby notifies the Rural Electricity Plan in accordance with the National Rural Electricity Policy for achieving the following objectives:- To provide facilities for access to electricity for all Rural Households during the 11 th five year Plan. To provide quality and reliable power supply at reasonable rates. To supply minimum life line consumption of 01 unit per household per day as a merit goal by year 2012. 1.2 Para No.3.4 of the said policy stipulates that the State has to prepare and notify a Rural Electrification Plan to achieve the goal for access to electricity for all households. 1.3 The Govt. of India has introduced a new scheme Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY)-scheme for Rural Electricity Infrastructure and household electrifications and guidelines were issued by Ministry of power, Govt.of India vide letter No.44/19/2004-D(RE) dated 18 th March 2005. The scheme would be implemented through Rural Electrification Corporation (REC), which has been designated as the Nodal Agency. The responsibility of implementation of the district wise projects under the scheme has been entrusted to the Department of Power, Arunachal Pradesh. 1.4 Deployment of franchisees for the management of rural distribution in projects financed under the scheme and ensure determination of bulk supply` tariff for

franchisees in a manner which ensures their revenue return substantially with improved services to consumers. 1.5 In a view of the targets included in the National Electricity Policy it is essential to develop generation capacity in power sector to meet the above goals which are included in Rajiv Gandhi Grameen Vidyutikaran Yojana as framed by Ministry of Power and other capacity addition programmes of the State. 1.6 The Govt. of Arunachal Pradesh shall be the owner of the assets created in the implementation of the projects as proposed by the State Govt. and sanctioned by REC. The Department of power has been authorized to operate and maintain these assets for effective power supply in the project areas and derive consequential benefits out of the assets created under the project by way of revenue to be received against O&M of the system and the cost of power supplied. 1.7 Rural Electrification Plan shall be a five year plan beginning from April2007 and will be known as :- Rural Electrification Plan 2007-2012 and shall fulfill objective with regard to providing reliable and quality power supply to the consumers within the state, besides access to electricity to all households in the 11 th five year Plan, with achievement of merit goal of minimum of 01 KWH (unit) per house hold per day by the year 2012. 2 APPROACH TO RURAL ELECTRIFICATION:- For villages intensive distribution network having distribution voltage of 11000 volts & 440 volts shall be developed and necessary infrastructure of distribution network such as sub-stations, distributions transformer, LT line, complaint centers etc. shall be developed. The development of infrastructure is to be ensured in the schemes under implementation by DOP and setting up complaints centers and related mechanism to ensure services to consumers by the franchisee(s). Each of the electrified villages included in the plan shall include:- Basic infrastructure such as Distribution Transformer and Distribution lines in the inhabited locality as well as a minimum of one Hamlet where it exists; and Electricity provided to public places like school, panchayat office, Health Centers, Dispensaries, community centers etc; and Number of households electrified to be atleast10% of the total number of households in the village. Further, plan shall also encourage domestic lighting scheme for such areas which are not covered under RGGVY and may provide for following:- To have stand alone local distribution net- work based on solar lighting system or any other non-conventional sources. To have stand alone local distribution based on generator running on Mini micro Hydel in rural areas which are being notified as rural areas as per the provision of Electricity Act,2003 3. SCHEME FOR RURAL ELECTRICITY INFRASTRUCTURE & HOUSEHOLD ELECTRIFICATION- RGGVY:- The ministry of power, Govt. of India has recently reviewed the existing schemes of Rural Electrification recently and has launched a comprehensive programme of RGGVY in which all the 16 districts of the State are included. Under this scheme the project will be financed with 90% capital subsidy for provision of- Rural Electricity Distribution Backbone (REDB) Provision of 33/11KV sub- station of adequate capacity and lines in blocks where these do not exist.

Creation of Village Electrification Infrastructure (VEI) Electrification of un- electrified villages. Electrification of un- electrified habitations. Electrification of de-electrified villages/habitations. Provision of distribution transformers of appropriate capacity in electrified villages/habitation(s) BPL household electrifications. 4. DECLARATION OF VILLAGE/MAJRA-TOLA(HAMLET) AS ELECTRIFIED:- As per the definition of an electrified village specified vide MoP letter No. 42/1/2001 D(RE) dtd. 5 th February 2004, a village would be declared as electrified based on the certificate issued by Gram Panchayat certifying that:- Basic infrastructure such as Distribution Transformer and Distribution lines are provided in the inhabited locality. Electricity is provided to public places like Schools, Panchyat office, Health Centers, Dispensaries, Community Centers etc; and The number of households electrified are at least 10% of the total number of households in the village/habitat. As per the RE plan 2007-12 adopted by Govt. of Arunachal Pradesh, the State Govt. shall notify a village as electrified only after fulfilling the above mandatory requirements. 5. DEVELOPMENT OF STAND ALONE SYSTEM IN RURAL AREAS BASED ON GENERATION ON MINI MICRO HYDEL PROJECT Govt. of Arunachal Pradesh had already notified the Rural areas in the State as per section-6 of Electricity Act,2003 (Act No.36 of 2003). Govt. shall encourage the development of local stand alone system in the area based on generation of electricity from the generators running on Mini Micro hydel project. State Govt. shall facilitate such projects by giving quick clearance through administrative measures such as single window clearance with easy access for giving necessary approval in a time bound manner to fully utilize the potential of our local resources. This will cover those areas which are otherwise not being electrified from the grid power. 6 MONITORING OF THE PLAN The progress of the plan shall be monitored by the State Govt. through a high level committee headed by the Secretary(Power), in the state level and chairperson of ZPM as a Chairman in the district level on a quarterly basis and Govt. shall facilitate the resolution of all the difficulties in the implementing of the works under RGGVY and achieve the objectives of the Plan. 7. PLANNING FOR DEVELOPNMENT OF INFRASTURCTURE TO MEET THE DEMAND GROWTH ON IMPLEMENATION OF RGGVY.

The direct and indirect increase in demand for electricity as a result of implementation of RGGVY will necessitate augmentation of Generation, Transmission and Sub-Transmission infrastructures. The plan made for augmentation of Generation capacity expansion of Transmission and Sub- Transmission to cope-up with the increase in demand is out lined as below:- 7.1 Arunachal Pradesh has enough administrative capacity to build power plants. Plant wise Investment for Generation of electricity in next five year has been shown below. It is evident that Arunachal Pradesh State has planned for enhancement of generation capacity to meet the demand of RGGVY along with future load growth under Normal Development works shown in Annexure-I 7.2 Provision for erection of new 132KV line and 132 KV S/S has been made in the next 11 th five year plan which has been shown in Annexure-II. 7.3 Provisions for development of Sub-Transmission infrastructure to cope up the demand of other consumers in next five years along with RGGVY load growth have been shown in Annexure-III. 7.4 Investment Plan for the State for next five years towards development of Generation, Transmission and Distribution has been shown in Annexure-IV. 8. SUSTAINIBILITY OF BPL TARIFF Sustainability has been aimed at by keeping the tariff for the life line consumption of 01 unit per day by BPL house-holds reasonable as compared with the tariff applicable to other categories of consumers. 9. FIXATION OF BULK SUPPLY TARIFF FOR FRANCHISEES. Under this policy, the tariff structure of the state shall be suitably modified to provide for a separate Bulk Supply tariff applicable solely for Franchisees operating in declared Rural Areas. If needed arrangement for special tariff subsidy shall be made for franchisees operating in Rural Areas. 10. CAPACITY BUILDING The State Govt. has entrusted the implementation of the RGGVY Scheme to the Department of Power, Arunachal.Pradesh. The Scheme is spreaded over in 16 th districts of Arunachal Pradesh namely :-Tawang,West Kameng, East Kameng, Papum Pare, Lower Subansiri, Kurung Kumey, Upper Subansiri, West Siang, Upper Siang, East Siang, Lower Dibang Valley, Dibang Valley, Lohit, Anjaw, Changlang and Tirap. The Scheme shall be executed by the Executive Engineer (E) alongwith subordinate Technical Officers in divisional level in each district. The Superintending Engineer(E) will supervise the management, implementation and quality monitoring of the project in the circle level. The State Govt. has already appointed the Chief Engineer, Eastern Electrical Zone as a State Nodal Officer who will be the overall in-charge of the monitoring of progress of the Scheme. 11. STATUS OF RURAL ELECTRIFICATION AND ACTION PLAN FOR ELECTRIIFCATION IN THE STATE OF ARUNACHAL PRADESH 11.1 The present status of rural electrification in the State of Arunachal Pradesh vis-àvis inhabited villages, electrified villages through conventional and nonconventional means are shown in Annexure-V. Based on the inputs, govt. shall review the progress and accordingly suitable amendments in the plan shall be made from time to time, as and when required. 14. LEGAL PROVISION:- Section 6 of Electricity Act 2003 empowers the State to endeavour to supply electricity to all areas including villages and hamlets. In continuation to the recently notified Rural Electrification Policy of the Ministry of Power, Govt. of India provides for notifications of Rural Electrification Plan by all the State Govt. As per conditionality for the implementation of RGGVY, the State Govt. has to notify the implementation of Rural Electrification work under RGGVY and accordingly this plan serves as the benchmark for monitoring the progress of various works included in the detailed project reports submitted by State Government for Rural Electrification works, in all the 16 districts of the state of Arunachal Pradesh.
