SPECIFICATIONS FOR ONE (1) VÖGELE SUPER 2000-3i TRACK ASPHALT PAVER OR EQUIVALENT FOR THE DEPARTMENT OF TRANSPORTATION AND INFRASTRUCTURE HIGHWAY DIVISION AND THE MERCER COUNTY COOPERATIVE CONTRACT PURCHASING SYSTEM DELIVER TO: MERCER COUNTY HIGHWAY DIVISION, 300 SCOTCH ROAD, WEST TRENTON, NJ 08628 INTENT The County of Mercer requests bids for One (1) Vögele Super 2000-3i or equivalent Track Asphalt Paver. The County requests the bid price to be held for one year. Bids shall be for new, current year production equipment. Demonstrator, used or lessor model equipment will not be accepted. All references to brand name shall be interpreted as brand name or equivalent. All questions shall be directed to the Purchasing Department, 609 989 6710. A required pre-build meeting will occur after award of bid. Bidders shall insert the cost for the track asphalt paver. The County will award the bid based upon the total cost for the track asphalt paver. EXCEPTIONS If bidding an equivalent manufacturer, provide the manufacturer s published literature and list all exceptions with descriptions of each exception. A certificate of origin will be provided with the equipment upon delivery. Any questions regarding the bid must be directed to purchasing. Upon delivery, vendors must provide set-up, operating training by an authorized manufacturer s representative and two sets of training manuals. All equipment shall include standard safety features. As this is a cooperative bid, the awarded vendor(s) may provide the equipment herein bid upon to local governmental contracting units located within the County of Mercer without substitution or deviation from specifications, size, features, quality, price or availability as herein set forth. It is understood that orders will be placed directly by the contracting units, subject to the terms of the contract to be awarded by the County of Mercer, and that no additional service or delivery charges will be allowed. References to brand names shall be interpreted as brand or equivalent. All equipment shall be delivered F.O.B destination with delivery charge included, within 180 days from receipt of purchase order. All equipment shall be delivered as stated above with to the Mercer County Highway Division at 300 Scotch Road, West Trenton, NJ 08628. WARRANTY The awarded vendor shall provide the warranty as stated in the specifications.

AWARDED CONTRACTOR SHALL PROVIDE OPERATING TRAINING BY AN AUTHORIZED MANUFACTURER S REPRESENTATIVE UPON DELIVERY OF EQUIPMENT. VENDORS MUST SPECIFY THE MANUFACTURER S CUT-OFF DATE. VENDOR WILL HOLD PRICING FIRM FOR ONE YEAR YES NO SPECIFICATIONS FOR ONE (1) VÖGELE SUPER 2000-3i TRACK ASPHALT PAVER OR EQUIVALENT FOR THE DEPARTMENT OF TRANSPORTATION AND INFRASTRUCTURE HIGHWAY DIVISION AND THE MERCER COUNTY COOPERATIVE CONTRACT PURCHASING SYSTEM General: The intent of this specification is to describe a new, self-propelled, continuous rubber track mounted, asphalt paver/finisher of the manufacturer s current production design. The paver shall be fitted with a hydraulically extendable screed, equipped with front mounted screed extensions, having the basic capability of paving from 10 ft. to 19 ft. 6 in. and up to 25 ft. 6 in., with the addition of optional screed extensions. Both the screed and the tractor shall be designed and built by the original equipment manufacturer. Aftermarket screeds are NOT ACCEPTABLE. The paver shall be capable of laying a uniform layer of material to a maximum thickness of 12 in. The paver shall have a selfdumping hopper and dual slat feeders designed for a minimum theoretical throughput of 1,540 tons/hour. Exceptions: Transport Data: Transport height; 10 ft. 2 in. Power System: The unit shall be equipped with a 6-cylinder, 250 HP (186 kw) @ 2,000 rpm, liquidcooled, Cummins QSB6.7 C 250, which complies with EPA Tier 4f emissions standards. The diesel fuel tank shall have a capacity of not less than 100 gal. (378 L) to provide ample fuel for a full day of operation. The engine shall employ Internal Dosing Technology for regeneration, using existing engine components. External burner systems are NOT ACCEPTABLE. The power system shall have 3 operating modes; MIN, ECO and MAX, with the option of controlling the power mode automatically or manually. The variable speed, hydraulically driven cooling fan shall be controlled by the can-bus computer system with input from the engine coolant, hydraulic oil and air intake temperature sensors. The unit shall be equipped with a digital, color display for engine vital information, including operating hours, fuel quantity and system voltage and visual warning indicators for low oil pressure, high coolant temperature, low fuel level, high moisture in fuel. In addition, engine fault codes shall be available through the integrated diagnostic system. Engine daily maintenance checks (including engine oil level, coolant level and air cleaner restriction) shall be performed automatically through the operating system. Exceptions: Electrical System: The electrical system shall be a 24 VDC, negative ground configuration. Onboard diagnostics for all electrical circuits on the tractor and screed shall be provided. Each control solenoid shall be equipped with an LED light indicating a complete electrical circuit, eliminating the need for test lights during diagnosis. All circuits shall be protected by fuses which are clearly labeled and located in the main electrical cabinet. An integrated fuse tester shall also be provided for easy troubleshooting. For more secure electrical connections, wire and cable connections shall be made with spring-loaded clamps instead of conventional screw terminals.

A 25 kw AC generator coupled to the engine through the pump drive gearbox shall be provided for screed heating and auxiliary lighting as necessary. All wiring, fuses, breakers and relays related to the high voltage, AC electrical system shall be contained in a separate, sealed compartment away from the 24VDC functions. Exceptions: Propel System: The paver shall be propelled by two, variable displacement pumps and variable displacement motors coupled to the drive wheels through planetary gear boxes, allowing infinitely variable speed adjustments in all operating modes (pave, maneuver and travel) without the need for mechanical shifting. Spring-applied, hydraulically released disc brakes shall be mounted to each planetary final drive. Brakes shall be applied automatically when the propel lever is returned to the neutral position. External brake switches are NOT ACCEPTABLE. The undercarriage shall consist of two,118 in. (2294 mm) long crawler frames (center line to center line) with 18 in. (457 mm) wide continuous rubber tracks. The suspension shall include three sets of permanently lubricated, sealed, rubber coated, oscillating bogie wheels in addition to rubber coated drive and idler wheels. Two hydraulic cylinders per track shall automatically ensure proper tension and alignment of the rubber track at all times. In addition, sensors shall be provided in each track to ensure proper alignment and protect against de-railing. An individual, foot actuated plow shall be provided at the front of each track assembly to clear spilled material from the track path during paving operations. The ErgoPlus 3 control system shall provide four operating modes (pave, maneuver, travel, and neutral). Pave mode shall engage all of the paving automatic functions and pre-sets and provide a maximum operating speed of 250 fpm (76 m/min). Maneuver mode shall disengage all paving functions and allow machine maneuvering at up to 250 fpm (76m/min) Travel mode shall allow for high speed transport at up to 7.5 mph (12 km/h). The propel system shall be controlled through two, electronic joysticks; one controlling forward, neutral, reverse and brake functions, the other for precise steering control. The steering system shall have speed sensors installed in each of the track assemblies providing feedback to the computer to ensure true straight-line steering. The system shall also incorporate a Trim Steer function to allow for hands-free navigation of long radii during paving operations.

The counter-rotate function shall provide the operator the ability to smoothly spin the machine 360, for maneuvering in congested work areas. An articulated steering guide assembly shall be mounted at the front of the paver hopper to assist the operator in holding a straight steering line. This assembly shall be easily moveable from one side of the paver to the other. Exceptions: Operating System (Vögele ErgoPlus 3 or equivalent): Tractor Dual, swing-out, heated, deluxe seats with perimeter rails and side windscreens shall provide the operator with three comfortable operating positions. A single operator control console shall slide easily between operator seat locations and swivel outward depending on the chosen operating position. The automatic back-lighting system shall illuminate the controls for night operation. The operator s console shall consist of three organized control areas (propulsion and material feed controls to the left, screed controls in the center and steering and hopper controls to the right) along with an integrated, color, digital, display screen. The main control console shall have sealed, push button switches for all of the following functions: Left: machine mode selector, manual/auto controls for left and right augers and conveyors, auger raise/lower, conveyor reverse, material charge mode, machine clean out mode, machine counter-rotate mode. Center: screed up/down, hydraulic screed lock, tow points up/down, screed extensions in/out, screed heat on/off, screed assist on/off (if equipped). Right: engine start/stop, MIN/ECO/MAX operating modes, warning horn, rotary beacon light, working lights, windshield wiper (if equipped), trim-steer control, truck hitch control (if equipped), hopper wing and hydraulic apron controls (left/right/both). Joystick controls shall be provided for forward/reverse control (left) and steering (right). A steering wheel is NOT ACCEPTABLE for a track paver application. A rotary dial shall be provided on the left side of the console from which the desired paving speed may be pre-selected (even when the machine is in neutral) or from which paving speed may be adjusted on the fly, during paving operations. The integrated, color, digital display shall provide the operator with the following information at a glance: material level at the outlet of the conveyor tunnel,

machine speed and operating mode, left and right tow point positions and steering angle set position. In addition, the operator shall have easy access (push of a button) to engine information, hour meter, fuel level, all visual warning indicators as well as operational settings for conveyors, augers, hydraulic tunnel extensions, screed, screed heating system and screed vibration. On board machine diagnostics at three different technical levels shall be provided so that all relevant machine parameters can be viewed and/or adjusted without the need for an external, laptop computer. To assist truck drivers, a cover template for the main operator console shall be provided in order to highlight the necessary functions for machine loading and transport. The main operator console shall be equipped with a molded, lockable vandal cover, which can be easily stored in a designated location during machine operation. Exceptions: Screed Screed control consoles shall be located at the left and right side of the screed, next to each depth control screw. Remote handsets shall be provided on each side of the screed to allow operation of critical functions while standing at different locations on or around the screed. Each screed console shall consist of an organized control area, an integrated, color, digital display screen and an automatic back-lighting system for night operation. Each screed control console shall have sealed, push button switches for all of the following functions: manual/auto controls for the auger and conveyor, auger raise/lower, screed float, crown control, horn, tow points up/down. In addition, a rotary Smart Wheel with two operating speeds shall be provided for controlling screed extensions in/out. When the Smart Wheel is activated in the higher speed mode, the feeding auger shall automatically be boosted to maximum operating speed in order to provide adequate material to the screed extension. The remote handsets shall be magnetically mounted and contain switches for the following functions: screed extension in/out, tow point up/down, auger auto/manual, power tunnel in/out/auto, extension slope, extension vertical height and berm (if equipped). The integrated, color, digital display on each screed console shall provide the operator with easy access to the following information: material level settings for

the conveyor and auger, tow point positions, crown position, paving speed, distance paved, left and right tow point positions, screed plate temperature. In addition, the digital display shall provide back-up controls for screed extension slope, screed extension vertical height, power tunnels, in the event that a remote handset malfunctions or is not with the machine. Exceptions: Material Hopper: The material hopper shall be provided with two, independent, hydraulic hopper wings. The hopper wings shall be actuated by two hydraulic cylinders per side for maximum durability and shall include mechanical locks for transportation. The hopper wings shall have the capability of being operated independently or together, depending on the application. The front hopper apron shall raise and lower hydraulically with the hopper wings to reduce material spillage in front of the paver. The theoretical hopper capacity shall be no less than 16.5 tons (240 ft³). Exceptions: Material Feed System: The material feed system shall consist of two, heavy duty, slat conveyors with heat-treated steel roller chains that are independently controlled. The conveyors shall run on wear resistant, replaceable steel floor plates (Hardox 400 or equal). The floor plates shall be secured by tabs in the machine frame and by the center chain guard, reducing the time needed to remove and install traditional bolt in floor plates.

Each conveyor shall be powered by a dedicated pump and motor and shall be controlled either manually, by the operator or automatically, by a paddle sensor located at the opening of the conveyor tunnel. In addition, the conveyors shall be reversible using a switch on the operator console in the event of a material jam or to minimize material spillage when moving from place to place on the job site. The conveyors shall deliver the paving material to the two, wear resistant, cast spreading augers. Auger flights shall me a minimum of 16 in. (404 mm) in diameter and have a pitch of not less than 13 in. (330 mm). The auger flight material shall be no less than 0.63 in. (16 mm) thick at the tip of the auger. Adjustable kicker augers shall be provided at either side of the auger drive box to minimize the risk of material (centerline) segregation when paving with difficult mixes. The height of the spreading augers shall be hydraulically adjustable from 4 in. to 10 in. (100 mm to 250 mm) from the ground. Auger height indicators shall be provided as a reference for the machine operators. Three 1 ft. (300 mm) bolt-on, stackable auger extensions shall be provided for each side of the paver, to be used during wide paving applications. Each auger shall be powered by a dedicated pump and motor and shall be controlled either manually, by the operator or automatically, by an ultra-sonic sensor located on each end gate of the screed. The ultra-sonic sensors shall be equipped with material height (+/-) and survey controls on the sensors as well as LED lights to indicate material position. In addition, the augers shall be reversible using a switch on the screed console in the event that the application calls for drawing material back toward the center of the paver. A back-up control system shall be provided at the operator s console such that the conveyors and/or the augers can be operated in a semi-automatic mode in the event of a sensor or cable failure. An automatic, centralized lubrication system shall be provided for the auger and rear conveyor bearings with a visual low grease warning indicator at the operator s console. The front conveyor idler bearings shall be permanently lubricated and sealed and therefore, maintenance free. Auto Fill and Clean Out functions shall be provided via push button switches on the operator s console. The Auto Fill function shall load the conveyor and auger chambers with paving material up to the preset heights of the sensors with the push of one button. The Clean Out function shall cause the conveyors and augers to run continuously at low speed to facilitate machine cleaning at the end of the paving job. Exceptions:_

Hydraulically Extendable Screed: (Vögele model VF600-3V or equivalent) The paver shall be fitted with a hydraulically extendable screed, equipped with front mounted screed extensions, having the basic capability of paving from 10 ft. to 19 ft. 6 in. (3.05 m to 5.95 m) and up to 25 ft. 6 in. (7.75 m), with the addition of optional heated, bolt-on screed extensions. The screed extensions shall be of equal width on both sides of the screed, extending to a distance of 4 ft. 9 in. (1448 mm) without the need for bolt-on extensions. The screed shall have a weight of at least 8000 lb. (including removable end gate assemblies). The main screed plate shall have depth (front to back) of not less than 24 in. (600 mm) and each extension screed plate shall have a depth (front to back) of not less than 12 in. (304 mm). Each screed section shall have electric heat and vibration capabilities. The screed plates shall be manufactured of abrasion resistant steel (Hardox 400 or equal), have a thickness of at least 0.50 in. (13 mm) and shall be easily replaceable. Jacking bolts shall be used to secure the screed plates to eliminate the need for shims in the screed plate alignment process. The screed shall be capable of laying a uniform mat up to 12 in. (304 mm) thick at all paving widths. Non-skid walkways shall be provided on the screed and shall be foldable so they can be moved out of the way during transport and for certain paving applications. To maximize rigidity under all paving conditions, the extension screeds shall be supported by a carrier system consisting 4 chrome guide tubes per side with minimum diameter of 3 in. (76 mm) each. These guide tubes shall be oriented in such a way as to minimize flexing of the extension screed in both the horizontal and vertical directions during paving operations. To further maximize the rigidity of the screed, the extension vertical height adjustment mechanism shall be located within the extension frame and shall not be a part of the main screed structure. The screed shall be equipped with heavy duty pivot joints and the ends of the main screed allowing precise control of the extension slope for shoulder paving applications. When in sloping mode, the pivot mechanism shall be designed such that the break point of the screed extension occurs at the outer edge of the main screed at all paving widths. The unit shall be equipped with independent angle of attack adjustment on the extension screeds to ensure the ability to maintain consistent mat texture at all paving widths. Adjustment shall be accomplished by rotating the extension screed base on a pivot pin with the use of a screw adjuster mounted above the extension screed. The screed heating system shall be powered by an engine driven generator mounted on the tractor. Screed mounted generators are NOT ACCEPTABLE.

Screed heating shall be accomplished by a series of blade style heating elements, which can be replaced individually. Full area, heating pads are NOT ACCEPTABLE for this application. Heating elements shall be installed in the main screed, both screed extensions and both screed end gate shoes to ensure that all surfaces touching the paving material are at a consistent temperature. The heating elements in the main screed shall be replaceable without having to remove the main screed plate. Vibration shall be provided in each of the four screed sections to enhance compaction and shall have a minimum frequency range of 0 to 3000 VPM. Power adjustment of extension vertical height, extension slope (0% to 10%) and crown (-2% to +5%) shall be provided at the screed consoles. In order to maximize pavement and ride quality, the following functions shall be incorporated into the tractor/screed interface. The hydraulic screed hold shall lock the screed lift cylinders automatically to prevent screed settling when the paver comes to a stop. In addition, there shall be a delay in releasing the cylinder locks to prevent the screed from rising when paving operations resume. Exceptions: Automatic Grade and Slope Controls: (Vögele Niveltronic Plus or equivalent) The unit shall be equipped with fully integrated, dual grade and slope controls operated through digital, color displays on both the RH and LH screed control consoles. The system shall provide for precise control of longitudinal grade via multi-cell ultrasonic sensors mounted on the left and right sides of the paver. The system shall also provide for precise control of transverse slope via a level sensor mounted on a beam, suspended between the tow arms of the paver. The grade control system shall have the ability to adapt to the following optional sensors without modification: mechanical wand, mechanical shoe, single-cell ultrasonic, multi-cell ultrasonic, ultrasonic averaging ski and laser. In addition, the system shall have the ability to communicate with Leica, Trimble or Topcon 3D Positioning Systems. The integrated, color, digital display shall provide the following information to the screed operators: tow point position, set point and actual grade and/or slope parameters, sensor type that is selected, arrow symbols indicating upward or downward corrections and a flat line symbol indicating that the system is on grade.

The controls shall be such that both the left and right sides of the paver can be monitored and controlled from each of the screed control consoles in the event of a single screed operator. A sonic averaging system (Niveltronic Big Ski or equal) including 3, multi-cell sonic sensors with support beams and all necessary hardware shall be priced as a separate line item for purchase at the discretion of the using agency. Exceptions: Lighting/Back Up alarm: The unit shall be provided with six halogen work lights (two facing forward, two facing to the rear and two facing into the auger area) with an on/off switch on the tractor operator console. In addition, an amber rotary beacon with a manually adjustable mounting pole shall be provided with an on/off switch on the tractor operator console. Two (2) LED balloon lights with mounting hardware shall be priced as a separate line item for purchase at the discretion of the using agency. The unit shall also be equipped with an audible back-up alarm that is engaged when the paver is moving in the reverse direction. This alarm shall meet all current industry safety standards. Exceptions: Storage: The unit shall be equipped with two lockable storage compartments under the left and right hand operator seats and two lockable compartments on the left and right side of the deck to provide ample storage area for removable auger sensors, handsets, grade sensors and cables on the paver. Lockable storage cases for the removable screed control consoles shall also be provided.

Exceptions: Push Rollers: The paver shall be equipped with heavy duty oscillating push rollers located at the front of the tractor so that the paver can push the material delivery truck while unloading. Exceptions: Hydraulic, Telescopic Tunnel Extensions: Hydraulic, telescopic tunnel extensions, which extend 22 in. (559 mm) past the edge of the tractor frame, shall be provided to aid in the containment of the paving material when paving at wider widths. The tunnel extensions shall move up and down with the auger frame when the auger height adjustment is activated. The tunnel extensions shall be provided with manual and automatic control modes for various applications. In automatic mode, the position of the tunnel extension shall be coordinated with the in and out movements of the screed extensions. In manual mode, the tunnel extension position will be selected by the operator, independently of the screed extension position. Exceptions: Wash-down System:

A separate, 5 gal. (19 L) tank with a dedicated pump, hose reel and spray nozzle shall be provided for the use of biodegradable, environmentally friendly cleaning solutions. Exceptions: Manuals: The unit shall be delivered with two complete sets of manuals, including Operation/Maintenance, Parts and Engine manuals. Exceptions: Warranty: The unit shall be provided with the manufacturer s standard warranty against defects in components or workmanship for a period of 12 months or 1000 hours, whichever occurs first. The engine shall be supplied with the standard Cummins Engine Warranty which covers the engine for a period 24 months or 2000 hours, whichever occurs first. Exceptions: Product Support: The responsible bidder shall provide access to parts and factory trained service technicians within a 50-mile radius of the Mercer County, NJ. In the event of warranty repairs resulting in extended down time, the responsible bidder shall

make every reasonable effort to provide the using agency with a loaner machine to minimize disruption of the paving operation. Exceptions: Product Training: The responsible bidder shall provide two days of operational training and one day of maintenance training upon delivery of the paver. Times and locations for the training shall be mutually agreed upon between the vendor and the using agency. Exceptions: Delivery: The responsible bidder shall provide delivery of the paving machine(s) within 60 days of receipt of the purchase order from the using agency. One (1) 55 gallon drum of DEF fluid to be provided. Exceptions: Alternate Equipment The County of Mercer may choose, at its sole discretion, to add the following items to this purchase. Bidder shall state the amount of additional cost to be added to the base price of its proposal should any or all items be selected.
