At its forty-eighth session (3-5 November 1997), the Working Party considered the results of a Pilot Questionnaire on Transport Equipment for Perishable Foodstuffs which had been circulated to ATP*/ focal points in an effort to obtain more comprehensive statistics on Transport Equipment for Perishable Foodstuffs (TRANS/WP.6/1997/20). The purpose of the Questionnaire was to determine the availability of statistics in this area, as well as to solicit feedback on the possible revision of the Questionnaire. The findings of WP.6 were transmitted to the Working Party on the Transport of Perishable Foodstuffs (WP.11) for further consideration (TRANS/WP.6/133, para. 14-18). */ The Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be used for such Carriage (ATP), done at Geneva on 1 September 1970. WP.11, at its 53rd session (24-27 November 1997), discussed at length the suggestions made by ATP focal points for the revision of the Questionnaire, and asked the secretariat to re-circulate it with the prescribed changes, namely: the addition of a column on page 6 of the Questionnaire (trailers) between the columns up to 1,499 kg and 5,000 to 14,999 kg, and the clarification that data asked for in the Questionnaire applied only to ATP-approved vehicles in service (TRANS/WP.11/196, paras. 98-100). 3. The revised Questionnaire was circulated in March 1998, and replies were received from the following countries: France, Germany, Norway, Portugal, Spain and Sweden. Country Notes are elaborated in the attached, while the data received has been compiled in a table in Annex 3. 4. The Working Party may wish to consider the results of the revised Questionnaire and to determine how to finalize the matter going forward. For example, the Working Party may wish to consider asking the secretariat to include a supplementary section on Transport Equipment for Perishable Foodstuffs in the Common Questionnaire for Transport Statistics. Central Statistical Offices could thereafter transmit the relevant section to ATP Focal Points. The possibility could be foreseen to publish the data eventually in the Annual Bulletin for Transport Statistics for Europe and North America (ABTS), depending on the quality of the data received. ---------------

page 4 COUNTRY NOTES CZECH REPUBLIC Data could not be provided, as the Ministry of Interior, who is responsible for the registration of trailers does not register trailers according to the structure in the Questionnaire. FRANCE The information provided includes data from 65 of the 97 departments of European territories of France, 51 of which fully replied to the Questionnaire, and 14 of which only provided data on the numbers of vehicles and of carrying capacities. Figures in the table represent the sum of the carrying capacities provided for the 51 departments who replied in full and estimated carrying capacities for the 14 departments who only indicated the numbers of vehicles. GERMANY The German Ministry of Transport noted that it is not possible to separate trucks from other transport equipment, and that figures for carrying capacity were based on estimates. It was also noted that the figure for rail wagons related only to wagons tested in Germany. NORWAY Norway's Technological Institute for Transport submitted data taken from the register for ATP-approved equipment with valid ATP certificates. The register does not provide information on carrying capacity. All ATP-approved equipment in Norway are heavy vehicles, so it was assumed that all data fell into the highest gross vehicle weight category. PORTUGAL Portugal submitted data for all categories of vehicles for 1994, 1995, 1996 and 1997 and indicated that specific data on carrying capacity had only been made available as from January 1997. SPAIN Spain provided total numbers of vehicles only, and indicated that it did not have data available on carrying capacity. SWEDEN The Swedish Motor Vehicle Inspection Company submitted data representing total number of vehicles per category and gross weight for 1997, as well as results from the periodic inspections in 1996.
page 5 UNITED KINGDOM There is no requirement for vehicles used domestically within the United Kingdom to be ATP-approved and apart from recording the issue of certificates to vehicle or trailer which may be used for International Transport subject to the ATP Agreement, no records are compiled. Now that the information is available, we shall investigate the possibility of enhancing the database of certificates issued to include details to fit the questionnaire format. It should be noted that this would provide only the number of vehicles with an ATP certificate and would no be any reflection of the number of vehicles in use domestically which may or may not comply with the technical requirements, or identify vehicles with a certificate but not in use. ---------------
