PURPOSE: To ensure that personnel maintain a standard of performance consistent with the Memphis Fire Department s commitment to providing the community with prompt and efficient service. SCOPE: Fire Training personnel and/or Chief Officers will randomly test fire fighting companies on the Minimum Company Standards as outlined in the accompanying text. Company officers have the responsibility for training their personnel to insure that all evolutions (relative to their company) are performed as described. Since all evolutions are timed events, the pace of performance should reflect the pace at which personnel perform their duties on the fire ground and, where applicable, performed in accordance with NFPA 1410, 2005 Edition. These times will be documented and compiled into an annual report that will be provided by each division ranking companies according to their performance. Use evolution checklists and multi-company rosters contained in these standards to document compliance. The following is a list of guidelines that apply to all evolutions. 1. Each evolution has an accompanying checklist. This checklist is the criteria that will be used to evaluate the performance. Each numbered item on the checklist must be properly performed. Mark only those items performed correctly. 2. Any checklist item that is omitted or not properly performed will not be marked. This will result in a one minute penalty being added to the overall time. (Example: On all hose lays, engine drivers must pump proper pressures.) 3. If more than one step is involved within a checklist item, then all steps within the item must be properly performed. If one step is missed, then the entire item will be considered wrong and will not be marked. This will result in a one minute penalty being added to the overall time. (Example: Raise ladder to a vertical position, pivot the deep side out (if needed), and lower to the building.) 4. Major safety violations will result in a failure regardless of time achieved. (Example: Attack personnel not in proper protective clothing including SCBA.) All failures will be documented and companies involved must be scheduled for a retest. Revised 04/22/11 1

Minimum Company Standards All Personnel Evolution #1 Donning Self Contained Breathing Apparatus Department Time Standard: 60 seconds PROCEDURE: This evolution requires personnel to properly don the SCBA and place it in full operation. The basic fundamentals of checking the SCBA prior to donning are essential. For time standard purposes, each firefighter on the company will be timed individually; the company's official time will be the average of these individual times. All attack personnel must be in proper protective clothing. 1. Stage SCBA on the floor at the feet of the individual being evaluated. When personnel are ready, give the signal to start donning the air masks. 2. Begin timing when the personnel touch any part of the SCBA. 3. Steps of Operation: a. While SCBA is on floor, check cylinder air gauge for sufficient amount of air in cylinder. b. Don SCBA using the Overhead or Vest/Coat method. Secure and adjust the shoulder and waist straps. c. Don facepiece, secure and adjust neck, temple, and forehead straps, and check for proper seal. d. Connect lung demand valve to high pressure line, connect to face piece, and open cylinder valve. (Valve must be completely opened.) e. Check to insure SCBA is working properly. f. Don protective hood and helmet with chin strap properly secured. g. Don gloves immediately after helmet is in place. 4. Stop timing the evolution when the firefighter gives the signal that one has completed donning procedures. NOTE: Firefighter must signal the evaluator when donning procedures are complete. Revised 04/22/11 2

Minimum Company Standards All Personnel Evolution #2 24-Foot Ladder Raise Utilizing Two Firefighters Department Time Standard: Two minutes PROCEDURE: This evolution requires two firefighters to properly carry and raise a 24-foot extension ladder to a specific location. All attack personnel must be in proper protective clothing including SCBA. NOTE: For this evolution, personnel will not don their facepiece; however, the facepiece must be kept with them at all times. 1. Stage personnel and a properly grounded 24-foot extension ladder 75 feet from the site of the ladder raise. When the two firefighters are ready, give the signal to proceed. 2. Begin timing when the signal is given to proceed. 3. Steps of operation: a. From the staging area, the two firefighters will properly carry a 24-foot extension ladder 75 feet to the designated site and raise the ladder. b. The firefighters will fully extend the fly section, lower ladder to building, and set the butt of the ladder. c. Firefighter #1 will proceed up the ladder, take a leg lock, and simulate the "tie in" at the tip utilizing a ladder rope and tying the top rung of the ladder to the next lower rung. Firefighter #2 will properly butt the ladder until Firefighter #1 is on the fly section; then Firefighter #2 will tie off the halyard and proceed up the ladder, take a leg lock and utilizing a ladder rope, tie the bed and fly sections together. NOTE: Firefighters must signal the evaluator when their knot is complete. 4. Stop timing the evolution when the last firefighter gives the signal that one s knot is complete. NOTE: All ladders must be butted when a firefighter is on the ladder during raising procedures. Revised 04/22/11 4

Checklist for All Personnel Evolution #2 24-Foot Ladder Raise Utilizing Two Firefighters Last Name First Name MI Rank EID # Company / Shift Date Time 1. Tip-man raises ladder, hand over hand motion, to a vertical position. 6. Both firefighters butt ladder properly. (On the same beam.) 7. Ladder properly pivoted if needed.(fly side away from the building.) 8. Fly section fully extended, hand over hand motion, ladder properly dogged, and lowered to building. 9. Check butt for proper distance from the building. 10. Ladder properly butted when firefighter is on ladder. 11. Ladder tied off correctly at the tip; utilize a ladder rope, tie a clove hitch with a safety, center of the rungs. (Must take a leg lock.) 12. Halyard tied off. 13. Bed and fly sections tied together correctly; utilize a ladder rope, tie a clove hitch with a safety, center of the rungs. (Must take a leg lock.) 14. Minimum Company Standards All Personnel Evolution #3 Calling MAYDAY and Give LUNAR Information Department Time Standard: 60 seconds PROCEDURE: This evolution requires personnel in properly donned SCBA and full personal protective clothing to activate a MAYDAY and give required LUNAR information. The basic fundamentals and principles of activating a MAYDAY and giving LUNAR information are required for anyone that may enter an IDLH (Immediately Dangerous to Life and Health) environment. For time standard purposes, each person will be timed individually. All attack personnel must be in proper protective clothing. MAYDAY is an occupationally acceptable distress signal given over the radio (talk group and operational channels) when one finds themselves in predicaments that could endanger their lives or others including, but not limited to, entrapment, entanglement, collapse, lost, or out of air. LUNAR information should be given immediately after calling a MAYDAY. L-Last known location U-Unit assigned to (company) N-Name (first and last) A-Assignment (performing rescue, vent, or attack) R-Resources needed to prolong your life or get you out of your situation (air, hose, rescue tools, cutters, etc.) 1. Stage personnel in a position of entrapment, entanglement, or collapse. May be placed in position of limited mobility where only one arm can reach radio. 2. Begin timing the evolution when person reaches for radio. 3. Steps of Operation: a. Personnel will recite parameters for calling a MAYDAY. They will then be told or placed in a simulated parameter. Parameters are trapped, lost, entrapped, in a collapse, or out of air. (Not Inclusive.) b. Attempt to call a MAYDAY on radio. Must say MAYDAY two to three times. c. Immediately give LUNAR information. (Does not need to be in order.) Revised 04/22/11 6

d. After calling MAYDAY on talk group, activate emergency button with gloved hand. e. Say MAYDAY two to three times again on emergency channel. (Once emergency button is pushed, radio will automatically display emergency received and give priority to the radio, as well as, change channel to the emergency channel, currently A15 RIT). f. Give LUNAR information again. g. Activate PASS device, conserve air, continue to self rescue, if possible, and position yourself near a door or window to aid searchers in locating you. h. To call off MAYDAY, silence your emergency by pressing and holding the emergency button down three to five seconds. Acknowledge on the radio your name, unit, and that you have exited the building. If able, report to command or medical. If not, notify command of your location outside the structure. Note: Personnel should practice MAYDAY procedures and activating their emergency button on approved training channels only. Any activation of the emergency button on none approved channels could disrupt communication with companies responding to emergencies. Any MAYDAY training involving radio communication should be coordinated with your chain of command and Fire Communications. In a real emergency, do not wait to initiate a MAYDAY. Call it as soon as you realize you may be in trouble. Do not wait for a clear channel. If unable to give a MAYDAY on the talk group/fire ground due to radio traffic, immediately activate your emergency button, call your MAYDAY, give LUNAR, and activate your PASS. Revised 04/22/11 7

Minimum Company Standards Truck Evolution #1 16-Foot Straight Ladder Raise Utilizing One Firefighter Department Time Standard: 60 seconds PROCEDURE: This evolution requires one firefighter to properly carry and raise a 16-foot straight ladder to a specific location. All attack personnel must be in proper protective clothing including SCBA. NOTE: For this evolution, personnel will not don their facepiece; however, the facepiece must be kept with them at all times. 1. Stage personnel and a properly grounded 16-foot straight ladder 75 feet from the site of the ladder raise. When the firefighter is ready, give the signal to proceed. 2. Begin timing when the signal is given to proceed. 3. Steps of operation: a. From the staging area, the firefighter will properly carry a 16-foot straight ladder 75 feet to the designated site and raise the ladder. b. The firefighter will properly set the butt, climb the ladder, take a leg lock, and simulate the "tie in" at the tip using a ladder rope and tying the top rung of the ladder to the next lower rung. NOTE: Firefighter must signal the evaluator when his/her knot is complete. 4. Stop timing the evolution when the firefighter gives the signal that one s knot is complete. NOTE: All ladders must be butted when a firefighter is on the ladder during raising procedures. Revised 04/22/11 9

Check butt for proper distance from the building. 4. Ladder tied off correctly at the tip; utilize a ladder rope, tie a clove hitch with a safety, center of the rungs. (Must take a leg lock.) 5. Minimum Company Standards Truck Evolution #2 35-Foot Ladder Raise Utilizing Four Firefighters Department Time Standard: Two and one-half minutes PROCEDURE: This evolution requires four firefighters to properly carry and raise a 35-foot extension ladder to a specific location. All attack firefighters must be in proper protective clothing including SCBA. NOTE: For this evolution, firefighters will not don their facepiece; however, the facepiece must be kept with them at all times. 1. Stage firefighters and a properly grounded 35-foot extension ladder 75 feet from the site of the ladder raise. When the four firefighters are ready, give the signal to proceed. 2. Begin timing when the signal is given to proceed. 3. Steps of operation: a. From the staging area, the four firefighters will properly carry a 35-foot extension ladder 75 feet to the designated site and raise the ladder. b. The firefighters will fully extend the fly section, lower ladder to building, and set the butt of the ladder. c. Firefighter #1 will proceed up the ladder, take a leg lock, and simulate the "tie in" at the tip using a ladder rope and tying the top rung of the ladder to the next lower rung. Firefighter #2 will wait until Firefighter #1 is on the fly section; then Firefighter #2 will tie off the halyard and proceed up the ladder, take a leg lock, and tie the bed and fly sections together using a ladder rope. d. Firefighter #3 and Firefighter #4 will butt the ladder in the proper manner. NOTE: Firefighters must signal the evaluator when their knot is complete. 4. Stop timing the evolution when the last firefighter gives the signal that one s knot is complete. NOTE: All ladders must be butted when a firefighter is on the ladder during raising procedures. Ladder butted properly while being tied off. 10. Ladder tied off correctly at the tip; utilize a ladder rope, tie a clove hitch with a safety, center of the rungs. (Must take a leg lock.) 11.Halyard tied off. 12. Bed and fly sections tied together correctly; clove hitch with a safety, center of the rungs using a ladder rope. (Must take a leg lock.) 13. Minimum Company Standards Combination Engine/Truck Evolution #1 Laying LDH Line to a Truck or Snorkel Utilizing One Engine. (Reverse Lay) Department Time Standard: Four minutes (For engines equipped with LDH and trucks equipped to receive LDH. This evolution is for laying lines into Rearmount, Bronto, Platform, or Snorkel. Not acceptable for Senior or Junior Aerial.) PROCEDURE: This evolution uses one engine company (with four firefighters), and one truck/snorkel company (with four firefighters). The truck/snorkel will be set up for elevated master stream operations using (trucks = flypipe with 1½" tip; snorkels = SM-100 nozzle). All attack personnel must be in proper protective clothing including SCBA. For safety reasons, apparatus will proceed at a safe speed during this operation. NOTE: For this evolution, firefighters will not don their face piece; however, the face piece must be kept with them at all times. 1. Stage both apparatus and personnel 200 feet away from the designated area. Remove and lay two 1¾ attack lines, wye, and 50 feet of 2½ lead line from the engine. 8. Assistant driver will lay out 200 feet of 2½ backup line and nozzle (SM-30) to the fire area. 9. The driver will connect the dual lines, engage the pump, and turn the water into the wyed line when called for by their officer. 10. Stop timing evolution when proper engine pressure and relief valve are set and target is hit with two firefighters on each hose line. 11. Evolution complete in five minutes or less. Minimum Company Standards Engine Evolution #2 Laying 1¾" Wyed Line with 2½" Backup Line Utilizing Two Engines. Reverse Lay Department Time Standard: Four minutes PROCEDURE: This evolution uses two engines companies, two attack lines operated from a wye, and one backup line. Each engine company will be staffed by four firefighters. All attack personnel must be in proper protective clothing and SCBA. For safety reasons, apparatus will proceed at a safe speed during this operation. Note: For this evolution, personnel will not don their facepiece; however, the facepiece must be kept with them at all times. 1. Stage the engines and personnel 200 feet away from the designated area. When all personnel are in place on the apparatus, give the signal for the first engine to proceed to the designated area. 2. Begin timing the evolution when the first engine company stops at the designated area. Start the second engine company 30 seconds after the first engine company arrives at the designated area. 3. Steps of Operation: a. At the designated area, the first engine company will remove and lay two attack lines, wye, and 50 feet of 2½ lead line. b. Then the first engine company driver and assistant driver will lay out the 2½" hose line to the fire hydrant which is 300 feet away. c. The assistant driver will connect the soft suction to the hydrant; then proceed, with SCBA, to the officer's line. d. The driver will connect the hose lines, engage the pump, and turn the water into the hose lines when called for by each respective officer. e. The second engine company will remove a minimum of 200 feet of 2½" hose with attached nozzle (SM-30) from the bed to be used as a backup line. The driver and assistant driver will lay out to first engine company. f. The driver and assistant driver of the second engine company will disconnect backup line and assist first engine company driver in connecting to discharge on first engine company. 4. Stop timing the evolution when proper pressure is achieved, relief valve set, and designated target is hit with hose stream. Note: The driver will not automatically turn water into any open ended line until the officer in charge of the line notifies him that the line has been connected to the device intended and to turn the water in.
