Review of the 2014 Integrated System Evaluation and Plan Area of Study broken into four geographical areas: Area 1: Eastern Montana and Western/Central North Dakota (Bakken) Area 2: Central and Eastern North Dakota Area 3: Western South Dakota Area 4: Eastern South Dakota Eastern Montana and Western/Central North Dakota Completed Facility Additions in 2013-2014 Watford City 230/115 kv #2 Transformer (April 2014): A parallel 230/115 kv transformer put inservice. Williston 230/115 KV1A Transformer and Williston 2 Substation (Summer/Fall 2014): A parallel transformer was put in-service at Williston in April 2014. In the Summer/Fall of 2014 115 kv breaker bays were added at Williston 2 for deliveries to NW Williston, Stateline, Grenora, Trenton and Tioga. Logan 115 kv 2x15 MVar Capacitors (June 2014) installed Reconductored Logan-SW Minot 115 kv (September 26 th, 2014) to obtain higher line rating

Review of the 2014 Integrated System Evaluation and Plan Eastern Montana and Western/Central North Dakota Planned Facility Additions Belfield 345/230 kv Transformer (November/December 2014-by End of Year): Parallel transformer (old Leland Olds), will also uprate rating of Charlie Creek Belfield 345 kv line. Reconductor Ward-Mandan 230 kv line (Spring 2015): Planned upgrade in order to accommodate the addition of a 110 MW generator interconnection request (wind) on the Dickinson-Mandan 230 kv line. Garrison 230/115 kv Transformer Replacement (Fall 2015): Transformer will be replaced with 200 MVA during the Garrison substation rebuild (age and require larger size for desired ~45 year lifespan) Garrison 230/115 kv Upgrade (Spring 2016): The Garrison 230/115 kv switchyard is being replaced with a new double breaker yard. The replacement is needed due to age of equipment, space limitations and inability to expand the existing yard. Reconductor Wolf Point-Circle-Dawson County 115 kv (2015-2017): Due to age and maintenance issues.

Review of the 2014 Integrated System Evaluation and Plan Eastern Montana and Western/Central North Dakota Proposed Facility Additions Hebron Substation (November 2015): New substation located on the Dickinson-Mandan 230 kv line for 110 MW wind farm and to accommodate a future load delivery point. Beaver Hill Substation (End 2015/June 2016): New substation to supply a new interconnection along Dawson County-Belfield 230 kv near Wibaux, Montana. Interconnection request related to serving load growth caused by oil activity in area. Convert Williston-Fort Peck 115 kv line to 230 kv Operation (2020 or later): Proposed solution to mitigate thermal and voltage concerns in Eastern Montana that have been observed in Local Planning Studies (2024 timeframe). Will be evaluated in more detail in future studies to determine if this conversion to 230 kv is necessary. Additional Planned/Proposed Projects presented with Bakken Update (later in agenda)

Review of the 2014 Integrated System Evaluation and Plan Central and Eastern North Dakota Planned Facility Additions Edgeley 115/69 kv KY1A Transformer Replacement (March 2015): Being replaced with 30 MVA (accommodate load along Forman-Edgeley 69 kv) Rugby 115/41.8 kv KY1A Transformer Replacement (December 2015): Scheduled for replacement due to age. Will be same size as existing transformer. Fargo 230/115 kv Transformer Replacement (Summer 2016): KV1A and KV2A will be replaced with two 200 MVA transformers. Retirement of Fargo 115/69 kv Transformer (~2016) Proposed Facility Additions Rugby 115 kv Substation Reconfiguration (2015): Provide a dedicated bay at Western s Rugby 115 kv substation to serve Central Power s Rugby 115 kv connection. During this time, breaker bay 7 would also be upgraded. This project was initiated to resolve the impacts associated with a proposed generator interconnection request (Rugby-Glenboro line) Spiritwood Plant (July 2016): The IS received a load interconnection request on the Jamestown- Valley City 115 kv line to serve plant (48 MW). Request is currently under study.

Review of the 2014 Integrated System Evaluation and Plan Western South Dakota Completed Facility Additions Philip 115 kv 2x15 MVar Capacitors (In-Service on June 19 th, 2014): Provide voltage support in the Pierre area (part of upgrades identified to remove the need for UVLS at Pierre and Irv Simmons for N-1 conditions) Planned Facility Additions Dry Creek-Rapid City 115 kv line (Fall 2015): Currently there is UVLS installed at Rapid City to mitigate post-contingent undervoltages. This 115 kv line with 200 MVA 230/115 kv transformer at Dry Creek are the system improvements planned in order to remove the UVLS Parallel Oahe 230/115 kv Transformer (Fall 2016): A 2 nd 150 MVA 230/115 kv transformer will be installed at Oahe. Part of upgrades needed to remove UVLS at Pierre and Irv Simmons for N-1 conditions. The existing 230/115 kv transformer will be replaced at a later date. Oahe Substation Upgrade (Fall 2016): The Oahe 230 kv and 115 kv main and transfer buses are being converted to a double breaker/double bus. Upgrade part of improvements needed to remove UVLS at Pierre and Irv Simmons for N-1 conditions. New Underwood 230/115 kv KV1A Transformer Replacement (2017 or later): Replaced with 200 MVA size

Review of the 2014 Integrated System Evaluation and Plan Western South Dakota Proposed Facility Additions Wanblee Tap (January 2016): The IS received a load interconnection request for a new 115 kv point of delivery along WAPA s Philip-Martin 115 kv line near Wanblee, South Dakota. Based on this proposal, approximately forty percent of the load served from Martin would be shifted to the new Wanblee tap. Eastern South Dakota Planned Facility Additions Sioux Falls 230/115 kv Transformer Replacements (Complete Both by January 2015): Studies demonstrated the need to replace KV3A and KV5A with 250 MVA sized transformers. After the replacement of both is complete, the normally open Sioux Falls-Lawrence 115 kv line will be closed. Summit KY1B 115/41.8 kv Transformer Replacement (May 2015): Sized 25 MVA, accommodate load in area. Granite Falls 115/69 kv Transformer Replacement (Fall 2015): Sized 63 MVA (age) Fort Randall Substation Upgrade (Spring 2015 End 2016): Replacement of limiting breakers, jumpers and buswork. Dedicated transformer breakers will be installed. (Upgrades driven by age, condition of equipment, thermal and short circuit concerns at Fort Randall).

Review of the 2014 Integrated System Evaluation and Plan Eastern South Dakota Planned Facility Additions VT Hanlon 230 kv Substation Rebuild (Fall 2016): Reliability and operating concerns have been identified with the existing layout of the substation. There are also deteriorating structures that need to be replaced due to age. For these reasons, upgrades were identified which will include both the existing 230 kv and 69 kv portions of the substation. Also have addition of a 230/115 kv transformer and buswork for future deliveries including a VT Hanlon-Virgil Fodness 115 kv line. Due to High Voltage concerns under light load conditions, a 25 MVar reactor on the tertiary of the new 230/115 kv transformer will be included Grand Island 345/230 kv KU1A Transformer Replacement (2016): Scheduled to be replaced in kind due to age (250 MVA). Replacement of Spencer 161/69 kv Transformers (2017 or later): Sizing study completed recommending the replacement of KY1A and KY1B with a single 150 MVA transformer (with LTC). The voltage regulating transformer will be removed, and dedicated transformer breakers and a 161 kv sectionalizing breaker will be added. A 25 MVar capacitor on the 161 kv bus will be installed when the transformers are replaced.

Review of the 2014 Integrated System Evaluation and Plan Eastern South Dakota Planned Facility Additions 2 nd Groton-Ordway 115 kv Line and Groton 115 kv South Substation (2017-18): Mitigates low voltages at Ordway following loss of Ordway-Groton 115 kv. Due to space limitations and congestion issues related to performing maintenance at the existing substation, a new Groton South substation will be built to accommodate the reconfiguration requirements identified to mitigate all post contingent undervoltages observed in planning studies. Sioux City 345/230 kv KU1A and KU1B Transformer Replacement (2017): Both KU1A and KU1B are scheduled for replacement due to age. A sizing study will be completed to determine if the existing size is adequate to meet future needs. Roberts County 115 kv Substation (November 2018): New substation planned on WAPA s Summit- Forman 115 kv line for a new delivery to serve load. Proposed Facility Additions Grand Prairie 345 kv Substation (End 2015): New substation located approximately half way along the Ft. Thompson-Grand Island 345 kv line. Substation is for the interconnection of the proposed 400 MW Grand Prairie wind farm. Line reactors are required at the new substation (50 MVar on the Ft. Thompson 345 kv line and 30 MVar on the Grand Island 345 kv line)

Review of the 2014 Integrated System Evaluation and Plan Eastern South Dakota Proposed Facility Additions Lower Brule 230 kv Substation and Lower Brule-Witten 230 kv line (2018 or later): TransCanada is proposing construction of a new pipeline that will cross the IS in eastern Montana and western South Dakota (Keystone XL). With addition of this new load, post-contingent voltage collapse could occur in the Big Bend, Mission, and Fort Randall areas, and that a new source into the area was needed. The Lower Brule-Witten 230 kv line will mitigate this issue and when this project is completed is dependent upon timeline of Keystone XL proceeding. Gregory Keystone XL (PS21) 115 kv (2018 or later): Construct/extend 115 kv yard and add 2x10 MVar capacitors at Gregory needed for the Keystone XL project.
