PARKING STANDARDS P U R P O S E T he purpose of this chapter is to establish the minimum standards for the amount, location, and development of motor vehicle off-street parking, bicycle parking, and vehicle loading areas within the city. This chapter also provides adequate parking for all uses allowed in title 15.550 to reduce demand for parking by encouraging alternative means of transportation including public transit and bicycles, and increasing pedestrian mobility by: A. Setting minimum off-street parking standards for different land uses and districts that assure safe, convenient and adequately sized parking facilities. B. In establishing such minimum standards, it is recognized that each zoning district within the city permits a variety of uses and that each use may have a different need for off-street parking. It is further recognized that a developed property is likely to support a variety of different uses over time. These minimum parking standards are established to provide a base minimum amount of off-street parking that will apply uniformly within several general categories of land uses in order to provide for greater flexibility in the future land use changes that may occur on specific developed properties over time. C. Providing for parking and storage of bicycles. W H E R E T H E R E G U L A T I O N S A P P L Y The regulations of this chapter apply to all off-street parking areas in all zoning districts within the city of Ellensburg, except for the Manufactured Home Park zoning district (MHP) which is regulated by Chapter 15.340.040 of the Ellensburg City Code. W H E N T H E R E G U L A T I O N S A P P L Y 1. The regulations of this chapter apply to all new development applications, all new parking lot construction or enlargement, and to all changes of zoning classifications submitted after the date of adoption, July 3, 2006, of this chapter In addition, these regulations shall apply at the time of enlarging, moving or increasing the capacity of existing structures by creating or adding dwelling units, commercial or industrial floor space, or seating facilities, and shall also apply when an existing land use within an existing structure is changed to a category of land use as set forth in below that is different than the category of land use for which the existing parking facility was designed and installed. 2. Whenever a building or use is expanded, enlarged or altered, additional off-street parking will be required for such expansion, enlargement or alteration based on the additional square footage of the expansion, enlargement or alteration, not on the total square footage of the building. However, in the event of enlargement or alteration of a structure, no additional off-street parking need be provided where the number of parking spaces required for such expansion, enlargement, or alteration is less than ten percent (10%) of the off-street parking requirement specified in this chapter. P A R K I N G P L A N R E Q U I R E D ( B U I L D I N G P E R M I T, S U R E T Y B O N D, AND OCCUPANCY REQUIREMENTS) A. BUILDING PERMIT No building permit nor parking lot construction or enlargement shall be issued until a parking plan showing provisions for the required off-street parking, as specified in the applicable sections of this chapter has been submitted and approved by the Community Development Director. The plan shall clearly indicate the proposed development, including parking lot location, size, shape, design, number of spaces, curb cuts, lighting, landscaping, and other features and appurtenances required by this chapter. The landscaping requirements for parking areas shall also meet the requirements of ECC Chapter 15.570 Landscaping Requirements. The Parking Plan shall show/state the number of parking spaces and handicap spaces required and provided. 3

B. SURETY Before a building permit is issued for any building or structure for which this chapter requires offstreet parking and where such off-street parking is not to be contained within the building for which the building permit is requested, the Community Development Director may require that the applicant provide the city with a surety bond or other sufficient security approved by the city attorney guaranteeing to the city the installation and improvement of the required off-street parking within a time not to exceed six (6) months following the completion of the building(s) for which such off-street parking is to be provided. C. OCCUPANCY All required off-street parking areas must be completed and landscaped prior to occupancy of any structure EXCEPT as provided in ECC Chapter 15.570, Landscaping Requirements. C A L C U L A T I O N O F M I N I M U M P A R K I N G R E Q U I R E M E N T S A. GROSS FLOOR AREA When computing the required minimum number of off-street parking spaces, the term gross floor area shall mean the total of all floor areas of a building as measured from the interior surface of each exterior wall of the structure, excluding interior areas used exclusively for parking or loading purposes. B. PRIMARY USE The minimum number of parking spaces shall be computed based on the primary uses on the property, EXCEPT as stated in sub-section C below that addresses accessory uses. When there are two or more separate primary uses on a property, the required off-street parking for the property is the sum of the required parking for the individual primary uses. C. ACCESSORY USE When more than twenty (20) percent of the gross floor area on a property is in an accessory use, the required off-street parking shall be calculated separately for the accessory use and for the primary use and then added together for the total required off-street parking. When twenty (20) percent or less of the gross floor area on a property is in an accessory use, the required off-street parking shall be calculated on the gross floor area of the building as if it were all under the primary use. Examples: 1. A 40,000 square foot building containing a 30,000 square foot warehouse space (75% of total) and a 10,000 square foot accessory office space (25% of total). The minimum parking requirement would be calculated separately for the office use and the warehouse use and then added together. 2. The same 40,000 square foot building containing a 35,000 square foot warehouse space (88% of total) and a 5,000 square foot accessory office space (12% of total). The required parking would be based solely on the gross floor area of the building as if it were all the primary use (40,000). D. ROUNDING OFF If the calculation of the number of off-street parking spaces results in a fraction, such number shall be rounded up or down to the next whole number. Fractions less than one-half (.5) shall be rounded down to the whole number and fractions that are one-half (.5) or greater shall be rounded up to the next higher whole number. C O N T I N U E D U S E O F R E Q U I R E D P A R K I N G S P A C E S A. CONTINUED USE Required off-street parking spaces must be available for the continued use of residents, customers, or employees of the use and the continued use of a building or structure or property for which off-street parking is required shall be conditioned upon the continued existence of such off-street parking. If the required off-street parking ceases to exist in connection with the use for which it was reserved, and no equivalent off-street parking is provided, such occupancy and use of the building or structure or property shall become illegal and the occupancy permit shall become void. B. ASSIGNMENT PROHIBITED Required off-street parking spaces may not be assigned in any way to another use on another site EXCEPT as provided in the section below relating to cooperative use parking facilities. 4

C. USE FOR NON-PARKING PURPOSES PROHIBITED Required off-street parking spaces shall not be used for the parking of equipment or for storage of materials or goods or inoperable vehicles. Use of required off-street parking for commercial or other purposes in conjunction with special events of a limited and specific duration shall require separate review and approval by the Public Works Director in conjunction with the special event function. D. MAINTENANCE REQUIRED The off-street parking required by this chapter shall be maintained in a good and functioning condition as determined by the Public Works Director. L O C A T I O N O F R E Q U I R E D P A R K I N G A. RESIDENTIAL USES Subject to the covenant requirements of sub-section E below, required off-street parking for all residential uses in all zones must be located on the site of the use or on an adjoining lot of record under common ownership, EXCEPT within the Central Commercial zone (C-C) as set forth in Chapter 15.550 (B) of the Ellensburg City Code which states that there shall be no off-street parking requirement for residential uses within the Downtown Historic District. B. NON-RESIDENTIAL USES IN THE R-O, C-N, C-H, AND C-T ZONES Subject to the requirements of sub-section E below, required off-street parking spaces for nonresidential uses in the R-O, C-N. C-H and C-T zoning districts shall be located on the same lot or on an adjoining lot of record under common ownership. C. NON-RESIDENTIAL USES IN THE R-O, C-N, C-H, C-T, I-L, I-H AND CC-II ZONES Subject to the requirements of sub-section E below, required off-street parking for non-residential uses in the above-listed zones. D. NON-RESIDENTIAL USES IN THE C-C ZONE There are no off-street parking requirements for non-residential uses in the C-C zone. E. OFF-SITE PARKING Off Site parking is not permitted for residential uses outside of the C-C zone, except for guest parking provisions associated with local access streets per ECC 15.410.040(B)(2). For non-residential uses, subject to the following conditions, a maximum of twenty-five percent (25%) of the required off-street parking for a building or use may be located on a separate lot of record as specified in sub-sections A thru C above: 1. The location of the off-site parking shall be within six hundred (600) feet of any property line of the property for which the off-site parking is provided. 2. Location of off-street parking on existing parking facilities that meet these standards shall be subject to administrative approval of the Community Development Director which includes applicable design provision including orientation standards in ECC 15.510, site planning and design elements in ECC 15.520, and landscaping standards in ECC 15.570. Approval of offstreet parking that requires the construction of new parking facilities and otherwise meets the requirements of these standards shall be subject to the approval of a conditional use permit. 3. There shall be sidewalks or paved pedestrian paths between the off-site parking site and the use for which the off-site parking is provided. 4. There shall be adequate lighting to provide safe walking between the off-site parking and the use for which the off-site parking is provided. 5. The owner of the off-site parking property shall execute a covenant in a form acceptable to the city attorney that shall clearly: a) Identify the legal description of the property that is to benefit from the off-site parking lot and the legal description of the off-site property that is to be encumbered in whole or in part by the covenant; b) Specify the terms and conditions of the such encumbrance; c) Clearly state that the terms of the covenant cannot be modified or revoked within the written consent of the City Council. The covenant shall be recorded with the Kittitas County Auditor s office to run as a deed restriction on both the benefited and encumbered properties as long as the business requiring these off-street parking spaces is in operation. A copy of the recorded covenant shall be provided to the Community Development Department. 5

F. ON-STREET PARKING On-street parking immediately adjacent to the property may be counted towards the parking requirement for nonresidential uses. P A R K I N G A R E A A C C E S S S T A N D A R D S A. INGRESS AND EGRESS The number, location, width and manner of approach of all points of ingress and egress to required off-street parking areas on to a public street or right-of-way shall be subject to the review and approval of the Public Works Director or designee. To further the goal of minimizing the number of approaches onto public streets, the owners of adjoining properties should provide combined driveways wherever practical and, in conjunction with approval of a development, the City may require a property owner to provide an access and circulation easement to an abutting property under common ownership where joint access is reasonable to serve future development. SEE also section three (Street Standard), in the Driveways sub-section for additional information. B. STACKED OR TANDEM PARKING All required off-street parking must have direct and unobstructed access to ingress and egress from a public street, and stacked or tandem parking shall not be counted toward meeting the required offstreet parking requirements in any zoning district EXCEPT for single-family residential structures and duplex dwelling units as per ECC 15.550.040 (A). C. BACKOUT PROHIBITED Parking areas shall be so arranged as to make it unnecessary for a vehicle to back out into any public arterial or collector street, or arterial or collector right-of-way. Backing out into local access streets and alleys will be allowed. D. MANEUVERING AND DIMENSION REQUIREMENTS Adequate provisions shall be made for individual ingress and egress by vehicles to all parking stalls at all times by means of unobstructed maneuvering aisles. The Public Works Director shall promulgate and enforce standards for maneuvering aisles, parking stall dimensions, and parking facility ingress and egress requirements, and to make such standards available to the public. P A R K I N G A R E A D E V E L O P M E N T S T A N D A R D S A. PURPOSE The size and placement of vehicle off-street parking areas are regulated in order to enhance the appearance of neighborhoods as well as nonresidential areas, provide a pedestrian access that is protected from auto traffic, create an environment that is inviting to pedestrians, reduce the visual impact of parking areas from sidewalks, streets, and especially from adjacent residential zones, direct traffic to and within parking areas, reduce the amount, rate and temperature and negative impacts of storm water runoff from vehicle parking areas; and decrease airborne and waterborne pollution. In addition to the requirements set forth below, all required off-street parking facilities are subject to the requirements set forth in ECC 15.210, 15.510, 15.520, 15.550, 15.570 and 15.580. B. SETBACK AREAS 1. Required off-street parking spaces are not allowed to extend within any required setback area or required open space area in the R-L R-M, R-O, and R-H zoning districts, or in the front setback area in the C-T zoning district. Single family residences located in any of the R-L, R-M, R-O and R-H zoning districts are allowed to locate the minimum required two off-street parking spaces required by this code within the required setback area or required open space area as specified in this section. Any additional parking spaces must be located outside of the required open space and setback areas as specified in this section. 2. At locations where single family residential parking is permitted within the setback or required open space, provision shall be made to prevent this parking from encroaching upon adjacent sidewalks. For the purpose of this requirement there shall be a minimum of 22 feet between adjacent structures and sidewalks to allow for parking clearance when required parking for single family residential development is sited on the required building setback(s) or open space. 6

C. GARAGES Required off-street parking that is provided in garages or carports, shall be credited toward the required off-street parking spaces EXCEPT that no stacked or tandem parking that blocks off those garages or carport parking spaces from direct and unobstructed access to ingress and egress to a public street shall be credited toward the required parking spaces except for single family residential structures and duplex structures as set forth in 15.550.040 (B) as set forth above. D. PAVING Subject to the exception below, all required off-street parking for all uses in all zoning districts, as well as all access, maneuvering, and loading areas adjacent to buildings shall be graded to a standard comparable to the street that serves the access, maneuvering or loading areas, and shall be paved. All other maneuvering and loading areas not adjacent to buildings shall be required, at the discretion of the Public Works Director, or his designee, to be paved if dust migration into the air, or mud or gravel migration on to a public street becomes a problem. In all instances, however, the lot entrance shall be paved with Asphalt Concrete Pavement or Portland Cement Concrete from back of sidewalk to the edge of the right-of-way, or to a point five (5) feet behind the back of sidewalk, whichever distance is greater. EXCEPT that required off-street parking for single-family residences with street approaches may be constructed with 5/8 minus gravel, 3 deep, watered and compacted (after asphalt/concrete street approach). E. TRAFFIC CONTROL DEVICES All off-street parking traffic control devices such as, but not limited to, parking stripes, pedestrian walkways, directional arrows or signs, bull rails and curbs, etc. shall be installed and completed as shown on the approved parking plan. Hard-surfaced parking areas shall use paint or similar devices to delineate parking spaces, pedestrian walkways, and directional arrows. F. LANDSCAPING Landscaping for all required off-street parking areas shall comply with the requirements set forth in Chapter 15.570 of the Ellensburg City Code. G. LIGHTING Adequate lighting shall be provided for all required off-street parking areas associated with major design review projects in accordance with the requirements of ECC Chapter 15.580 All off-street parking lighting, whether or not required by this chapter shall be designed and installed to avoid glare or reflection of light off-site and shall be down-lighted. H. HANDICAPPED PARKING Off-street parking and access for the physically handicapped shall be provided in accordance with the Uniform Building Code. I. FIRE LANE STANDARDS Fire lanes may be required by the Fire Codes and by the Ellensburg Fire Department within off-street parking facilities. Such fire lanes, including dimensions, width, location, etc., shall be installed as required by the Fire Code or the Ellensburg Fire Department and shall remain in effect throughout the life of the parking facility. J. BICYCLE PARKING Multifamily and nonresidential developments shall provide for bicycle parking per the standards below: 1. Amount of Bicycle Parking Table 15.550.040(B). Parking Location and Design Non-Residential Uses Bicycle facilities for patrons shall be located within 100 feet of the building entrance and located in safe, visible areas that do not impede pedestrian or vehicle traffic flow. Proper lighting of area is required per Chapter 15.580 ECC. 3. Parking Location and Design Residential Uses Bicycle facilities for residents shall be located within 100 feet of all building or individual unit entrances and located on the ground level in safe, visible areas that do not impede pedestrian or vehicle traffic flow. Bicycle parking hardware shall be installed according to its manufacturer s instructions, allowing adequate clearance for bicycles and their riders. 5. Projects in the C-C zone may contribute to a bicycle parking fund (subject to establishment by the City) maintained by the City in lieu of required parking set forth in Table 15.550.040(B). Calculation of the required fund contributions will be based on the cost to purchase, install and maintain bicycle parking and associated improvements. The cost will be adjusted annually by the City. The fund will be used by the City to provide bicycle parking in the C-C zone and in other locations within the City. M I N I M U M R E Q U I R E D P A R K I N G S P A C E S A. PURPOSE The purpose for requiring a minimum number of parking spaces is to provide enough on-site parking to reasonably accommodate the majority of traffic that is normally generated by the full range of uses that might locate at a particular site over time, while recognizing that it may not be sufficient to accommodate the peak traffic that may be generated on limited occasions. The specific proposed use of a new building today may require minimal off-street parking yet, over time, the same site is likely to experience various other permitted uses, many of which may have greater or less parking requirements. In response to this long-term emphasis and to the reality that the various zones permit a wide-range of uses with a correspondingly wide-range of parking needs that may occur over time, the required minimum number of off-street parking spaces set forth below corresponds to the structure s design function and the potential for that design function to overlap within several very broad use categories. B. GENERAL USE CATEGORIES Structures are typically designed and constructed for a specific function or use that often limits the future use of the structure for other types of uses. Those structural functions can be categorized within the following very general land use categories as follows: 1. Residential: single family, duplex and multi-family dwelling units. 2. Transient Guest Facilities: hotels, motels, bed and breakfasts, boarding or rooming houses, or similar uses. 3. Special Care Facilities: nursing homes, convalescent or assisted living facilities, group homes, or similar uses. 4. Places of Assembly: churches, funeral homes/mortuaries, clubs, lodges, museums, auditoriums, public and commercial recreation facilities, or similar uses. 5. Food and Beverage Uses: restaurants, taverns, drive-ins, or similar uses. 6. General Retail and Commercial Service Uses: offices, banks, clinics, supermarkets, retail shops, department stores, hair care businesses, or similar uses. 7. Industrial Uses: wholesale trade, warehousing, processing and manufacturing facilities, heavy equipment repair, lumber yard, car sales, or similar land consumptive but low traffic uses. 8. Public or Quasi-Public Uses: hospitals, schools, colleges, government offices and shop facilities, or similar uses. 8

C. MINIMUM NUMBER OF PARKING SPACES REQUIRED The minimum numbers of required off-street parking spaces within the general use categories are set forth in TABLE A and are based on those general land use categories described above. Changes in use within a general land use category shall not require additional parking EXCEPT as specified in TABLE A. Changes in use to a different general land use category shall provide the minimum off-street parking for that new general land use category. D. UNSPECIFIED USES In those situations where a particular use is not specifically mentioned in TABLE A, the requirements for off-street parking facilities shall be determined by the Community Development Director, or his designee, and shall be determined in accordance with the most comparable use listed. P A R K I N G S T U D Y The Community Development Director, or his designee, shall have the authority to request a parking study when deemed necessary to properly enforce the requirements of this chapter. L O A D I N G S P A C E S A. Every nonresidential building engages in retail, wholesale, manufacturing, or storage activities, excluding self-service storage facilities, shall provide loading spaces in accordance with the standards listed below: Table 15.550.070(A). For storefronts and other similar buildings sited adjacent to a street without individual businesses over 10,000 square feet and no alley access, loading space may be provided by on-street designated loading zones upon approval of the public works director as a Type I decision based on access and safety considerations. A site plan, proposed conditions, and reason for on-street loading facilities shall be included in the application. D. Each loading space required by this section shall be a minimum of 10 feet wide, 30 feet long, and have an unobstructed vertical clearance of 14 feet six inches, and shall be surfaced, improved and maintained as required by this chapter. Loading spaces shall be located so that trucks shall not obstruct pedestrian or vehicle traffic movement or project into any public right-of-way. All loading space areas shall be separated from parking areas and shall be designated as truck loading spaces. E. Any loading space located within 100 feet of areas zoned for residential use shall be screened and operated as necessary to reduce noise and visual impacts. Noise mitigation measures may include architectural or structural barriers, beams, walls, or restrictions on the hours of operation. F. Multi-story self-service storage facilities shall provide two loading spaces, and single-story facilities one loading space, adjacent to each building entrance that provides common access to interior storage units. Each loading berth shall measure not less than 25 feet by 12 feet with an unobstructed vertical clearance of 14 feet six inches, and shall be surfaced, improved and maintained as required by this chapter.
