The process of development of SUMP in Gdynia dr Marcin Wołek Chair on Transportation Market University of Gdansk Dubrovnik, 30.03.2017

Project CIVITAS DYN@MO (2012-2016) Co-financed within 7FP; RTD project on transport planning, environmentally friendly vehicles and ITS; Partners: Gdynia (Poland), Aachen (DE), Koprivnica (CR), Palma de Mallorca (SP) Goals: Development of transport systems and services; Introduction of ecological means of transport; Introduction of innovative solutions into transport systems and services; Citizens engagement into mobility planning proces; Cooperation and exchange between cities/partners.

Approach to Gdynia s SUMP Self assessment; Identification of stakeholders and setting up of working group; Long term strategy 2015 2025; Short term action plan; Constant monitoring and evaluation. dynamic advanced Using of web 2.0 - Mobility 2.0 platform Using of ITS tools: 3 level transport model for SUMP analysis. Collecting and integratring of existing strategies and plans; Review and integration of other relevant documents focused on transport and mobility issues in Gdynia. integrated interactive Social involvement;public consultations; Meetings with stakeholders; Complex marketing research; Social research projects; web 2.0 multidirectional communication; living laboratory for BSR

Stakeholder engagement: internal and external Public administration (spatial plannic, traffic engineering, investments; environment, social matters); City Guard and Police; Public transport sector (transport authority, operators, Polish State Railways); Academia; education sector (i.e. schools); NGOs; Companies. Stakeholders Tools workshops; meetings; public debates; individual consultations with experts; conferences & seminars; marketing research; website www.mobilnagdynia.pl Fb profile (4451 likes;) ADVANCE methodology for self-assessment.

Common vision of mobility Quality of life Better living, working and travelling conditions in Gdynia Economy Economic growth and reducing demand for transport Environment Sustainable transport for clean environment Energy Energetically efficient public transport Common development towards sustainable mobility system, ensuring high quality of life and alternative to travel in safe, clean and friendly environment Sustainable,m social, spatial and economic development of Gdynia

Main challenge: growth of individual motorisation and suburbanisation Number of cars in neighbouring communes (excluding Gdansk and Sopot) stands for 44% of number of cars in Gdynia Motorisation index for districts Ind. motorisation index in Gdynia in chosen years Almost 3/4th of Gdynia s households has at least 1 car. In 2004 this factor was 56%.

Scenarios of mobility development in Gdynia Scenario 1. Sustainable mobility and individual mobility increases 2. Non- sustainable mobility and individual mobility increases Share of car: Decreases by 10% Increases by 10% Individual mobility Increases by 5% Increases by 5% 3. Sustainable mobility and individual mobility decreases Decreases by 10% Decreases by 5% 4. Non sustainable mobility and individual mobility decreases Increases by 10% Decreases by 5%

Example of effects of scenario modeling in VISUM: Scenario 1 in peak hour [change of traffic in %]

Example of effects of scenario modeling in VISUM: Scenario 2 in peak hour [change of traffic in %]

Strategic and operational goals of Gdynia s SUMP Attractive and safe urban space Safe and efficient transport system Rational transport choices Effective freight transport Improvement of conditions for pedestrians Improvement of accessibility for people with reduced mobility Improvement of conditions for cyclists Improvement of quality of public space Integrated planning of transport and mobility system at metropolitan level Development of traffic management system with ITS Development of competitive public transport Increase of share of low emission vehicles Education and raising Optimistaion of transport needs Making mobility in districts more sustainable Development new mobility services Improvement of accessibility of sea harbour Creation of effective and sustainable system of urban ldistribution Supporting new tecnologies and organizational solutions for freight transport

An example: Integrated action plan for 2016-2018 period for Goal nr 1 (stakeholders engaged and budget not presented here) Action Goal Temporal pedestrian zone on selected streets in Gdynia city centre 1.1. Signalling with priority for pedestrians 1.1. Inventarisation and diagnosis of parking places for PRM persons 1.2. Rehabilitation of pavements with respect to PRM persons needs 1.2. Training of civic officers in case of accessibility standards 1.2. Adjustment of railway platform of Gdynia Glowna to needs of PRM passengers 1.2. Changes in cycling lanes layout (i.e. ul. Nałkowskiej, Morska, Al. Zwycięstwa) 1.3. Construction of cycling lanes of main importance Budowa dróg rowerowych układu podstawowego (Nowowiczlińska, Wielkopolska, Sopocka, Kartuska, Morska). 1.3.

Monitoring of SUMP [few measures] Starting Expected Factor Category value (2015) value (2018) Individual motorisation index STRATEGIC 542 (2015) 550 Individual mobility of citizens STRATEGIC 1,65 Stab or small growth Traffic accidents with pedestrians key 53 decrease Share of pedestrians in modal split key 10,9% growth Share of cycling in modal split key 1,8% 3% Traffic calm factor key 15,4% 20% Improvement of road safety in the vicinity of schools key 19 24 Improvement of passenger information access key 34 growth Public transport share in modal split key 39,8 (2015) growth Lenght of buspases in Gdynia key 2120 growth Improvement access of railway services key 0 3 Share of low and zero emissions vehicles in public transport fleet key 52% 60% Number of passengers on new trolleybus lines key 0 growth Share of railway transport in serviving sea harbor key ok. 30% Stab or growth

Summary SUMP as a complex process; Strong social involvement and participation using different channels; Strong involvement of internal stakeholders (City Office, public transport authority, operators ); Modelling used for concrete purpose (scenarios); Clear goals; Although SUMP sets out a perspective for 2025, action plan is for 2016-2018; Well integrated with other strategic documents and plans; Need to be adjusted to very local conditions (i.e. strong position of district councils in Gdynia, specific spatial location of harbor, development of hybrid trolleybuses); The first logic link to integrate SUMP with SEAP in Gdynia: electromobility (ELIPTIC project as a good starting point: http://www.eliptic-project.eu/ ).
