City of Biddeford, Maine Public Safety Committee Meeting Monday, March 2, 2015 Minutes 1. Roll Call Meeting of the Public Safety Committee was called to order at 6:02 p.m. by Committee Chair, councilor Michael SWANTON. Other committee members present were: member Roger CANTARA of the Fire Commission; Councilor Robert QUATTRONE and member Roger GAGNON of the Police Commission. Councilor Marc LESSARD was excused. 2. Pledge of Allegiance The American flag was honored through the Pledge of Allegiance. 3. Adjustments to the agenda There were no adjustments. 4. Acceptance of Minutes Motion by CANTARA and seconded by QUATTRONE to accept the minutes of the December 1, 2014 meeting as printed. Vote unanimous 5. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-92 Limited Parking/Add on Pool Street Hill Street The committee reviewed the following ordinance language change: Limited Parking, be amended by adding or deleting to read as follows: Hill Street, odd-numbered side, beginning at a point 20 feet northeast from the northeast corner of intersection with Pool Street, thence northeasterly for a distance of two (2) parking spaces, 20 minutes. Motion by CANTARA and seconded by QUATTRONE to accept the ordinance change to Chapter 42 section 42-92 as printed and to forward this Order to the city council with a recommendation for adoption. Limited Parking, is amended by adding or deleting to read as follows: Yates Street, odd numbered side beginning at a point 20 feet from the southwest corner of the intersection with Mile Stretch Road, thence northwesterly for a distance of 112 feet, parking is restricted for use by the Biddeford Pool Community Club, and its related activities. Vehicles parked within this area during the period from June 15 th to Labor Day, must display in a visible location, a parking permit that has been approved by the Chief of Police. Vehicles parked in this area without properly displaying this parking permit, may be subject to being towed at the owner s expense. Motion by GAGNON and seconded by QUATTRONE to accept the ordinance change to Chapter 42 section 42-92 as printed and to forward this Order to the city council with a recommendation for adoption. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-2.1 Temporary Rules/Change to Public Safety Committee. Chapter 42, Motor Vehicles and Traffic, Article I In General, Section 42-2.1 Temporary Rules, be amended by adding or deleting to read as follows: Sec. 42-2.1 Temporary Rules [Added 3-16-2010 by Ord. No. 2010.21] The Chief of Police may place or cause to have placed, appropriate signs establishing temporary rules regulating traffic, to include, but not limited to: traffic flow, traffic direction, rules of the road, and parking; for the purpose of trial and evaluation for a period not to exceed three days. A temporary rule for the purposes of trial and evaluation that exceeds three days must be approved by the Capital Projects/Operations Public Safety Committee prior to implementation, and shall not exceed 180 consecutive days. become effective immediately upon the placing of appropriate signage. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-89 Stop Intersections/Delete on Pomerleau Street Extension & Add on Arena Drive. Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42-89 Stop intersections, be amended by adding or deleting to read as follows: Pomerleau Street Extension Arena Drive at Pomerleau Street (Does not include slip lane, which is controlled with a yield sign) Motion by QUATTRONE and seconded by GAGNON to accept the ordinance change to Chapter 42, Section 42-89 as printed and to forward this Order to the city council with a 11. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-87 Yield Signs/Add on Arena Drive. Committee discussed parking during the winter months that, as a result of accumulating snow, streets were narrowed to the point that it restricts the free flow of traffic. The committee directed Chief Beaupre to craft language for review and further discussion by the Committee. 13. Adjourn.
