Delinquent Payments Voluntary Assessed Contributions to the Framework Convention on Tobacco Control The operations of the Framework Convention on Tobacco Control (FCTC) are principally financed through Voluntary Assessed Contributions () required of Parties to the treaty. These assessments are based on national income using an approach common to most UN agencies. In November 2010, at the Fourth Conference of the Parties, concern was expressed at the present situation whereby a very large number of Parties still have outstanding voluntary assessed contributions and a number of Parties have never paid any of their voluntary assessed contributions. 1 In the summer of 2011, the Secretariat to the Convention updated and made public the status of payments of these. 2 This information is repeated in Table 2a 2f. About 6% of the assessments ($1.5 million) had not been paid as of. An analysis of these payments shows that, on aggregate, delinquency of payment is inversely related to the income level of the countries involved: Of the assessed between 2006 and 2011,: Low income countries still owed 45%. Low middle countries still owed 22%. Upper middle income countries still owed 8% High countries still owed 5% Regional and income analysis of delinquent payments is shown in Table 1 and Figure 1. The largest amount owing was from the EURO region ($926,000 or 62% of the unpaid total), followed by EMRO ($372,000 or 25% of the unpaid total) and AMRO ($147,000 or 10% of the unpaid total). Less than 4% of the delinquent payment was owed by countries in the combined WPRO, SEARO and AFRO regions. The regional share of delinquent payments is shown in Figure 2.
