2018: Aligning with Helsinki Climate Strategy City of Helsinki to be carbon neutral by 2035. CO2-emissions emissions reduced by 60% in 2030 (compared to 1990) (73% per capita) and the city will be carbon neutral by 2035. As Kalasatama acts as an example for other city districts, the target for Kalasatama has been set at a more ambitious level of 90% reduction by 2030. ->Translate long-term climate and energy targets into short term actions to drive sustainable solution taken forward in Kalasatama.
Kalasatama SSD Challenge 1. Framework and roadmap for driving Smart Sustainable Solutions 2. Energy transition vision and strategy 3. Energy demand reduction and efficiency improvement 4. 25/7 - one more hour sustainable lifestyles
Why do we need performance indicators? Help to clarify the targets Help to prioritize actions Help answering frequent questions: Why to invest in smart city projects? What do we accomplish with the actions taken? Are we going to the right direction? How s a smart and sustainable district different?
Kalasatama SSD2 Workshop led by TNO Co-defining: Framework Themes + subthemes Targets Prioritizing proposed actions Participants across City Of Helsinki SSD Academic partners Few companies Helsinki, August 2017
Smart Kalasatama 2030 High quality neighbourhood 75% of inhabitants is very satisfied with their neighbourhood Climate neutral 90% reduction of per capita CO2 emissions (direct) Social cohesion & inclusiveness Services for 25/7 Energy consumption for heating/cooling Electricity consumption Mutual trust and a feeling of belonging High variety of services facilitating life and increasing leisure time Consumption of building related energy for heating (and cooling) Overall consumption of electricity in the district Green public spaces for a healthy lifestyle Providing sustainability services Renewable energy Fossil fuel based mobility Easy access to green and sports areas and stimulation to use the facilities High variety of services enabling a sustainable lifestyle Production of renewable heat, cold and electricity Reducing the distance driven by fossil fuel vehicles Efficient multi-modal transport Energy storage Resource efficiency Easy and continuous access to various and affordable modes of transport Lowering the share of imported energy Optimising material flows and their usage
Theme: High Quality neighbourhood Definition A district where inhabitants have a high level of satisfaction with regards to living and working in Kalasatama and leisure time to enjoy life (in the neighbourhood). Target 75% (?) of inhabitants is very satisfied with their neighbourhood one more hour a day Subtheme Providing sustainability services High variety of services enabling a sustainable lifestyle. Definition Target High variety of services enabling a sustainable lifestyle 90% of services that support a sustainable lifestyle are available within 500 meters. Examples of services: Recycling facilities; sharing spaces and vehicles; sustainable transport options Indicators Number of services for sustainable living provided by the project (#).
Theme: Climate Neutral Definition Reduction of direct CO2 emissions in the district Subtheme (nb. indirect emissions via consumption of goods and food are excluded) Target 90% reduction of per capita CO2 emissions in 2030 compared to 1990 Electricity consumption Overall consumption of electricity in the district. Definition Target Overall consumption of electricity in the district In 2030, the growth of the electricity use per capita is reduced to 120% compared to the average Helsinki consumption in 2016 Indicators Yearly reduction of overall electricity consumption per capita (kwh)
The Performance Indicators are used to prioritize Roadmap for piloting services & solutions for: 1. Smart Energy (SE) 2. Smart Mobility (SM) 3. Saving One More Hour a Day (1H) + Integrating data solutions
Kalasatama roadmap: Energy Current status Kalasatama as demonstration area for smart energy systems Suvilahti solar power plant and storage for electricity Updated smart energy conditions for lot release Solar energy potential (PV, 3D atlas) Hima remote control system for homes piloted at two blocks of houses ->Hima 2.0 Opening consumer energy data trialed for various applications IMU pipeline waste collection system in use Smart lighting pilots at Korkeasaari zoo and Mustikkamaa recreational island Planning Conditions for lot release Means for designing Energy data Drive behaviour and investments with information Energy systems Increase renewables and circulation 2018 2019 2020 3D semantic city model and data gathering from Kalasatamasta Planning of integrated solutions for energy and mobility Real-time energy data for developers Integrated web solution for energy data Experiment for waste data Pilot for consumer demand response (electricity, heat) Integrated PV panels, electricity and heat storages, Vehicle to Grid city block pilot Requirements for energy classification and self-sufficiency Lot release competition for Plus Energy, e.g. Northern Verkkosaari District level pilot of MyData operator, e.g. of energy, waste, mobility data Piloting selling of locally produced electricity and heat (e.g. Blockchain pilot) Experiment for Energy As A Service, optimising at city block level District objectives (draft): Energy for heating and cooling: X % reduction by 2020 (2030: 65% new, 25% old) Share of renewable energy: 30 % by 202N (public 100%) Energy storage and independence: storage X% of max daily production, Y % independence by 202N Limiting growth of electricity consumption: 120 % by 2030 vs. 2016 Resource efficiency: 0 % household waste to power plant, circulation of construction waste X %
What are the challenges? Deploying the performance indicators Acceptance in different city departments Permanent data collection and follow-up -> organizational change challenge In some cases the data collection is laborious and expensive
If everything goes right: The best possible outcome The performance indicators: Show the value of different kind of projects and initiatives-> help future planning Indicate if the direction is right of on-going initiatives -> help to change direction early enough Become a model to measure smart&sustainable actions -> Scale-up -> Improve sustainability and save money
