This briefing summarises subjects under discussin which are relevant t the wrk f Llyd's Register. cncluded discussin n all matters n its agenda. Overview Harmful aquatic rganisms in ballast water (Agenda item 2) A further 3 basic and 5 final treatment systems using active substances were apprved. Final apprved systems require type apprval by the flag Administratin fr nbard use. Currently there are 23 systems that have type apprval frm flag administratins. Systems that d nt use active substances d nt require IMO s apprval. 63 agreed that a ballast water management plan previusly apprved under A.868(20) may remain valid until such time as it requires updating fr example fitting a ballast water treatment system at which time the plan shuld the meet the latest guidelines in.127(53) G4 guidelines - Guidelines fr ballast water management and develpment f ballast water management plans. Recycling f ships (Agenda item 3) 63 adpted the fllwing: Guidelines fr Safe and Envirnmentally Sund Ship Recycling (Facility guideline); 2012 Guidelines fr authrizatin f ship recycling facilities; These guidelines, tgether, will clarify the principle requirements fr ship recycling facilities and hw they are t be enfrced. There was prgress n the remaining guidelines that are necessary fr the implementatin f Hng Kng Ship Recycling Cnventin. Air pllutin and energy efficiency (Agenda item 4 and part f agenda item 6 and 7) The adptin f the new chapter 4 in the Annex VI t the MARPOL cnventin related t EEDI and SEEMP at 62 required a number f implementatin guidelines. Guidelines enter int frce at the same time as the regulatin. The guidelines were finalised at 63 and include 2012 guidelines n the methd f calculatin f attained EEDI fr new ships Guidelines fr calculatin f reference lines fr use with the energy efficiency design index (Overview)

The guidelines d nt include references t ship types fr which the reference lines were nt agreed (Passenger and RR ship types) 2012 guidelines fr survey and certificatin f EEDI The final guidelines allw tank tests fr individual ships t be mitted fr ships f same type nly but nt fr ships f similar type. 2012 guidelines fr the develpment f a ship energy efficiency management plan (SEEMP) The fllwing tasks remain t be cncluded: Minimum pwer/speed Cnsideratin f reductin factrs in Table 1 f Regulatin 21 f MARPOL Annex VI Standard fr sea trial Standards n tank tests A transparent and reliable hull and prpeller perfrmance standard Incrpratin f R-r passenger ships and cruise passenger ships with nn-cnventinal prpulsin LNG/LPG reference lines Adptin f the amendments t the NOx Technical Cde (under agenda item 6) Amendments t the NOx Technical Cde n certificatin f marine diesel engines fitted with Selective Catalytic Reductin systems under the NOx Technical Cde 2008 was adpted. This will allw use f Scheme B (use f mdelling and simulatin in certifying marine engines) given in the SCR Guideline (.198 (62)). These amendments will enter int frce n 1 August 2013. Fr details, please refer t Annex 2 t this dcument. Reductin f GHG emissins frm ships (Agenda item 5) At this mst f the utstanding issues frm 62 related t market based measures were discussed althugh the discussin was nt cncluded. The Cmmittee nted the reprt f the intersessinal WG n MBM (March 2011) and agreed that the main issues nw was the need fr an impact assessment (psitive and negative) n develping cuntries f MBM. The Cmmittee deferred t 64 decisin in relatin t: Reslutin n Technical C-peratin and Transfer f Technlgy (which frm part f the agreed MARPOL Annex VI amendments n EEDI and SEEMP); Terms f reference fr further impact assessment f the prpsed market-based measures fr internatinal shipping 63 agreed that EEDI has been develped in the new chapter 4 f the Annex VI t the MARPOL cnventin is fr new ships and shall nt be used n existing ships. Therefre, any market based measures which has ship design elements as ne f the element f the prpsed measure shuld refrain frm using terminlgy EEDI but shuld clearly state the prpsed design criteria in the prpsal. Other marine envirnment issues (Agenda items 6, 7, 11 and 18) A number f ther matters were discussed at, included in summary belw: Amendments t the MARPOL Cnventin - Annex I, II, IV, V and VI The prpsal t establish reginal arrangements fr MARPOL Annex I and II, which was later n expanded t annexes IV V and VI was agreed. This is designed t allw Small Island Develping States t satisfy MARPOL's requirements fr prt receptin facilities thrugh reginal arrangements, using the Guidelines fr the develpment f a Reginal Receptin Facilities Plan. n the develpment f technical nbard equipment, in relatin t the Designatin f the Baltic Sea as a Special Area under MARPOL Annex IV (Overview)

agreed a calling fr the develpment, withut delay, f prven, adequate and csteffective technical nbard equipment t make it pssible t meet the discharge standards under regulatin 11.3 f MARPOL Annex IV; was adpted. While legal entry int frce date f the amendment is n 1 January 2013, it wuld take effect frm 1 January 2016. Guidelines fr the implementatin f MARPOL Annex V (Garbage) In rder t supprt implementatin f the new MARPOL Annex V adpted by 201 (62) which will enter int frce n 1 January 2013, a set f guidelines were adpted: Guidelines fr the implementatin f MARPOL Annex V The critical issues is the classificatin f the carg residue, including cleaning agents r additives cntained in carg hld, deck and external surface wash water that are harmful t the marine envirnment are nt allwed t discharge int the sea. Guidelines fr the develpment f garbage management plans Prpsed mandatry Plar Cde 63 agreed that respective internatinal cnventins will refer t the relevant chapter f the cde t make the cde mandatry. (e.g., SOLAS refers t chapters that are relating t the safety f ships in plar regin while MARPOL refers t chapters that are relating t envirnment) Draft amendments t the IBC Cde Draft amendments t chapter 17-19 were apprved fr adptin at 64. Nise frm cmmercial shipping and its adverse impacts n marine life 63, althugh technical wrks n this matter was given t the DE Sub-Cmmittee, agreed t retain this agenda item. Annex 1 - Harmful aquatic rganisms in ballast water (Agenda item 2) Discussins in details Apprval (basic and final) f new prducts A further 3 basic and 5 final treatment systems using active substances were apprved. Present status f availability f the Ballast Water Management Systems 63 nted infrmatin prvided by a member gvernment n availability f systems. It was agreed t cntinue t review this matter, which wuld include number f ships affected and availability f repair yards fr retrfitting wrks as requested. Further infrmatin and studies will be submitted t 64 fr further cnsideratin. Status f the previus Guidelines adpted by A.868 (20) and equipment and ballast water management plans apprved in accrdance with thse guidelines 63 addressed the validity f the ballast water management plans apprved in accrdance with A.868 (20). It was agreed that a ballast water management plan previusly apprved under A.868(20) may remain valid until such time as it requires updating, fr example fitting a ballast water treatment system at which time the plan shuld meet the latest guidelines in.127(53) G4 guidelines - Guidelines fr ballast water management and develpment f ballast water management plans. G8 Guideline - the Guideline fr apprval f ballast water management systems 63 discussed issues in the G8 guideline, e.g., testing in water f lw salinity and r lw temperature that may affect perfrmance and the fact that G8 des nt require testing in lw salinity and lw temperature. After discussin, 63 agreed that this was nt the right time t amend G8 guideline but requested members t submit prpsals at a future sessin. Applicatin t specific ship type and specific type f water kept in ballast tanks Applicatin f the BWM cnventin t semi-submersibles was briefly discussed. The issue will be further discussed at a future sessin. When sewage is placed int ballast water tanks A questin was raised regarding a case where ballast water tanks are used fr sewage and/r grey water strage. Prvisinal cnclusin at 63 was whatever the tank is called, if the liquid is sewage/grey water, it is subject t cntrl under MARPOL Annex IV; if the liquid is used fr the purpse f ballast, it is subject t Ballast Water Management Cnventin. It was agreed that sewage and grey water discharges shuld be cntrlled under MARPOL Annex IV hwever it was acknwledged that grey water discharge is nt currently regulated. In depth discussins will be required t reslve this issue when sewage/grey water is mixed with ballast. Entry int frce - practical slutin It was recgnized that nce the cnditin fr the entry int frce is met, ships are required t be surveyed and certified within 12 mnths, which is a great challenge. 63 agreed that relevant cnventin certificate culd be issued in advance t spread wrklad ver a time perid available. Cmpatibility between ballast water management systems and ballast tank catings 63 nted infrmatin n the research f the cmpatibility between ballast water treatment system and ballast tank cating systems. Advice t clients Llyd s Register has prduced guideline ntes n BWM Cnventin and available technlgies. This is available n Llyd s Register s website (http://www.lr.rg/sectrs/marine/dcuments/222616-ballast-water-treatment-technlgy-guide-june- 2011.aspx Applicability As the cnventin has nt entered int frce yet, the requirements are nt applicable. Hwever, nce the cnventin enters int frce, it will apply t all ships carrying seawater ballast except fr: 1. granted t a ship r ships n a vyage r vyages between specified prts r lcatins; r t a ship which perates exclusively between specified prts r lcatins; 2. effective fr a perid f n mre than five years subject t intermediate review; 3. granted t ships that d nt mix ballast water r sediments ther than between the prts r lcatins specified in 1 abve; and 4. granted based n the Guidelines n risk assessment develped by the Organizatin. Annex 2 - Air pllutin and energy efficiency (Agenda item 4 and part f item 6 and 7) Discussins in details EEDI implementatin/calculatin technical (detailed) guidance related discussins 63 cncluded the fllwing guidelines. They were adpted as s. 2012 guidelines n the methd f calculatin f attained EEDI fr new ships The Internatinal Maritime Organisatin (IMO) at the 62nd sessin f the Marine Envirnmental Prtectin Cmmittee, adpted Reslutin.203(62). This Reslutin, entering int frce n 1st January 2013, intrduced the requirement fr an Energy Efficiency Design Index (EEDI). The Regulatins require an attained EEDI t be calculated fr specific new ship types in accrdance with guidelines n the methd f calculatin f attained EEDI fr new ships. Since the Intersessinal meeting in January 2012 (EE-WG-2), n new submissins were made t 63 n the methd f calculatin f the attained EEDI. In this regard, the cmmittee adpted the guidelines within a new Reslutin which will enter int frce at the same time as Chapter 4 f MARPOL Annex VI n 1 st January 2013. The guidelines incrprate the agreements made frm the intersessinal meeting as adpted by the cmmittee at 63 and include: Cubic capacity crrectin factr fr chemical tankers based upn the rati f summer deadweight t vlumetric capacity Cubic capacity crrectin factr fr LNG ships, based upn a similar rati f summer deadweight t vlumetric capacity Imprvements t the ice class crrectin factrs Agreement n retaining a weather crrectin factr, fw, and that it is t be set at 1.0 until further wrk is carried ut n methds t establish mre accurate determinatin f this factr. Vluntary structural enhancement factr fr ships which emply additinal design factrs t imprve structural safety. This is expressed as a rati f the deadweight fr a reference design t the deadweight f the same design but incrprating the design enhancements Crrectin factr fr ships built using the cmmn structural rules (CSR) A revisin t the Capacity term fr cntainerships t be set at 70% deadweight as well as clarificatin n the interpretatin f the reference lines fr this ship type. The required EEDI will be btained frm the reference line pltted against 100% deadweight fr cntainerships. the guidelines fr calculatin f reference lines fr use with the energy efficiency design index The Regulatin pertaining t the reductin f EEDI fr specific new ship types will require these ships t have an attained EEDI (i.e., actual verifiable values) equal t, r less than, the required EEDI values determined using Reference Lines. The guidelines fr the calculatin f these reference lines fr use with the EEDI were adpted by 63 under a separate. The amendments includes remval f any references t ship types fr which the reference lines were nt agreed (Passenger and RR ship types) as well as sme minr textual amendments. The annex t the guidelines was amended t align the references t the varius ship types with thse stated in the new Chapter 4 f MARPOL Annex VI. 2012 guidelines fr survey and certificatin f EEDI (Annex 2 - Air pllutin and energy efficiency (Agenda item 4 and part f item 6 and 7))

The Regulatins require that verificatin f EEDI is carried ut fr each ship by an authrised Recgnised Organisatin (RO) whereupn an Internatinal Energy Efficiency Certificate (IEEC) will be issued by the RO n behalf f the Flag State. 63 adpted the guidelines fr survey and certificatin f the EEDI as a new Reslutin. The guidelines include an amendment t the text regarding tank tests fr individual ships which may be mitted fr ships f same type nly and nt fr ships f similar type. 2012 guidelines fr the develpment f a ship energy efficiency management plan (SEEMP) Reslutin.203(62), adpted by the IMO at 62 intrduced the requirement fr a Ship Energy Efficiency Management Plan (SEEMP). All ships will be required t maintain a SEEMP nbard frm 1 st January 2013. N new submissins were presented at 63 and therefre the guidelines fr develpment f SEEMP were adpted as a new Reslutin. Items fr further discussins tward 64 The fllwing will be further discussed at 64 Minimum pwer/speed including reference t the wrk being further carried ut by IACS n develping interim slutin fr minimum installed pwer fr maneuvring in adverse cnditins. In additin, the dcuments submitted by Greece n a minimum design speed will als be cnsidered further at 64. Cnsideratin f reductin factrs in Table 1 f Regulatin 21 f MARPOL Annex VI. After discussin, the cmmittee agreed t keep dcuments 62/6/16 (China), 62/6/19 (Greece), EE-WG 2/3 (Denmark) and 63/4/14 (Greece) fr further cnsideratin tward 64. Standard fr sea trial are under develpment by ISO. Standards n tank tests are under develpment by the Internatinal Twing Tank Cnference (ITTC). A transparent and reliable hull and prpeller perfrmance standard - it was agreed t cnsider whether r nt t request ISO t develp such standards. Other issues cncerning the incrpratin f R-r passenger ships and cruise passenger ships with nncnventinal prpulsin were als discussed and will be further cnsidered at 64. LNG/LPG reference lines were cnsidered in regard t tw pssible appraches as either separate reference lines r a cnslidated reference line. Interpretatins the new MARPOL Annex VI Chapter 4 Majr cnversin and definitin f new ships IACS was tasked t develp Unified Interpretatins, taking int accunt the submissins and discussin at 63, t 64 fr frmal adptin. Advice t clients Whilst prgress at the was gd, it avided cncluding n a number f key technical matters that will be carried ver t 64. These matters include the need t determine the reference lines fr ship types nt already cvered such as Passenger and RR, develpment f reference lines fr ships f nn-cnventinal prpulsin as well as a review f the reference lines fr large bulk carriers and tankers. 64 will als prvide discussin n the minimum prpulsin pwer r speed fr maneuvring in adverse cnditins. Bulk carrier Gas tanker Cntainer ship General carg ships (excluding specialized dry carg ships, namely livestck carrier, barge carrier, heavy lad carrier, yacht carrier, nuclear fuel carrier) Refrigerated carg carrier Cmbinatin carrier Passenger ships R-r carg ship (vehicle carrier) R-r carg ship (vlume carrier) SEEMP will be required fr all ships, including MODU, FPSO and FSU. Fr existing ships, the verificatin f the requirement t have a SEEMP n bard accrding t regulatin 22 shall take place at the first intermediate r renewal survey fr IAPP certificate, whichever is the first, n r after 1 January 2013. Amendments t the NOx Technical Cde n certificatin f marine diesel engines fitted with Selective Catalytic Reductin (SCR) systems under the NOx Technical Cde 2008 Backgrund: In rder t prvide fr the intrductin f the SCR Guidelines (.198 (62)) which under Scheme B prvides fr a quite different certificatin prcedure, it has been necessary t amend the NTC 2008 in rder t prvide a reference t thse Guidelines. Summary: Whereas the existing 2.2.5.1 text nly prvided fr the engine plus any NOx reducing device t be tested tgether it is nw prpsed, subject t the agreement f the Administratin, that the ttally different apprach f Scheme B as given by the SCR Guidelines culd alternatively be fllwed. Advice t clients Ship builders: Onbard Cnfirmatin testing f the Parent Engine will need t be undertaken after installatin nbard f the engine and SCR and that n certificatin fr any engine in an Engine Grup established thrugh Scheme B can be issued until that Parent Engine Onbard Cnfirmatin test is satisfactrily cmpleted. See als cmments under Shipwner Engine/SCR manufacturers: While scheme B allws certificatin thrugh the testing f the engine cupled with a mdelled estimate f the SCR perfrmance and, in the case f the Parent Engine nly, an Onbard Cnfirmatin test, there are cncerns as t the reliability f this apprach t any single 'engine and SCR' arrangement and its applicatin t the wider Engine Grup cncept. Shuld the Scheme B apprach nt prve t be sufficiently rigrus and it is subsequently established that engine and SCR arrangements fully certified in accrdance with the Scheme B d nt in fact perfrm as required (e.g., attempting t apply the Direct Measurement and Mnitring ptin as the Onbard NOx Verificatin) then ships with such engines installed wuld nt be able t perate in ECA-NOx areas. It shuld be nted that sme States (e.g., the United States) are lking int the pssibility f impsing such measures t engines perating in their ECA-NOx designated waters. This is designed t allw Small Island Develping States t satisfy MARPOL's requirements fr prt receptin facilities thrugh reginal arrangements, using the Guidelines fr the develpment f a Reginal Receptin Facilities Plan. Advice t clients Shipwners: This fficial apprval f a reginal arrangement may impse peratinal restrictins as there may nt be a receptin facility in the prt a ship is visiting. In case f a chemical tanker, this may cause a prblem with pre-wash requirements. In such a case, a ntificatin t the authrity f the next prt f call will be required. Member States: This arrangement will facilitate further ratificatin f annexes t the MARPOL cnventin. Applicability: All ships indirectly via new setting f prt receptin facility arrangements. Varius interpretatins and amendments t the MARPOL cnventin were discussed, that included guidelines fr revised Annex V adpted by 62 ( 201 (62)) which will enter int frce n 1 January 2013. (e.g., SOLAS refers t chapters that are relating t the safety f ships in plar regin while MARPOL refers t chapters that are relating t envirnment). The cde itself cntains a cmprehensive set f additinal requirements fr ships perating in the plar regins. The Guidelines and specificatins fr il discharge mnitring and cntrl systems (.108(49)) and draft amendments t the Guidelines, as the utcme f DE 54; and 63, in general agreed t wait fr the utcme f the 18 th Sessin f the EHPH Wrking Grup where the questin raised at 62 n il-like substances will be discussed. In additin, with regard t the issue f manually perated alternatives in the event f pllutin preventin equipment malfunctin 63 agreed t accept visual bservance in case f malfunctin while encuraging shipwners t carry spare parts nbard which will be incrprated int the revisin mentined abve. Draft amendments t the IBC Cde The prpsed text prepared by BLG 16 was apprved by 63. Primary amendments made t the cde are as fllws: In ttal 43 new cleaning additives were presented and 29 accepted fr Annex 10 f 2./Circ..2/Circ Prvisinal classificatin f liquid substances transprted in bulk, and ther related matters Flag State Administratins were asked t check Annex 8 Tripartite Cntact addresses including email addresses and update GISIS in case f changes. 2./Circ 18 actin t be taken by Flag Authrities/manufacturers fr ESPH 18 submit expiring tripartite carges, s they can be carried after 17 December 2012 withut disruptin. 2 new prducts were assessed: a discrepancy with regards t fire-fighting requirements fr Hexamethylenediamine (mlten) was identified. The new infrmatin will be in LIST 1 f the 2/Circ 18 n 17 December 2012, all cuntries, n expiry. OLOA49819 16/3/3 by SINGAPORE fr LIST 3 f the 2./Circ 18 all cuntries, n expiry. Incnsistencies in carriage requirements nted fr a number f entries in chapters 17 and 18 f the IBC cde including undertaking a review relevant chapter 21. Advice t clients The evaluatin f chemicals leads t the assignment f the carriage requirements f new and existing substances which are eventually published as amendments t the carg lists cntained in the IBC Cde. Changes and additins t the IBC Cde carg lists will impact n wners/mangers designers and builders and the list f carges chemical tankers are permitted t carry. In cnjunctin with the abve amendments under discussin fr entry int frce n 1 July 2014, wners als need t recall requirements impsed by MSC.1/Circ. 1324 and 1325 cncerning Minimum Experimental Safe Gap which will take effect 1 January 2013.
