INTRODUCTION This Residential Rate Comparison report is prepared by the Utilities Division (Special Studies Section) of the Public Service Commission of West Virginia. The original study compared electric and gas residential rates between West Virginia and bordering states. The study was later expanded to include comparisons with other areas of the United States and with alternative heating fuels. Information in this report is compiled from a survey of utility companies and the state Public Service Commissions. The utility companies and the major cities served were picked at random by the various state Commissions. ll of the rates used in the calculations were effective as of October 1, 1998. It should be noted that some of the rates used maybe in effect subject to regulatory approval. lso, rates may change between October 1 and the date of the next report, January 1, 1999. The residential electric bills are calculated at 600, 1,500 and 2,500 kilowatt-hour usage (Table 1). The residential gas bills are calculated at 30 Mcf usage (Table 2). Graphs (Exhibits and B) further illustrate the residential electric and gas costs to West Virginia customers. -1-

The study also includes comparisons of alternative heating fuels and cost of these fuels (Table 3). In Table 3, the calculations are based on sixty-five and eighty-five percent efficiency rate. The average unit costs in this table were taken from two major electric and two major gas companies (ppalachian Power, Monongahela Power, Mountaineer Gas and Hope Gas). These calculations represent an estimate of electric and gas bills for the majority of West Virginia customers. The residential electric and gas rates in the continental United States and the District of Columbia are shown in Tables 4 and 5. To show more relevance of the comparisons the cost was calculated and arranged from highest to lowest. lso, rate information was requested as to cost being average, below average, or above average for each state. The electric data showed twenty-three (23) average, eleven (11) above average, five (5) below average, six (6) did not respond to the question and four (4) not available. The gas data showed twenty-seven (27) average, eight (8) above average, ten (10) below average, two (2) did not respond to the question and two (2) not available. Respectfully submitted, Francis J.
