FORWARD NOTICE TO ALL USERS The purpose of this document is to fulfill goals of the Community Design element of the Pahrump Regional Planning District s Master Plan related to the need for standardized details and specifications for the construction of public improvements. Uniform specifications help to eliminate conflict and confusion, lower construction costs, and help to assure equal application of construction requirements to all involved in development. As construction materials and techniques are constantly evolving, this document will be revised and republished periodically to reflect changing technologies. The final approval of all materials and requirements covered in this document was made by the Nye County Board of County Commissioners at its December 15, 1998 meeting via Resolution No. 98-36. It shall be the sole responsibility of all users of this document to remain current with the latest edition, including any revisions and addenda. This document is arranged in three (3) sections: Section One contains General Provisions, Section Two contains Construction Specifications, and Section Three contains Detailed Drawings. Unless specifically discussed in Section Two of this document all Construction Materials and Methods Specifications (referred to in the SECTION box found in the lower right hand corner of the Detailed Drawings found in Section Three) are found in the document entitled Standard Specifications for Public Works Construction sponsored and distributed by the Regional Transportation Commission of Washoe County. SECTION ONE, GENERAL PROVISIONS 1. DEFINITIONS. Whenever in these Details and Specifications, or in any documents or instruments in construction operations where these Details and Specifications govern, the following terms are used, the intent and meaning shall be interpreted as follows. 1. ABBREVIATIONS. The individual, firm or corporation, licensed and qualified by the Nevada State Contractor s Board, undertaking the execution of the work under the terms of the Contract, acting directly or through a duly authorized representative. 4. 5. ENGINEER. The Agency, Engineer, or other person designated by Nye County, acting either directly or through authorized agents. 6. INSPECTOR. An authorized representative of the Engineer assigned to make any or all inspections of the work performed and materials furnished. 7. LABORATORY. A laboratory qualified to perform tests specified herein or other special laboratory designated by the Engineer or selected by the Contractor and approved by the Engineer. 8. NOTICE TO PROCEED. A written notice to the Contractor to proceed with the Contract work including, when applicable, the date of beginning of Contract time. 9. OWNER. The title holder of the property. 10. PLANS. The approved official drawing of any and every kind, or reproductions thereof that show the work to be done. 11. SPECIFICATIONS. The minute description of details of construction not shown on Plans: General Provisions; Special Provisions; Technical Provisions; applicable reference material therein; a statement of type, quality and quantity of materials to be used under any Contract. 12. SUBGRADE. That portion of the roadbed upon which the subbase or base course is to be placed. 13. SUPERINTENDENT. The Contractor s authorized representative in responsible charge of the work, present on the work site at all times during progress, authorized to receive and fulfill instructions from the Engineer and to accept orders for change and extra work. 14. WORK. The furnishing of all labor, materials, equipment, and incidentals necessary or convenient to the successful completion of the project and the carrying out of the duties and obligations imposed by the Contract. 2. INSPECTION. 1. Right-of-Entry. Right-of-entry onto the work area shall not be denied Nye County, Engineer, State Health Representatives, and representatives of utility companies which utilize public right-of-way. 2. Engineer s Authority. All work shall be done under the supervision of the Engineer acting on behalf of Nye County. The Engineer shall decide all questions which arise as to the quality and acceptability of materials furnished, work performed, manner of performance, rates of progress, interpretation of the Plans and Specifications, and acceptability of the work performed. The Engineer shall determine the amount and quality of work performed and materials furnished and the Engineer s decision and estimate shall be final. SECTION TWO, SPECIFICATIONS 3. STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION. Unless specifications for public works construction appear in this Section (at this time Nye County has written its own Street Name Sign specifications) the construction specifications adopted by the Nye County Board of County Commissioners are those found in the document entitled Standard Specifications for Public Works Construction distributed by the Regional Transportation Commission of Washoe County. Please refer to the Forward Section of this document for information on how to review or obtain the specifications. PRPC STANDARD DETAILS 1999.DOC Page 7
4. OFF-STREET PARKING. 1. Number of Spaces. Except in areas where on-street parking is developed, an adequate number of off-street parking spaces shall be required in all developments to accommodate residents, visitors and customers, and in accordance with the guidelines for residential and nonresidential land uses as indicated in Tables I and II of this document. 1. Alternative off-street parking standards to those shown in Tables I and II shall be accepted if the applicant demonstrates that such standards better reflect local conditions. 2. A one-car garage and driveway combination shall count as 1.75 off-street parking spaces, provided the driveway measures a minimum of 25 feet in length between the face of the garage door and the sidewalk or, where sidewalks are not used, 30 feet to the curbline or point at which the drainage swale begins. A two-car garage and driveway combination shall count as 3.5 off-street parking spaces, provided the minimum width of the driveway is 20 feet and its minimum length is as specified for a one-car garage. 3. For mixed use developments, a shared parking approach to the provision of off-street parking shall be permitted. 4. Where the total number of off-street parking spaces required is not immediately known, lots shall be of adequate size to accomodate a minimum of 1 off-street parking space. 5. SIZE OF SPACES. Each off-street parking space shall measure nine (9) feet in width by eighteen (18) feet in length. Parking spaces for the physically handicapped shall be in accordance with ADA requirements. 2. Parking Areas. 1. Off-street parking areas shall be oriented to and within a reasonable walking distance (250 feet - resident, 300 feet guest) of the buildings they are designed to serve. 2. Access to parking areas shall be designed so as not to obstruct free flow of traffic. There shall be adequate provision for ingress to and egress from all parking spaces to ensure ease of mobility, ample clearance, and safety of vehicles and pedestrians. 3. The width of all aisles providing direct access to individual parking stalls shall be in accordance with the requirements specified below. Only one-way traffic shall be permitted in aisles serving single-row parking spaces placed at an angle other than ninety degrees. PARKING ANGLE (Degrees) AISLE WIDTH (Feet) 30 12 45 13 60 18 90 24 4. Where sidewalks occur in parking areas parked vehicles shall not overhang the sidewalk unless an additional one (1) foot of sidewalk width is provided in order to accommodate such overhang. 5. Parking areas shall be suitably landscaped to minimize noise, glare, and other nuisance characteristics as well as to improve the environment of the site and PRPC STANDARD DETAILS 1999.DOC Page 8
surrounding area. Large parking lots shall be broken down into sections as appropriate for the type and size of the development. Sections shall be separated by landscaped dividing strips, berms, and similar elements. 5. TRAFFIC SIGNS. All traffic signs shall be installed in conformance with the Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). Where Nye County shall become responsible for maintenance of such signs, easements shall be provided to Nye County allowing for such maintenance. 6. STREET NAME SIGNS 1. Description. The street name signs, mounting post, location, fabrication and installation shall conform to these specifications referred to as part of this specification. All signs shall be in conformance with the latest edition of the MUTCD 2. Street Name Sign Faces. The legend shall include the name of the street with proper suffix ordinal and block number as assigned by the responsible agency for that jurisdiction, all in accordance with the Standard Drawings. 3. Materials. 1. General. The finished face shall be applied to an aluminum sign blank conforming to the Standard Drawings. 2. Legend. The legend shall be made by applying green electronic cutable transparent overlay film to white wide-angle prismatic retro reflective sheeting, which conforms to the material, specified below. 3. Sheeting. (1) Green Film: (3M Scotchlite, Electronic Cuttable E C Film, or equal), translucent pressure-sensitive film. (2) White: (3M Scotchlite, Diamond Grade VIP, or equal), wide angle prismatic retro reflective sheeting with pressure-sensitive adhesive. 4. Blanks (Blades). Sheet aluminum (aluminum alloy Alclad 5052-H38 or 6061-T6) shall be.080 gauge with ½" radius corners. Blanks shall be 9" in width with a minimum length of 24". Where extra length is required, it shall be provided in 6" increments up to a maximum of 60". Blanks shall be centered punched (3/8" hole) 1" from the top and 1" up from the bottom. The aluminum shall be free of all corrosion, white rust and dirt. The shall be cleaned and degreased or otherwise properly prepared according to methods recommended by the sheeting manufacturer. 5. Sign Support System. All components shall be 12 gauge galvanized steel square tubing. The post shall be a 2" x 2" square, 12' in length and perforated on all four sides (perforations are 7/16" diameter on 1" centers). Ground anchor shall be 2¼" x 2¼"square, 30" in length and perforated on all four sides (perforations are 7/16" diameter on 1" centers). 4. Construction 1. General. Lettering and numbers shall be white on a green background and use FHWA fonts. Four street name signs (SNS) are required for each intersection (two signs per each street name) on a single post. 2. Lettering. The legend shall be cut out of the green EC film. FHWA 6" font shall be use with uppercase for the first letter followed by lowercase letter. When descenders are required (g,y,p...) Use 5½" FHWA font. Suffix and block numbers shall be 2½" uppercase FHWA font. The abbreviating of legend words which are extremely PRPC STANDARD DETAILS 1999.DOC Page 9
common (i.e., Mtn for Mountain ) must be approved by the planning department. Use FHWA standards for spacing of letters. Signs shall have a 3/8" white border at the edge. 3. Fabrication. The finished face shall be applied to an aluminum sign blank according to methods recommended by the manufacturer. 5. Installation 1. General. Street sign location to be determined by Nye County Road Department Sign Shop. Underground Service Alert (USA) shall be called before digging is started per NRS 455.080-455.180. 2. Drive anchor into ground. Leave at least 3" above the ground or sidewalk. 3. For sidewalk installation, drill sidewalk with a 3" hole, the center to be 6" from back of sidewalk. 4. Attach street name signs back to back on the post, with one set of signs above the other using 8 3/8" diameter steel drive rivets to attach to the post with nylon washers. Signs 36" and over shall be pop-riveted on both ends. 5. Attach the post to the anchor, with the bottom of the lowest SNS sign to 10' above the ground, using 3 3/8" diameter steel drive rivets with nylon washers. TABLE IV ITE MAJOR LAND USE DEFINITIONS Single-Family Detached (This definition modified by Nye County) A single-family detached home on an individual lot including manufactured, factory buit, or mobile homes. Condominium/Townhouse Single-family ownership units that have at least one other single-family owned unit within the same building structure. Both condominiums and townhouses are included in this category. Units that are one unit per structure shall be defined as single family detached. Low-Rise Apartment Apartments in building that are only one or two levels (floors). High-Rise Apartment Apartments in buildings three or more levels high. Mobile Home Park A mobile home park approved by Nye County and the Nevada Division of Manufactured Housing. Retirement Community Residential units similar to apartments or condominiums usually located in self-contained villages, and restricted to adult or senior citizens. Recreational Homes Homes usually contained in a resort together with local services and complete recreation facilities. General Office Building Houses one or more tenants and is the location where the affairs of a business, commercial, or industrial organization, professional person, or firm are conducted. Medical Office Building A facility that provides diagnoses and outpatient care on a routine basis but which is unable to provide prolonged in-house medical/surgical care. Office Park Subdivisions or planned-unit developments containing general office buildings and support services such as banks, savings and loan institutions, restaurants, and service stations arranged in a park or campus-like atmosphere. Specialty Retail Center Small shopping centers which contain shops specializing in quality apparel or hard goods. Discount Stores Freestanding stores with off-street parking. Light Industrial Usually employs less than 500 persons with an emphasis on other than manufacturing. Heavy Industrial Encompasses the marketing of large items. Industrial Park Areas containing a number of industrial or related facilities. They are characterized by a mix of manufacturing, service, and warehouse facilities with a wide variation in the proportion of each type of use from one location to another. Manufacturing Places where the primary activity is the conversion of raw materials or parts into finished products. Warehousing Facilities that are all or largely devoted to storage of materials. Mini-Warehouse A building in which a storage unit or vault is rented for the storage of goods. Hotel A place of lodging providing sleeping accommodations, restaurants, cocktail lounges, meeting and banquet rooms or convention facilities, and other retail and service shops. Motel A place of lodging offering only sleeping accommodations and possibly a restaurant. Elementary School School serving students between kindergarten and high school levels. High School School serving students between the elementary and junior college or university levels. Junior/Community College Includes all two- and four-year educational institutions that call themselves a junior college, community college, or college. The part of the roadway system that serves as the principal network for through traffic flow. The roadways connect areas of principal traffic generation and important rural highways entering the Town. Collector. The distributor and collector roadways serving traffic between major and local roadways. These are roadways used mainly for traffic movements within residential, commercial and industrial areas.
