Achievement 1 TMG's Environmental Preservation Ordinance leads to diesel vehicle control in Tokyo and three neighboring prefectures Starting October 1, 2003, diesel vehicles that do not meet PM emission standards, defined in the ordinance, are banned across Saitama, Chiba, Tokyo and Kanagawa The diesel vehicle control enforced in Greater Metropolitan Area with 34 million population
TMG Environmental Preservation ordinance; Regulation summary Date of application October 1, 2003 Substance controlled Target area Banned activity Target vehicles Period of grace Designated device Penalties Particulate matter (PM) emitted by diesel vehicles Tokyo Metropolitan area (Islands excluded) The driving of diesel vehicles that do not comply with PM emission standards Trucks and vans, buses and special-purpose vehicles (e.g., refrigerated trucks). * Passenger cars are exempt. Seven years from the year of first registration Vehicles are considered to be compliant if fitted with a PM reduction device designated by the governor. Business owners and the persons in charge of fleet operations are responsible. Violators are subject to fines of up to 500 thousand yen and publish names.
Regulatory Inspection Inspection officers crack down on violators
PM Reduction Device Compliance Sticker Common in Eight Prefectures/Municipalities To be displayed on the side and back of a vehicle with proper device Support Program for Diesel Vehicle Regulation In order to support small and medium-sized business, TMG mediate loans and subsidizes for the installation of PM reduction devices.
Achievement 2 Partnership with the Petroleum Association of Japan for early distribution of low sulfur diesel fuel A two-year program starting FY2001 to subsidize up to 10 yen per liter to oil manufacturers supplying low sulfur diesel fuel in a bid to promote wide distribution. Earlier distribution of low sulfur diesel than nationwide distribution. (July 2001)

Achievement 2 Practical application and mass proliferation of PM reduction devices Retrofit devices essential for controlling the emission of older vehicles Development was late in Japan Use of low sulfur diesel fuel for higher performance of oxidation catalyst + TMG initiating R&D on retrofit devices 15 years ago It is possible that we use device efficient until the ordinance beginning

Feedback from Tokyo citizens after the controls began I always wipe the clothes-drying poles and veranda railings before I hang out the laundry. Before, my cleaning cloth would become black with soot. I am a courier who uses a motorcycle to make my deliveries. My hands used to turn black when I wiped my face, but that seldom happens these days. It was necessary to change a filter for take of outside air every month. But now, I need a new filter every 3 months. Thank you for saving my life. I hope the controls will continue. (From a boy suffering from a respiratory disorder)
