Each state analysis includes information in a standardized format: contact, legal limits, special permit limits, general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers, locations, and hours of operation are listed for ports of entry and permit branches. WIDTH 14'6" depends on routes w/o escort(s), but always escort(s) when over 14'6" wide. If load/vehicle can t stay on right side of centerline on non-divided highways then a lead Peace Officer (police) escort is required. HEIGHT 15'6" When over 15 6 high, a physical route survey at 6" higher than Permit Height required to be done by move within 1 week before start of move. LENGTH: 95' Depends on routes. Over 95'0" up to 110' requires 1 escort. Over 110'0" up to 120 requires 2 escorts. Over 110'0" up to 130' requires minimum 2 escorts and may require District Check when over 150. Over 170 for true Rear Steering Dolly requires minimum 2 escorts and may require District check. Length that exceeds 170 may require special hours of move. PERMIT RESTRICTIONS General - Permits are valid for seven consecutive days. Single trip permits for building movers are valid for fourteen days. A copy of the MnDOT permit and its attachments, including these General Conditions, must be carried in the vehicle during transport and made available upon demand to law enforcement or a MnDOT official. A legible and complete permit copy may be presented on an electronic device. A Pre-Trip Route Survey (replaces the Physical Route Survey) is required when: Required when oversized load exceeds 16'0" High (previously required when exceeding 15'6"H) Required when oversized load exceeds 20'0" Wide May be requested for excessive length (case by case) Additional information and requirements of the process are listed at the beginning of the new form. No interstate travel is allowed. Through a Governor's Order or Disaster Relief Insurance - Proof of liability insurance is not required to be on file with the MN/DOT Permit office. Weekend/Night Travel - Authorized hours of movement are found under Permit Travel Hours on our web site. However, a permit may require different travel hours when deemed necessary. Rush hour restrictions do not apply to loads up to 12 6 wide, 14 high, and 95 L. Twin Cities Rush Hour Period: The Twin Cities metro area rush hour restriction periods are 6:00 AM 8:30 AM and 3:30 PM 6:00 PM. The Twin Cities metropolitan area includes all of Anoka, Hennepin, Ramsey, and Washington Counties as well as portions of Carver, Chisago, Dakota, Goodhue, Isanti, Le Sueur, Mille Lacs, Rice, Scott, Sherburne, Sibley, and Wright counties. Duluth Rush Hour Period: The Duluth metro area rush hour restriction periods are 7:00 AM 8:30 AM and 4:00 PM 5:30 PM. MN-3 10/15 SC&RA Oversize/Overweight Permit Manual

Rush hour restrictions apply to weekdays only. More information is found at our web site under Permit Travel Hours. Daily, Continuous, except: No Movement Friday and Sunday After 2PM, between Memorial Day through Labor Day Twin Cities and Duluth Rush Hour (see below) Observed Holidays (New Year s, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas) Special Event (Walleye/Northern Fishing Opener) Local Events If load does not exceed 12 6 wide, 14 high, 95 long combination (or legal length for single vehicle), then travel is allowed during Duluth and Twin Cities rush hour (except on MN244 between MN96 and CR12 in Washington County). Observed Holidays & Special Event Restrictions No Move from 2PM the Day Before the holiday until 2AM the Day After the Holiday. National holidays observed are: New Year s, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas. Permit Office is closed for the following Holidays, but travel is allowed: Martin Luther King, Jr. Day, President's Day, Veteran s Day. Special Event (Walleye/Northern Fishing Opener Mother s Day Weekend) Approval might be given to move during different hours in special cases; those hours must be listed on the permit itself. Inclement Weather: Movement is not authorized when weather or road conditions are hazardous due to snow, ice or rain; when visibility is less than ¼ mile; or when winds or wind gusts prevent the permitted vehicle from staying in its travel lane. It is the driver s responsibility to monitor local weather reports and/or MN511 to determine satisfactory travel conditions. Minnesota road condition information is available at the Web site www.511mn.org Permit Information Required - Description of load; tractor and trailer information; weight of load; dimensions of load; overall dimensions; gross weight; axle weights; tire size: # of tires per axle; axle spacings; origin and destination; routes to be traveled; effective dates. If axle width (out to out tire tread width) exceeds 8'0", the actual width must be given. (i.e. 8'6" wide trailer) PERMIT TYPES Single Trip - One trip, valid for seven consecutive days from the date issued. Single trip permits issued to building movers are valid for fourteen days. Job - Issued for two month time frame to one specific job site. The same routes and restrictions must be used. The Job Permit is issued to one specified truck with various listed trailers. Any changes will require a new Permit. Oversize Annual/Seasonal - Issued to one truck, for limited load types, and valid for up to 12 months for vehicles with dimensions up to 14'6" in width, 14' in height, 60' single unit length, or 85' combination length. Oversize and Overweight Annual - Same dimensions as those listed for the oversize annual to a maximum GVW of 145,000 lbs. Between sunset and sunrise, OVERSIZE LOAD signs must be lighted or reflective with amber warning lights on each end, visible at least 500 ft. to the front and rear. Amber lights must outline the load every 20 ft. with red lights at the rearmost point. Front escort is required on 2-lane non-divided roads and rear escort is required on multi-lane, divided roads when width exceeds 12'6" and/or when length exceeds 95'0". This permit type allows same type of non-divisible objects and configuration over one designated route. Must be used by the same permit user, with same vehicle, similar size and weights, with identical restrictions from/to one job site. Overweight Job Permits are calculated Damage Assessment Fee X number of moves = $36.00 fee. **Mileage fee based on damage assessment cost factors per mile, and is calculated according to the axle group weights, number of axles, and cents per mile traveled. Mileage fee rates and fee calculation example is on the Damage Assessment Table that follows. For information on training and certification reciprocity, please visit http://hennepintech.edu/customizedtraining/cts/100. Generally, escort vehicles are required when overall widths exceed 14'6", or under the following conditions: On any divided roadway, or when overall lengths are between 95 0 and 110 0, one rear escort is needed. On any non-divided roadways, or when overall lengths exceed 110', a front and rear escort is needed. Perimeter Flags & Lights - Flags are required on all loads over 9' in width and/or 75' in length for vehicle combinations (45 length for single unit motor vehicle). Red, yellow or orange flags must be at least 18" square and displayed on all corners and widest points of the permitted load and vehicle. For over legal length loads, the flag must be mounted at the tip of front and tip of rear (flag at rear must be red) overhang, as well as, every 20 along the side of the load and/or vehicle combination. At night, a steady amber light must be used in place of flag(s), except at the rear, where the light must be red. Flags are not required on escort vehicles. Warning Signs with Light(s) - The permitted vehicle with load must display, front and rear, an Oversize Load sign having a yellow background on an 18" by 72" board, with series C black letters 10" high with a 1-5/8th inch brush stroke. When escorts are required, the sign on the escort vehicle must have dimensions of at least 1' x 5' with black letters 8" high with a 1-1/8th inch brush stroke. Signs shall not extend beyond the left (traffic) side fender or more than 6 beyond the right side fender. MN-6 10/15 SC&RA Oversize/Overweight Permit Manual

Whenever signs are required, a single or dual amber flashing light(s) is required front and rear on the permitted vehicle/vehicle combination, as well as, on the escort facing traffic. The flashing light(s) may be either (1) a strobe type, (2) rotating beacon type, or (3) 4" diameter or similar surface area disc type light. Amber flashing lights and signs must be visible for at least 500', and must have a flash rate of 60 to 90 flashes per minute. When Escort Vehicles and Personnel Required - On escort vehicles, when escorts are required, a sign(s) stating "Wide Load" is required when the load width exceeds 12', but if width is less than 12' and length is longer than 95', a sign(s) stating "Long Load" is required. An Oversize Load sign may be used instead of Wide or Long Load signs. One lead Peace (police) Officer is required whenever the permitted load cannot stay on its own side of the centerline and encroaches upon opposing traffic. Flashing lights must be placed on the load at least 20" above ground, and if dual lights, must be spaced as far apart as practical. FINES Overdimension Fines: $700 maximum for each violation cited. Overweight Fines: Fines range from 1 cent per pound overweight, where the offense is 1,000 pounds or less overweight, to $610 plus 20 cents per pound of excess weight, where the offense is more than 7,000 pounds overweight. Fines are assessed beginning from the legal weight, not the permit weight. Operators may be cited for both over axle and over gross weight violations.
