Need and Purpose Need 1) Population growth- Population has increased substantially, and is expected to continue, resulting in increased traffic volume and congestion on area roadways. 2) Regional mobility- Multiple regional plans have identified the need for completing the connection between existing sections of SH 211 that currently end at FM 1957 and FM 471. Completing this connection would enhance regional mobility. 3) Inadequate local capacity- Loop 1604, FM 471, and FM 1957 are three (3) major roadways that serve a quickly developing area of western San Antonio. The local and collector streets that currently serve the immediate project area cannot adequately support the anticipated traffic demands. A new section of SH 211 is needed to provide connectivity and system linkage to improve traffic access and circulation, and to reduce travel times and congestion in the growing area. 4) Local plans and plats- The original SH 211 alignment extending from US 90 to SH 16 was approved through completion of a State EA in 1987. Development in the area has been planned and platted in anticipation of access to a completed SH 211. 12
Need and Purpose Purpose 1) Provide the appropriate level of capacity to the roadway network while minimizing impacts to natural, built, and human environment. 2) Improve Regional Mobility. 3) Provide connectivity, improve circulation, and increase the safety of local and regional traveling public. 4) Deliver a roadway with minimal impacts to planned and existing development that is in line with existing plans and policies. 13

Alternative Alignment A This alignment (yellow), is similar to one developed as a 400 wide corridor and presented by TxDOT in a public meeting held on July 2007. Critical Habitat Unit (CHU) 26 was designated within the limits of this alternative in February of 2012. 17

January 16, 2013 A Meeting with the Affected Property Owners (MAPO) for the proposed new road State Highway (SH) 211 from FM 1957 to FM 471 was held on January 16, 2013 at Dr. Pat Henderson Elementary School, 14605 Kallison Bend San Antonio, Texas 78254 120 Letters sent to homeowners adjacent to the proposed project Legend Oaks and Geronimo Village Subdivisions. 36 private citizens in attendance. 11 individuals comments, 2 emails, 3 phone calls 22
