PERFORM THE PROCEDURE OUTLINED IN THIS SERVICE INFORMATION ON ALL AFFECTED VEHICLES BEFORE CUSTOMER DELIVERY OR THE NEXT TIME THEY ARE IN THE SHOP FOR MAINTENANCE OR REPAIRS. BMW centers must ensure Recalls are completed after having been notified by BMW of North America, LLC (BMWNA) that a safety-related defect or noncompliance exists in any motor vehicle or item of replacement equipment in the center's possession at the time of notification. In BMW NA's case, this notification would typically be made by the issuance of a Recall notification in the form of a Service Information bulletin (SIB) or transmission of a Dealer Communication System (DCS) Recall message. Under the National Traffic and Motor Vehicle Safety Act of 1966, as amended, if a Recall campaign is announced by BMW NA, centers must ensure that all Recalls on new vehicles and new items of replacement equipment are completed BEFORE delivery to the consumer. This means that centers may not legally deliver new motor vehicles or new items of replacement equipment to consumers with an open Recall. The Safety Act also prohibits centers from selling or leasing the motor vehicle or item of replacement equipment, unless and until the open Recall has been completed BEFORE delivery. This also pertains to vehicles in the Certified Pre-Owned program, and to items of replacement equipment. Finally, BMW centers should not sell or use parts that have been recalled by BMW NA. Please follow the specific instructions provided by BMW NA on the return or disposition of the parts. designates changes to this revision SUBJECT Recall Campaign 13V-564: E60, E61, E65, E66 Front Passenger Airbag Seat Occupancy Sensor Mat MODEL E60 (5 Series Sedan) E61 (5 Series Sports Wagon) E65 (7 Series Sedan) E66 (7 Series Sedan) Only vehicles equipped with basic seat Produced from December 2005 to September 2006 situation This Recall involves the front passenger airbag OC3 "Front Passenger Seat Occupancy Sensor Mat," only for vehicles equipped with the basic seat. Over time, due to the frequency of front passenger seat usage, the OC3 seat mat can become damaged. If this were to occur, deactivation of the front passenger airbag could result, increasing the risk of injury in the event of a crash. If the front passenger airbag became deactivated, the airbag warning lamp on the instrument cluster and the POL "Passenger Airbag Status Lamp" off in the FZD "Roof Functions Center" are illuminated at the same time. OTHER AIRBAG-RELATED FAULTS AND REPAIRS The issue being addressed by this Recall may or may not be the root cause of a vehicle arriving at your center with the airbag (SRS) malfunction light illuminated.

It is important to identify vehicles with the airbag (SRS) malfunction light illuminated during the repair order write-up process; this will allow you to review the scope of the Recall repair with the customer. It is also important to notify the customer that diagnosing other airbag-related system issues may be required and this diagnosis and corresponding repair work, if needed, is not covered by this Recall. AFFECTED VEHICLES This Recall Campaign involves 5 Series (E60, E61) and 7 Series (E65, E66) vehicles which were produced from December 2005 to September 2006, only for vehicles that are equipped with the basic seat. First check if a Recall Campaign label with a code number 678 is already attached to the B-pillar. If a code number 678 has been punched out, the Campaign has already been performed and no further action is necessary. Vehicles which require this Recall Campaign to be completed will show it as "Open" when checked either in the "Service Menu" of DCSnet (Dealer Communication System) or with the Key Reader. correction Program and code the OC3 mat; perform a modification repair procedure on the seat mat and enable the seat mat after modification. procedure NOTE: ISTA 3.42.0 or higher is required for the diagnostics and programming of the seat occupancy detection mat. Before any repair, you must run and follow the test plan recommendation. Adapter cable 52 0 000 is required for programming the seat occupancy detection mat. The adapter cables have been sent to all centers free of charge. Refer to SI B04 43 08. Check the adapter cable condition. If you are missing this adapter cable, you must order it before performing any repair. 1. Connect the vehicle to the ISTA diagnostic system and perform a vehicle test. 2. If there are fault code memory entries in ACSM60 (Advanced Crash Safety Module) or SGM (Safety Gateway Module) for the seat occupancy detection mat, work through the linked test plan. NOTE: Other faults in the airbag module for other components are not covered under this Recall repair and should be brought to the customer's attention prior to completion of the Recall. 3. If the test plan recommendation is to replace the OC3 seat mat, refer to the attached replacement procedure (same as ISTA Repair Instruction REP 65 77 602 for E60 and E61, REP 65 77 605 for E65 and E66). After the replacement procedure, proceed to the label instructions portion of this Service Information bulletin to complete the campaign. 4. If there are no faults related to OC3 seat mat, follow the below repair procedure: 5. First you need to program the OC3 seat mat with new software; select the test plan for programming the OC3 seat mat from the following path: "Function selection \ Service functions \ Body \ Seat occupancy detection \ Program seat occupancy mat". Select #1: "Program seat occupancy detection" from the selection window. Connect adapter cable 52 0 000 to the ICOM; voltage supply from the cigarette lighter and OC3 seat mat (connector under the front passenger seat), when prompted in the test plan. When the programming is finished, continue to step 6. Note: If programming cannot be performed because of the message "no data is available," the mat software is up to date and no further repairs are required. Proceed to the label instructions section of this Service Information. 6. Before selecting coding the OC3 seat mat, disconnect the adapter cable for at least 5 seconds. If the OC3 seat mat has not been disconnected for at least 5 seconds, coding will not be possible. 7. Once the OC3 seat mat has been successfully programmed and coded, switch off the ignition and unplug the adapter cable. Note: do not close the ISTA diagnostic session, since this will be reused in step 10. 8. Perform the OC3 seat mat modification per the attached repair procedure (same as ISTA Repair Instructions REP 65 77... "Repair solution for OC-3 mat").

9. After completing the OC3 seat mat modification/repair solution, reconnect the adapter cable and switch on the ignition. 10. Select the test module for enabling the seat occupancy detection mat from the following path: "Function selection \ Service functions \ Body \ Seat occupancy detection \ Program seat occupancy mat." Select #2, "Enable seat occupancy detection" from the selection window. 11. Complete the test plan and delete the fault code memory entries. parts information Note: the parts inventory is limited; please do not overstock Parts. After the vehicle has been checked and/or corrected, obtain a label (SD 92-431) and: A. Emboss your BMW center warranty number in the middle of the label (1); B. Punch out code number 678 (2), printed on the label; and C. Affix the label to the B-pillar as shown. The labor operations codes listed below are Main labor operations. Refer to KSD2 for the corresponding flat rate unit (FRU) allowance. Enter the Chassis Number, which consists of the last 7 digits of the Vehicle Identification Number (VIN). Click on the "Search" button, and then enter the applicable flat rate labor operation in the FR code field. Prior Customer-Pay Repairs A. Please follow the procedure below when a vehicle is in your workshop for this repair: 1. Review and verify the repair on the customer-pay invoice (BMW center or independent repair shop) to ensure it addresses the issue described in this Service Information bulletin. 2. Reimburse the customer (labor and parts). 3. Submit the customer-paid repair expense under Defect Code 00 65 72 02 00, as follows: Sublet Code 3 Dollar amount (with no markup) Comment: Reimbursement for allowable expenses related to the previous customer-pay repair. Retain the "original" customer-pay invoice in your files; this documentation may be requested by BMW during the claim review process. 4. Perform the Recall repair outlined in this bulletin. B. If your center is only presented with a customer-pay invoice for a previous repair to address the issue outlined in this bulletin: 1. Scan and save to a file a copy of the "original" customer-pay invoice (BMW center or independent repair shop). Retain the "original" customer-pay invoice in your files. 2. Submit a VIN-specific email to Warranties.special.request@bmwna.com with the "item 1 file" as an

attachment. 3. Warranties will confirm receipt by return email. 4. Proceed and submit a claim for the prior customer-pay repair expense as follows: Submit this customer-paid repair expense under Defect Code 85 99 00 12 NA, as follows: Sublet Code 3 Dollar amount (with no markup) Comment: Reimbursement for allowable expenses related to the previous customer-pay repair. Retain the "original" customer-pay invoice in your files. 5. BMW will review the claim and supporting documentation. 6. If the claim is approved, the claim credit will be issued through DCSnet. 7. Your center can now issue a reimbursement to the customer for the previous repair. IMPORTANT SAFETY RECALL This notice applies to your vehicle, [INSERT VIN]. April 2014 Recall Campaign No. 13V-564: Front Passenger Air Bag Seat Occupancy Sensor Mat Dear BMW Owner/Lessee: This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act. BMW AG has decided that a defect, which relates to motor vehicle safety, exists in certain Model Year 2006-07 BMW 3 Series Sedans and Sports Wagons, 5 Series Sedans and Sports Wagons, 7 Series, and also Model Year 2006 X5 SAVs. Our records indicate that you are the owner of a potentially affected vehicle. IMPORTANT NOTICE Please note that we had informed you of this matter by letter in January, and indicated that the necessary parts for your vehicle were not yet available. In our January letter, we stated that we would inform you when parts were available, and to schedule a visit with your authorized BMW center at that time. With this letter, we are pleased to inform you that the necessary parts are now available, and we encourage you to schedule an appointment with your authorized BMW center as soon as possible. DESCRIPTION OF PROBLEM This Recall involves the front passenger air bag seat occupancy sensor mat. Over time, due to the frequency of front passenger seat usage, the sensor can become damaged. If this were to occur, deactivation of the front passenger air bag could result, increasing the risk of injury in the event of a crash. If the front passenger air bag became deactivated, the air bag warning lamp on the instrument cluster and the front passenger air bag off lamp in the overhead console are illuminated at the same time. DESCRIPTION OF REPAIR The air bag seat occupancy sensor mat will be repaired so that forces applied to the seat cushion do not damage the sensor. The actual repair will require approximately three hours; however, additional time may be required depending on the BMW center s schedule. This work will be performed free of charge by your authorized BMW center. PRECAUTIONS FOR YOUR SAFETY 1. CONTACT YOUR AUTHORIZED BMW CENTER IMMEDIATELY TO HAVE THE NECESSARY REPAIR PERFORMED AS SOON AS POSSIBLE. 2. Please make sure all vehicle occupants always wear their safety belts.

If the air bag warning lamp on the instrument cluster and the front passenger air bag off lamp in the overhead console are illuminated at the same time, the vehicle may be experiencing this condition. 4. If this condition occurs, you should not drive your vehicle with a passenger in the front passenger seat. 5. If you are not the only driver of this vehicle, please advise all other drivers and passengers of this important information. OTHER INFORMATION If you are no longer the owner of this vehicle, we would appreciate your furnishing us with the name and address of the new owner, using the enclosed postage-paid card. If you are a lessor of this vehicle, federal regulations require you to forward this notice to your lessee with ten days. If you have already had this repair performed at your own expense, please see the attachment regarding possible eligibility for reimbursement. Q6. Can I become aware of this issue if it is occurring? Yes. If the air bag warning lamp and the front passenger air bag off lamp are illuminated at the same time, the vehicle may be experiencing this condition. Q6a. What should I do if this condition occurs while I am driving? If this condition occurs, you should not drive your vehicle with a passenger in the front passenger seat. Please ask your passengers to sit in the rear seat and to fasten their safety belt. Please contact your authorized BMW center in order to schedule an appointment for immediate service and repair. Q7. What corrective measures will be taken? For the recall population, the seat occupancy sensor mat will be repaired. For the extended warranty population, the seat occupancy sensor mat will be covered for 15 years (with no mileage limitation). Q7a. Can you tell me more? Yes. For the recall population, the seat occupancy sensor mat will be modified so that external forces applied to the seat cushion do not cause a crack in the seat mat. This is a preventative measure so that the problem will not occur. For the extended warranty population, the seat occupancy sensor mat will be replaced if it is damaged. This must be done as the seat occupancy sensor mat will already have been damaged and cannot be repaired. Q7b. I had the seat occupancy sensor mat replaced under warranty. Will I receive a recall letter? No. If your seat occupancy sensor mat was replaced under warranty, your vehicle is not part of the recall population. Q8. How did BMW become aware of the problem? B65 07 14 Modified OC3 seat mat May 2014 OC3 Seat Mat Modification for Passenger Seat, Basic Seat Only Preliminary work Program and code the OC3 seat mat and then remove the passenger seat to modify the OC3 seat mat with no fault in the system. Removing and installing/replacing the outer cover on the left or right front seat: E60 and E61 only If necessary, move the seat fully forwards and upwards. Remove the trim: (1) Unclip at the rear towards the top side. (2) Pull on the belt opening to one side. (3) Bend the trim open slightly at the top and bottom on the actuating unit. (4) Bend open slightly at the top and bottom and pull outwards a little. E60 and E61 only Check the retaining clips; they must not be damaged before installation.

2 E65 and E66 only Detach the cover from the retaining clip (1). Unlock the tabs (2) towards the bottom. E65 and E66 only Raise the seat cover from below and remove towards the top. Removing and installing/replacing the seat adjustment switch combination: Unfasten the plug connection (1) and disconnect. Loosen the screws (2). Unlock the catch (3) in the direction of the arrow and remove the seat adjustment switch combination (4) towards the front. Main Work OC3 mat modification procedure:

3 To avoid damaging the OC3 mat: Do not kink the OC3 mat. Handle the OC3 mat with extreme care. Unclip the cover (1) on the front seat. Detach the seat cover (1) in the marked area at all attachment points. Important! The padding must not be damaged. Fold back the seat cover (1) at the side. Carefully detach the OC3 mat (2) from the side section of the upholstery. If necessary, cut off the OC3 mat (2) with a heavy-duty knife without damaging the upholstery.

4 Important! Do not damage the strip conductors of the OC3 mat. Carefully cut off the protruding material (1) of the OC3 mat above the contour (2). Multifunction seat for the E65 and E66 only: Pull off the lower protective film from the double-sided adhesive tape (2). Fold back the OC3 mat (1). Position the double-sided adhesive tape (2) on the side section (5) as follows: The notch (4) must face forwards in the direction of travel. The notch (3) must face outwards in the direction of travel. Double-sided adhesive tape (2) must be flush with the OC3 mat (1) and with the side section (5), as shown by the arrow. Fold back the OC3 mat (1). Stick double-sided adhesive tape (2) to the upholstery (3). Pull the protective film off the double-sided adhesive tape (2).

5 Pulling gently, stick the OC3 mat (1) to the side section. Stick the fleece (1) in the area of the OC3 mat to the side section. Note: Stick the fleece (1) to the side section edge (2) so that it is flush. Concluding work Reassemble the seat after modification; reinstall the seat in the vehicle. Reconnect to ISTA and select the test plan for enabling the seat occupancy detection mat from the following path: Function selection Service functions Body Seat occupancy detection Program seat occupancy mat Select #2, "Enable seat occupancy detection" from the selection window. Follow the instructions in the test module. Complete the test plan and delete the fault code memory entries.

B65 07 14 Replace OC3 seat mat May 2014 OC3 Seat Mat Replacement for Passenger Seat, Basic Seat Only Preliminary work Remove the passenger seat: E60 and E61 only If necessary, move the seat fully forwards and upwards. Remove the trim: Unclip at the rear towards the top side (1). Pull on the belt opening to one side (2). Bend the trim open slightly at the top and bottom on the actuating unit (3). Bend open slightly at the top and bottom and pull outwards a little (4). E60 and E61 only Installation: The retaining clips must not be damaged.

2 E65 and E66 only Detach the cover from the retaining clip (1). Unlock the tabs (2) towards the bottom. E65 and E66 only Raise the seat cover from below and remove towards the top. Adjust the front seat as far forward and upward as possible. Release the screws. Installation note: Make sure the end fitting (2) is correctly seated on the seat mechanism pin. Tightening torque: 44 Nm

3 Release the screw (1) for belt mounting. Installation: Replace the bolts. E60/E61 only: Tightening torque: 36 Nm E65/E65/E67 only: Tightening torque: 44 Nm Move the front seat as far back as possible. Raise the bridge (1) on the front right seat rail cover slightly and unlock. Pull the cover forwards to remove. Remove the rear panel on the passenger seat: Press the rocker switch (1) on the front left seat rail cover and unlock. Gently slide the cover (2) towards the front. Carefully unlock the inside edge (3) from the inside. Pull the cover forwards to remove.

4 Release the front screws on the left and right seat rails. Installation: Replace the bolts. Tightening torques: 44 Nm The floor carpet must not project between the seat rail and floor board in the area of the screw-down points (grinding noises). Carefully tip the seat towards the rear. Unclip the cover (1) towards the front. Disconnect the plug connections (yellow and black) on the seat modules. Important! Remove the door sill with protective covers (damage to the vehicle). Lift out the front seat. Removing and installing/replacing the rear panel on the left or right front seat backrest: Operation is shown on the left seat. When removing from the right seat, transpose the pull and striking sides accordingly. 1. Grip between the rear panel and backrest cover on the door side until the clip can be felt (do not pull). 2. At same time, firmly punch towards the middle of the seat on the inner side (tunnel side) at the top. The upper retainers spring out of the seat guide. 3. Pull the rear panel up out of the lower guides.

5 Installation: The rear panel and clips must not be damaged. (1) Upper clips (2) Lower clips Removing and installing/replacing the outer cover on the right front seat: Unscrew the bolt (1). Installation: The cover is secured by the guide (2) in the hole (1). Main Work The OC3 mat can only be removed in conjunction with the padding from the seat cover. If the OC3 mat or padding is defective, both parts may only be replaced together.

6 Unhook the seat cover (2) at all retaining points. Lever out the left and right clips (1). Installation: If necessary, replace the faulty clips (1). Remove the seat cover (2) with support. If necessary, disconnect all plug connections. The OC3 mat must not be kinked under any circumstances. Detach all retainers in the side area from the longitudinal wires (1). Pull the trim wires (1) forward out of the seat cover. Carefully fold back the seat cover and release the retainers from the cross-wires (2). Remove the seat cover from the padding. Important! Remove all remnants of the clips from the seat cover and padding. Hew the replacement padding (1) with the OC3 mat (2). Important! No retainer remainders may be fitted. Handle the OC3 mat with extreme care. Do not kink the OC3 mat. Do not clamp the OC3 mat. The OC3 mat must lie without folds under the seat cover.

7 Installation: Bend the new retainer (2) closed with special pliers. Padding (1) Clips (2) Trim wire in the seat cover (3) Trim wire in the padding (4) Seat cover (5) Note: For seats with air conditioning, remove the A/C fan from the support reinstalled to the new seat mat. Installation: Make sure the fans have correct cable routing (1). Concluding work Reassemble the new OC3 seat mat with the seat cover. Reinstall the seat in the vehicle and connect the cable to the vehicle. Four Powerlok screws must be replaced and not reused; tightening torque: 44 Nm. Release the screw for belt mounting for the tightening torque: 36 Nm (E60/E61); tightening torque: 44 Nm (E65/E65/E67). The floor carpet must not project between the seat rail and floor board in the area of the screw-down points (grinding noises). Programming routine via ISTA/P: Connect the battery charger to the vehicle. Connect the programming system to the vehicle.

8 Determine the action plan. Accept the action plan with the control units to be programmed/encoded and enabled, if necessary, or work through. Observe the reworking list! If applicable, connect the workshop system to the vehicle. Depending on the rework list, run the brief test and delete the fault memory. Note: A switch to the workshop system may not necessarily be required with the integration of the service functions and the "Delete fault memory" function in ISTA/P. Check the rework list accordingly! Compliance with the information about programming in workshop systems, and the corresponding notes in the user documentation, is required.
