PAGE: 6 0.3 Revisin Plicy and Prcedure ATS requires that all f its manuals be maintained current, reflecting applicable gvernmental regulatins and Cmpany plicies. T ensure that manuals are current, the revisin prcedures utlined herein have been established. 0.3.1 Distributin f Revisins The Manual Custdian is respnsible fr ensuring that the electrnic versin f the manual is revised. Each manual hlder will be cntacted via e-mail ASAP when a revisin is made, but nt later than ten (10) days after issuance. 0.3.2 Identificatin f Revisin One each revised page the new r changed infrmatin will be identified by a vertical line in the right margin. This line will appear ppsite the changed material. 0.3.3 Prpsed Revisins The prcedures that fllw are t be used fr the cntrl f the cntents f ATS manuals. 1. The Department Head is respnsible fr initiating changes fr manuals fr which they are respnsible. This is accmplished by cmpleting a Manual Change Order (frm #xxx), which is frwarded, alng with the cntents f the prpsed revisin, t the Manual Custdian. 2. Prpsed revisins will be issued by the Manual Custdian n yellw paper, marked DRAFT and circulated t affected parties, in accrdance with the distributin list n the Manual Change Order. Reviewing parties will be given ten (10) days t cmment. 3. Fllwing cmments frm affected parties, the prpsed revisin will be frwarded t the ATS Executive Cmmittee fr final apprval. 4. When the review and apprval prcess is cmplete, the Manual Custdian will make the apprved changes t the affected/new pages. The Manual Custdian is als respnsible fr ensuring that changes are made t electrnic versins f the affected manual. 0.3.4 Recrding Revisins The Manual Custdian will recrd the revisins n the Recrd f Revisins page. PAGE: 7 0.4 Intrductin This GSE Maintenance Manual (GMM) will serve as a guideline fr Airprt Terminal Services (ATS) specific prcedures. In the event that cmpliance with ATS plicy r prcedure is nt pssible due t airline r airprt plicy r prcedure an Exceptin Request shall be submitted and apprved. Equipment shall be maintained in accrdance with instructins r guidance frm the manufacturer as well as established ATS prcedures. Emplyees f ATS shall be respnsible fr familiarizatin, understanding and cmpliance with all plicies and prcedures in this GMM, ATS training, and ther manuals. 0.4.1 Authrity The Vice President, Custmer Service and Operatins is respnsible fr ensuring that the cntent f this manual prvides persnnel with the plicies, prcedures and infrmatin t prperly cnduct themselves in a manner cnsistent with a safe and efficient peratin. The Vice President, Custmer Service and Operatins is als respnsible fr ensuring that the cntents f this manual are in cmpliance with all applicable reginal and natinal regulatins. 0.4.2 Respnsibility The fllwing plicies apply t thse persns t whm this manual is distributed: Statin Managers are respnsible fr the security f manuals at their lcatin. Statin Managers are t make the Manual available t emplyees fr their reference. Manuals are the prperty f ATS and remain such under all circumstances. They may nt be laned r given t any persn utside the Cmpany, nr may they be cpied r reprduced in any manner withut the apprval f an fficer. 0.4.3 Manual Distributin A cpy f the GSE Maintenance Manual is available nline. All references t the Manual shuld be accessed thrugh the ATS Cnnectin prtal. Printed and dwnladed cpies f the Manual shuld nt be kept. By accessing the Manual nline the mst up t date versin will be guaranteed.

PAGE: 8 1. GSE Appearance The appearance f the GSE equipment is very imprtant t the cmpany image as well as the custmers and airprts that are served. Because f this every effrt shuld be made t insure the GSE equipment lks gd at all times. All GSE equipment shuld be identified with cmpany lgs, equipment numbers and, where applicable, safety placards. 1.1 GSE Paint Washing the GSE equipment and keeping the scratches tuched up accmplish this. When the equipment is due an inspectin we shuld, if needed, repaint the entire unit at that time. In many areas it is nt permissible t spray paint withut the use f an apprved spray paint bth. Because f this ATS has the standard plicy that all paint shall be applied with a brush and rller in a well-ventilated area. All GSE is t be painted fleet white unless therwise instructed by the GSE Manager f Maintenance. The wheels/rims are t be painted glss black and black wing walk paint shuld be applied t all steps, flrs, and walking surfaces n the GSE equipment. All hitches and tngues are t painted safety yellw at least 12 inches dwn frm eyelet. Fuel caps shall be clr cded accrding t the fuel type used in the particular piece f equipment: Gasline shall be red. Diesel shall be green. The fill-prt n lavatry service equipment shall be painted blue. Types f paint used are as fllws: Rust--leum Glss White Paint Part # 7797 Rust--leum Glss Black Paint Part # 7779 Rust--leum Glss Yellw Paint Part # 7747 Rust--leum Metal Primer (Brwn) Part # 7769 All the abve paints can be purchased frm any Hme Dept r Grainger stres. Make sure t get an MSDS sheet, with French cpy in Canada, n all paints at the time f purchase and place it in yur MSDS manual in the GSE shp.

PAGE: 9 1.2 Lgs There are fur sizes fr cmpany lgs. They are as fllws: Small Lg: Medium Lg: Large Lg: 6 high x 9 lng 10 high x 15 lng 24 high x 35 lng The specificatins fr the size and placement f lgs, numbers and placards are cvered in this sectin 1.5 f this manual. When applying the lgs it s recmmended t use a sap and water slutin alng with a brush t smth ut all wrinkles and air bubbles. All lgs shall be applied as neatly as pssible. Lgs may be rdered frm the Safety and Training Department at Crprate Office. 1.3 Numbering and Asset Tags All GSE equipment is assigned an asset number, which is als the equipment number. Each piece f GSE equipment shall have the equipment number stenciled n bth frnt and rear f the unit. An asset tag will be affixed t each piece f GSE equipment. This tag will have the cmpany name alng with a bar cde and a number f digits n the bttm f the tag. The asset tag details shuld crrespnd with equipment number painted n the unit. If the number n the equipment is different frm the tag, r vice versa, check the statin equipment inventry frm t see which number is crrect. All numbers and letters shall be 3 inches high and shuld be glss black unless therwise required by lcal airprt authrity. The best way t make the numbers is t use a 3-inch stencil set which the shp shuld already have. If ne is nt n hand ne can be purchased frm any Hme Dept, Grainger, r Office Dept. All numbering shall be applied as neatly as pssible.

PAGE: 10 1.4 Decals Decals may be rdered frm the Safety and Training Department at Crprate Office. Keep Hands Clear Decal Shall be placed at any hitch and ther specified pinch pint hazards, fr example beside rtating beltlader belts. Lw Clearance Decal Shall be placed in driver view in all vehicles with a cab r have ther structure which requires vertical clearance. Make Turns Slwly Decal Shall be placed n all vehicles where there is significant hazard stability lss during turns. By-Pass Pin Installed Decal Shall be placed n all pushback tractrs. Stp Have Yu Discnnected Decal Shall be placed n all pieces f equipment that require a cnnectin t an aircraft, fr example lavatry and water servicing vehicles, grund pwer units and precnditined air, heat r airstart units. If the unit is drive-able this shall be in view f the driver while seated at the cntrls. If the unit is designed t be twed this shall be psitined at the tngue end f the equipment.

The EIN needs t be white n a red backgrund, and lcated in clear view n the right side f the utside f the vehicle, apprx 5 feet abve grund. If the vehicle is nt 5 feet tall, the label may be placed lwer. Each character f the EIN needs t be at least 3 inches tall and 1.5 inches wide. The EIN must be maintained s that it is cnsistently legible. PAGE: 27 2. Equipment Inventry 2.1 Equipment Inventry All statins are required t have an accurate inventry f the GSE at that lcatin. Once a year the crprate ffice will send ut a request fr an updated GSE inventry. This is the respnsibility f the lcal Statin Manager since he r she is respnsible fr all GSE at their lcatin. In the event f a manager change it is very imprtant that bth managers perfrm an accurate GSE inventry t assure all equipment is accunted fr. An accurate equipment inventry is used when making up the Preventative Maintenance Inspectin (PMI) schedule. 3. Maintenance Frms 3.1 Histry Files Histry files are used t keep an accurate recrd f what repairs have been perfrmed n all GSE equipment. All wrk perfrmed n a piece f equipment shall be entered in the Histry File accurately and in a timely manner. The file shall be maintained fr the lifetime f the equipment and transferred accrdingly if the equipment is mved t anther statin. The infrmatin that is entered in the n the Histry Card is invaluable t the mechanic fr trubleshting as well as trending any prblems with the equipment. In additin, the equipment cst is als tracked. This infrmatin is als very imprtant when trying t justify the replacement f a piece f GSE equipment. In the event f an accident r an injury invlving GSE equipment, the histry file will mst likely be sent t the crprate ffice t aide in the investigatin. 3.2 Wrk Orders The ATS wrk rder is used t recrd the repairs that are perfrmed n the GSE equipment. The frm has sectins t recrd equipment number, type f equipment, date wrk began, date wrk cmpleted, descriptin f wrk perfrmed, persn perfrming repairs, parts used, ttal labr hurs, and the cst f parts. The infrmatin n the wrk rder is then entered n the histry card in the frnt f the file (brief descriptin f wrk, labr hurs, parts cst) in the apprpriate clumns. The wrk rder shall then be placed behind the histry card in the equipment file. It is very imprtant that the wrk rders are filled ut prperly t assure that the infrmatin entered n the card is crrect.

The cmpleted checklist shall be kept n file in the statin fr at least thirty (30) days. 3.5 Mnthly Nn-Mtrized Equipment Check This check is designed t insure that all safety items are wrking prperly n all nnmtrized equip ment, fr example bag carts and dllies. The check sha ll be perfrmed at least nce each mnth. The fllwing items are checked fr crrect functin: brake tires hitches curtains crner bumpers tngues A cpy f the frm shall be kept n file in the statin fr twelve (12) mnths. In additin a cpy f the frm shall be frwarded t the relevant Reginal Safety Manager alng with the statin safety cmmittee meeting minutes at the end f each mnth. 3.6 Equipment Discrepancy Sheet The discrepancy sheet is used t reprt prblems with GSE equipment. The frm shuld be placed in an area that is accessible t all emplyees wh perate GSE. Mechanics shall check the discrepancy sheet n a daily basis and make all needed repairs. Once cmpleted, the mechanic shall indicate that the equipment is returned t service by signing and dating the discrepancy sheet adjacent t the relevant entry.

Preventative Maintenance 4.1 Preventative Maintenance Inspectin Preventative maintenance inspectins (PMI) are designed t avid equipment breakdwn by inspecting and finding faults befre they break and interrupt usage. The PMI prgram is effective in that it saves mney by better cntrlling maintenance csts and makes fr safer, mre reliable equipment. ATS has a preventive maintenance inspectin prgram in place and it wrks very well when everyne des there part. Each lcatin has a schedule in place that includes the mnth, equipment number, type f equipment, and type f inspectin due. ATS perfrms tw types f inspectin: A Inspectins are perfrmed twice per year. B Inspectins are perfrmed nce each year. Each piece f equipment has a specific frm fr each type f inspectin. The inspectin is cmpleted using the relevant inspectin frm. As mechanics cmplete each item n the inspectin they shall cmplete the relevant area f the paperwrk. When all repairs have been made, the inspectin frm and wrk rder are stapled tgether and entered int the histry file the same as the wrk rders discussed earlier. Statins shall remain n schedule with the preventative maintenance inspectins as this is an area that will have a majr impact n the peratin, n safety, and n the bttm line. 4. 2 Preventative Maintenance Frms Relevant PMI Frms are available n the ATS Cnnectin website. At the end f each mnth the statin manager is required t reprt the status f their PMIs t the Senir Manager, GSE Maintenance using the Mnthly PMI Reprting Frm. 5. Tls 1. 1 Tl Inventries All ATS statins that have their wn mechanics n staff are required t submit a tl inventry fr each mechanic t the Senir Manager, GSE Maintenance. This is fr insurance reasns and prtects bth the cmpany and the mechanic. If the statin has any cmpany wned tls they shall als be inventried. A cpy f the cmpany tl inventry shall be kept n file in the manager s ffice. Bth inventries shall be updated whenever there is a change t equipment n statin. Once a year the crprate ffice will send ut a request fr an updated inventry fr all mechanics.

PAGE: 31 6. Shp and Envirnmental Safety 6.1 Lck-ut / Tag-ut Shp Equipment Many types f machines are used in a GSE shp. Because f this certain safety prcedures need t be fllwed when using them. Each hard wired machine is required t have a written Lck-ut / Tag-ut prcedure. Mst machines have nly ne surce f energy but thers have mre than ne. Fr example an air cmpressr has electricity as a pwer surce and air pressure as a stred energy. A cmprehensive written prcedure details each f the ptential surces and hw t islate them s that the equipment is safe t wrk n. The written prcedure defines the fllwing items: make and mdel type f machinery energy surces crrect prcedure fr Lck-ut / Tag-ut. 6.2 Lck-ut / Tag-ut GSE If a piece f equipment is cnsidered unserviceable because f a safety item r is brken dwn, it shall be tagged ut f service. The Out Of Service tag is used t identify any piece f GSE equipment that is ut f service. The tag shuld be filled ut and attached t the steering wheel f the vehicle. In additin the negative battery cable is t be discnnected and a yellw can placed n the end f the cable. Insert a zip tie thrugh the eyelet prvided n the can. This applies t vehicles ut f service in the GSE shp and t thse that are still lcated n the ramp. 6.3 Waste Oil Strage and Dispsal Waste ils and ther hazardus liquids shall be stred and dispsed f in the prper manner. Federal gvernments, prvinces and states all have guidelines that must be fllwed. Waste il shall be stred in a cntainer that has been prperly marked with cntents (example: Waste Oil Only). Cntainers shall be placed n a spill cntainment pallet that will hld ne and ne half (1½) times the barrel capacity. If the cntainer is f metal cnstructin it shall be grunded t earth. Waste il dispsal shall be cnducted by a reputable waste hauler that is licensed by bth the state and the federal EPA. Each time a pickup is made, a waste generatr frm shall be btained frm the haulage cmpany and filed in the statin indefinitely. Fr sme cmpanies the frm and the invice are ne and the same.

PAGE: 32 Items shall never be mixed in ne barrel. An example f this wuld be mixing anti freeze with mtr il. This culd require the hauler t perfrm an expensive chemical analysis f the material. If the test results shw ther chemicals are present the hauler may refuse the barrel. It may then be cnsidered hazardus waste and dispsal becmes mre cmplicated and expensive. 6.4 Paint and Chemical Strage All chemicals, fr example paints, slvents, thinners, r any ther flammable prduct shall be stred in an apprved flammable cabinet. Cans cntaining gasline shuld nt be stred in the cabinet with ther chemicals. The cabinet shall remain clsed at all times except when remving r replacing an item. 6. 5 Material Safety Data Sheets All paint and chemicals that are purchased fr use in the GSE maintenance shp are required t have a Material Safety Data Sheet (MSDS) n file. An MSDS sheet shuld be btained at the time f purchase. The MSDS sheet cntains infrmatin abut the prduct that wuld be used t treat smene that had accidentally ingested r splashed it int their eyes. MSDS sheets are t be kept in a manual. The frnt page in the manual shuld be a prduct index t include item number and type f prduct. All prducts are t be with the numbered with the crrespnding MSDS manual sheet number. In Canada MSDS sheets shall als be available in French unless the manufacturer des nt prduce ne in that language. In this event a letter stating this fact shuld be placed n file. In additin, all MSDS sheets must have an effective date within the last three years. All mechanics are required t cmplete annual Right t Knw / WHMIS training which includes details f MSDS manual lcatin. 6.6 Fire Extinguishers All fire extinguishers in the shp shall be easily accessible in case f a fire. A three (3) ft clear zne shall be established arund each extinguisher t facilitate the clear zne. Extinguisher units shall be subject t an annual inspectin perfrmed by an apprved fire service cmpany. In additin the each unit shall be inspected mnthly fr prper pressurizatin and signs f bvius usage r damage. The inspectin shall be recrded n a mnthly inspectin tag attached t the unit. 6.7 First Aid Kit Ea ch GSE shp shall have a first aid kit stred in an accessible lcatin. A n inventry f each first aid kit shall be cmpleted n a regular basis t insure supplies are sufficient and replenished when required.

PAGE: 33 6.8 Eyewash Statin All GSE shps are required t have an eyewash statin in place. There are tw types f eyewash statins: hard plumbed t water supply plastic tank fitted t the wall The requirement is that the eyewash has a minimum 15 minute flw time. Units shall be checked mnthly fr prper water level as well as fr prper peratin. The unit shuld have an inspectin tag t recrd inspectins. 6.9 Tire Cage In the lcatins where tire repairs are perfrmed a tire cntainment cage shall be utilized when inflating tire and rim assemblies. If wrking with tw-piece rims the lck shall be inspected fr prper seating prir t inflating the tire. 6.10 Specialized Equipment Safety Certain sa fety precautins must be taken t avid injury when perating equipment in the GSE shp. The fllwing is a list f safety guidelines that must be fllwed when using certain types f shp equipment. 6.10.1 Bench Grinder The grinder wheel must be in gd cnditin. There shall be n cracks r excessive cntaminatin and the surface must have even wear. The tl rest must have n mre than 1/8 f an inch clearance between it and the grinder wheel. If equipped with a tp guard, the guard shuld have n mre than ¼ inch clearance between it and the grinder wheel. Bth guards need t be painted safety yellw. A face shield shall be utilized when using any frm f grinder. These shuld be wrn at all times when perating the machine. Placards are available that read Eye Prtectin Must Be Wrn At all Times When Operating This Machine. These shuld be placed at eye level n wall behind the grinder if pssible. 6.10.2 Oxy/Acetylene Trch This tl is used fr cutting and gas welding items when making repairs n the GSE equipment. Like the grinder there are safety prcedures that must be fllwed. The unit must be equipped with flash back valves at bth the trch base and at the regulatrs. The valve prevents the flame frm traveling back thrugh the hse and int the tanks. When using the trch fr cutting are welding the peratr is required t wear welding gggles alng with glves and an aprn t prevent burns.

PAGE: 34 After use the tank valves need t be clsed cmpletely and bth hses shuld be purged. When string spare bttles always stre xygen and acetylene separately. They need t have the caps installed and shuld be chained t prevent them frm falling ver. 6.10.3 Arc Welder This tl is used fr welding repairs n the GSE equipment. This tl has safety prcedures that must be fllwed as well. The cables and clamps shuld be checked t be sure they are in gd cnditin. They shuld be checked fr bare spts where the wire may be shwing thrugh. At n time shuld the cable be taped up t repair it. If the wires have tears are rips they must be replaced cmpletely. When using this tl the peratr must wear a welding hd, welding glves, and a welding aprn t prevent burns. They shuld als have a fire extinguisher n hand in case f a fire. After use the cables shuld be wrapped up neatly and stred prperly. Make sure t remve welding rd frm electrde when nt in use. 6.10.4 Air Cmpressrs and Hses All air hses shuld be in gd cnditin and free f tears, burns, and repairs. At n time shuld an air hse be cut ff and clamped back nt the fitting. Hses shall nt be repaired. If this is required purchase a replacement. All air cmpressrs shall be secured t the grund r be equipped with ther means t avid inadvertent mvement. 6.10.5 Electric tls, extensin crds and shp wiring If electrical crd insulatin has a tear r if the plug is damaged the unit shuld be discarded and a new ne purchased. Field repairs are nt permitted n any electrical crd. This includes all crds used n the vacuum cleaners, drp lights, r any ther electrical device used by any emplyee. Electrical utlets shall be kept in gd repair with all faceplates in place. Receptacle bxes shall nt have hles expsing internal wiring. Electrical panels in the shp shall be easily accessible in case f a fire. A three (3) ft clear zne shall be established arund each panel t facilitate the clear zne. 6.10.6 Parts washer Eye prtectin shall be wrn while using the parts washer. When nt is use the eye prtectin shall be stred in a prtective puch. Lids/ cvers shall be clsed n parts washer when nt in use. 6.10.7 Drill Press Eye prtectin shall be wrn while using the drill press.

GSE Parts 7.1 Maintenance Budget All statins are given a maintenance budget t wrk frm. Included in the budget amunt are the mechanics wages and GSE parts. The GSE Maintenance Manager will give the breakdwn fr the budgets t the managers. In the lcatins that ut-surce their maintenance, the manager shuld pay clse attentin t invice timeliness and cntent. It s much easier t cntrl maintenance cst when the manager cmmunicates with the mechanic, r the ut-surce cmpany n a daily basis. 7.2 Parts Purchasing The majrity f the GSE parts shuld be purchased thrugh lcal accunts, fr example NAPA. Fr specialty items we have natinal accunts that supply all f statins. When rdering thrugh the natinal supplier, please advise them yur statin and make ensure the invice is sent t the statin. This will aid in effective accunt management and n-time payment. When rdering parts fr equipment a Purchase Order number is required. The equipment number is used as the Purchase Order number and shuld be nted n the invice. This allws fr easier tracking f parts purchasing. 7.3 Parts Strage, Stck Parts Inventry and Stck Parts Sheet All GSE shps shall keep a current inventry f parts n hand. This applies t parts that are cnsidered stck parts and will include items such as filters, tune up parts, starters, alternatrs, blts, nuts, clamps, bulbs, etc. These are parts that are used n a daily basis and will save time by having them n hand. Sme suppliers like NAPA will prvide strage cabinets fr the prducts they sell. The cabinets have a hasp s yu can secure with a lck if needed. It is recmmended that all parts be stred in a secured area t prevent theft. When rdering stck parts, be careful nt t stck mre than is needed. As stck parts rders arrive at the GSE shp the parts shall be added t the Stck Parts Inventry. The sheet shuld have part #, descriptin, price, and number n hand. On items such as blts, nuts, washers, wire cnnectrs, etc, it is nt necessary t cunt every ne. These items are pennies and shuld be nted n the wrk rders and stck parts sheet when used. The Stck Parts Sheet is used t track parts that are used frm inventry.

PAGE: 36 Only parts that are purchased fr stck, nt parts purchased fr a specific repair shuld be recrded n these frms. The Stck Parts Sheet has sectins t recrd the equipment number, date, part descriptin, and part cst. A new frm shuld be filled ut mnthly and kept n file. 7.4 Three Bid / Three Bid Waiver Frms Anytime a part r a repair cst is $1000.00 r mre, three bids shall be btained. The frm is very simple t fill ut, and the fllwing infrmatin is needed: item being purchased, cmpany names, cntact, phne number, warranty, freight cst, and price. If fr sme reasn three bids cannt be btained, a three bid waiver frm is required. This frm is als simple t fill ut, and the fllwing infrmatin is needed: item being purchased, cst, reasn three bids culd nt be btained, cmpany, cntact, and phne number. Bth frms require a Reginal Vice President signature. 7.5 Capital Request Frm This frm is required fr purchases f $2,500 r mre. The three bids and three-bid waiver frm shuld be attached t the capital request when submitting fr apprval. The infrmatin needed n the capital request is as fllws: department, lcatin, date, and type f repair, descriptin f prject, justificatin, and the estimated cst. After cmpleting the frm, it will require the signature f the Reginal Vice President. After that it is sent t the Sr. Manager, GSE Maintenance, and accunting befre final apprval. The Sr. Manager, GSE maintenance will issue a Purchase Order number fr the prject. 7.6 Transferring r Purchasing Equipment When purchasing r transferring any equipment t a statin fr use in the peratin an evaluatin shall be made t ensure that the equipment meets the functinal specificatin fr the tasks t be perfrmed. Guidance n equipment functinal specificatins may be fund in the IATA Airprt Handling Manual. When purchasing new GSE which interfaces with aircraft cabin access drs, ne f the cnsideratins in the purchase decisin shuld be that it has platfrms f sufficient width t allw the aircraft dr t pen and clse when the equipment is in psitin at the aircraft. 8. Third Party Maintenance 8.1 Agreement At statins where GSE maintenance is cntracted t a third party, ATS will execute an agreement with that third party which establishes minimum expectatins fr service delivery and permits fr ATS t inspect the wrk premises as part f a standard statin audit.
