The challenges for development and attractiveness of the Greater Toulouse An outstanding geographical location At the heart of the South-West France Euro-Region, Connected to the main French and European metropolises by its airport Just 1 hour from Bordeaux and 3 hours from Paris thanks to the high speed rail line to come into service in 2024 Exemplary demographic growth for France 1 million inhabitants in 101 towns, 15,000 additional inhabitants a year Economic growth despite the 2008 crisis 150,000 jobs generated over the past 20 years, 420,000 private sector and 100,000 public jobs, Cradle of the European aeronautics and space industry: 70,000 jobs An extensive urban territory Many residential districts in the surrounding area Employment zones outside Toulouse s city centre 2

SMTC-Tisséo action SMTC- Tisséo, the public transport authority of the Greater Toulouse brings together 4 inter-municipality associations. As the organising authority for mobility, it: designs and develops the mobility policy. organises the public transport network. studies and schedules new projects. To limit the phenomena of congestion and atmospheric pollution, and take part in maintaining the economic vitality and quality of life in our region, SMTC-Tisséo commits to an ambitious transport policy with the Mobilities Project 2020-2025-2030, that will answer to the needs of 500,000 additional trips a day within the next 10 years thanks to: a meshing of the territories, attractive journey times, adequate transport capacity (+ 250,000 trips / day) effective connections with the road and rail networks as also the airport. 3

Infrastructure network Main features of the PT network in Toulouse 2 automatic metro lines A and B around 27 km 116 vehicles 2 tramway lines (T1 and T2) around 16 km 28 vehicles A bus network: with mainly 90 urban lines representing around 870 km of line and 577 buses / 3 bus depots A dedicated service for people with reduced mobility Parks and Ride: around 7250 slots and Bicycle parks A common e-ticketing service named Carte Pastel and travelers information systems 240 to 250 M / year to operate this PT network Complementary services Mobility Management: a Mobility Agency, Workplace Mobility Plans for companies, a Carpooling service and a Carsharing service There is also a bike sharing system: VélôToulouse 4

A total asset estimated around 3 billions of 5

Mobility Project : main infrastructure projects Toulouse Aerospace Express, 3rd line of metro (2024): the major diagonal for the economy, innovation and quality of life This project is part of the selected proposals of the last CEF-Transport call Doubling of the Line A capacity (2020) And before the 3rd line of metro The South Belt lane with the implementation of an innovative Cable Car system (2020) An High Performance Bus network named Lineo (10 new lines until 2020) Extension of the P+R capacity with the capacity increase of 3000 places (2020) The structuring network as it will be in 2025 6

A 3,8 billions of Euros programme (2016-2030) - Toulouse Aerospace Express : 2,13 billions of - Rest of the Metro plan : 440 millions of - Surface infrastructures development plan (Linéo / Cable Car / P+R) : 490 M - Assets renewal and development plan : 760 M (around 50 M / year) - While having already 1,6 billions of of actual debt (till 2035) A strong political commitment that put Mobility as a political priority Financial enginery / Debt Management Modern method of project management and innovative funding process Planification of Investments and Exploitation costs control / management 7

A pragmatic approach based on method, opportunity and demonstrators / pilots domain Target 2020 2016 Start of the Approach 2020 Nominal Management Iterative process First step mandatory : o Establish the inventory and the most efficient way to update useful data Start with demonstrators on the most opportune thematics and define a method to establish a strategic plan to maintain / renew the associated asset 3 domains selected in Toulouse : Metro Rolling Stock / Escalators in Metro station / Buildings and Energy Save 10
