As indicated in Table 1, the audit team cnsisted f representatives frm State, Reginal and Lcal agencies and included a crss-sectin f engineering, planning, emergency respnse, and lcal expertise. Flanagan s Office Berg and Laipsn Sterling Bard f Selectmen Backgrund The Federal Highway Administratin defines a Rad Safety Audit (RSA) as the frmal safety examinatin f an existing r future rad r intersectin by an independent, multidisciplinary team. The purpse f an RSA is t identify ptential safety issues and pssible pprtunities fr safety imprvements cnsidering all radway users. A Rad Safety Audit was scheduled fr the intersectin f Leminster Rad (Rute 12) and Chcksett Rad as requested by the Twn f Sterling. The intersectin has a lng histry f high speed crashes creating a cncerning amunt f persnal injuries and even a fatality. Detailed crash infrmatin can be fund in Appendix C. The Sterling Chief f Plice brught the crash histry t the MassDOT's Safety Sectin's attentin after a recent fatal crash at the intersectin. The Twn f Sterling and MassDOT District 3 ffice have been discussing an intersectin recnstructin Page 1

The RSA is intended t identify ptential shrt and lng term safety imprvements that can be made at the intersectin, which can then be incrprated int a planned recnstructin prject t the greatest extent practical. Prject Lcatin and Descriptin The intersectin f Leminster Rad (Rute 12) and Chcksett Rad is lcated in the nrth/east sectin f the twn f Sterling, MA. The intersectin is a large fur legged intersectin and is stp cntrlled n Chcksett Rad appraches except fr westbund rights, which is yield cntrlled. T the nrth f the intersectin Leminster Rad (Rute 12) is N Mela s Wayside functinally classified as an urban Ice Cream minr arterial while t the suth f the intersectin it is classified as a rural majr cllectr rad. All prtins f Leminster Rad are wned by MassDOT. Leminster Rad has a LEOMINSTER RD legal psted speed limit f 55 miles per (RT 12) hur arund the audit site. Detailed MassDOT speed regulatins can be fund in Appendix D. Near the audit site Leminster Rad is a fur lane rad (2 lanes in each directin) separated by CHOCKSETT RD a raised curb median. There are left turn pckets fr bth nrth and suth Intersectin f Leminster Rad and Chcksett Rad left turning vehicles t prvide access t Chcksett Rad. Nrthbund vehicles have abut a 100 ft lng right turn lane n Leminster Rad that allws access t Chcksett Rad. Rute 12 is a nrth/suth running state highway running thrugh central Massachusetts frm the Cnnecticut state line in Dudley, MA t the New Hampshire state line in Winchendn, MA. Passing thrugh Sterling, Rute 12 is knwn as Wrcester Rad and Leminster Rad and serves as a cnnectin t Wrcester t the suth and Leminster and Fitchburg t the nrth. Interstate 190 parallels mst f Rute 12 and handles mst f the nrth/suth thrugh traffic within twn. It shuld be nted that there is an interchange between Interstate 190 and Rute 12 abut a half mile nrth f the audit site. T the east f the intersectin Chcksett Rad is functinally classified as an urban minr arterial and wned by MassDOT. Traveling eastbund Chcksett Rad has a legal psted speed limit f 50 miles per hur beginning 200 feet east f the intersectin. Traveling westbund Chcksett Rad has a legal psted speed limit f 25 miles per hur fr 0.15 miles east f the intersectin and then 50 miles per hur cntinuing east. Appraching the intersectin, abut 450 feet prir t the stp bar, eastbund and westbund Chcksett Rad are divided by a raised curb median. Abut 85 feet east f the stp bar westbund traffic is channelized int thrugh/left turns and right turns by a raised curbed island. Page 2

T the east f the intersectin Chcksett Rad is an east/west riented rad that runs abut 1.2 miles east f Leminster Rad until it terminates and intersects with Rute 62 t the east. This sectin f rad is an imprtant shrt cut between Rute 62 and Rute 12 and allws quick access t Interstate 190 frm the east. T the west f the intersectin Chcksett Rad is classified as a lcal rad and is lcally wned. There is n speed regulatin fr this prtin f Chcksett Rad. This stretch f Chcksett Rad is stp cntrlled at the intersectin f Leminster Rad. This prtin f Chcksett Rad is an east/west riented rad that nly runs fr abut 400 feet west f Leminster Rad befre terminating and intersecting with Laurelwd Rad. This stretch f rad mainly serves as access t a rural neighbrhd t the west f the audit lcatin. Land use arund the audit lcatin is a mix f light residential, light cmmercial, and light industrial. Mela s Ice Cream stand is lcated n the suth/west crner f the intersectin and is pen during the summer mnths nly. Behind the Ice Cream stand t the west is a rural residential neighbrhd. In the nrth east crner f the intersectin is a small residential cmmunity f 10 buildings with multiple dwellings in each. East f the intersectin, ff f Chcksett Rad, are sme light industrial develpments. It was nted by several audit members that new industry may develp arund the audit lcatin in the near future adding t the already present truck traffic. Rad Safety Audit Leminster Rad (Rute 12) and Chcksett Rad - Sterling, MA Audit Observatins and Safety Issues Fllwing a brief intrductin t the RSA prcess and a summary f existing gemetry, crash and speed regulatin infrmatin, audit participants were asked t discuss safety trends and issues at the intersectin f Leminster Rad and Chcksett Rad. It became clear that the fllwing safety trends were in high cncern: Straight/Left turns ut f Chcksett Rad westbund nt Leminster Rd Seven ut f the eleven crashes caused injury and ne ut f the eleven crashes resulted in a fatality. Rear-ends crashes frm Chcksett Rad westbund t Leminster Rad nrthbund 23 ut f the ttal 42 crashes were f this manner, three resulting in injury. Audit participants then cnducted a site visit as a grup, at which time they ffered bservatins n safety cncerns and deficiencies. A summary f thse majr safety cnsideratins is as fllws: High speeds While bserving vehicles, vehicle speeds were assumed t be in excess f 55 mph n Leminster Rad. Drivers westbund n Chcksett Rad may misjudge an acceptable gap distance due t the fast appraching vehicles n Leminster Rad. This may cntribute t sme f the angle crashes and rear-end crashes. Even thugh the speed limit drps frm 50 mph t 25 mph n Chcksett Rad westbund, vehicles were bserved t be ignring the speed drp and cntinue t travel at a high speed appraching the intersectin. This may cntribute t sme f the rear-end crashes n the yield cntrlled apprach. Large pavement area Drivers making thrugh/ left turns ut f eastbund r westbund Chcksett Rad must pass upwards f six lanes f traffic in additin t a large shulder and a median. Drivers may misjudge an acceptable gap between vehicles due t the fact that they must travel a large distance t make their maneuver. This may cntribute t sme f the angle crashes. The large pavement area may cause drivers t feel mre cmfrtable t drive at higher speeds. These high speeds thrugh the intersectin cause a large difference in speeds between Chcksett Rad and Leminster Rad. Cnflicting appraches Page 6

Rad Safety Audit Leminster Rad (Rute 12) and Chcksett Rad - Sterling, MA While executing a left turn frm eastbund r westbund Chcksett Rad nt Leminster Rad drivers are faced with tw lanes f nrthbund traffic, tw lanes f suthbund traffic, nrthbund left turns, suthbund left turns, and slwing traffic fr right turns frm Leminster Rad. With all f these appraches t cnsider drivers may fail t acknwledge an apprach and enter traffic at an unsafe time and/r manner. This may cntribute t sme f the angle crashes. View Obstructins It was nted that the view fr vehicles frm westbund Chcksett Rad was blcked by right turning vehicles n nrthbund Leminster Rad as shwn in the picture t the right. This may cause a driver t enter traffic at an unsafe time. This may cntribute t sme f the angle crashes.. The view fr vehicles exiting eastbund Chcksett Rad is blcked by signs and shrub lcated in the nrth-west crner f the intersectin. This may cause vehicles t enter Leminster Rad at an unsafe time. The view fr vehicles in the left turn lane n Leminster Rad is blcked if there is anther vehicle in the ppsite/ppsing left turn lane. This may cause vehicles t make unsafe maneuvers and may cntribute t angle crashes (Abve) Lking suth frm westbund Chcksett Rad it can be seen that a right turning vehicle n nrthbund Leminster Rad hides thrugh mving vehicles n Leminster Rad. (Belw) Lking nrth frm eastbund Chcksett Rad it can be seen that signs and shrub bstruct views f vehicles. Left turn pckets n Leminster Rad are shrt Because f the high speeds n Leminster Rad vehicles need t decelerate quickly in the left turn pcket r begin decelerating in the thrugh lane f Leminster Rad because f the shrt length f the left turn pckets. This may cause rear-end crashes. Page 7

Rad Safety Audit Leminster Rad (Rute 12) and Chcksett Rad - Sterling, MA Althugh there were n recrded rear-end crashes f this type, it is a safety issue that shuld be addressed. Yielding nt nrthbund Leminster Rad frm westbund Chcksett Rad Drivers yielding nt nrthbund Leminster Rad frm westbund Chcksett Rad must yield t fast mving traffic. The lack f an acceleratin lane may frce vehicles t cme t a cmplete stp at the yield sign when ther vehicles are expecting t rll thrugh. In additin hesitant yielding drivers may require larger gaps than aggressive drivers. This may cntribute t sme f the rear-end crashes. The cnfiguratin f the westbund Chcksett Rad right turn is such that a driver must turn his/her head ver the shulder t see if any traffic is traveling nrthbund n Leminster Rad causing the driver t lse sight f a vehicle in frnt f him/her. This may cntribute t many f the rear-end crashes. Large green directinal sign legend fr I-190 may be cnfusing It was nted during the audit that a large green directinal sign lcated abut 1000 feet suth f Chcksett Rad n nrthbund Leminster Rad reading INTERSTATE 190 ½ MILE AHEAD was causing cnfusin t sme drivers. Sme drivers may mistakenly think that Chcksett Rad was the entrance t Interstate 190. The sign placement is at a lcatin that results in drivers using their turn signal t switch lanes t access I-190 at a time when a westbund Chcksett Rad driver thinks they are turning right nt Chcksett Rad and prceeds thrugh the intersectin. Lack f advanced warning signs n all directins N advanced stp/yield ahead signs n westbund Chcksett Rad were present at the intersectin. Advanced intersectin ahead signs n nrthbund and suthbund Leminster Rad were set t clse t the intersectin nt giving enugh time fr drivers t react. Chcksett Rad name sign difficult t read The Chcksett Rad name sign was set t far back frm the curb and was t small t read frm a far distance. This may add uncertainty t drivers and cause impulsive sudden maneuvers fr unfamiliar drivers lking fr Chcksett Rad. Page 8

Rad Safety Audit Leminster Rad (Rute 12) and Chcksett Rad - Sterling, MA Ptential Safety Enhancements After the site visit, audit participants returned t the meeting lcatin, where the audit team was asked t discuss the safety issues and cnsider imprvements. Audit participants were encuraged t cnsider bth shrt and lng term imprvements fr each issue. Each imprvement cnsidered has been categrized as shrt-term, mid-term, r lng-term based n the definitins shwn in Table 2. Additinally, a cst categry has been assigned t each imprvement based n the parameters set frth in Table 2. Table 2. Estimated Time Frame and Csts Breakdwn Table 2. This is a lw-cst and shrt-term imprvement. Larger stp/yield signs Upgrading t larger 36 stp and yield signs n the right and left sides f the rad up will emphasize the need t stp/yield and will make the signs mre visible frm farther away. This is a lw-cst and shrt-term imprvement. Set advanced intersectin ahead signs n right and left sides f Leminster Rad at recmmended distance frm intersectin MUTCD states that the recmmended distance t set advanced intersectin ahead signs (W2-1) and name plate signs (W16-8P) is 990 feet away frm the intersectin n a multilane highway with a speed f 55 m/h. Warning signs n the right and left sides f the rad is als recmmended. This insures that drivers are well aware f the intersectin and name f the rad ahead. This is a lw-cst and shrt-term imprvement. Easier t read street name sign fr Chcksett Rad Page 9

This is a lw-cst and shrt-term imprvement. Review legend f I-190 directinal sign n Leminster Rad nrthbund prir t Chcksett Rad. Redesigning the legend n the large green I 190 directinal sign lcated n Leminster Rad nrthbund prir t the Chcksett Rad intersectin in a way that drivers will be mre infrmed abut the rad layut may reduce driver cnfusin. A pssible design can be seen n the right. A detailed draft design can be fund in Appendix D. Remve signs and trim shrubbery n nrth-west crner f intersectin Sight distance will imprve dramatically fr Chcksett Rad eastbund by remving/mving signs and trimming shrubbery n the nrth-west crner f the intersectin. At this lcatin there is a raised curb median. In emergency situatins when plice need t travel suth n Leminster Rad they will drive ver the raised curb median which causes damage t the undercarriage and suspensin f their cruisers. Creating a break in the median at this lcatin in frnt f the plice department s driveway shuld be strngly cnsidered during intersectin imprvements. Nte it may be necessary t install N U Turn signs (R3-4) paired up with Authrized Vehicles Only signs (R5-11). Intersectin cntrl T enhance cntrl at the intersectin the RSA team suggested installing traffic signals r a rundabut. Signalizing the intersectin will ease the issue f cnflicting maneuvers hwever may intrduce ther safety prblems such as rear-end crashes which generally ccur at signalized intersectins. Lw vlumes frm Chcksett Rad als suggest that a traffic signal may be impractical. A rundabut will als eliminate the issue f cnflicting maneuvers and will als add the advantage f traffic calming which will reduce speeds in the area. Because f this a rundabut is preferred ver traffic signals. Thrugh engineering studies must be cnducted befre any f these recmmendatins are implemented. Bth f these suggestins are high-cst and lng-term imprvements. The fllwing imprvements were suggested by audit participants but are nt recmmended fr imprvement in safety issues assciated with the intersectin f Leminster Rad (Rute 12) and Chcksett Rad: Transverse rumble strips n Chcksett Rad Adding transverse rumble strips t Chcksett Rad n the westbund apprach t the intersectin t warn drivers f the intersectin was suggested during the Audit. Due t the nise this may be undesirable t residents in the nearby area and therefre is nt a suggested imprvement. Reducing vehicle speeds by lwering the speed limit Lwering the speed limit arbitrarily will nt reduce vehicle speeds. Speed limits are based n several factrs including the 85 th percentile free-flw speed (refer t MassDOT s 2012 Prcedures fr Speed Zning n State and Municipal Radways). Unless significant gemetric changes are made t the radway t reduce the 85 th percentile free flw speed, reducing the speed limit will be infeasible. Page 12
