Prpsed Changes t Ontari s Building Cde Summer and Fall 2017 Cnsultatin: Electric Vehicle Charging in Multi-Unit Residential Buildings
Purpse T prvide infrmatin n prpsed changes t the Building Cde regarding electric vehicle (EV) charging in multi-unit residential buildings as described in the Overview Summary Dcument entitled Ptential Changes t Ontari s Building Cde: Summer and Fall 2017 Cnsultatin. T respnd t questins f clarificatin and technical issues. 2
Next Editin f Ontari's Building Cde: Cnsultatins The ministry is currently seeking input n prpsed requirements t reduce greenhuse gas (GHG) emissins in the building sectr thrugh changes t the Building Cde in supprt f the gvernment s Climate Change Actin Plan. Prpsals are detailed in the Overview Summary Dcument Ptential Changes t Ontari s Building Cde: Summer and Fall 2017 Cnsultatin. Nte: 22 f the 25 cde change prpsals related t Climate Change Actin Plan cmmitments. Prpsals include: higher energy efficiency perfrmance levels fr huses and large buildings in the next Cde cycle requirements fr EV charging in multi-unit residential buildings energy efficiency requirements fr renvatins in huses and large buildings requirements that supprt climate change adaptatin (hurricane straps) The deadline fr prviding feedback is September 29, 2017. 3
Building Cde Change Implementatin Timelines: Prpsed t cme int effect January 1, 2019 Prpsals include: energy efficiency requirements fr renvatins electrical vehicle charging in new multi-unit residential buildings green building standards and green rfs referencing a new standard fr grey-water reuse water cnservatin slar-ready rfs hurricane straps in new huses ptin t meet air tightness targets in exchange fr credits in large buildings ther technical prpsals 4
Building Cde Change Implementatin Timelines: Prpsed t cme int effect 2020 Prpsals include: Energy efficiency requirements fr huses: cntinuus insulatin triple-pane windws and sliding drs air leakage testing further limitatins t building envelpe trade-ffs Energy efficiency requirements fr large buildings: remval f insulatin exceptins t reduce thermal bridging effects 5
Building Cde Change Implementatin Timelines: Prpsed t cme int effect 2022 Prpsals include: 20 per cent decrease in energy cnsumed by huses: air tightness requirement imprved wall insulatin under-slab insulatin mre energy efficient triple-pane windws and sliding drs eliminating building envelpe trade-ffs enhanced mechanical equipment efficiency 6
Building Cde Change Implementatin Timelines: Prpsals include: Prpsed t cme int effect 2022 20 per cent decrease in energy cnsumed by large building types: mandatry air tightness testing withut cncern fr results further limitatins t building envelpe trade-ffs expansin f heat r energy recvery requirements t apartment buildings 7
Electric Vehicle (EV) Charging Prpsal fr Multi-unit Residential Buildings The gvernment is cmmitted t the facilitating wider use f Electric Vehicles (EVs): Reducing transprtatin sectr emissins is ne f the five pillars f the gvernment s Climate Change Actin Plan. Expanding the use f EVs is ne element f reducing emissins. Ontari s Building Cde is an imprtant mechanism fr implementing a number f the Climate Change Actin Plan cmmitments, including making it mre cnvenient t charge EVs. EV wners, especially thse wh live in multi-residential buildings, may nt currently have access t hme charging. Charging at hme, at night, is the mst cnvenient place and time fr peple t charge their cars. The Building Cde currently allws but des nt require EV charging in multi-unit residential buildings. 8
Review f Electric Vehicle Charging Requirements: 2012 Building Cde In May 2017, the Building Cde was amended t facilitate EV charging in all new huses and nn-residential buildings (wrkplaces). Fr huses empty cnduit and adequate reserved space in the electrical panel (minimum 200 amp panelbard) t energize an Electric Vehicle Supply Equipment (EVSE) when it is installed in the garage r driveway Fr wrkplaces (Part 3 and Part 9 nn-residential where there is parking inside the building) at least 20% f the parking spaces t be prvided with electric vehicle supply equipment (EVSE) installed in accrdance with the Electrical Safety Cde. remaining parking spaces t be EV-ready (designed t permit future installatin f EVSE) These requirements cme int effect January 1, 2018. 9
Prpsed Electric Vehicle Charging requirements fr Multi-unit Residential Buildings A prpsal identical t wrkplace charging requirements is prpsed fr multiunit apartment buildings (bth Part 9 (<600m2) and Part 3 buildings). Where parking spaces are prvided inside an apartment building, at least 20% f the parking spaces wuld need t be prvided with electric vehicle supply equipment (EVSE) installed in accrdance with Sectin 86 f the Electrical Safety Cde. The remaining parking spaces lcated in thse buildings wuld need t be EVready (designed t permit future installatin f EVSE in accrdance with Sectin 86 f the ESC). Electric Vehicle Supply Equipment (EVSE) is defined in the Electric Safety Cde (ESC) as: A cmplete assembly cnsisting f cnductrs, cnnectrs, devises, apparatus, and fittings installed specifically fr the purpse f pwer transfer and infrmatin exchange between the branch circuit and the electric vehicle. These requirements are prpsed t cme int effect January 1, 2019. Link fr prpsal # 2-CC-B-03-01-01 with Cde References Div. B, 3.1.21.1. and 9.34.4.1. 10
Electric Vehicle Charging Prpsal fr Multi-unit Residential Buildings Discussin Questins: 1. Is it practical t require the installatin f EVSE in a parking spt befre it is knwn what particular EV/PHEV (Plug-in Hybrid EV s) might be parked there? If s, what EVSE wuld wrk with every car? If nt, what hardware culd be installed? 2. What wuld be the impact f these plicies n manufacturers f EVs, PHEV s and EV chargers? 3. Shuld the vltage r the amperage f the 20% f the spts be prescribed? What shuld it be? Are there better alternatives t the 20%/80% split? 4. Hw much des it cst t energize parking spts? Is there a premium charged t cnd wners fr an EV parking spt cmpared t a nnenergized parking spt? 5. What shuld be cnsidered in a rugh-in fr future charging? 11
