FY 14 Unduplicated Count of Special Education The attached excel worksheet provides each LEA with the unduplicated count of special education students as of June 30, 2014. All counts were taken from the End of Year Frequency Report with the exception of the count of functionally delayed students. As noted over the past two years, guidance from Washington stated that if the functionally delayed student would have qualified under one of the federal categories, those students and the funds associated with serving them did not have to be removed from associated reports. Therefore, the count of functionally delayed students is taken from the count reported by each LEA on the General Purpose Budget submitted in the FY 15 eplan. If this count is incorrect, you must contact Kathi Rowe in the Office of Chief Financial Officer at Kathi.Rowe@tn.gov as soon as possible. Once the State Special Education Expenditure Report (SSEER) is uploaded to the eplan, the LEA must update other relevant pages within the application. Please use the attached counts to update your Non- Supplanting/Maintenance of Effort page. As you change your FY 14 expenditures from projected to actual, in Row 1, Column C, also revise the total unduplicated count of disabled students served by the school system in Row 2, Column C to match the total for your LEA from the excel worksheet. If you have any questions or need additional guidance, please contact Kathi.Rowe@tn.gov.
