Cessna Aircraft Company Page 1 1. INTRODUCTION 1.1. Purpose 1.1.1. The purpose of this Instructions for Continued Airworthiness (ICA) Supplement is to provide the maintenance technician with the information necessary to ensure the correct functionality and performance of the Rotary Speed Brake Actuation System on the Cessna Model 510. 1.1.2. This supplemental document is designed to satisfy the required 14 CFR 23.1529 Instructions for Continued Airworthiness requirements associated with this installation. This document is a supplement to the Model 510 Maintenance Manual and may or may not be incorporated. 1.1.3. If this information is incorporated into the Model 510 Maintenance Manual, the maintenance manual shall take precedence over this supplemental document. Refer to the application ATA chapter and section of the respective Maintenance Manual for the status of all ICA Supplements applicable to your model. NOTE: This document must be placed with the aircraft operator s Technical Library CD-ROM or Maintenance Manual and incorporated into the operator s scheduled maintenance program.

Effectivity This Instructions for Continued Airworthiness (ICA) supplement is effective for the following aircraft model(s) and serialization where this Rotary Speed Brake Actuation System is installed: Beginning Ending Model Effectivity Effectivity 510-000315 and On Table 1 Installation ICA Effectivity B 2.2. Complete ICA Documents 2.2.1. The following document(s), in conjunction with this supplement, constitute the Instructions for Continued Airworthiness for the Rotary Speed Brake Actuation System. All items must be available to the operator at initial delivery. Model 510 Wiring Diagram Manual 3. DESCRIPTION AND OPERATION 3.1. Description 3.1.1. Speed Brake Components Speed brakes are installed on the top and bottom surface of each wing, forward of the flaps. The speed brake system consists of one top and bottom panel per wing, and one electric actuator per wing. Two thumb switches, one installed on the left side of the left throttle lever knob, and one installed on the right side of the right throttle lever knob, control actuation of the speed brakes. During descent and landing, the pilot can extend the speed brakes, which create drag, to help slow the airplane. 3.1.2. Extension and Retraction The panels are always in one of two positions: extended, or retracted. There are no set positions between extended or retracted. The rotational travel of the output shaft on the electric actuator is controlled through hard stops internal to the motor

Cessna Aircraft Company Page 3 of the actuator, which are fixed. The output shaft rotates 180 in one direction to extend the panels, and 180 in the opposite direction to retract the panels. 3.2. Operation 3.2.1. Speed Brake Control System The speed brakes are controlled by a momentary thumb switch installed on each throttle lever knob. Move the switch aft to the EXT position to extend the speed brakes and to the RET position to retract them. The speed brakes will extend when the momentary thumb switch is moved to the EXT position and when the throttle levers are at 85% throttle lever angle (TLA) or less. If the speed brakes are extended, and the throttle levers are moved to more than 85% TLA, the speed brakes will automatically retract. 3.2.2. Electrical System The speed brake actuator is supplied with 28 VDC via the circuit breaker panel in the cockpit. The pilot or copilot activates one of the momentary extend/retract switches, which supplies a ground, thus activating the actuator. All electronic controls for the actuator are located within the actuator housing itself. A proximity switch is used to inform the pilot that the speed brakes are extended. This proximity switch is installed on the trailing edge of a wing rib, inboard of each actuator. It senses a target plate installed on the upper speed brake panel. This proximity switch is configured to close (give a ground) when the target is sensed. The white SPD BRK EXTEND message is shown on the Engine Indication and Crew Alerting System (EICAS) display when the left or right side retract proximity switch is open. 3.3. System Components 3.3.1. 9912749-1 ROTARY ACTUATOR - SPEED BRAKE, LH Electric rotary actuator. Located on the LH wing, forward of the flaps, and between the upper and lower speed brake panels. 3.3.2. 9912749-2 ROTARY ACTUATOR - SPEED BRAKE, RH Electric rotary actuator. Located on the RH wing, forward of the flaps, and between the upper and lower speed brake panels.

Located on the RH wing, directly below the RH speed brake actuator. 3.3.7. 7008101-23 WIRE BUNDLE ASSY - SPEED BRAKES - LH SWITCH C,D Retract proximity switch, used to annunciate the white SPD BRK EXTEND message on the Engine Indication and Crew Alerting System (EICAS) display when the left or right side retract proximity switch is open. Located on the inboard rib of the LH speed brake area. 3.3.8. 7008101-24 WIRE BUNDLE ASSY - SPEED BRAKES - RH SWITCH Retract proximity switch, used to annunciate the white SPD BRK EXTEND message on the Engine Indication and Crew Alerting System (EICAS) display when the left or right side retract proximity switch is open. Located on the inboard rib of the RH speed brake area.

Cessna Aircraft Company Page 5 3.4. Aircraft Wiring 3.4.1. Wire Routing General Refer to Model 510 Wiring Diagram Manual for general wire routing. 3.4.2. Wire Routing Tailcone Refer to 7018305 for wire routing definition in the tailcone. This includes the electrical connection to the J-box. 3.4.3. Wire Routing Wing Refer to 7028005 for wire routing definition in the wings. This includes the electrical connections to each actuator, as well as each retract proximity switch.

Cessna Aircraft Company Page 6 4. REMOVAL AND INSTALLATION This section gives removal and installation procedures for the Rotary Speed Brake Actuation system. The two components of the speed brake control system are the speed brake actuator, and the speed brake proximity switch. Refer to Table 2 for a list of special tools and equipment needed for adjustment and testing the speed brake system. For maintenance procedures on the speed brake panels, refer to Chapter 57, Speed Brakes Maintenance Practices. WARNING: CAUTION: Be careful when you do work near the speed brakes and remove electrical power from the airplane if possible. The speed brakes are electrically actuated and can cause injury to personnel. Do not operate the speed brake system through a complete cycle (extend and retract) more than 5 times in 3 minutes. Damage can occur to the speed brake actuator. 4.1. Speed Brake Proximity Switch Removal/Installation C (Refer to Figures 1 & 3) NOTE: The removal and installation procedures are typical for the left and right speed brake proximity switches. 4.1.1. Remove the Speed Brake Proximity Switch. 1. Extend the speed brake actuators and the wing flaps. (a) Set the DC POWER battery switch (SI004) in the cockpit to BATT. (b) Move the SPD BRK switch (SI039) on the left or right throttle lever to the EXT position. (c) Move the flap control lever to the LAND detent. (d) Set the DC POWER battery switch (SI004) to the OFF position. (e) Disengage the L SPEED BRAKE (HC007) circuit breaker on the pilot s circuit breaker panel and/or the R SPEED BRAKE (HF007) circuit breaker on the copilot s circuit breaker panel.

Cessna Aircraft Company Page 7 (f) Disengage the FLAPS circuit breaker (HC006) on the pilot s circuit breaker panel in the cockpit. 2. Disconnect the proximity switch electrical connector (JL023 left, JR022 right) from the wing wire bundle. 3. Remove the proximity switch from the wing rib. 4.1.2. Install the Speed Brake Proximity Switch. 1. Put the proximity switch in position on the wing rib. 2. Connect the proximity switch electrical connector (JL023 left, JR022 right) to the wing wire bundle. 3. Install the proximity switch on the wing rib. C,D (a) Disconnect the upper and lower speed brake panels from the actuator connecting links. Keep all hinges that attach the panel to the wing structure intact. (b) Close the upper speed brake panel by hand, and gain access to the proximity switch through the disconnected lower panel. (c) With the upper speed brake panel closed, set the proximity switch gap per Figure 3. The switch can be adjusted inboard/outboard by moving the retaining nuts on both sides of the wing rib. The target on the upper panel can be adjusted up/down by loosening the set screws. (d) Move the upper and lower speed brake panels by hand through full travel to check clearances, particularly between the proximity switch and the target. (e) Re-connect the upper and lower speed brake panels to the actuator connecting links, using the existing hardware. (Refer to Figure 2) (f) Safety with wire the hardware that attaches each panel to the connecting link. Reference Chapter 20, Safetying Maintenance Practices of the 510 Maintenance Manual. 4. Retract the speed brake actuators and the wing flaps. (a) Engage the L SPEED BRAKE (HC007) circuit breaker on the pilot s circuit breaker panel and/or the R SPEED BRAKE (HF007) circuit breaker on the copilot s circuit breaker panel in the cockpit.

Cessna Aircraft Company Page 8 (b) Engage the FLAPS circuit breaker (HC006) on the pilot s circuit breaker panel in the cockpit. (c) Set the DC POWER battery switch (SI004) in the cockpit to BATT. (d) Move the SPD BRK switch (SI039) on the left or right throttle lever to the RET position. (e) Move the flap control lever to the UP detent. (f) Set the DC POWER battery switch (SI004) to the OFF position. 5. Do the Speed Brake Retracted Panel Position Adjustment. Refer to the Testing, Return to Service, and Troubleshooting Adjustment/Test section of this supplement. 4.2. Rotary Speed Brake Actuator Removal/Installation (Refer to Figures 1 & 2) NOTE: The proximity switch should be installed before the actuator is connected to the speed brake panels. This will allow access through the lower side of the wing, to set the distance between the switch and the target on the upper panel. C NOTE: The removal and installation procedures are typical for the left and right speed brake actuators. 4.2.1. Remove the Rotary Actuator Speed Brake. 1. Extend the speed brake actuators and the wing flaps. (g) Set the DC POWER battery switch (SI004) in the cockpit to BATT. (h) Move the SPD BRK switch (SI039) on the left or right throttle lever to the EXT position. (i) Move the flap control lever to the LAND detent. (j) Set the DC POWER battery switch (SI004) to the OFF position. (k) Disengage the L SPEED BRAKE (HC007) circuit breaker on the pilot s circuit breaker panel and/or the R SPEED BRAKE (HF007) circuit breaker on the copilot s circuit breaker panel. (l) Disengage the FLAPS circuit breaker (HC006) on the pilot s circuit breaker panel in the cockpit.

Disconnect the speed brake connecting links from the upper and lower speed brake panels. (Refer to Figure 2) (a) Remove the safety wire from the hardware that attaches each panel to the connecting link. (b) Remove hardware that attaches each panel to the connecting link. Retain hardware with the actuator. 4. Remove the bolts that connect the speed brake actuator to the wing rib (outboard). 5. Remove the bolts that connect the speed brake actuator to the support bracket (inboard). 6. Remove the screws that connect the support bracket (inboard) to the spar. NOTE: This will also remove the bonding jumper from the speed brake panel. 7. Remove the speed brake actuator from the airplane. 4.2.2. Install the Rotary Actuator Speed Brake. 1. Use steel wool to clean the installation surfaces, as necessary. 2. Put the speed brake actuator in position in the wing. 3. Install the support bracket (inboard) to the wing spar with the screws, with the bonding jumper between the support bracket and the hardware. 4. Install the bolts that connect the speed brake actuator to the support bracket (inboard). 5. Install the bolts that connect the speed brake actuator to the wing rib (outboard). 6. Connect the speed brake actuator connecting links to the upper and lower speed brake panels. (Refer to Figure 2) (a) Install the hardware that attaches the connecting link to the speed brake panel. (b) Safety with wire the hardware that attaches each panel to the connecting link. Reference Chapter 20, Safetying Maintenance Practices of the 510 Maintenance Manual. A D D D

Connect the speed brake actuator electrical connector (PL025 left, PR024 right). 8. Make sure that the speed brake actuator is electrically bonded (Type II) to wing structure. Refer to 510 Maintenance Manual Chapter 20, Electrical Bond Maintenance Practices. 9. Retract the speed brake actuators and the wing flaps. (a) Engage the L SPEED BRAKE (HC007) circuit breaker on the pilot s circuit breaker panel and/or the R SPEED BRAKE (HF007) circuit breaker on the copilot s circuit breaker panel in the cockpit. (b) Engage the FLAPS circuit breaker (HC006) on the pilot s circuit breaker panel in the cockpit. (c) Set the DC POWER battery switch (SI004) in the cockpit to BATT. (d) Move the SPD BRK switch (SI039) on the left or right throttle lever to the RET position. (e) Move the flap control lever to the UP detent. (f) Set the DC POWER battery switch (SI004) to the OFF position. 10. Do the Speed Brake System Test. Refer to the Testing, Return to Service, and Troubleshooting Adjustment/Test section of this supplement. 4.3. Speed Brake Control Switch Removal/Installation 4.3.1. TESTING, RETURN TO SERVICE AND TROUBLESHOOTING 6.1. Adjustment/Test This section gives adjustment and test procedures for the Rotary Speed Brake Actuation system. Refer to Table 2 for a list of special tools and equipment needed for adjustment and testing the speed brake system. WARNING: Be careful when you do work near the speed brakes and remove electrical power from the airplane if possible. The speed brakes are electrically actuated and can cause injury to personnel.

Damage can occur to the speed brake actuator. 6.1.1. Hold-Down Load Adjustment NOTE: The hold-down load is the load necessary to lift the upper speed brake panel one panel skin thickness above the wing loft (approximately 0.08 inch, or 2.03 mm). The hold-down load adjustment procedure is typical for the left and right speed brake systems. 6.1.1.1. Remove electrical power from the airplane. 6.1.1.1.1. Disengage the L SPEED BRAKE (HC007) circuit breaker on the pilot s circuit breaker panel and/or the R SPEED BRAKE (HF007) circuit breaker on the copilot s circuit breaker panel. 6.1.1.2. Disconnect the electrical connector for the retract proximity switch (JL023 left, or JR022 right) from the wing wire bundle. 6.1.1.3. Disconnect the electrical connector (PL025 left, or PR024 right) from the speed brake actuator. 6.1.1.4. Place the switches on the speed brake test box in the positions listed in Table 3. NOTE: The operation to extend the speed brake actuator is typical, using the same switch. This configuration only utilizes a retract proximity switch that is closed when the speed brake panels are retracted. Therefore, the Extend light on the speed brake test box is disabled for this configuration. 6.1.1.7.1. Temporarily move the S1 (Extend/Retract) on the speed brake test box to the Retract position. NOTE: Switch activation is temporary; it is not necessary to hold the switch until the speed brake stops moving. Movement will stop when the actuator impacts the hard stops internal to the actuator. 6.1.1.8. With the speed brakes retracted, use tape to attach a spring scale to the trailing edge of the upper speed brake panel. 6.1.1.9. With the spring scale, pull up on the top speed brake panel until there is approximately 0.08 inch (2.03 mm) distance between the upper speed brake panel and the top wing skin. 6.1.1.9.1. The hold-down load must be 20.0 pounds, +5.0 or -5.0 pounds (89.0 N, +22.4 or -22.4 N). 6.1.1.9.2. If the hold-down load is not 20.0 pounds, +5.0 or -5.0 pounds, add/remove shims as necessary (Figure 2). If shims are removed, the hold-down load will increase. If shims are added, the hold-down load will decrease. 6.1.1.10. Hold-down load is not required for the lower speed brake panel. Verify that the lower speed brake panel just makes contact with the lower wing skin when the actuator retracts. If not, add/remove shims as necessary. 6.1.1.11. Repeat adjustments for opposite side as necessary. 6.1.1.12. Install inclinometers on the top and bottom panels of the speed brakes, perpendicular to the hinge lines. Use tape to hold the inclinometers to the speed brake panels. 6.1.1.13. Zero the inclinometers, and using the speed brake test box, extend the actuator.

Cessna Aircraft Company Page 14 6.1.1.14. Ensure deflection of LH and RH upper panels is within 1 degree of each other, keeping the hold-down load in the range specified above. 6.1.1.15. Repeat for lower panels. Hold-down load is not required for the lower panel. 6.1.1.16. Remove the spring scale, inclinometers and tape from the top speed brake panel. 6.1.2. Speed Brake Retracted Panel Position Adjustment (Refer to Figure 3) NOTE: The speed brake retracted panel position adjustment is typical for the left and right speed brake panels. CAUTION: Do not operate the speed brake system through a complete cycle (extend and retract) more than 5 times in 3 minutes. Damage can occur to the speed brake actuator. 6.1.2.1. Use the speed brake test box to retract the speed brake actuator. NOTE: The operation to retract the speed brake actuator is typical, using the same switch. This configuration only utilizes a retract proximity switch that is closed when the speed brake panels are retracted. Therefore, the Extend light on the speed brake test box is disabled for this configuration. 6.1.2.1.1. Temporarily move the S1 (Extend/Retract) on the speed brake test box to the Retract position. Adjust the retract target plate. 6.1.2.3.1. Loosen the screws on the retract target plate to adjust it. 6.1.2.3.2. During installation (refer to Section 4), the gap between the retract target plate and the retract proximity switch tip is set per Figure 3. This distance can be adjusted by loosening the retaining nuts on both C

Cessna Aircraft Company Page 15 sides of the wing rib, and moving the proximity switch inboard/outboard. 6.1.2.3.3. Move the retract target plate up or down to close the retract proximity switch at the same time the top speed brake panel touches the top of the wing skin. 6.1.2.4. Disconnect the speed brake test box from the electrical connectors for either the left or right speed brake that follow: 6.1.2.4.1. Left speed brake: P3 on the speed brake test box from PL025. P4 on the speed brake test box from JL023. 6.1.2.4.2. Right speed brake: P2 on the speed brake test box from PR024. P4 on the speed brake test box from JR022. 6.1.2.5. Connect the electrical connector (PL025 left, or PR024 right) to the speed brake actuator. 6.1.2.6. Connect the electrical connector (JL023 left, or JR022 right) to the wing wire bundle. 6.1.2.7. Engage the L SPEED BRAKE (HC007) circuit breaker on the pilot s circuit breaker panel and the R SPEED BRAKE (HF007) circuit breaker on the copilot s circuit breaker panel. 6.1.3. Speed Brake System Test 6.1.3.1. Connect external power to the airplane. 6.1.3.2. In the cockpit, set the DC POWER battery switch (SI004) to the BATT position. 6.1.3.3. Set the avionics power switch (SI007) to the AVN PWR position. 6.1.3.4. Engage the circuit breakers shown in Table 4. 6.1.3.5. Make sure that the L FUEL BOOST (SI011) and R FUEL BOOST (SI012) switches in the cockpit are in the OFF position. 6.1.3.6. Put the left and right throttle levers in the CUTOFF detent. 6.1.3.7. Make sure that the speed brake panels are in the fully retracted position. 6.1.3.8. Do an operational check of the pilot s speed brake control switch (SI039). CAUTION: Do not operate the speed brake system through a complete cycle (extend and retract) more than 5 times in 3 minutes. Damage can occur to the speed brake actuator.

Cessna Aircraft Company Page 16 6.1.3.8.1. Move the SPD BRK switch (SI039) on the left throttle lever to the EXT position to extend the speed brake panels. 6.1.3.8.2. On the multi-function display (MFD), make sure that the white SPD BRK EXTEND message comes on the Engine Indication and Crew Alerting System (EICAS). NOTE: It may be necessary to scroll down to get to this message. 6.1.3.8.3. Make sure that the speed brake panels extended. 6.1.3.8.4. Move the left throttle lever to the CLB detent, or throttle lever angle (TLA) 48.5 degrees, +2.0 or -2.0 degrees. 6.1.3.8.5. Make sure that the speed brake panels retracted. 6.1.3.8.6. Make sure that the white SPD BRK EXTEND message goes off. If not, revisit the Speed Brake Retracted Panel Position Adjustment section. 6.1.3.8.7. Put the left throttle lever in the IDLE detent. 6.1.3.9. Do an operational check of the copilot s speed brake control switch (SI039). CAUTION: Do not operate the speed brake system through a complete cycle (extend and retract) more than 5 times in 3 minutes. Damage can occur to the speed brake actuator. 6.1.3.9.1. Move the SPD BRK switch (SI039) on the right throttle lever to the EXT position to extend the speed brake panels. 6.1.3.9.2. On the multi-function display (MFD), make sure that the white SPD BRK EXTEND message comes on the Engine Indication and Crew Alerting System (EICAS). Move the SPD BRK switch (SI039) on the left throttle lever to the EXT position to extend the speed brake panels. When the speed brake panels start to move, move the SPD BRK switch to the RET position. Make sure that the speed brakes immediately move in the opposite direction (retract). 6.1.3.11. Move the SPD BRK switch (SI039) on the left throttle lever to the EXT position to extend the speed brake panels. 6.1.3.12. Move the SPD BRK switch (SI039) on the left throttle lever to the RET position to retract the speed brake panels. When the speed brake panels start to move, move the SPD BRK switch to the EXT position. Make sure that the speed brakes do not immediately move in the opposite direction (extend). The speed brake panels must continue to retract. 6.1.3.13. Move the SPD BRK switch (SI039) on the right throttle lever to the EXT position to extend the speed brake panels. When the speed brake panels start to move, move the SPD BRK switch to the RET position. Make sure that the speed brakes immediately move in the opposite direction (retract). 6.1.3.14. Move the SPD BRK switch (SI039) on the right throttle lever to the EXT position to extend the speed brake panels. 6.1.3.15. Move the SPD BRK switch (SI039) on the right throttle lever to the RET position to retract the speed brake panels. When the speed brake panels start to move, move the SPD BRK switch to the EXT position. Make sure that the speed brakes do not immediately move in the opposite direction (extend). The speed brake panels must continue to retract. 6.1.3.16. Operate the speed brake system through its full travel and make sure that all components operate freely and correctly. 6.1.3.17. Put the left and right throttle levers in the CUTOFF detent. 6.1.3.18. Set the avionics power switch (SI007) in the cockpit to the OFF position. 6.1.3.19. Set the DC POWER battery switch (SI004) to the OFF position. CAUTION: Disconnect external power when not in use to prevent an accidental discharge of the battery. C 6.1.3.20. Put the DC POWER battery switch (SI004) on the BATT position. 6.2.1.2. Engage the L SPEED BRAKE circuit breaker (HC007) on the pilot s circuit breaker panel. 6.2.1.3. Engage the R SPEED BRAKE circuit breaker (HF007) on the copilot s circuit breaker panel.

Cessna Aircraft Company Page 19 6.2.1.4. Move the SPD BRK switch (SI039) on either LH or RH throttle lever to the EXT position to extend the speed brake actuators. 6.2.1.5. Put the DC POWER battery switch (SI004) in the OFF position. 6.2.2. Detailed Inspection of the Speed Brake System. 6.2.2.1. Examine the speed brake actuators, upper and lower speed brake panels, hinges, connecting links, and bonding jumpers for correct installation, corrosion, cracks or other damage. 6.2.2.2. If the actuator has experienced any type of overload condition, the shoulder bolts that connect each panel to the actuator need to be removed from the arms and replaced. This should be done even if the bolts themselves did not fracture and there is no visible deformation of the bolts. 6.2.2.3. With the bolts removed, examine the connecting links for any damage that may have resulted from overloading of the bolts. If visible deformation or damage is present on the connecting links, they need to be replaced. If no damage is present, the connecting links can be used and only the shoulder bolts need to be replaced. 6.2.2.4. Put the DC POWER battery switch in the BATT position. 6.2.2.5. Move the SPD BRK switch (SI039) on either LH or RH throttle lever to the RET position to retract the speed brake actuators. 6.2.2.6. Put the DC POWER battery switch in the OFF position. 6.3. Troubleshooting 6.3.1. Speed Brake Will Not Move. A 6.3.1.1. If the speed brake will not extend or retract, review the troubleshooting tree in Figure 5. 6.3.2. SPD BRK EXTEND CAS Message. 6.3.2.1. If the SPD BRK EXTEND CAS message is illuminated in the cockpit when the speed brakes are in the retracted position, review section 6.1.2 Speed Brake Retracted Panel Position Adjustment of this supplement, as well as the troubleshooting tree in Figure 6.
