Driver Education Chapter 1 The New Jersey Driver License System Licensing System Basic Driver License (Class D): Registered by MVC, Except motorcycles License Cycle: A two-year license is available to motorists at least 70 years old. Digital Driver License: New Jersey issues a Digital Driver License (DDL). This license, along with the MVC 6 Point Identification Verification policy, is eliminating the prevalence of fraudulent MVC documents. DDL includes almost two dozen safety and security features, including digital photographs and signature. Do you have 6 points? POINTS OF PRIMARY DOCUMENTS + POINTS OF SECONDARY DOCUMENTS = TOTAL Requirements: - At least one PRIMARY document. - - Social Security Number. - - All documents must be ORIGINAL or CERTIFIED COPIES, in english, and have the required state and/or municipal seals. - 4 Point Documents: Civil birth certificate or certified copy from one of the 50 states, District of Columbia or a US territory. Photocopies or certificates from hospitals or religious entities are not accepted. Please read IMPORTANT INFORMATION above. US department state birth certificate (Form FS-545, FS 240 or DS-1350). Current NJ digital non-driver license.

Certificate of citizenship (Form N-560, N-561 or N-645) 3 Point Documentation: Court order for a legal name change, signed by a judge or court clerk. 2 Point Documentation: US School photo ID card with transcript. Driver license. 1 Point Documentation: (You can not use more than TWO of these) Social Security Card. ATM Card with preprinted name and applicant signature. ( Please note: an ATM card and bank statement cannot be submitted together). Things to Remember: - All legal name changes must be reported to the New Jersey Motor Vehicle Commission (MVC) within TWO WEEKS. - Graduated Driver License (GDL): New Jersey s Graduated Driver License (GDL) Program, the system gradually introduces driving privileges to first-time drivers, extends their practice driving time and requires a minimum age of 18 in order to receive an unrestricted, basic driver license. GDL restrictions placed upon first time drivers must be strictly adhered to. Failure to do so may result in a fine of $100 or a possible suspension of a motorist s driving privilege. All student examination permit holder must be accompanied by and adult supervising driver, in the front seat, who must possess a valid NJ Driver License, be at least 21 years old and licensed to drive for at least 3 years. Passengers are limited to any parent, guardian or dependent of the special permit holder and one additional passenger. GDL Decal All GDL drivers under age 21, who possess a permit or probationary license, are required to display two visible, red reflective decals, distributed through the MVC on any vehicle that they operate. One decal is to be displayed on the top left corner of the rear license plate and the other on the top left corner of the front license plate. The two, removable, decals are provided to a driver at the time a permit is issued for a fee of $4. Additional decals are available for $4 per pair at any MVC agency. GDL Exemptions Exemptions to the hours rule for permit and probationary drivers under 21 years: Proof of a need to drive during the prohibited hours for employment and/ or religion. For an exemption, the motorist must carry a legible certification to indicate this need from his/her employer or religious official on the official letterhead of the business, organization or religious institution, with the signature of the certifying official and his/her name, title, address and phone number. Examination Permit Restrictions AGE 17: Passengers must be from the drivers household, plus one additional person. If the driver is at least 21 years old, there are no passenger or hour restrictions.
