Dear Sea Ridge Resident, The Association has spent a considerable amount of time reviewing the parking issues at Sea Ridge. It is the consensus of the residents and your Board of Directors that there is limited available parking. This problem remains a high priority. To relieve this problem in a fair manner, your Board of Directors has adopted rules and has hired a private patrol company, PATROL-ONE to enforce the rules. PATROL-ONE has been charged with the enforcement of the Association parking rules in general and specifically to issue and track decals. An application for the New RED, Square Decal is enclosed. Failure to comply with parking regulations or a safelist confirmation when required will result in removal of the vehicle from the community at the vehicle owner s expense. The RED replacement Decal will replace the existing WHITE Decal beginning January 1 st, 2014. To obtain the new RED Decal, please send the application and required documents to Patrol-One. A. WHAT NEEDS A PERMIT? All resident vehicles parked outside a garage. B. HOW DOES THIS PROGRAM WORK? Residents must register a vehicle for each of their possible garage spaces prior to being issued a permit authorizing them to park outside. C. WHAT IS THE COST FOR THE PERMITS? There is no cost for the parking permits. HOWEVER, there will be a monthly fee billed by the Association according to the number of permits issued. Do NOT send fees to Patrol-One. Application fees will be applied to your monthly HOA dues from date of application approval. Application fees are non-fundable. D. NOTES AND PROCEDURES; 1. GARAGED VEHICLES - DO NOT require a Parking Permit. 2. USE OF GARAGE SPACE - Parking Permits will be issued only when the resident has provided proof that all garage space has been used appropriately. 3. REQUIRED DOCUMENTS - The following information and copies of all registrations: 1
a. COMPLETED APPLICATION (Please see page 6 and 7 - attached) b. PROOF OF RESIDENCY. (choose one of the following) 1) Current DMV registration showing resident s name and Sea Ridge address 2) Utility or other bill showing resident s name and Sea Ridge address 3) California Drivers License showing resident s name and Sea Ridge address. 4) Lease agreement showing resident s name and Sea Ridge address. c. TENANT LETTER (if applicable) from the unit owner (homeowner) giving permission for the tenant to obtain a parking permit. d. PROOF OF OWNERSHIP proving the vehicle belongs to the resident. 1) Current vehicle registration showing resident s name and Sea Ridge address 2) A Letter on company letterhead showing resident s name and the authority to have care-custody and control of the vehicle. 3) A letter from the registered vehicle owner explaining why the resident has vehicle not registered to the resident. For example: A letter from a grandparent authorizing a (Resident) grandchild to use their car. 4) If the vehicle is recently purchased, new or used, a copy of the top of the sales contract (yellow) showing: I. Resident s name and Sea Ridge address. II. Vehicle VIN number. III. Vehicle license plate, (if available) write it on this form. 5) Vehicle Identification - A unique number attached to the vehicle. a) License plate number. b) VIN number. e. DESIGNATED VEHICLE - which vehicle(s) will be issued Parking Permit(s). f. ONSITE INSPECTION - if Board of Directors requests verifications. 4. VEHICLE TYPES - The following vehicle types are not acceptable as legitimately Garaged vehicles: Vehicles out of current registration. Vehicles with current registration but registered as non-operating. Vehicles which are registered but not street legal (off road vehicles). Commercial vehicles (see definitions in this document). Recreational vehicles (see definitions in this document). 5. OFF SITE ADDRESS - Patrol-One will approve registrations with off site addresses only if support documents meet the criteria and the Board approves. a. Company vehicle - present verification on company letterhead so stating. b. Contract or other verification documents for a care-giver, nurse, nanny, etc. 2
E. OVERSIZED, COMMERCIAL and RECREATIONAL VEHICLES 1. Oversized Vehicle An inspection for an oversized vehicle is required in all cases where the resident contends the vehicle does not fit safely into the garage. Patrol-One will provide a garage inspection for $25.00 per inspection. The resident must call Patrol-One and schedule an appointment for an inspection. The resident will pay the Patrol-One officer $25.00 in cash or check at the time the officer arrives to facilitate the inspection. Please note the following: a. The fee for the appointment is due whether the vehicle passes or does not. b. The Association requires that the vehicle fit safely in the garage, not necessarily comfortably. c. Garages which have been modified so as to preclude the safe parking of a vehicle will not be issued a Parking Permit. 2. Commercial Vehicles will not be issued parking permits. Commercial vehicles are defined as but not limited to vehicles having any of the following attributes: a. Major company logos b. Business telephone numbers c. Over ½ ton vehicle weight d. Ladders e. Construction racks f. Tool boxes g. Vans or buses designed to carry more than 12 passengers h. Limousines 3. Recreational Vehicles will not be issued parking permits. Recreational vehicles are defined as but not limited to the following: a. Motor homes b. Personal watercraft c. Trailers of all types d. Unlicensed vehicles e. Boats f. Aircraft g. Cab-over campers F. CAN THE DECAL BE PLACED ON A CARD AND DISPLAYED WHEN OUTSIDE OR CAN I ROTATE MY GARAGE VEHICLES? No. Each decal is serialized and issued to a specific vehicle. Decals must be affixed to the proper vehicle. 3
G. WHEN WILL THIS PROGRAM START? The enforcement of this procedure will begin at 12:01 A.M. January 1 st, 2014. Please be sure to contact Patrol-One in advance if you have more than two (2) vehicles or an oversized vehicle that requires a garage inspection. H. WHICH VEHICLE - Don't forget to designate which vehicles will be garaged and which will be parked outside. The permit is designated to one vehicle only. 2. DECAL LOCATION - To be valid, your Decal MUST be affixed to the inside rear windshield, lower corner, driver s side. It must be clearly visible from outside the vehicle. 3. TINTING - If you have heavy tinting or a convertible, the Decal must be affixed to the front windshield, lower corner, driver s side and be clearly visible from the outside. 4. LOST OR STOLEN DECALS - Replacements will be issued at no charge. However, Decals reported as lost or stolen will immediately be HOTLISTED and any vehicle displaying them will be subject to immediate tow. 5. CAR COVER - Decals must be clearly visible and displayed as close to the rear window location as possible. It is suggested that the decal be encased in a protective cover and secured in a way that it may not be lost or stolen. J. GUESTS are allowed a maximum (30) overnights in a 180-day rolling window. 3. If your GUEST is staying longer than the maximum allowed days, you MUST request a variance through the Management Company. IN CONCLUSION: This program may seem complex and burdensome to you. Your Board, the Property Manager and Patrol-One have worked diligently to make it as simple and effective as possible. The Board of Director s authority and obligation to implement this program is derived from your association s CC&Rs. Garages must be used for garaging vehicles only. C.C.& R Section 8.02 states that residents must park their vehicles in their garage. Street Parking Permits: You may apply for a street parking permit if you have more than two vehicles, or your vehicle is too large to park in the garage.
