Amendment No. RECOMMENDATION Staff recommends that the City Council move to approve Amendment No. to Agreement No. 353-7 between the City of Beverly Hills and Clean Fuel Connection, Inc. for model upgrade of remaining electric vehicle chargers from CT 2000 s to CT 4000 s (from Level to Level 2) in various parking structures and authorize a purchase order in an amount not to exceed $82,90. INTRODUCTION The City operates 35 publicly available electric vehicle (EV) charging stations, including 59 ports in 4 City parking facilities and at Roxbury Park, These represent a combination of Level and Level 2 chargers. The City has started upgrading the EV charging stations. Fourteen electric vehicle charging stations in City parking structures have already been upgraded by Clean Fuel Connection, Inc. and staff has submitted documentation of these upgrades seeking rebates offered by the South Coast Air Quality Management District (SCAQMD).

Meeting Date: January 22, 208 Separately, staff is exploring adding inventory of direct current ( DC ) fast charging stations. Installation of fast chargers, and future maintenance and service of existing and future stations, would be considered. It is anticipated that a request for proposals would be developed and released in March 208. This would include consideration of Tesla-specific fast chargers and other models. The proposed amendment would complete the upgrade process that has started. It would authorize upgrades to the remaining 4 charging stations (distinct parking structures from the first 4). DISCUSSION The City entered into an agreement with Clean Fuel Connection (Agreement No. 353-7) for upgrade of EV chargers. Clean Fuel Connection, Inc. completed the installation in the following quantities at the following parking structures: 4 345 N. Beverly Drive (previously incorrectly listed as 345 N. Brighton) Dual Ports 2 26 S. Beverly Drive Single Port 2 440 N. Camden Drive Dual Ports 2 438 N. Beverly Drive/439 N. Canon Drive Dual Ports 2 46 N. Bedford Drive Dual Ports 2 22 N. Crescent Drive Single Port This initial round of upgrades is pending an $8,000 rebate from SCAQMD, processed through Chargepoint, the original equipment manufacturer. This is the full amount available to the City. The proposed Amendment No. would authorize Clean Fuel Connection, Inc. to implement model upgrades of remaining electric vehicle charging station inventory in the following quantities and at following parking structures: 2 9333 W. Crescent Drive Single Port 2 936 Dayton Way Single Port Ports The proposed amendment would authorize upgrades of the remaining EV charging stations to Level 2 and they will be designated as such. If these 4 EV charging stations are upgraded, there will not be any remaining Level stations in the City parking structures. Data supports the conclusion that Level 2 chargers were used at the City locations at a greater frequency than Level chargers in the past. Addressing this demand is expected to be one of the advantages of upgrading all of the City s EV charging stations to Level 2. Completion of these upgrades also simplifies the striping and signage, by eliminating the need to distinguish between Level and Level 2 chargers. Staff recommends City Council elect to waive the bid process for the upgrades to the remaining 4 charging stations per Municipal Code 3-3-204, as it is in the best interest of Page 2 of 3

Meeting Date: January 22, 208 the City to complete the remaining upgrades using the current service vendor, which covers ongoing maintenance, prior installation of EV charging stations, and the pending rebate. This would allow the most seamless continuation of the existing upgrade process, without delay. As background, Level charging refers to a OV/20V connection, similar to a household electrical outlet. This is a slower method of charging and the City does not provide the cord or connection to this outlet. Level 2 charging refers to a 240V connection, similar to what powers a home electric dryer or oven. Level 2 charging connections have a standardized cord provided by the City. Electric vehicles with Level 2 charging capabilities are the most common type in use today. Fast chargers (DC) charge faster and allow for longer distance travel on a charge. Staff is currently working with Tesla and the current original equipment manufacturer (Chargepoint) to install fast chargers at City garages. Staff will solicit bids for evaluation and installation of fast chargers, as well as maintenance, service and repair of EV charging stations in March 208. The Traffic and Parking Commission recommended transition to Level 2 or Level 3 charging stations. At the July 5, 206, Study Session, City Council agreed to move forward with the recommendation. The City has processes (e.g., signage) to inform the public about the availability of EV charging stations. Chargepoint also posts information on its website. FISCAL IMPACT Funding for the proposed upgrades to the remaining 4 charging stations is available in the current capital improvement budget under CIP No. 0786 Parking Program Upgrades and Improvements. The proposed Amendment No. would add $82,90 to the existing contract amount of $50,000 for a total contract amount of $32,90. The existing agreement with Clean Fuel Connection of $50,000 is essentially expended (after any outstanding invoice is paid). The proposed amendment consists of $57,90 for the upgrades of the additional 4 EV charging stations, plus $25,000 for additional services that must be negotiated in advance and set forth in writing. Additional Services Additional services outside of the scope of work as outlined above will be set forth in writing in an executed Individual Project Order (IPO) to be approved by the CITY in writing before any work will be initiated.
