Figueroa, 15 th floor. Tuesday, January 30, 2007, 2:00 pm Present: Alan Kapilow AK Owner 310 678-1367 kapilow@dslextreme.com Allen Sarlo AS Owner 310 714-5499 allen@allensarlo.com Terrance O Connell TO LAFD 213-482-6504 terrance.oconnell@lacity.org Mike Downs MD LADWP (water) 213.367.1218 michael.downs@ladwp.com Gregg Vandergriff GV Public Works Jeffrey Eyster JE AE Architects 310-450-8007 jeffrey@aearchitect.com Purpose of Meeting: To review the current servicing and future requirements for the project. 4.1 General Discussion Item Discussion Action By 4.1.1 JE introduced the project by way of Master Site Plan and preliminary Site Servicing Plan. The project includes 5 existing renovated houses, plus 11 new houses and the completion of Woodstock and Leicester streets with turnarounds. 4.1.2 JE noted that Mollenhauer has been retained as the Civil Engineer for the project. 4.1.3 MD noted that water service has already been installed on Woodstock. 4.1.4 TO noted that one hydrant for Woodstock has already been paid for and can be installed. TO requested that one additional hydrant be installed near the end of Woodstock at the hammerhead. 4.1.5 TO noted that all hydrants must be installed on the upslope side of the street. 4.1.6 TO indicated that 3 or 4 hydrants would be required on Leicester. 4.1.7 GV noted that installation of water service and hydrants on Leicester would take about 6 months. 4.1.8 TO mentioned that he has received an email from street services regarding the paving of Woodstock. JE noted that a portion of Woodstock was recently paved. 4.1.9 MD noted that after resurfacing, no cuts into street are allowed for one year. All services should be installed prior to paving. Page 1 of 2

abrahams+eyster architects 4.1.10 GV noted that street width with parking on one side would need to be 36', however, if parking restrictions are posted, the width can be 20 feet. Provide 3 on either side of the street for curb, gutter, retaining wall and planting strip, for a total of 26 street dedication. 4.1.11 AK noted a preference for a 20 street width. JE added that a smaller street would make the retaining walls lower. JE suggested that the street width could vary in order to accommodate some street parking while minimizing street with and retaining walls on the steepest slopes. GV noted that this would be possible as long as it is designed so as not to appear ambiguous or confusing to drivers. 4.1.12 GV noted that a legal turn-around would need to be 70 in diameter. A hammerhead would be smaller. 4.1.13 GV noted that although the retaining wall ordinance only covers residential lots, the City has been known to apply it to street works as well. 4.1.14 AK suggested that a parking area could be built at the end of the street. GV cited concern about excessive parking during parties. 4.1.15 TO noted that there is a 'vacated' area at the end of Woodstock, which connects it to the Mount Olympus cul-de-sac. 4.1.16 GV noted that to begin work on the road, Civil as-builts would be required and additional funds would need to be paid into the account. 4.1.17 TO stated that he would like to see Woodstock paved. 4.1.18 MD noted that a new water line on Leicester would cost around 175 dollars per linear foot. 4.1.19 AK suggested that the five existing houses could be screened using trees, and that this might satisfy the neighbors concerns about their unsightly appearance. 4.1.20 AK asked about getting a variance to permit the five existing homes to remain as built. GV responded that that would then open all bureaus to asking for additional restrictions. This, I consider to be an accurate summary of items discussed. If anyone s recollection / interpretation differs, please notify me. Minutes prepared February 1, 2007. Jeffrey Eyster, AAIA Abrahams + Eyster Architects Page 2 of 2
