SECTION 263213 - ENGINE GENERATORS PART 1 - GENERAL 1 RELATED DOCUMENTS Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section. 2 Commissioning This section specifies a system or a component of a system being commissioned as defined in Section 019100 Commissioning. Testing of these systems is required, in cooperation with the Owner and the Commissioning Authority. Refer to Section 019100 Commissioning for detailed commissioning requirements. 3 SUMMARY Section includes packaged engine-generator sets for standby power supply with the following features: 5. Diesel engine. Unit-mounted cooling system. Unit-mounted control and monitoring. Fuel system. Outdoor enclosure. Related Requirements: Section 263600 "Transfer Switches" for transfer switches including sensors and relays to initiate automatic-starting and -stopping signals for engine-generator sets. 4 DEFINITIONS Operational Bandwidth: The total variation from the lowest to highest value of a parameter over the range of conditions indicated, expressed as a percentage of the nominal value of the parameter. LP: Liquid petroleum. EPS: Emergency power supply. ENGINE GENERATORS 263213-1

EPSS: Emergency power supply system. 5 ACTION SUBMITTALS Product Data: For each type of product. Include rated capacities, operating characteristics, electrical characteristics, and furnished specialties and accessories. Include time-current characteristic curves for generator protective device. Include fuel consumption in gallons per hour at 0.8 power factor at 0.5, 0.75 and 0 times generator capacity. Include generator characteristics, including, but not limited to kw rating, efficiency, reactances, and short-circuit current capability. Shop Drawings: Include plans and elevations for engine-generator set and other components specified. Indicate access requirements affected by height of subbase fuel tank. Include details of equipment assemblies. Indicate dimensions, weights, loads, required clearances, method of field assembly, components, and location and size of each field connection. Include diagrams for power, signal, and control wiring. Complete schematic, wiring, and interconnection diagrams showing terminal markings for EPS equipment and functional relationship between all electrical components. 6 INFORMATIONAL SUBMITTALS Qualification Data: For manufacturer. Seismic Qualification Certificates: For engine-generator set, accessories, and components, from manufacturer. Basis for Certification: Indicate whether withstand certification is based on actual test of assembled components or on calculation. Detailed description of equipment anchorage devices on which the certification is based and their installation requirements. Field quality-control reports. Warranty: For special warranty. 7 CLOSEOUT SUBMITTALS Operation and Maintenance Data: For packaged engine generators to include in emergency, operation, and maintenance manuals. In addition to items specified in Division 1 include the following: a. b. List of tools and replacement items recommended to be stored at Project for ready access. Include part and drawing numbers, current unit prices, and source of supply. Operating instructions laminated and mounted adjacent to generator location. 8 MAINTENANCE MATERIAL SUBMITTALS Furnish extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents. Fuses: One for every 10 of each type and rating but no fewer than one of each. Filters: One set each of lubricating oil, fuel, and combustion-air filters. 9 QUALITY ASSURANCE Installer Qualifications: Manufacturer's authorized representative who is trained and approved by manufacturer. 10 WARRANTY Manufacturer's Warranty: Manufacturer agrees to repair or replace components of packaged engine generators and associated auxiliary components that fail in materials or workmanship within specified warranty period. Warranty Period: 2 years from date of Substantial Completion. PART 2 - PRODUCTS 1 MANUFACTURERS Manufacturers: Subject to compliance with requirements, provide products by one of the following: ENGINE GENERATORS 263213-3

Source Limitations: Obtain packaged generator sets and auxiliary components through one source from a single manufacturer. 2 PERFORMANCE REQUIREMENTS Seismic Performance: Engine-generator set housing, subbase fuel tank,engine-generator set, batteries, battery racks, silencers, and sound attenuating equipment, accessories, and components shall withstand the effects of earthquake motions determined according to ASCE/SEI 7. The term "withstand" means "the unit will remain in place without separation of any parts when subjected to the seismic forces specified[ and the unit will be fully operational after the seismic event]." Component Importance Factor: 25. NFPA Compliance: Comply with NFPA 70. Comply with NFPA 110 requirements for Level 1 emergency power supply system. Noise Emission: Provide weathertight, level 1 sound enclosuredue to sound emitted by generator set including engine, engine exhaust, engine cooling-air intake and discharge, and other components of installation. Environmental Conditions: Engine-generator system shall withstand the following environmental conditions without mechanical or electrical damage or degradation of performance capability: Ambient Temperature: Minus 15 to plus 40 deg Relative Humidity: Zero to 95 percent. 3 ASSEMBLY DESCRIPTION Factory-assembled and -tested, water-cooled engine, with brushless generator and accessories. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a testing agency acceptable to authorities having jurisdiction, and marked for intended location and application. E. F. G. EPSS Class: Engine-generator set shall be classified as a Class 24 in accordance with NFPA 110. Induction Method: Turbocharged. Governor: Adjustable isochronous, with speed sensing. Emissions: Comply with EPA Tier 4 requirements. Mounting Frame: Structural steel framework to maintain alignment of mounted components without depending on concrete foundation. Provide lifting attachments sized and spaced to prevent deflection of base during lifting and moving. Rigging Diagram: Inscribed on metal plate permanently attached to mounting frame to indicate location and lifting capacity of each lifting attachment and generator-set center of gravity. H. Capacities and Characteristics: Power Output Ratings: Nominal ratings as indicated (400 kw as indicated on electrical plans). Output Connections: 480/277V, Three-phase, four wire. Nameplates: For each major system component to identify manufacturer's name and address, and model and serial number of component. I. Generator-Set Performance: Transient Voltage Performance: Not more than 15 percent variation for 50 percent step-load increase or decrease. Voltage shall recover and remain within the steady-state operating band within three seconds. Steady-State Frequency Stability: When system is operating at any constant load within the rated load, there shall be no random speed variations outside the steady-state operational band and no hunting or surging of speed. Sustained Short-Circuit Current: For a three-phase, bolted short circuit at system output terminals, system shall supply a minimum of 3005 percent of rated full-load current for not less than 10 seconds and then clear the fault automatically, without damage to generator system components. Start Time: Comply with NFPA 110, Type 10, system requirements. 4 ENGINE Fuel: Fuel oil, Grade DF- Rated Engine Speed: 1800 rpm. Maximum Piston Speed for Four-Cycle Engines: 2250 fpm. Lubrication System: The following items are mounted on engine or skid: Filter and Strainer: Rated to remove 90 percent of particles 5 micrometers and smaller while passing full flow. Thermostatic Control Valve: Control flow in system to maintain optimum oil temperature. Unit shall be capable of full flow and is designed to be fail-safe. Crankcase Drain: Arranged for complete gravity drainage to an easily removable container with no disassembly and without use of pumps, siphons, special tools, or appliances. E. F. G. Jacket Coolant Heater: Electric-immersion type, factory installed in coolant jacket system. Comply with NFPA 110 requirements for Level 1 equipment for heater capacity. Cooling System: Closed loop, liquid cooled, with radiator factory mounted on engine-generator-set mounting frame and integral engine-driven coolant pump. Muffler/Silencer: Semicritical type, sized as recommended by engine manufacturer and selected with exhaust piping system to not exceed engine manufacturer's engine backpressure requirements. Minimum sound attenuation of 18 db at 500 Hz. Sound level measured at a distance of 25 feet from exhaust discharge after installation is complete shall be 85 dba or less. H. I. Air-Intake Filter: Standard -duty, engine-mounted air cleaner with replaceable dry-filter element and "blocked filter" indicator. Starting System: 24-V electric, with negative ground. 5. 6. 7. Components: Sized so they are not damaged during a full engine-cranking cycle with ambient temperature at maximum specified in "Performance Requirements" Article. Cranking Motor: Heavy-duty unit that automatically engages and releases from engine flywheel without binding. Cranking Cycle:. Battery: Lead acid, with capacity within ambient temperature range specified in "Performance Requirements" Article to provide specified cranking cycle at least twice without recharging. Battery Cable: Size as recommended by engine manufacturer for cable length indicated. Include required interconnecting conductors and connection accessories. Battery Stand: Factory-fabricated, two-tier metal with acid-resistant finish designed to hold the quantity of battery cells required and to maintain the arrangement to minimize lengths of battery interconnections. Battery-Charging Alternator: Factory mounted on engine with solid-state voltage regulation and 35 A minimum continuous rating. ENGINE GENERATORS 263213-6

8. Battery Charger: Current-limiting, automatic-equalizing and float-charging type designed for lead-acid batteries. Unit shall comply with UL 1236 and include the following features: a. Operation: Equalizing-charging rate of 10 A shall be initiated automatically after battery has lost charge until an adjustable equalizing voltage is achieved at battery terminals. Unit shall then be automatically switched to a lower float-charging mode and shall continue to operate in that mode until battery is discharged again. 5 DIESEL FUEL-OIL SYSTEM Comply with NFPA 30. Main Fuel Pump: Mounted on engine to provide primary fuel flow under starting and load conditions. Fuel Filtering: Remove water and contaminants larger than 1 micron. Subbase-Mounted, Double-Wall, Fuel-Oil Tank: Factory installed and piped, complying with UL 142 fuel-oil tank. Features include the following: Tank level indicator. Fuel-Tank Capacity: 24 hours at rated load. Vandal-resistant fill cap. 6 CONTROL AND MONITORING Provide minimum run time control set for 30 minutes with override only by operation of a remote emergency-stop switch. Comply with UL 508 Configuration: Operating and safety indications, protective devices, basic system controls, and engine gages shall be grouped in a common control and monitoring panel mounted on the generator set. Mounting method shall isolate the control panel from generator-set vibration. Panel shall be powered from the engine-generator set battery. Indicating Devices : As required by NFPA 110 for Level 1 system, including the following: 5. 6. AC voltmeter. AC ammeter. AC frequency meter. EPS supplying load indicator. Supporting Items: Include sensors, transducers, terminals, relays, and other devices and include wiring required to support specified items. Locate sensors and other supporting items on engine or generator, unless otherwise indicated. Common Remote Panel with Common Audible Alarm: Comply with NFPA 110 requirements for Level 1 systems. Include necessary contacts and terminals in control and monitoring panel. Remote panel shall be powered from the engine-generator set battery. Supporting Items: Include sensors, transducers, terminals, relays, and other devices and include wiring required to support specified items. Locate sensors and other supporting items on engine or generator, unless otherwise indicated. ENGINE GENERATORS 263213-8

7 GENERATOR OVERCURRENT AND FAULT PROTECTION Overcurrent protective devices for the entire EPSS shall be coordinated to optimize selective tripping when a short circuit occurs. Coordination of protective devices shall consider both utility and EPSS as the voltage source. Overcurrent protective devices for the EPSS shall be accessible only to authorized personnel. Generator Circuit Breakers: Molded-case, thermal-magnetic type; 100 percent rated; complying with UL 489. Trip Rating: See electrical plans for breaker trip ratings. Mounting: Adjacent to or integrated with control and monitoring panel. Ground-Fault Indication: Comply with NFPA 70, "Emergency System" signals for ground fault. Indicate ground fault with other generator-set alarm indications. Trip generator protective device on ground fault. 8 E. F. G. H. GENERATOR, EXCITER, AND VOLTAGE REGULATOR Comply with NEMA MG Drive: Generator shaft shall be directly connected to engine shaft. Exciter shall be rotated integrally with generator rotor. Electrical Insulation: Class H or Class F. Stator-Winding Leads: Brought out to terminal box to permit future reconnection for other voltages if required. Provide 12 lead alternator. Range: Provide broad range of output voltage by adjusting the excitation level. Construction shall prevent mechanical, electrical, and thermal damage due to vibration, overspeed up to 125 percent of rating, and heat during operation at 110 percent of rated capacity. Enclosure: Dripproof. Voltage Regulator: Solid-state type, separate from exciter, providing performance as specified and as required by NFPA 110. Adjusting Rheostat on Control and Monitoring Panel: Provide plus or minus 5 percent adjustment of output-voltage operating band. Maintain voltage within 15 percent on one step, full load. Provide anti-hunt provision to stabilize voltage. 9 OUTDOOR GENERATOR-SET ENCLOSURE Description: Vandal-resistant, sound-attenuating, weatherproof steel housing, wind resistant up to 100 mph. Multiple panels shall be lockable and provide adequate access to components requiring maintenance. Panels shall be removable by one person without tools. Instruments and control shall be mounted within enclosure. Convenience Outlets: Factory wired, GFCI. Arrange for external electrical connection. 10 FINISHES Indoor and Outdoor Enclosures and Components: Manufacturer's standard finish over corrosion-resistant pretreatment and compatible primer. 11 SOURCE QUALITY CONTROL Project-Specific Equipment Tests: Before shipment, factory test engine-generator set and other system components and accessories manufactured specifically for this Project. Perform tests at rated load and power factor. Include the following tests: 5. Test generator, exciter, and voltage regulator as a unit. Full load run. Voltage and frequency stability. Transient voltage and frequency dip response. Report factory test results within 10 days of completion of test. PART 3 - EXECUTION 1 EXAMINATION Examine areas, equipment bases, and conditions, with Installer present, for compliance with requirements for installation and other conditions affecting packaged engine-generator performance. Examine roughing-in for piping systems and electrical connections. Verify actual locations of connections before packaged engine-generator installation. Proceed with installation only after unsatisfactory conditions have been corrected. ENGINE GENERATORS 263213-10

2 PREPARATION Interruption of Existing Electrical Service: Do not interrupt electrical service to facilities occupied by Owner or others unless permitted under the following conditions and then only after arranging to provide temporary electrical service according to requirements indicated: Notify Construction Manager no fewer than two working days in advance of proposed interruption of electrical service. Do not proceed with interruption of electrical service without Construction Manager's written permission. 3 INSTALLATION Comply with packaged engine-generator manufacturers' written installation and alignment instructions and with NFPA 110. Equipment Mounting: Install packaged engine generators on cast-in-place concrete equipment bases. Comply with requirements for equipment bases and foundations specified in division 3 Coordinate size and location of concrete bases for packaged engine generators. Cast anchor-bolt inserts into bases. Concrete, reinforcement, and formwork requirements are specified with concrete. Install packaged engine-generator to provide access, without removing connections or accessories, for periodic maintenance. Electrical Wiring: Install electrical devices furnished by equipment manufacturers but not specified to be factory mounted. 4 CONNECTIONS Connect fuel, cooling-system, and exhaust-system piping adjacent to packaged engine-generator to allow service and maintenance. Connect cooling-system water piping to engine-generator set and with flexible connectors. Connect engine exhaust pipe to engine with flexible connector. Ground equipment according to Section 260526 "Grounding and Bonding for Electrical Systems." ENGINE GENERATORS 263213-11

E. F. Connect wiring according to Section 260519 "Low-Voltage Electrical Power Conductors and Cables." Provide a minimum of one 90 degree bend in flexible conduit routed to the generator set from a stationary element. Balance single-phase loads to obtain a maximum of 10 percent unbalance between any two phases. 5 IDENTIFICATION Identify system components according to Section 260553 "Identification for Electrical Systems." 6 FIELD QUALITY CONTROL Manufacturer's Field Service: Engage a factory-authorized service representative to inspect, test, and adjust components, assemblies, and equipment installations, including connections. Major equipment and system startup and operational tests shall be scheduled and documented in accordance with Section 019100 Commissioning Tests and Inspections: System functional performance testing is part of the Commissioning Process as specified in Section 019100. Functional performance testing shall be performed by the contractor and witnessed and documented by the Commissioning Authority. Perform tests recommended by manufacturer and each visual and mechanical inspection and electrical and mechanical test listed in the first two subparagraphs as specified in NETA Acceptance Testing Specification. Certify compliance with test parameters. 7 MAINTENANCE SERVICE Initial Maintenance Service: Beginning at Substantial Completion, provide 12 months' full maintenance by skilled employees of manufacturer's designated service organization. Include quarterly exercising to check for proper starting, load transfer, and running under load. Include routine preventive maintenance as recommended by manufacturer and adjusting as required for proper operation. Provide parts and supplies same as those used in the manufacture and installation of original equipment. ENGINE GENERATORS 263213-12

8 DEMONSTRATION Trainingoftheowner soperationandmaintenancepersonnelisrequiredin cooperation with the Commissioning Authority. The instruction shall be scheduled in coordination with the Commissioning Authority after submission and approval of formal training plans.
