Minutes of Expert Appraisal Committee meeting held on 25.06.2015 ***** Tamil Nadu Generation and Distribution Corporation Ltd (TANGEDCO - A subsidiary of TNEB Ltd)) has proposed to establish a Supercritical Thermal Power Project with a single unit of 800 MW Capacity within existing North Chennai Thermal Power Station complex located in Ponneri Taluk, Thiruvallur District. Necessary application for obtaining final Environmental Clearance was filed on 26.05.2015 and the project was listed for hearing during the EAC meeting held on 25.06.2015. During the meeting Expert Appraisal Committee meeting held on 25.06.2015, the committee considered the project and were sought some additional details to consider the project for issue of Environmental clearance. The requisite details are submitted as follows. 1. Action plan for harnessing of Solar power 2. Revised layout showing all the units of NCTPS and its facilities

Point wise Replies for Clarifications raised in EAC meeting held on 25.06.2015 I. Action plan for harnessing solar power. Proposed to tap solar power by installing PV Solar Plant (with seasonal tilt Mechanism) on roof tops of Administrative& Power house buildings at cost of Rs.850 Lakhs to generate 1000 KW power In addition to this, Solar water heating systems will be provided on the roof tops of guest house and canteen at estimated cost of Rs. 50 Lakhs Total budget proposed for tapping Solar power is Rs.900 Lakhs II. Revised layout clearly depicting the various Units and facilities. Revised layout of NCTPS prepared by Institute of Remote Sensing/Anna university clearly depicting various units Stage I (3x210 MW), Stage II (2x600 MW) and Stage III(1x800 MW) and facilities viz., Coal conveyor, Cooling water inlet/outlet and Bottom ash disposal line to Ash dyke proposed are given as Annexure 1. III. FSA/ MoU for imported coal. MOU signed between MMTC Limited, a Government of India Enterprise and Tamilnadu Generation and Distribution Corporation Limited (TANGEDCO) dated 25 th May 2015 for supply of imported coal 2.51 MTPA for proposed project is attached as Annexure 2. IV. Letter from competent Port authority regarding handling of the coal. Letter issued by Kamarajar Port Limited (erstwhile Ennore Port Limited) dated 28.07.2015 for handling of imported coal for 1 x 800 MW NCTPP State III is attached as Annexure 3. V. Comparison of the year round base-line data before and after the Stage-I and II. The ambient air quality is being monitored at three locations (Vivekananda Vidyalaya, Valur; Kamaraj Port and near Cooling Water Pump House, NCTPS. The monthly minimum and maximum values are given below table and graph, the day wise results are attached as Annexure 4. Due to the execution of Vallur TPP(3x500 MW) and NCTPS Stage II(2x600 MW) in the vicinity and development of Ponneri Highway from Chennai,the pollution level was high during the period of 2007 to 2013 and the same is in the declining trend after 2014 since the construction activities in this area are over. The reading taken by TNPCB clearly shows the declining trend of SPM level in this area.

VIII. The water quality data was not properly presented. Hence, the same needs to be re-done for the fresh water and sea water. Details of existing and proposed e-auction for fly ash, the LoIs from prospective takers along with quantities etc. At present TANGEDCO is disposing the fly ash by allotment to the Cement companies and the companies have established silos to collect the fly ash from the Power plant. Also the bottom ash is being supplied to the Brick manufacturers/ssi units for making fly ash bricks. Open tender system is being adopted to allot the fly ash to the companies. Now an MOU executed with M/s Dalmia cements (Bharat) Ltd, Dalmiapuram, Tamilnadu for off take of fly ash from the proposed NCTPS Stage III (1x800 MW) is furnished herewith Annexure 5. X. Explore various avenues for utilization of bottom ash. The bottom ash of the proposed Plant will be collected through dry bottom handling system and used for brick manufacturing and road laying purposes, excess if any disposed through existing ash dyke of NCTPS. XI. OHS data of the employees of existing Units. If survey not done, the same shall be done and submitted. The consolidated health checkup status of NCTPS I & II plant employees for year 2014-2015 carried out through a clinical Laboratory/Chennai is enclosed.the statement of respective medical officers of existing NCTPS Stage I and NCTPS Stage II is given as Annexure 6.
