JOB POSTING JOB POSTING E-Mail: snelson@ci.hutchinson.mn.us Phone: 320.234.4497 Web: www.ci.hutchinson.mn.us Fax: 320.234.4240 Apply By Friday, June 29 th, 2018 TITLE MAINTENANCE OPERATOR 2017 DEPARTMENT SUPERVISED BY PUBLIC WORKS PUBLIC WORKS MANAGER AND MAINTENANCE LEAD OPERATOR SUMMARY THIS IS WORK OPERATING AND MAINTAINING THE STREETS, FACILITIES, GROUNDS AND OTHER INFRASTRUCTURE OF THE CITY OF HUTCHINSON DUTIES AND RESPONSIBILITIES 1 Works in crews of various sizes and alone conducting maintenance activities as directed, using a wide variety of vehicles, equipment, tools, materials, and methods to operate and maintain infrastructure, facilities and properties owned by the City of Hutchinson. 2 May be assigned to serve as a primary operator for any number of specialty functions within the department, such as: sewer maintenance, street sweeping, grading, patching, cemetery operations, grounds maintenance, traffic control, etc. 3 Maintenance functions are performed in a variety of areas and departments including, Streets & Roadways, HATS Facility, Cemetery, Wastewater, Airport, Storm Water, Water, and other City departments: a b c d e f g h Reviews work orders, gathers necessary equipment, tools and supplies to perform work orders. Snow removal from the streets, alleys and parking lots utilizing a variety of heavy and light equipment, may include some handwork for snow removal. Maintains snow storage sites and installs snow fence as directed. Performs residential leaf vacuum services, operating tractors and leaf vacuum equipment. Grounds maintenance including, landscaping, shaping, fertilizing, weed control, seeding, sodding and mowing. Urban forestry maintenance, including planting, pruning, brush collection and chipping, hazardous, diseased and dead tree removal, stump removal and site restoration. Building operations and maintenance including, material handling and storage, repairs to building systems, cleaning and janitorial duties. Equipment maintenance including, preparing equipment for seasonal service, servicing equipment, performing pre-operations inspections and conducting minor maintenance and repairs. Metal work including: cutting, welding, and selection of appropriate materials.
i j k l General inspection and installation and maintenance of items relating to the Crow River Dam, streetlights, sidewalks, trails and walkways, traffic control, and signs. Road surface patching and repair including, asphalt, concrete pavement, and aggregate surfaces. Utilizes a variety of materials, equipment and techniques to prepare sites and make repairs to paved surfaces. Performs funeral services, including gravesite excavation and preparation, performs committals, and closes gravesites in accordance with policy and state statutes. Works with funeral services providers and family members at funerals, as necessary. Coordinates with and oversees seasonal employees and contract maintenance service providers as assigned. 4 Operates radios, telephones, and other communications equipment. 5 Helps Senior Operators and Supervisors determine the causes of malfunctions, and the types and scopes of necessary repairs. 6 Assists Senior Operators and Supervisors in determining personnel, materials, and equipment necessary to complete a given task. Reviews, provides information relating to, and recommends changes to work orders and standard operating procedures. Implements appropriate adopted changes. 7 Performs duties in accordance with safety regulations and other City rules related to maintenance tasks. Completes tasks in a safe manner and reminds fellow crewmembers of safety procedures, as necessary. Attends all required safety meetings and training events. 8 Performs related duties as required or assigned. EQUIPMENT Commercial and light vehicles, light and heavy construction equipment, and various pieces of power equipment. Communications equipment, small tools, and other small equipment incidental to the position. Personal computer and printer for time entry system, email, and CMMS entries. MINIMUM QUALIFICATIONS High School diploma or GED plus one year of related experience. SPECIAL REQUIREMENTS Valid Commercial Driver License, Class A, without air brake and manual transmission restrictions or the ability to obtain within 6 months of being hired. DESIRABLE QUALIFICATIONS Diploma or certificate in technical education program related to Public Works operators or one year of related experience in construction, municipal Public Works, or equivalent training. Ability to understand, accept, and carry out oral and written directions, make decisions, and complete tasks as directed with little supervision. Ability to work well with City personnel, contractors, and personnel from other departments. Experience in maintenance or construction of publicly owned infrastructure, facilities and equipment. Effective communication skills, both written and oral. Understanding of CMMS, inventory management, and related software/hardware.
WORKING CONDITIONS Outside and shop conditions in all weather. Physical health hazards possible from moving vehicles and equipment, chemicals and toxic gases, and exposure to sharps/infectious materials. Occasional scheduled on-call time. Unscheduled hours for snow removal. Occasional unscheduled weekend hours and work after normal working hours responding to emergencies. Responds to alarms, emergency, and snow removal call-ins within 1 hour. Public Works Maintenance Operator (Facilities) Specialty area Primary areas of responsibility (and estimated percentage of time spent): Facility maintenance (60%): Perform various work orders to repair and maintain Public Works facilities. Troubleshoot and maintain building envelope, HVAC, mechanical systems, and electrical systems. Maintain and mow grounds, as directed, utilizing skid steer loader, ag. tractor with towed mower, zero-turn self-propelled mower and power and hand tools. Most work will be done at the HATS Facility. May perform work in City-owned buildings on the HATS site, at the Water Street Garage facility, and in publicly-owned Airport and Cemetery buildings. Traffic Control (25%): Perform various activities relating to placement of traffic control devices, to ensure safety during public events, or for work projects located within public rights-of-way. Primary activities will including loading, placing, retrieving, cleaning, conducting inventory and storing a variety of traffic control devices. And, as necessary, ordering replacement traffic control devices in accordance with specifications. Snow Removal (10%): Operate a tractor, loader or snowplow truck to perform snow removal. Modifications to equipment/routes may be made at any time, based on personnel, equipment, and resources available. Equipment maintenance (5%): Perform various repair and maintenance work orders relating to equipment utilized in the performance of Facility maintenance activities. Primary activities will include cleaning, greasing, and adjusting tools, tractors, mowers, aerial lift devices, and snow removal equipment, etc. Other operations, as needed Forestry Operations: Serving as part of a crew, perform various tasks related to urban forestry, including pruning, chipping, tree removals, and plantings. Residential Leaf Vacuum Program: Serve as a backup operator for the residential leaf vacuum program. Operate a tractor and leaf vacuum to provide this service on specified routes. Emergency maintenance (as needed): Serve as part of a crew performing tasks, as directed, in response to emergency situations involving a variety of City infrastructure. Public Works Maintenance Operator (Utility) Specialty area Primary areas of responsibility (and estimated percentage of time spent): Utility maintenance (45%): Inspect, clean and report conditions relating to distribution, collection systems infrastructure. Perform a variety of maintenance activity for utility systems, including jetting, cleaning, service restoration, and restoration of repair areas primarily by utilizing heavy and light equipment and appropriate tools. Paint and maintain coatings on utility infrastructure. Assist in coordination of contract repairs and maintenance, including utilization of City equipment, materials, and supplies. Assist in street repairs related to valve boxes, manholes, catch basins, and other utility appurtenances. Utilize jet-vac truck to clean wastewater and storm water collection system infrastructure. Perform jetting as directed for City-owned facilities. Streets & Roadways Maintenance (25%): Serving as part of a crew, perform various tasks related to maintenance of streets, alleys, parking lots and roadways. Perform repair and maintenance activities on concrete, bituminous and aggregate pavements. Operate related heavy and light equipment and perform manual labor as required.
