Paquette) SUMMARY This paper prpses the refrmatting infrmatin fund in Part 8 Technical Instructins fr the Safe Transprt f Dangerus Gds by Air (Dc 9284) in rder t be mre practical fr the reader and user-friendly. Actin by the DGP-WG is in paragraph 2. 1. INTRODUCTION 1.1 Part 8 Technical Instructins was re-rganized in the 2011-2012 Editin by listing the varius dangerus gds under fur categries: a) medical necessities; b) articles used in dressing r grming; c) cnsumer articles; and d) security-type equipment. 1.2 While this is an imprvement, sme issues with the listing still remain. Specific infrmatin is smetimes difficult t find and at times seems incmplete. Fr instance, where it is indicated that the apprval peratr sught prir t transprting certain dangerus gds in Part 8, there is n prvisin fr the peratr t ntify the pilt-in-cmmand presence f thse (7 pages) DGPWG.10.WP.016.2.en.dc

Cnsequently, an peratr might assume that the pilt-in-cmmand des nt need t be. 1.3 The refrmatting infrmatin in Part 8 in table frmat accentuates ptential prblem areas that will need t be addressed in the future. Als, the text will need t be revised fr cnsistency and accuracy. 1.4 In rder t allw passenger reservatins and sales staff and passenger check-in staff t find specific infrmatin mre readily when using a cpy f Part 8, it is prpsed that the infrmatin be refrmatted in a table with a quick indicatin if the dangerus gds are: a) allwed in checked baggage; b) allwed in carry-n baggage; c) if the apprval air peratr ; d) if the the pilt-in-cmmand ; OR e) if allwed t be transprted, under which cnditins. 2. ACTION BY THE DGP-WG 2.1 The DGP-WG is invited t cnsider refrmatting the text presently fund in Part 8;1, with the fllwing table. The DGP-WG is als invited t cnsider creating a wrking grup t review the cntents f this table t Part 8. Chapter 1 PROVISIONS FOR DANGEROUS GOODS CARRIED BY PASSENGERS OR CREW Parts f this Chapter are affected by State Variatins CH 1, US 15; see Table A-1 1.1 DANGEROUS GOODS CARRIED BY PASSENGERS OR CREW 1.1.1 Except as therwise prvided in 1.1.2, dangerus gds, including excepted packages f radiactive material, must nt be carried by passengers r crew members, either as r in carry-n baggage r checked baggage r n their persn. Except as prvided fr in 1.1.2 y) belw, security type equipment such as attaché cases, cash bxes, cash bags, etc., incrprating dangerus gds, fr example lithium batteries r pyrtechnic material, are ttally frbidden; see entry in Table 3-1. Persnal medical xygen devices that utilize liquid xygen are prhibited either as r in carry-n baggage r checked baggage r n the persn. Electrshck weapns (e.g. Tasers) cntaining dangerus gds such as explsives, cmpressed gases, lithium batteries, etc. are prhibited in carry-n baggage r checked baggage r n the persn. 1.1.2 Ntwithstanding any additinal restrictins which may be implemented by States in the interests f aviatin security, except fr the incident reprting prvisins f 7;4.4, the prvisins se Instructins d nt apply t the fllwing when carried by passengers r crew members r in baggage that has been separated frm its wner during transit (e.g. lst baggage r imprperly ruted baggage) r in excess baggage carried as carg as permitted by 1;1.1.4.1 g):

N N - - Devices cntaining liquid xygen are frbidden in carry-n baggage, checked baggage r n the persn. N N Spare cylinders f a similar size are als allwed if required t ensure an adequate supply fr the duratin jurney. N N The ttal net quantity f each single article must nt exceed 0.5 kg r 0.5 L; Release valves n aersls prtected by a cap r ther suitable means t prevent inadvertent release cntents; and The ttal net quantity f all articles mentined in c), j) and m) must nt exceed 2 kg r 2 L (e.g. fur aersl cans f 500 ml each) fr each persn. - - N N Must be implanted int a persn as the result f medical treatment. - - N N Must be as the result f medical treatment. It is recmmended that passengers make advance arrangements with each peratr.

- 4 - f) Wheelchairs r ther batterypwered mbility aids with spillable batteries Checked Carry-n N Fr use by passengers whse mbility is restricted by either a disability, their health r age, r a temprary mbility prblem (e.g. brken leg); The wheelchair r mbility aid can be laded, stwed, secured and unladed always in an upright psitin and the battery terminals are prtected frm shrt circuits (e.g. by being enclsed within a battery cntainer) and the battery is securely attached t the wheelchair r mbility aid; The must ensure that wheelchairs r ther battery pwered mbility aids are carried in such a manner s as t prevent unintentinal activatin and that they are prtected frm being damaged by the mvement f baggage, mail, stres r ther carg; If the wheelchair r mbility aid cannt be laded, stwed, secured and unladed always in an upright psitin, the battery remved and the wheelchair r mbility aid may then be carried as checked baggage withut restrictin; and The remved battery carried in strng, rigid packagings as fllws: the packagings leaktight, impervius t battery fluid and be prtected against upset by securing them t pallets r by securing them in carg cmpartments using apprpriate means f securement (ther than by bracing with freight r baggage) such as by use f restraining straps, brackets r hlders; batteries prtected against shrt circuits, secured upright in these packagings and surrunded by cmpatible absrbent material sufficient t absrb their ttal liquid cntents; and these packagings marked Battery, wet, with wheelchair r Battery, wet, with mbility aid and be labelled with a Crrsive label (Figure 5-22) and with a package rientatin label (Figure 5-26). It is recmmended that passengers make advance arrangements with each peratr; als unless batteries are nnspillable they shuld be fitted, where feasible, with spill-resistant vent caps. g) Lithium-in battery-pwered wheelchairs r ther similar mbility aids h) Prtable medical electrnic devices (Autmated External Defibrilatrs (AED), Nebulizer, Cntinuus Psitive Airway Pressure (CPAP), etc.) cntaining lithium metal r lithium in cells r batteries I Small medical r clinical thermmeter which cntains mercury N Fr use by passengers whse mbility is restricted by either a disability, their health r age, r a temprary mbility prblem (e.g. brken leg); The batteries f a type which meets the requirements f each test in the UN Manual f Tests and Criteria, Part III, sectin 38.3; Battery terminals prtected frm shrt circuits (e.g. by being enclsed within a battery cntainer) and securely attached t the mbility aid; and The must ensure that such mbility aids are carried in a manner s as t prevent unintentinal activatin and that they are prtected frm being damaged by the mvement f baggage, mail, stres r ther carg; It is recmmended that passengers make advance arrangements with each peratr. Spare batteries individually prtected s as t prevent shrt circuits (by placement in riginal retail packaging r by therwise insulating terminals, e.g. by taping ver expsed terminals r placing each battery in a separate plastic bag r prtective puch); and Each installed r spare battery: f a type which meets the requirements f each test in the UN Manual f Tests and Criteria, Part III, sectin 38.3; and must nt exceed the fllwing: fr lithium metal batteries, a lithium cntent f nt mre than 8 grams; r fr lithium in batteries, a watt-hur rating f nt mre than 160 Wh. In additin, each fuel cell cartridge marked with the maximum quantity and type f fuel in the cartridge; fuel cell cartridges cntaining hydrgen in metal hydride must cmply with the requirements in Special Prvisin A162. n mre than tw spare fuel cell cartridges may be carried by a passenger; fuel cell cntaining fuel are permitted in carry-n baggage nly; interactin between fuel cells and integrated batteries in a device must cnfrm t IEC PAS 62282-6-1 Ed. 1.
