Foreword This standard is the certification criteria for environmental covers revised through deliberation of a committee to set up the certification criteria according to the procedure specified in the Environmental Technology and Environmental Industry Support Act. Accordingly, EL764 Batteries EL764-2005/3/2012-36 was revised and incorporated into this standard. It should be noted that parts of this standard may in conflict with patent rights having technical characteristics, patent applications after laying-open of application, utility model rights or application for the utility model registration after laying-open of application. Batteries [EL764-2012-126] 1 Scope This standard describes the method of verifying the cell that is able to charge and discharge used for the small sized portable power for office or house is in conformity with the Eco Mark Certification Standard. 2 Normative references The following documents, in whole or in part, are indispensable for application of this standard. KS C IEC 60086-5, Primary batteries - Safety of batteries with aqueous electrolyte KS C IEC 62133, Secondary cells and batteries containing alkaline or other non-acid electrolytes-safety requirements for portable sealed secondary cells, and for batteries made from them, for use in portable applications KS M 0016, General rules for atomic absorption spectrochemical analysis KS M 0032, General rules for icp emission spectrochemical analysis KS Q 5002, Statistical technique of data KATS(Korean Agency for Technology and Standards) Notification pursuant to Safety Standards for Industrial Products Subject to Self-Regulatory Safety Verification and Quality Control & Safety Management of Industrial Products Act KATS(Korean Agency for Technology and Standards) Notification pursuant to Electric Appliances Safety Standard and Electric Appliances Safety Control Act 3 Terms and definitions This standard uses the following Definition of Terms. 3.1 Rechargeable Alkaline-Manganese batteries A charging and discharging possible battery ( RAM battery hereinafter) using a manganese dioxide at a positive pole, a zinc at a negative pole, and alkaline solution as electrolyte. 3.2 Nickel-metal hydride batteries A secondary battery using nickel oxide at a positive pole, a hydrogen storage alloy at a negative pole, and alkaline solution as electrolyte 3.3 Lithium secondary batteries A secondary battery using a carbon or lithium metal at a negative pole, and this category 1

includes Lithium-ion batteries, lithium ion polymer batteries, and others. 4 Environment related criteria Environment related items considering the whole process of batteries given in the Table 1. Table 2 The content criteria of harmful elements Item Lead(Pb) Cadmium(Cd) Mercury(Hg) Criteria (mg/kg) 40 10 1 4.2 The capacity of battery The charging capacity by battery type should be satisfied the following criteria. a) RAM battery shall be 40% or more of rated capacity indicated in the battery in regard to the charge capacity after a 25 times charging and discharging cycle test, and during test, no leakage shall occur. b) Nickel-metal hydride batteries and Lithium secondary batteries shall be 80% or more of rated capacity indicated in the battery in regard to the charge capacity after a 400 times charging and discharging cycle test, and during test, no leakage shall occur. 4.3 Packaging materials Halogen group synthetic resin including PVC, should not be used for the packing materials. 5 Quality related criteria 5.1 The safety of battery With respect to the safety by the battery type, it shall satisfy the following criteria. a) RAM batteries shall comply with 6. Test and requirements in KS C IEC 60086 5. 2

b) Nickel-metal hydride batteries shall satisfy 5 of KS C IEC 62133. c) Lithium secondary batteries shall satisfy the criteria of Voluntary Safety Confirmation. 5.2 Quality and performance 5.2.1 If there are Korea Industrial Standards, the relevant standards and functions comply with following standards excepting the item related to section 4(Environmental Standards). 5.2.2 If there are not Korea Industrial Standards according to 5.2.1, the relevant standards and functions comply with following standards excepting the item related to section 4(Environmental Standards). a) the national standard other than Korea Industrial Standards b) the overseas national or international standard for relevant product quality c) the collective standard according to Industrial Standardization Act of article 27 5.2.3 When not applied for the standards according to 5.2.1 or 5.2.2, the relevant products certified with the national standard or equivalent in the industrial field can be applied by applicant requests, suggesting the product quality and function standards. If there are requests from the certification deliberation committee, it should be reviewed in consideration of the suggested standard and the property of the function standard application, excepting the item related to section 4(Environmental Standards). 6 Consumer Information The certification reason that relevant products contribute to reduction of environmental effects should be marked.. 7 Verification methods and test methods 7.1 General a) Number of test samples shall be reduced to the minimum, and five test samples shall be required for the rechargeable battery capacity test. b) In case without any notification, the tests shall make it a rule to be conducted in a stabilized condition in which the product is set in regular use stage and reaches to normal conditions (Temperature 20±15, Relative humidity 65±20 %). However, storage conditions, open circuit, persistent time and leakage-resistance shall satisfy Table 3. c) The measuring difference range between voltage and current shall be less than ±0.5. d) Test samples shall be the product provided the public, however, in the inevitable situation it shall be collected at random by a certification institute from products in market or those in storage at the production site e) The test result for each test item shall be closed with the numerical value having a cipher that is one higher than the cipher mentioned in the relevant standard under KS Q 5002. If rules for rounding of numerical value are specified in concerned testing method, such rules shall be observed. Note Details for the cipher should be mentioned in the test report. 7.2 Verification methods Test methods and verification methods by each item of the certification criteria are given in Table 4. However, if the Eco-label certification review committee requests the verification of the test or a certificate, it cannot be accepted. 7.3 Capacity Test Method of RAM Battery The capacity test of RAM battery is as following. Note The capacity of a secondary battery is referred to as the quantity of current that can continuously flow for 1 hour after being charged under nominal conditions as presented by the corresponding manufacturer, i.e., the quantity of electric charge that can be discharged under specified conditions. It is expressed as Ah. a) The charging shall be executed with 1C constant current and when the manufacturer- 4

recommended voltage is reached, it shall be changed to the constant voltage method to thereby execute the charge. When the charging current is 10 ma or 3 hours has elapsed, the charging shall be completed. Note C, or the C-rate, is referred to as the current of a secondary battery that flows when the nominal capacity presented by the corresponding manufacturer is entirely discharged within 1 hour. b) The standard of discharging end shall be 0.8 V per unit battery. c) The break time between charging and discharging or between discharging and charging shall be at least one hour, and shall be no more than 24 hours. d) The life test shall execute 25 times charging and discharging operation under the condition of 0.2C constant current. e) The capacity of a battery shall be measured after completing the life test. 7.4 Capacity test method for the nickel-metal hydride battery Capacity test for the nickel-metal hydride battery is as following. a) The constant current which is 1C shall be used for the electric charging, and the filling is terminated when the voltage change per unit battery is 5mV. b) The standard of discharging kinds shall be 1 V per unit battery. c) The break time between charging and discharging and between discharging and charging shall be 30 minutes. d) After charging under normal conditions suggested by a manufacturer, the initial test shall be executed for each stage according to discharge conditions of Table 5. However, if the capacity measured at the third stage is less than 90% of the rated capacity indicated on the battery, the test shall no longer be executed. Table 5 The discharge condition of nickel-metal hydride battery Stage Residual discharging Conditioning Capacity determining Discharge condition 0.2 C (Once) 1 C (Three times) 0.2 C (Once) e) The life test shall execute 400 times charging and discharging operation under constant current conditions of 1C. f) After completing the life test, the charging shall be executed under the normal conditions suggested by the manufacturer, and then the capacity of the battery shall be measured under 0.2C discharging conditions. 7.5 Capacity test method for lithium secondary battery Capacity test for lithium secondary battery is as following. a) The charging shall be executed with 1C constant current and when the charging current is 20mA or 3 hours has elapsed, the charging shall be completed. b) The standard of discharging end shall be 3 V. c) The pause between the set of charging and discharging operation shall be 30 minutes. d) After charging under normal conditions suggested by the manufacturer, the initial test shall be executed for each stage according to discharging conditions of Table 6. However, if the capacity measured at third stage is less than 90% of the rated capacity indicated in the battery, the test shall no longer be executed. 5

Common Criteria, Notice No. 2016-134, the Ministry of Environment 1. Those who have received the certifications for Eco-label shall comply with the environment regulation standard during the certification period. However, even when the person violates the environment regulation standard, if the person submits the detailed violation, an improvement measure and a measure to prevent a repeat of the violation including the following items to the president of the Korea Environmental Industry & Technology Institute (hereinafter referred to as the president of Technology Institute ) and takes the measure within 1 month from the date of violation, the person shall be considered to comply with the criteria. Regulation for storing records and documents related to the environment regulation standard. 2. With respect to marks of information for consumers specified in the certification criteria by each subject, the following matters shall be complied with. A. Product-related information for consumers shall be marked on the product cover. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it on the product cover, it can be marked on an appropriate part where consumers can perceive relevant information such as product package, a product guide or a user guide. B. Service-related information for consumers shall be marked inside and outside the building in the business site where service is operated. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it inside and outside the building in the business site where service is operated, it can be marked on an appropriate part where consumers can perceive relevant information such as a contract, a delivery statement, a letter of warranty or promotion materials. 3. Those who are to receive certification for Eco-label or have receive the certification shall comply with the Act on Fair Labeling and Advertising for establishing an order for fair trade and for protecting consumers. 7

4. The person shall not conduct unfair marks, labeling or advertising related to the environmental aspects of the product in accordance with the Article 16-10 of the law. 5. With respect to various standards cited in the certification criteria for each product, the latest version of standard when applying for the certification shall be applied unless otherwise specified. In addition, in case that the regulation criteria is strengthened more strictly than that certification criteria for each product due to revision of relevant laws or regulations, the strengthened criteria shall be tentatively applied. Also, in case that the criteria are abolished, the criteria before abolition shall be tentatively applied by when the relevant certification criteria are revised. 6. In case that it is judged that the application of quality-related criteria in accordance with the certification criteria for each product is not suitable, the president of Technology Institute can set and implement the quality criteria for relevant products. [Verification method in accordance with the certification criteria] 1. The test report in accordance with the specified test methods means a test report issued by an agency designated by the president of Technology Institute among the following items. However, if the person who applied for certification of Eco-label seeks to be verified with the test result implemented by a testing or inspecting laboratory not corresponding to one of the following items, the person shall get confirmation and verification in the presence of a professional designated by the president of Technology Institute. A. Korea Environmental Industry & Technology Institute in accordance with the Sub-clause 12, Clause 4, Article 5 of the law B. Testing/ inspecting laboratory recognized in the accrediting system for testing/ inspecting laboratories in accordance with the Article 23 of the Framework Act on National Standards (e.g. testing/ inspecting laboratory accredited by KOLAS) C. Testing/ inspecting laboratory designated and accredited by the president of central administrative agencies in accordance with relevant laws D. Foreign testing/ inspecting laboratory complying with the international standard, ISO/IEC 17025 E. Testing/ inspecting laboratory recognized by the president of Technology Institute in case that it is difficult to conduct a test in the laboratories specified from A to D. 8

2. In case that the president of Technology Institute requests test-related materials, the testing/ inspecting laboratory that issued a test report in accordance with the clause 1 shall follow the request as long as there is no specific reason. If the laboratory rejects the request without any reasonable cause, the laboratory may be restricted to conduct a requested test. 3. With respect to verification of submitted documents, whether it complies with the certification criteria shall be verified with the test reports, statement of raw materials supply/production, certificates related to the product, user guides or manuals or products that are submitted by the person who seeks for certification of Eco-label in order to verify that the product complies with relevant criteria. In case of service, it can include performance materials, documentary evidence and photos of the side. However, if it is difficult to verify it only with the submitted documents, tests corresponding to the clause 1 may be added. 4. In case that the person who has already receive the certification seeks for additional certification on models using the same materials, parts or components as the certified product, the existing verification result may be applied to relevant raw materials, parts or components. However, the test report in accordance with the clause 1 shall be that issued within 12 months from the date of applying certification. 5. In case that the person gets certification in accordance with the Sub-clause 2, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. 6. In case that the person gets certification in accordance with the Sub-clause 3, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. However, with respect to environment-related or qualityrelated criteria which may be influenced by the wholly or partly different environmental aspects and quality information among models, each model shall be verified. 9
